The chief U.S. diplomat for Africa, Jendayi Frazer, says it is time for Somali moderates to come forward and work to end chronic violence. VOA's David Gollust reports from the State Department. US Assistant Secretary for African Affairs Jendayi Frazer (file photo) The relative optimism about the situation in Somalia that prevailed in Washington earlier this year has been replaced by deepening concern that civil strife is again spinning out of control. The U.N. High Commissioner for Refugees said this week an exodus of Somalis displaced by fighting in Mogadishu has rapidly accelerated, and that a million people are homeless in a crisis that is in some ways more severe than the situation in Sudan's Darfur region. In a written statement Wednesday, the State Department urged all parties in the Somali conflict to ensure unfettered delivery of humanitarian aid to those affected, and said the United States will work with international partners and aid donors to respond to the needs of Somalis. At the same time, it appealed for an effective cease-fire to reduce the level of violence, and it urged all Somali parties to renew dialogue and commit to a non-violent political process. In an interview with VOA, Assistant Secretary of State for African Affairs Jendayi Frazer said blame for the surge in violence in Mogadishu is shared by political extremists as well as forces of the country's transitional government and the Ethiopian troops who intervened in its behalf at the end of last year. Frazer said the United States will continue to work for full deployment of the African Union peacekeeping force for Somalia authorized by the United Nations nearly a year ago, but which is still under-subscribed. However she said peace will not return to the country, which has been without effective central governance since 1991, until moderates from all factions come together and support peace. "It's for the Somalis themselves to come together. That is something that the U.N. Secretary-General's Special Representative Ould Abdallah (of Mauritania) said. He said where are the Somali patriots? Where are the moderate voices within Somalia, to isolate the extremists and have a legitimate opposition. Either join the transitional federal government, or be in opposition to it. But do it through a political process. That's the key," she said. Frazer said for the increasingly-unpopular Ethiopian troops to withdraw, the full 8,000-member A.U. peace force needs to deploy. At present only 1,600 Ugandan troops are in place. But the chief U.S. Africa diplomat said the United States is training Burundian troops for duty in Somalia and pressing other countries, including Nigeria and Ghana to take part, while remaining ready to provide logistical support. In the interview, Frazer accused neighboring Eritrea of supporting Somali extremists and giving haven to radicals who fled the country after Ethiopia intervened, and said the Bush administration continues to consider putting Eritrea on its list of state sponsors of terrorism. She also reiterated U.S. calls on Eritrea and Ethiopia for restraint in their border dispute, as a deadline for delineating the boundary under a U.N. settlement plan approaches. "We have seen the deployment of forces along the border between Eritrea and Ethiopia and that creates tremendous concern about miscalculation. But I think it's neither in the interest of Ethiopia or Eritrea to go back to war. So the main concern is that we clearly state that they need to resolve their problems, particularly on that border, through diplomacy, through the U.N. process that's under way," she said. Frazer said the U.N. plan requires concessions by both parties and said the United States does not take sides in the border issue despite strained relations with the Asmara government. The Algiers accord in 2000 that ended a two-year war between Ethiopia and Eritrea set up a demilitarized zone and a commission to adjudicate the boundary. well this happened to me lately...i had to select one member of my family to be collector basically since companies in cali require ppl to have a life insurance policy. so i selected one aunt who lives up north. i aint slow... i dont wanna make the collector my cousins down the street...yo, i know they will smoke me and collect it. i told my aunt about the situation and i told her that..hey, make sure that her gps phone is on 24/7 so i can track her if she ever comes to la borders!

The UN refugee agency announced on Tuesday that by its latest estimates the number of displaced people inside Somalia has risen sharply to a staggering one million. UNHCR said 60 percent of the population, or some 600,000 people, are believed to have fled from the lawless Somali capital, Mogadishu, since February – nearly 200,000 of them in the past two weeks alone, leaving entire neighbourhoods in the volatile capital empty. The numbers of displaced this year are in addition to some 400,000 people displaced by previous fighting. The displacement figures, updated regularly through information received from a network of local partners and compiled by UNHCR, show the number of internally displaced people (IDPs) in Mogadishu has risen to an estimated 43,000 people from 33,000 a week ago. Many IDPs in Mogadishu are sheltering with relatives and friends, sharing cramped rooms with several other families. An increasing number of IDPs have also headed to makeshift settlements in Mogadishu neighbourhoods such as Madina/Wadajir, Dayniile, Waaberi, Dharkenley and Kaaran. At the same time, estimates on the number of IDPs living in desperate conditions in more than 60 makeshift settlements along the 30-kilometre stretch of road linking Mogadishu westwards to the town of Afgooye have shot up to nearly 200,000 – a 50 percent increase in the past two weeks alone. “We are also beginning to see new arrivals from Mogadishu in areas as far afield as Afmadow, Sakow, Jillib and Bu’uale in the Juba valley about 350 km south-west of Mogadishu. There are an estimated 8,500 IDPs in these areas,” UNHCR spokesperson, Jennifer Pagonis, said in Geneva on Tuesday. A UN inter-agency mission to Afgooye on Saturday echoed reports of dire living conditions for IDPs living in the area. Families continue to lack proper shelter and consistently resort to using any material – mostly plastic bags and rags – to patch up their flimsy dome-shaped shelters. IDPs told the inter-agency team their most urgent need was food, with many children being malnourished. IDPs also expressed a pressing need for health care. Many relied on one hospital and some mobile clinics operated by NGOs, but the health needs of those displaced surpassed the capacity of these structures. Displaced children in the settlements have not attended formal school in months, although a few Koranic schools have been set up in some areas. Many of the IDPs told the team that they felt relatively safe in the Afgooye area. In general, landlords who provide IDPs with a tiny patch of land to erect their shelters, also provide security. IDPs usually have to pay 1,000 Somali shillings a day – US$1.5 a month – a sum which may seem tiny but is a burden to families who are totally destitute. Some IDPs also have to give part of the humanitarian aid they receive to gatekeepers, individuals who act as self-proclaimed managers in some of the settlements. In addition, IDPs pay for the use of latrines – often too few for the number of people. Although IDPs express confidence in security in the Afgooye area, UNHCR has become increasingly worried about security incidents there in the last several days. On Sunday, an explosion in Afgooye town killed six people, creating panic among the IDPs. On Friday, an aid worker was killed by a stray bullet as she helped distribute relief supplies to needy IDPs in the area. Elsewhere, another inter-agency team based in Galkayo, 700 km north of Mogadishu, visited late last week the Dusa Mareb area in Galgaduud – the first visit to the area in nearly six months. The Galgaduud area has an estimated 120,000 IDPs – some of them former residents of Mogadishu. The team visited five towns and found that in some areas the population had more than doubled, placing a huge strain on host communities. Because of persistent insecurity, regular humanitarian assistance to these areas south of Galkayo has been ad hoc and dependent on security access. Water, health and sanitation needs are immense.
