You should think of it, as though you are going back home( and it is), which you havent' been to for long time or perhaps never, it's your land, the place you were meant to be, the people walking down the street are YOUR people not foreigners, the soil you are walking is somali soil, which is yours. You should be thankful for the smallest details, if you go in there with that kinda of mindset, I am sure, you will never be interested in any other place on earth besides Hargeysa. My take on: I think setting up a community center in one of the neighborhoods would be a great idea. The center would serve youth, elderly and all sorts of persons.
