  1. Burundi paper threatens U.N. and U.S. envoys By Nicholas Kotch. February 09, 1995 NAIROBI, Feb 9 (Reuter) - The special United Nations envoy to Burundi said on Thursday he was taking seriously a local newspaper`s threats against him and the U.S. ambassador. Ahmedou Ould Abdallah said the newspaper, La Nation, was owned by Burundi`s former military president, Jean-Baptiste Bagaza. “Two diplomats to combat or to kill?” asked La Nation`s front-page article in this week`s issue. “I am taking this very seriously but I am not intimidated and I am not impressed,” Abdallah, who is at the centre of international efforts to avert ethnic war between Burundi`s Hutus and Tutsis, told Reuters. “Bagaza owns this newspaper,” he said in a telephone interview with Reuters in Nairobi. La Nation made what were tantamount to death threats against Abdallah and U.S. ambassador Robert Krueger. “Those who write such articles by their own admission are enemies of democracy,” Krueger, who took up his posting in June last year, told Reuters. La Nation accused the two envoys of siding with the majority Frodebu (Burundi Front for Democracy) party which draws most of its support from the country`s Hutus. “Sometimes diplomatic immunity has no meaning, particularly in time of war.   2. Clashes resume in Burundi capital, residents leave By Deogratias Muvira. September 14, 1994 BUJUMBURA, Sept 14 (Reuter) - Clashes between troops and gunmen in the Burundi capital resumed for a second straight day on Wednesday and residents started leaving under military supervision. Witnesses said shooting with automatic weapons in the northern suburb of Kamenge, which broke out on Monday night and continued until midnight (2200 GMT) on Tuesday, resumed at dawn on Wednesday. Troop reinforcements were seen moving towards Kamenge and armoured vehicles ringed the suburb, a hotbed of Hutu extremists opposed to the army dominated by Burundi`s Tutsi minority. The witnesses said civilian residents were leaving Kamenge under army supervision but there were no new casualty reports available. They said a number of houses had been set ablaze. Officials said two soldiers were killed and four wounded on Tuesday in clashes in Kamenge and the nearby suburb of Kinama. Burundi has the same ethnic makeup as neighbouring Rwanda, where an estimated one million people, mostly minority Tutsis, died in tribal massacres since April blamed largely on Hutus. The Rwanda bloodbath was ignited by a rocket attack which killed the presidents of Rwanda and Burundi, both Hutus, as the plane carrying them flew into the Rwandan capital on April 6. Ethnic tensions in Burundi have been stoked by the arrival of 200,000 Rwandan refugees -- both Hutus and Tutsis -- fleeing the massacres or civil war. Large numbers of the residents of Kinama and Kamenge were driven out after mass killings following the assassination last October of Melchior Ndadaye, the Hutu president who was elected in the first free polls after decades of Tutsi army rule. Officials said armed groups that had left the districts had been able to reform and identified the gunmen in Kamenge as members of the self-declared Popular Democratic Hutu Army. They said the Hutu extremist group was led by exiled former interior and public security minister Leonard Nyangoma. Violence broke out despite the signing on Saturday of an accord between most of Burundi`s political parties covering power sharing arrangements once a new president is chosen for a four-year transition period. The U.N. special envoy to Burundi, Ahmedou Ould Abdallah, said on Tuesday the clashes in the capital should not be blown out of proportion or distract from what political progress had been achieved. He told Radio France Internationale that the aim of the army moving to the suburbs was to prevent the situation worsening. Burundi has been in turmoil since Ndadaye was murdered by renegade Tutsi soldiers in a failed coup last October. His successor Cyprien Ntaryamira, also a Hutu, was assassinated in the plane crash with Rwandan president Juvenal Habyarimana on April 6. A grenade attack on Bujumbura market on Friday killed three people and wounded more than 70, and at least 70 people died in an attack on a church and market in northeast Muyinga province on September 4. DEMONSTRATORS ACCUSE UN ENVOY OF BIAS, PROTEST AGAINST PLANS FOR NAIROBI TALKS BBC Monitoring Service: Africa June 01, 1994 Bujumbura, 30th May: Burundi`s Union for National Progress, Uprona, former single party, and the Party for the Reconciliation of the People, PRP, on Sunday [29th May] in Bujumbura gathered a crowd of supporters to express their disapproval of the “biased” way the UN representative is carrying out his duties. Shouting “Abdallah out” and “Burundi is sovereign and