Che, I am not sure about the budget but NFD will be one state with a state president(governor) and it will have three counties, Garissa, Wajer and Mandera. Each county will contain 4 districts so the Somalis will have 12 districts. The taxes will be 15% LOL just like California.

Kenya votes in favor of new constitution. The new constitution almost looks like the constitution of the USA. They will have new bill of rights. There will be Legislative, (a Senate and House of Reps AKA Parliament), Executive, and Judiciary (Supreme Court) government branches. Devolution will be part of the new constitution which means they will have State, City and County levels. The president's functions will be similar to that of the United States presidents. Kenyan president will not be so powerful any more. There will be no prime minister.
