The new Parliament building will be a temporary one which will have offices for ministers, parliamentarians, the press, visitors, traditional elders, employees, security/search offices and a conference room for parliament. This comes after consultations with the three best Puntland Engineers, President Abdirahman and the Speaker of Parliament. What or who is JPLG? UN Joint Programme on Local Governance and Decentralised Service Delivery (JPLG). The JPLG is designed to contribute towards: The Somali Reconstruction and Development Programme 2008 –12 (RDP) priority/goal(s) of deepening peace, improving security and establishing good governance and investing in people through improved social services, and specifically to the RDP target outcome of ‘Decentralised service delivery achieved in all of South-Central Somalia, Puntland and Somaliland. It follows a comprehensive approach to rendering local governments as credible basic service providers, and strengthening civic awareness and participation in decision making. The JPLG covers Outcome 1, sub outcome 1.3 of the United Nations Somali Assistance Strategy (UNSAS) 2011 -2015. Notes with concern that Kenya continues to carry the heaviest refugee burden, and in this regard calls on the international community to urgently develop modalities for burden-sharing, and urge humanitarian aid agencies to relocate to the secure parts of the country in order to provide humanitarian assistance to the drought and famine-stricken communities in a more effective manner and stem migration; 11. Welcomes the UNSC decision to extend for 12 months authorization for those countries cooperating with the TFG to use ‘All Necessary Means’ to Combat Piracy and Armed Robbery(Resolution2020), further calls upon the international community to respond to its obligations under the 13 UNSC Conventions on Anti-terrorism to tackle the threats to international peace and security in Somalia and stresses the need for a comprehensive response to tackle piracy, armed robbery and terrorism and their underlying causes; 12. Welcomes the admission of the Republic of South Sudan as the newest full member of the IGAD community. 2. Strongly condemns the destabilization activities of the Al Shabaab and other militant groups in Somalia and the Region; 3. Welcomes the joint security operation by Kenya Defense Forces (KDF) and TFG forces in pursuit of Al Shabaab in South and Central Somalia; and understands, appreciates and supports the joint operation as a unique opportunity for the region to consolidate gains made and restore stability and security in Somalia. In this regard, emphasizes the need for regional solidarity and enhanced coordination between AMISOM, TFG forces, and KDF in order to successfully defeat Al Shabaab and bring to an end the state of lawlessness that has prevailed in much of Somalia over the last two decades; 4. Calls upon the TFIs to expedite the finalization and endorsement of national security and stabilization processes; 5. Stresses the need for enhanced engagement by IGAD and the AU in galvanizing international support for the on-going operation with a view to building on the momentum created by the joint operation; 6. Calls upon the Ethiopian Government to support the Kenyan- TFG and AMISOM operation. Further calls upon Kenya to consider the prospects of integrating its forces to AMISOM and to consolidate security and stability in Somalia; 7. In this regard Urges that an audit of threats to Mogadishu and the requirements to deal with such threats be conducted with a view to assessing the appropriateness of deployment in all the liberated areas; 8. Urges the TFG leadership to take advantage of the expanded liberated territories and populations to foster security, enhance national reconciliation, and consolidate political and administrative control in the country and to promote inclusive political participation in line with the Djibouti Peace Process, Kampala Accord and the Road Map.Reaffirms TFG primary responsibility in establishing local administration in the liberated areas. In this regard, the summit reiterates the commitment and determination of IGAD Member States to continue supporting the TFG in this endeavour; and urges Somalia political leadership, particularly Members of Parliament to operate in Somalia and in this regard, calls upon neighboring countries to assist them; 9. Puntland State of Somalia Garowe PRESS RELEASE 23 November 2011 Somalia: Galmudug Threatens Peace and Security in Puntland The Government of Puntland State of Somalia warns against the escalation of violent attacks in Galkayo city, where civilians, Government officials, humanitarian aid workers, and U.N. humanitarian flights have been targeted and disrupted by armed groups based in Galmudug neighborhood of Galkayo. The following acts demonstrate the current growing escalation of violence in Galkayo: • 6 November 2011 – Puntland commercial vehicle hijacked and is still be held by armed groups in Galmudug neighborhood of Galkayo city; • 8 November 2011 – A second Puntland commercial vehicle hijacked and still being held by armed groups in Galmudug neighborhood • 16 November 2011 – One Puntland civilian killed in ambush along the main road in Galkayo; • 18 November 2011 – Puntland humanitarian aid worker employed by Norwegian Refugee Council (NRC) killed in Galkayo; • 20 November 2011 – Three civilians wounded in ambush on commercial vehicle; • 21 November 2011 – Galkayo Airport shelled by anti-aircraft guns; • 22 November 2011 – Puntland local government civil servant killed near Galmudug neighborhood, and the killers escaped to Galmudug; • 22 November 2011 – Galkayo Airport shelled by anti-aircraft guns for second day in a row, disrupting commercial flights, and U.N. humanitarian flights at the airport; This series of violent attacks originate in Galmudug neighborhood, in the southern part of Galkayo city. The Government of Puntland cannot tolerate the continuation of attacks against civilians, humanitarian agencies, commercial interests or the Galkayo Airport. Somalia: U.S. Special Envoy to Somalia Visits Puntland. Sat, 19 Nov 2011 PRESS RELEASE 19 November 2011 A delegation led by U.S. Special Representative to Somalia, H.E. Ambassador James C. Swan, arrived Saturday in Garowe, capital of Puntland State of Somalia. Ambassador Swan, who was accompanied by U.S. Embassy and USAID officials, was welcomed at Garowe airport by Puntland Education Minister Hon. Abdi Farah Saeed (Juha), State Minister for International Cooperation Hon. Abdulkadir Abdi Hashi, and presidential staff. The U.S. Ambassador’s delegation was ushered to the Puntland State House in Garowe, where Ambassador Swan held discussions with Government officials led by the President, H.E. Abdirahman Mohamed Mohamud (Farole), and Vice President H.E. Abdisamad Ali Shire. Points of discussion included: implementation of the Roadmap and advancing the Somali peace process; the role and contribution of IGAD and the African Union to help stabilize Somalia; the anti-piracy campaign; the U.S. Dual-Track policy for Somalia; and U.S. support for humanitarian and development programs in Puntland State of Somalia. Ambassador Swan’s delegation held a meeting with representatives from the Puntland business community, including representatives from livestock, telecom, energy, banking, healthcare, and hospitality sectors. It was Ambassador Swan’s first visit to Somalia’s Puntland State since his appointment as U.S. Special Representative to Somalia in August, 2011. President Farole and Ambassador Swan held a joint press conference at the State House before the Ambassador’s delegation flew back to Nairobi.
