  1. here are numerous individuals and groups who endeavor constantly and tirelessly to undermine the inevitable recognition of Somaliland. These individuals/groups are predominantly from Southern Somalia—the most dangerous place on earth. As rationality commands, these Southerners should have spent their time and energy cleaning up their mess and putting their home in order. Instead, they waste their precious time and energy opposing the inevitable recognition of Somaliland by publishing countless baseless articles; convening hall meetings; attempting to lobby unproductively on the parliaments of their respective country of domicile; becoming excited and energetic whenever they hear the slightest disagreement between Somaliland’s parties; wishing and hoping to witness the demise and destruction of Somaliland. One of his political cartoons, the unbiased, intelligent, and renowned artist in our time, Amir Amir, depicts vividly and succinctly this predicament. Mr. Amir drew a political cartoon portraying a group of Southerners riding a buss on fire while apposing and criticizing Somaliland’s independence. This moving political cartoon demonstrates brilliantly the lack of vision and priority of the Southerners. Every Somalilander astonishingly wonders why Southerners waste their precious time opposing or criticizing Somaliland when their home becomes a slaughterhouse; when their boys and girls are dying in every minute on the streets of Mogadishu and elsewhere; when murder, rape, hunger, disease, and malnutrition becomes part of their daily living. The answer to this question reflects not only the Southerners’ inability to reshuffle their priorities, but also their loss of vision, which resulted their enduring tribulations and predicaments. Furthermore, this blatant lack of vision and priority generates the inability of the Southerners to create peace in their midst for the last 18 years, let alone to construct a viable and functioning governing system. Failing and exhausted, Southerners should have spent their time and energy unearthing the secrets and expertise of Somalilanders. Put it bluntly, they should have learned from Somalilanders the means and the measures needed to acquire in order to create peace, stability, tranquility and functioning governing system. Somaliland irrefutably succeeded not only to create a functioning governing system, but the first democratic state in the Horn of Africa: the president of Somaliland is elected by a popular vote; their parliament is elected democratically; there are three contending political parties; there is a free media; their disagreements are resolved peacefully and democratically, not by assassinations, murder and suicide bombings as Southerners. If Southerners failed miserably and painfully to create peace and tranquility, why don’t they learn from Somaliland? The answer to this question demonstrates further not only their lack of vision and priority, but their confusion and bewilderment. That is, they fail to realize the framework and the solutions that Somaliland provides for them. We, Somalilanders, feel the pain and the suffering of our brethren, Southerners. There is no one single Somalilander who enjoys the agony of Southerners. However, when one reads an article written by a Southernerer criticizing Somaliland, or encounters such individuals, one wonders what is wrong with our brethren? I say, nothing is wrong with them. They simply lack vision and priority, which creates and reinforces their confusion and bewilderment. Therefore, I would advice every Somalilander to appreciate this horrible reality that our brethren are facing and be patient with them.   2. Banadirland or Lalaland: Myth or Reality By Dr. Ali S. Faqi August 23, 2009 In recent days the Somali media has been reporting on an ongoing secret meeting in Nairobi, Kenya to discuss the formation of a Banadir regional state known as Benadirland. As you can see in the picture below, the meeting’s participants are all from a single Somali clan who as reported is planning to announce soon the formation of a state that extends it is border from Harardheere to Barawe district in the Southern Somalia. Most of the individuals in the picture are failed former politicians of the last twenty years. It seems that this is part of the Somali insanity that always pushes for controversial and polarized agendas. It is also related to a re-invention and renewal process that some failed Somali politicians go through, when excluded from the political process. These failed ex-politicians are engaged in a parallel process that will undermine the current TFG who with help of the international community is trying hard to outlast from unending attacks of unyielding opposition groups. This infantile political move is nothing new, but is the reminiscent of the political game of then powerful Mogadishu warlords of the 2005 (now defunct by circumstances), who started a parallel process with the government of Abdullahi Yusuf by calling for the formation of a regional administration for the Banadir region. Indeed the current meeting in Nairobi is more of an emotional project that these failed politicians are trying to gain support from members of their own clan who seem to be tired of their continuous deception. It is an attempt to mobilize clan members from the fatigue of political nonsense that has transpired their lives for the last 20 years. As most ill-intended Somali project, it started with the exclusion of the Benadiri and Lower Shabelle clans, who exceed in number from the very same clan that is meeting secretly. Ironically the group will expect their decision to be welcomed by those who they never cared to include in the consultation process. This whole process is offensive to the dignity of the people who call home Mogadishu up to Barawe district in the south of the republic. Lack of consultation and representation is nothing new to the natives of the southern Somalia. Just look at the current cabinet members of the TFG. There is one single cabinet member who is representing Banadir, Lower Shabelle, Middle and Lower Juba with a population of over more than 1 million. The formation of the Benadirland is a very sensitive and emotional issue and if feasible it requires full support from all stakeholders. The failed politics of the USC is the major reason to why Somalia is a failed state today. It is beyond any logical imagination to see the same mind that was used to destroy Somalia could be recycled and expect to fetch a better result. People in the south of Somalia are traumatized and deserve a better solution than a plot ideated by a former prime minister, Mr. Ali Ghedi, who we all witnessed his poor political skills. I have had higher hopes for him as he represented a new generation of politicians, but his short-lived years in the office proved me very wrong. Individuals who are pushing for the formation of the Benadirland state ought to accept that peaceful participation of all the stakeholders is the only way to deal with an important