TORONTO - Two Canadians have been caught in the crosshairs of the deepening diplomatic spat between Ottawa and the U.A.E. Darius Mosun and his business partner were stranded at Abu Dhabi airport for more than 15 hours Friday when confusion over newly imposed visa requirements prevented them from entering the U.A.E. "It was a surprise for us," an exhausted Mosun told The Canadian Press. New visa requirements were imposed on Canadian travellers in January after relations between Ottawa and the U.A.E. deteriorated over a commercial landing-rights dispute. Ottawa has refused to increase landing rights for the Persian Gulf country's two major airlines, which are currently allowed only three flights a week to Toronto. The U.A.E. announced in October that it was evicting Canada from Camp Mirage, which had been an important staging ground for the military mission in Afghanistan. And three weeks ago it imposed the new visa requirements which cost Canadians between $250 to $1000. Mosun, 42 said he and his business partner were able to enter the U.A.E. last week with a visa acquired in Canada, but were stopped by customs when they tried to re-enter the country after a side trip to Saudi Arabia. He said U.A.E. officials told him his visa was only valid for a single entry, even though that rule wasn't written on the document itself. "It's very confusing, I was here a couple of times before, we were so well received, and now it's like there's a stain on our passports when we arrived." Mosun said Canadians like himself were being singled out at immigration counters for additional screening which included retina-scans. "It's clearly discrimination," claimed Mosun, who missed a meeting with an important potential client and now worries about the impact of the diplomatic spat on his business. "If an exporter is trying to make a proposal to a U.A.E. client it would be very difficult to say we wouldn't be viewed lesser than our competitive counterparts from other countries." Mosun's firm, Soheil Mosun, is in the architectural fabrication and design business. It was responsible for the monument unveiled this week at Canada’s Immigration Museum in Halifax to commemorate the nearly 1,000 Jews who were turned away from Canada on the eve of the Second World War. Mosun has voiced his concerns in letters to International Trade Minister Peter Van Loan and has also written to the Prime Minister's office, asking that something be done to protect Canadian businesses caught in the diplomatic fray. The U.A.E. is Canada's 12th largest investor at $4.4 billion. The Toronto-based businessman doesn't blame the U.A.E., and said officials at the airport and Etihad Airlines tried to accommodate him as best they could. Ultimately though, the matter appears to be a political one. The Harper government — despite a major cabinet split on the issue — rejected the U.A.E.'s landing-rights request, saying it did so to protect Air Canada from losing business. The issue flared again last week when the Gulf News newspaper reported that relations between Canada and the U.A.E. were at an "all time low" following comments Prime Minister Stephen Harper made questioning the reliability of the Arab country as an ally. The article quoted an unnamed U.A.E. government official who said the U.A.E. deserved an apology from Canada for its "vitriolic attack." From the perspective of a businessman struggling to find new export markets in a sluggish global economy, Mosun said Harper's comments had not helped. "These broad sweeping Clint Eastwood-type one-liners that sound cool in the press, really have dire consequences for the little guy like us. I just think we could have handled it differently." In the meantime, games of foozball with an airport bartender and countless messages to his worried wife have punctuated the long hours while Mosun waits to board a flight home. JOHANNESBURG (AP) -- A South African chain's shareholders have overwhelmingly accepted Wal-Mart's offer to buy 51 percent of their company, the chief executive said Monday, paving the way for the giant U.S.-based retailer to enter Africa. Massmart said the proposal was approved by 97 percent of shareholders who voted Monday -- 75 percent had been needed. Wal-Mart offered 148 rand (about $20) per share in a 17 billion rand (about $2 billion) deal. The deal will have to be approved by South Africa's anti-monopoly regulators. Massmart CEO Grant Pattison said once the deal goes through, Massmart will continue to operate the stores and continue to be listed on the Johannesburg Stock Exchange, while Wal-Mart will be the main owner. Massmart runs about 290 big box, pharmacy, electronics and other stores in 14 African countries. "They are a great retailer and we really are looking forward to learning something from them, and teaching them something about Africa," Pattison told The Associated Press. "We're excited because they're coming as our partners." Wal-Mart, based in Bentonville, Arkansas, has 8,692 stores in 15 countries, among them Brazil, China and India. But it has not until now ventured into Africa. South Africa has the most developed economy on a continent slowly emerging from grinding poverty, and one