In my humble opinion: Some sort of governance is better than no governance. If folks organize along the lines of region and qabiil, I see no harm. Qabiil is part of the Somali story; and running away from it ignores our realty- past,present, and future. Qabiil = region in Somalia, qabiil is the bottom line of regional politics. The idea is to build on the most practical system available to us, and refine it into more progressive system when suitable. Yacni... qabiil makes most sense to us so why not use it to our advantage.