mature enough to dispense easily with your tutelage,” the two main parties of the opposition expressed their dissatisfaction in front of the hotel where the UN representative, Ahmedou Ould Abdallah, lives. As the OAU special representative, Senegalese Papa Louis, who was forced to resign last March, Abdallah, a Mauritanian national, was also accused by the demonstrators of going beyond his duties of mere observer and facilitation in the restoration of state institutions. The accusations of partiality are not new, but the last straw was, according to the protesters, Abdallah`s plan to organize in Nairobi from 1st June a week-long international conference on democracy and security in Burundi. The meeting, to which all the members of Burundi` s executive, legislative and judiciary have been invited, has stirred fears for their safety. They said plans to “gather at the same time all the members of the Burundian cabinet in the same plane” were suspicious. The UN representative came down to the hall of his hotel and asked to talk to the angry demonstrators. He said the demonstrators had a democratic right to demonstrate for action they deem right, but that it was also not right for them to accuse him without foundation. He said the Nairobi conference would be convened only if Burundi`s main parties deemed it useful and wanted to attend. “I am not here to force anybody to act against his own will,” he said.   4. UN ACTS TO LIMIT BURUNDI FLARE-UP OF TRIBAL KILLINGS. By Sam Kiley, Africa Correspondent The Times February 02, 1994 The United Nations yesterday launched a diplomatic effort to stop fighting between members of the Hutu and Tutsi tribes from spreading throughout Burundi after 30 people were killed yesterday in the capital, Bujumbura. Ahmedou Ould Abdallah, UN special envoy to Burundi, said that Bujumbura was being “held hostage by a minority of Tutsi (many of them former soldiers) who do not want to see a peaceful settlement reached between the government and the opposition”. Yesterday afternoon Mr Abdallah sent to Burundi in October to mediate between the two ethnic groups after six weeks of killing called an emergency meeting of political leaders to prevent a return to widespread ethnic strife. “In any other country what is happening here would be called terrorism. The whole country is being blackmailed by a small group who fear prosecution for their role in the murder of the President,” Mr Abdallah said. Melchior Ndadaye, a Hutu, was elected President last June. He was murdered by Tutsi army officers in a failed coup in October. Hutu vigilantes immediately began murdering Tutsis, while the army and Tutsi militia responded in kind against Hutus. The result was a death toll of between 100,000 and 150,000, and the flight of 300,000 refugees to Zaire, Tanzania and Rwanda. The International Committee of the Red Cross reported that 30 people had been killed and another 40 wounded in clashes yesterday. Twenty were killed and 20 wounded on Sunday when two buses from the south of the country were attacked by mobs as they arrived in the capital. Bujumbura`s streets were empty yesterday and businesses closed. Rival groups were fighting in Kamenge, Musaga and Jape districts. “Grenades and rifles are being used in the fighting. Grenades are a new development and most worrying,” said Patrick Fuller, spokesman for the Red Cross. Mr Abdallah said that barricades had been set up in the city.”If you drive up to a crossroads and don`t turn away, they smash your car.” The Hutu-dominated parliament recently elected Cyprien Ntaryamira, the former Agriculture Minister, as President after a deal negotiated between the nine main political groups by the UN. But the Tutsi-controlled Supreme Court refused to ratify his appointment. The subsequent dismissal of the court last week touched off a resurgence of ethnic violence among rival youths. High death tolls from dysentery and measles in the refugee camps of Zaire, Rwanda and Tanzania have forced many Barundi to return to their homeland. But yesterday Shelly Pitterman, representative of the United Nations High Commissioner for Refugees, said he feared that a new wave of people would start fleeing the country again. “This is very, very discouraging,” he went on. “The fighting in Bujumbura will seriously disrupt our relief efforts. Starving people will have to wait for food in the camps, if they get it at all.” In Addis Ababa, Salim Salim, Secretary-General of the Organisation of African Unity, who visited Burundi last week, told a meeting of Foreign Ministers that the country remains “tense, fragile and potentially explosive”. OAU efforts to reconcile military and civilian officials in the wake of the coup attempt have led to “many misunderstandings, some real, some whipped up for political expediency”. Mr Salim reported that the latest round of ethnic fighting had decreased but not ended in Burundi. He said that plans by the OAU to send a 100-member military team to protect civilian leaders, including President Ntaryamira, have been delayed by opposition from some of the military and politicians. Opponents of the plan argued that the presence of foreign troops would violate the country`s sovereignty. Mr Salim said other African countries that were suffering or faced with internal strife were Somalia, Congo, Angola, Liberia, Rwanda, Sudan, Togo and Zaire.   