that fared better than other parts of the world during the global recession. Consulting firm McKinsey & Company has concluded that global business cannot afford to ignore Africa's potential, or its growing middle class. The World Bank has said the continent is finally seeing the results of years of market reforms and investment in education and health care. Business here has welcomed Walmart's arrival as recognition of the potential of the continent's economy, and of the reach South African retailers have throughout Africa. South African labor groups, though, say that Wal-Mart is anti-union. Wal-Mart has said it would respect contracts and is committed to working with South African unions. Sidumo Dlamini, president of the powerful Congress of South African Trade Unions, was at Massmart's Johannesburg headquarters for Monday's shareholders' vote. He said that while the approval was expected, he was disappointed. The deal holds "nothing for the workers. We have empirical evidence from other countries where Wal-Mart is operating. It has never done anything for the workers," Dlamini said. Labor activists from South Africa and abroad addressed the shareholders' meeting. One of the speakers, Michael Bride of the 1.3 million-member United Food and Commercial Workers International Union of USA and Canada, said he had not expected shareholders to turn down the offer. "Shareholders can be forgiven for voting in their own interest," Bride said. Among those with major Massmart holdings are South Africa's government-owned Public Investment Corp., which invests on behalf of civil service pension funds, and Scotland's Aberdeen Asset Management. Massmart workers, most of whom are black, also have a stake through a trust set up as part of a South African campaign to help those denied economic opportunities under apartheid. Bride said the next step for the unions would be appealing to South African regulators, in hopes of -- if not stopping the deal -- persuading the government to impose conditions. Among the provisions unions want are guarantees Wal-Mart will buy local, which Bride said would protect jobs in a country with unemployment of at least 25 percent. Pattison, the Massmart CEO, said he had assured unions no jobs would be lost and no labor contracts violated. And he said consumers would benefit. "We would have failed if we don't bring prices down," he said. Gerard Heath, a businessman pushing a load of sugar and bulk-pack toilet paper out of one of Massmart's Makro big box stores Monday, said lower prices would be just one benefit. He hoped African factories would find global markets for their products through Wal-Mart, and that Massmart's local rivals would be pushed to improve service. "It will make Africa a lot more competitive," Heath said. Nozipho Mkhonza, who works at a printing company and buys supplies for work and home at Makro, said she now needs to visit several stores to find all the items on her shopping list. She hoped that with Wal-Mart backing, Makro would widen its product range. "If I can find everything under one roof," Mkhonza said, "all the better for me."

Communist Laos set to open stock market this week BANGKOK - Communist Laos is set to open a stock market Tuesday, hoping it will attract capital to its largest enterprises and thus boost the economy of one of the world's poorest nations. The Lao Securities Exchange, headquartered in the capital of Vientiane, will debut with shares offered by just two state-owned enterprises — Electricite du Laos Generation Company (EDL), the country's major energy enterprise, and the Banque Pour Le Commerce Exterieur Lao, official Lao media said Monday. Foreign participation will be limited. The exchange has been set up with aid from South Korea 's own stock market while neighbouring Thailand also offered assistance. "There's a twofold reason. The exchange will allow an alternate source of capital other than banks and allow public participation in the growth of the economy," said Lorraine Tan, director of equities research at Standard & Poor's in Singapore. "A broad capital market will certainly help economic development." But she said that it would take some time for foreign equity to flow in. "You just can't do that by opening up a stock market," Tan said. The Vientiane Times, a state-run newspaper, quoted a securities executive as saying that foreign individuals will be able to buy a maximum of 3 per cent of shares issued by EDL while foreign companies and institutions will be able to purchase up to 10 per cent. Hinphet Chanthalansy, deputy director of BCEL-KT Securities, said a number of foreign enterprises, especially Thai power companies, have expressed interest in EDL. He said shares in the company were oversubscribed by foreign investors during the recent initial public offering. The newspaper said exchange officials say foreign ownership had to be limited to keep the inflow and outflow of foreign currency stable, one of the main drivers behind a steady and strong Lao kip. Foreign investors trading on the Lao exchange must use Lao kip for all transactions. The Lao government has committed to keeping the value of the kip within a 5 per cent range this year.
