The money should go to people that work with the governement, some sort of a development agency that serve the people. The money obviously should be tracked to ensure that it gets to the right people. I don't see why people shouldn't trust their Gov with the money...they elected them after all.

Estabalish a program where those that live abroad (Europe, N. America) can pay taxes yearly (maybe $200US a year per family..c'mon you can pay that) lol...Its for a good cause to build their Homeland. The money will go to regional hospitals, schools, and other important areas.