5. New U.N. envoy appointed for Burundi November 19, 1993. UNITED NATIONS, Nov 18 (Reuter) - Ahmedou Ould Abdallah, a U.N. development official, on Thursday was appointed the new U.N. special representative for Burundi. A U.N. spokesman said Maxime Leopold Zollner de Medeiros of Benin, named to the same post earlier this month, bowed out because of health reasons. Ould Abdallah, a former Mauritanian foreign minister, is the special U.N. coordinator for Africa and the Least Developed Countries. The Security Council late on Tuesday approved a small mediation team for Burundi and called for voluntary contributions for a possible peacekeeping mission from the Organisation of African Unity. But the council steered away from any U.N. operation in the central African nation, where about 700,000 refugees fled into neighbouring states after a bloody coup attempt last month. The United States drew the line at Burundi because of strained resources, diplomats said. Burundi`s army launched a coup on October 21 that sparked tribal massacres between the majority Hutu and the minority Tutsi tribe, which dominates the military. However, as a special U.N. representative with a mandate to mediate in Burundi`s simmering civil war, Ould-Abdallah inserted himself as someone who is pushing unpopular, imaginative agenda. He was accused of lack of impartiality, and indeed was taking sides in Burundi`s ethnic conflict. The country`s fratricidal brew of bloodshed, suspicion, fear, and rumor skyrocketed during his tenure, achieving insignificant successes in crisis control and longer-term peacemaking. Ahmedou Walad Abdalla, who was the UN's special representative to Burundi during the years of 1993-1995, where he was accused by Tutsis in siding with the majority Hutus in his Mission and his subsequent empty-handed return to the UN plus his indirect involvement in the Rwandan Genocide of 1994. Indeed this man is very good in biased favourtism and partiality of siding with one group against another so he can enrich himself on the money intended for humanitarian purposes for the displaced and in trauma suffering populace. It is funny how he always goes for the most gullible of groups, because in chaos he can go undetected and his stealing of funds won't be brought to the surface. Ahmedou Walad Abdalla is the shameless thief of our country who styles himself as a king-maker. Now he wants to bring to the prime-ministerial post one of his long standing colleagues who he worked with so that he can enrich himself again and again on the resources intended for the displaced and orphaned Somali children, women and elderly. Indeed Ahemdou does not know any shame. He is the man who derailed the TFG together with Nuur Adde and the Aden Madoobe. Now he leads the blind and uneducated Sharif Ahmed, Sharif Sakiin and co. as their guide and only light but they don't know that Ahmedou Walad Abdalla's time will end in shame as it did in Burundi but this time for good as his immoral and inappropriate conduct comes to surface everyday bit by bit.

  9. On Somalia, UN Ban's Ould Abdallah "Takes All the Money," Bumbles in Politics. By Matthew Russell Lee UNITED NATIONS, May 22 -- At the conference on Somalia in Istanbul, UN Secretary General Ban Ki-moon read out an unequivocal call for funding and support for that country's Transitional Federal Government, whose control over a few square blocks of Mogadishu is only maintained by Ugandan and Burundian troops shooting wildly including into civilian areas. What Ban did not mention was even the Somali Parliament's opposition to UN Special Representative Ahmedou Ould Abdallah, who most recently bumbled by issuing loud support to a move by Somali's president which was nearly immediately reversed as illegal. The UN often says it will not comment on internal legal matters of sovereign states. But Ould Abdallah is allowed by Ban to do whatever he wants, including having called for a moratorium on media reporting of the killing of civilians by the Ugandan and Burundian troops. Inner City Press has been told by sources in the meeting that when the TFG contingent met with Ban last week, they complained about how Ould Abdallah is taking all the funding, leaving them with nothing. He gets $25 million, they said, while they get less than a million dollars. Ban said he'd never heard of this. Perhaps this explains his Turkey call for more funding to the TFG? UN's Ban and Ould Abdallah, Somali complaints not shown or acted on At the UN's May 18 noon briefing, Inner City Press asked Ban's spokesman Martin Nesirky: Inner City Press: Yesterday there was a statement put out about the UN – let me see how to put it — backing the President of Somalia’s sacking of the Prime Minister of Somalia. It was put out in your Office that the UN supported the move by the President to fire the Prime Minister. Now the Prime Minister is saying that that was illegal under the Somali Constitution and that the President had no right to do it. What I am wondering is [Ahmedou] Ould-Abdallah essentially taking sides in an internal dispute of Somalia, is it something he did based on legal advice from OLA [Office of Legal Affairs]? Was it his reading — apparently it was — that this was a legal move by the President? And what does the UN say now that many in Somalia dispute the right of the President to make that move? Spokesperson: First of all, Mr. Ould-Abdallah is well briefed — it’s his area of expertise. As you know, he was here and spoke to you last week. He will be present at the conference in Istanbul on Somalia this coming weekend, and I am sure at the latest at that meeting there will be a chance to discuss this particular matter. I do not have any further comments to add to what we have from yesterday. Inner City Press: In the briefing that he gave with Mr. Pascoe, there was this question of 300 parliamentarians saying that Ould-Abdallah should in fact — that the UN should look into his actions there and should fire him — that is what they called for. He was the one that responded, and he said that was just a website. I mean, it’s Associated Press which does have a website. But I wondered, I’d wished Mr. Pascoe — and I guess I am asking you now on behalf of the Secretariat — what is the Secretariat’s response to a host country — 300 parliamentarians of a host country — saying that the SRSG should not be in the job? What is the procedure? I mean, I know that Mr. Pascoe said he is well seasoned or whatever he said, but what is, we often hear that the UN can only do things with the consent of a host country and a host Government, so what is the response to a complaint of the host Government in this case? Spokesperson: As far as I know, there is a difference between the Government and Parliament in a country. Inner City Press: Could it just be the President? As long as President Sharif… I mean, I am just wondering. Spokesperson: I think you know how Parliaments and Governments work. There is a distinction between the two. But what is more important here is that Mr. Ould-Abdallah is the Special Representative of the Secretary-General and, therefore, clearly is there doing that job, not in Somalia itself as you know, posted in Somalia, but covering that topic because the Secretary-General wants him to. But then, the President's move was reversed as illegal. The BBC cites experts that it undermine the credibility not only of the president but also of the UN. Inner City Press sought comment from Ban's Spokesperson and Deputy Spokesperson, but none has been received. Rather, just before Ban and his Spokesman Martin Nesirky headed to Istanbul on May 20, Inner City Press asked: Inner City Press: Just one more on Somalia since you’re going to Turkey... Yemen… Spokesperson Nesirky: Yeah, I am just about to run. Inner City Press: Absolutely. Yemen has announced the death penalty against six Somali pirates. Given, you know, the role of the UN and of OLA [Office of Legal Affairs] and Patricia O’Brien and sort of suggesting to Member States how pirates should be addressed, what does the UN, does the UN Secretariat, OLA or Secretary-General, what do they think of these death sentences recently announced in Yemen? Spokesperson: Well, there are two points. You are quite right that this is a topic — not the specific case, but the question of piracy — this is a topic that is clearly part of the agenda at this conference on Somalia in Istanbul on Saturday. The second point is, as you well know, the United Nations speaks out quite clearly on the use of the death penalty, namely that it should not be used. Inner City Press: So, this is the speaking out clearly about these death sentences? Spokesperson: I beg your pardon? Inner City Press: I mean, is this the speaking out clearly about these particular death sentences? Spokesperson: The use of the death penalty anywhere is something that the United Nations would not be in favour of. I am going to hand over now to Mr. Adlerstein with apologies for being slightly late. And also Marie, very kindly, is going to moderate. Okay, thanks very much. Then neither Nesirky or Marie Okabe answered for two days this question: "Now that the President of Somalia has reversed his firing of the Prime Minister after being advised it was illegal, and with the BBC reporting "Analysts say the row has severely weakened the president's credibility, and the UN's, which had backed him" (see below) - I want to reiterate my question from Tuesday, now on deadline: was 'Ould-Abdallah essentially taking sides in an internal dispute of Somalia, is it something he did based on legal advice from OLA [Office of Legal Affairs]?   10. On Somalia, UN's Ould Abdullah Dismisses 300 MPs as Web Sites, Hasn't Read Report. By Matthew Russell Lee UNITED NATIONS, May 12 -- The UN's envoy on Somalia Ahmedou Ould Abdullah, fresh from being denounced and asked to resign by over 300 members of the Somali parliament, dismissed the criticism on Wednesday as being the product of web sites. "I don't consult web sites, except yours from time to time," he told Inner City Press. He went on to say that the AP report of 300 MPs was "based on a letter not signed." He did not respond to the rejection of the Norway-funded deal he unilaterally made with Kenya, about Somalis' rights to their shelf continential shelf. As to the criticism that rather than mediating he has taken sides in the Somali conflict, he said "yes I take sides.. for peace, stability, legality, human rights." Video here, from Minute 21:33. But he has in fact defended violations of human rights by Ugandan and Burundian troops in Mogadishu, who have fired into civilian areas trying to "drain the sea" to get at Islamist rebels. Ould Abdullah earlier called for a moratorium on the reporting of the killing of civilians by AU peacekeepers. Now he says reports by human rights groups are overblown. Ould Abdullah on May 12, all critics are mere web sites Speaking of reports, UK Deputy Permanent Representative Philip Parham told the Security Council on Wednesday that he would "like to register our disappointment that the Secretary-General’s report was issued less than 24 hours before this meeting." Ould Abdullah claimed that he had only read the first draft of his report, trying to explain why in person he was more dismissive of claims of aid diversion than the report was. What exactly is Ould Abdullah doing? He is a man of action. He does not read UN reports, he does not read web sites (except this one, from time to time). He is not based in Mogadishu but rather Nairobi, Kenya. Soon he will be in Turkey beating the drum for donations. But does he have support in Somalia? Apparently not. You heard it here first: The Vice President of Puntland who is also the Acting President made an executive order (official government decree) number 39. on the situation of Sool, Sanaag and Ein (Ayn) region today in which he released a dire warning to the militias in Widhwidh. Mind you the militias he is sending this dire warning to are the ones calling themselves SSC Army. This is happening because the Vice President after having looked at the Puntland constitution (Article 80, clause 6) decided that only the Puntland government is the sole defender of Puntland territory and only they can engage in warfare, the State's security forces that is. No other group or entity will thus be allowed to defend the territorial integrity of Puntland State of Somalia because it's the State's i.e. government's duty to do so and no one else can do it on its behalf. Hence all affairs concerning defence, assistance and maintenance of security is the sole constitutional obligation of the Puntland government. Thus no one will be allowed to do the governments/state's work and thus the People have been send a dire warning not to engage in political actions or any kind of involvement in politics that are against the unity, peace and development of the State overall. Anyone found to be doing the governments work of defence or thus implementing activities that oppose the unity of Puntland on behalf of another government/party i.e. SSC political organisation will be brought before a court and the concerned judicial agencies. Thus all security forces in the governements/State's command should surveillance/investigate anyone who assists or even takes to arms in the SSC region. News just now in from Gaalkacyo say that a vast delegation compromising of Puntland high officials made up by Cayn Natives from the Puntland government just arrived in Gaalkacyo, capital of Mudug Region, Puntland State for coordination and harmonising the efforts in Ayn region of Buuhoodle. Somalia: Puntland forces arrest wanted pirates in Garowe. 18 May 18, 2010 - 5:30:41 AM Security forces in Puntland's administrative capital of Garowe on Tuesday nabbed a group of suspected pirates led by famous Somali pirate called Abdirizaq Abdullahi “Boyah”. The forces also seized some $26000, pistols and a Toyota Surf 4x4 vehicle, which belonged to the pirates. Reports said Boyah and four other men were planning to leave the city, when the security forces got the information and caught up with them. The man gained international publicity through the media when he led sea gangs in hijacking many foreign vessels, making millions of dollars in ransom. However, he recently denounced piracy after heeding with local clerics’ appeal. According to some clerics who spoke to Garowe Online, the reformed pirates returned to the lucrative but risky business after failing to get other source of income as promised by the government. Officials from the Nugaal regional administration and security officers told reporters that the arrest is part of the Puntland’s plans to get rid of the piracy in its shorelines. The government of Puntland led by President Abdirahman Mohammed Farole has vowed to eradicate the piracy scourge along its coastlines, a move that has seen the decline of pirates' activities in regions under Puntland’s control.   19. Puntland Security Forces Apprehend 11 Pirates Impound Ransom Money. A press conference held jointly by the Governor of Nugal region, Hon. Abdi Hirsi aka Qarjab and the Nugal Regional Police Commander, Commander Abdirahman Abshir to report the capture of 11 pirates(including prominent ex-pirate Mr. Abshir Boyah) arrested in the outskirts of Garowe, the administrative capital of Puntland State. Puntland Security Forces carried out an offensive in the outskirts of the capital city which ensued in an exchange of fire between the pirates and the security forces. No damages have been reported and the mortality is zero. The pirates were brought before the media as well as evidence of the arrest. Three cars, 7 mobile phones, 2 automatic pistols and $29,500 US Dollars in $100 dollar denominations were produced at the press conference. The exhibits will act as evidence to be used against the pirates in judicial processes. Puntland Security Forces held the pirates temporarily at the Puntland State House in Garowe before a heavily guarded convoy escorted them to a maximum-security facility in Bosaso, the port city renowned for its commercial significance to Puntland. The pirates will remain detained in Bosaso prior to their prosecution in the courts of law. They are sending confused messages in disguise in the belief that they are in support of his latest action. At the same time RW Omar Abdirashid can make bold statements from his abode in Xamar and say that his sacking was unconstitutional whilst the majority of his former cabinet ministers came out in support for him. This is a game and both the PM and Sharif have support from the UN and US and this could be instigated and pulled off to get rid of the incompetent Sharif and his entourage and prepare the way for new elections. One things is for sure the US and UN want a smaller government and less ministers heading a couple of portfolio departments. This is in their interest foremost so this is an great opportunity. The other thing is that PM Omar and the others could possibly not go along with one another because of their differences in education, class and understanding of government. PM Omar comes from an illustrious family and background, his father being both Prime Minister and President of Somalia. The people being fed-up with the warlords a spontaneous popular uprising catupulated him to a leader without much of a backbone but because he was a good orator and could speak fairly good and convince the larger public in Mogadishu and surroundings he was elected head of the executive shuraa but soon it became evident that his power base was not that strong and he had to relinquish. On the other hand his right hand Sharif Hassan Sharif Aden a notorious khat dealer who can barely write and read was made finance minister and is now the eyes and ears of Sharif Ahmed. There are many incompetent, ignoble and anarchistic minded people in Sharif Ahmed's entourage that would put the literal dictionary example of a banana republic into a shame. No wonder then that PM Omar was advised to keep his mouth shut and do what he believes is the best for the country and led the ignorants play their ball. PM Omar is like the footballer player Messi put in a amateurs team to play against the giants of Real Madrid. One educated and talented man cannot uplift a whole team of losers, uneducated baffoons who are on top of that functionally illiterate and hail from difficult upbringings and backgrounds.