issue of this dimension to make it more tangible. A well organized and civilized debate should be organized and people’s participation should be encouraged. The process should be transparent and must weigh all the pros and cons and at the end the public must have a say to accept or reject before any decision can be made. A decision should never be allowed to be made by the very few individuals who are holding the country hostage. The ongoing political process should allow people to choose between a regional autonomy and federal states. If federal states are deemed to be the solution for Somalia, a more realistic option will be: Lower Shabelle, Lower Juba and Middle Juba will form their own regional state (the Riverland) as the natives of these three regions have lived in peace and intermingled with each other for several centauries. Bay, Bakool and Gedo would form Southwest land and the central land state that is currently pushed by Mr. Ahmed Abdisalam would be another state and leaving Mogadishu as the capital for Somalia. These are realistic and practical options and if implemented could bring peace and stability in the country. But how come I have a nagging suspicion that this is the same old-same-old game of the charter clans of Somali jostling over which clan will have an exclusive claim to have the right to milk the Lower Shabelle, and Juba COW.   3. The removal of Professor Mohamed Abdi Mohamed “Gandhi” from his portfolio as Somalia’s Minister of Defense was received by many as mind-shattering news. Before the cabinet reshuffle took place, who would have thought that Professor Gandhi, an intellectual man with a great deal of foresight, would be treated in such a degrading way?! In comparison with the rest of the cabinet ministers, Professor Gandhi is a sincere politician who does not believe in tribal allegiances but fully committed in putting Somalia’s national interest above anything else. If he is not faithful to his country, he wouldn’t have left the university teaching career in the West and his dust-free, tension-free luxury life in Paris. Instead, he chose to serve for his country and live in Mogadishu, the most volatile and dangerous city in the world. Professor Gandhi has a wealth of academic and administration experiences under his belt and holds PhD in Geology and another PhD in Anthropology and History from Besancon University in France. He was awarded the prestigious International Laureate from French Academy and played a key role in shaping the Somali Civil Society since its inception. When I evaluate Professor Gandhi’s contributions to the Transitional Federal Government (TFG) and I compare how he was treated in return, I can only recall Nuruddin Farah’s wisdom in his novel Close Sesame, “that a traitor can betray only the one who trusts him”. As Defense Minister, Professor Gandhi was the driving engine and the towering figure in a government that never speaks with one voice. He did his best to produce something that was alternative to the propaganda that was being put out by the enemy of the Somali people. He is a leading Somali intellectual who believes the rule of law even in a lawless nation like Somalia. He is a man who seeks peace at a time when peace lovers are few and far between in Somalia. The change of his portfolio from Minister of Defense to Minister of Transport will only serve as another blow to the already fractious government that is hiding in Villa Somalia, the Presidential Compound in Mogadishu. When the Somali cabinet was reshuffled recently, I talked to my Somali colleagues about their views on who is behind the replacement of Professor Gandhi as Somalia’s Minister of Defense at this critical stage, is it the Somali President or the Prime Minister? Without any hesitation, their fingers of blame all pointed at one man, Meles Zenawi, Ethiopai’s Prime Minister. The answer I received from my colleagues will not be very much different from the responses you would get if you were to ask the same question to any truthful Somali who is living either in Somalia or beyond its borders. If you give a careful thought to this judgment, it seems that it makes sense, given the fact that many unproductive ministers with no performance culture still hold their portfolios. Worse than that, some corrupt yes-men, former warlords and potentially future tyrants remain key figures in the Somali cabinet ministers. Starting from his appointment as Somalia’s Minister of Defense in February 2009, Professor Gandhi has kept the flames going and has been riding a wave of popularity ever since. He gained trust both from his people and from the international community alike. So what went wrong?! In other words: what are the things that Professor Gandhi has done that upset Ethiopia and gave the regime in Addis Ababa the jitters? As Somalia’s Minister of Defense, Professor Gandhi’s strategy was to build a powerful Somali army, which he believed is the only way to bring Somalia back on track. And to make this strategy workable, he brought together high ranking officers from former Somali armed forces in Washington from 1 – 5 August 2009 for in-depth discussions on the re-establishment of the Somali National Army and subsequently, disarming all armed militias. He urged the former Somali military officers to prepare to defend Somalia from both internal and external enemies and to secure the territorial integrity of the nation. Professor Gandhi was also against the TFG’s strategy of relying on clan militias and the so-called Ahlu Sunnah wa Al-Jama’ah who are indeed a deviated group that founded a most unholy alliance with the regime in Addis Ababa, and still hiding behind this beautiful name (Ahlu Sunna wa Al-Jama’ah). Many Somalis – including myself – believe that the sole objective behind the cabinet reshuffle was just to replace some influential key ministers who are not pro-Ethiopia such as Professor Gandhi and the former Foreign Minister Mr. Oomar, in exchange of political and military support from Ethiopia. To many Somalis, the “cabinet reshuffle” was just a cover-up to hide Sheikh Sharif and Sharmake’s total submission and obedience to Ethiopia’s Prime Minister from becoming publicly known. Professor Gandhi wanted to build a strong Somali national army to replace those poor armed, poor trained clan militias who are now in government uniforms. And of course, these initiatives have angered Ethiopia, which is Somalia’s rival and historical enemy. If truth to be told, this is the untold story behind the replacement of Professor Gandhi as Somalia’s Minister of Defense. And as a final point, I would advise him to resign from his new portfolio. Weinstein With the decision on March 12 by the cabinet of Somalia’s Transitional Federal Government (TFG.) to approve the adoption of Shari’ah as the country’s legal system, it has become a near certainty that Somalia’s new cycle of civil conflict will be framed ideologically by one or more variants of political Islam. Prior to the T.F.G.’s president, Sh. Sharif Sh. Ahmad’s request to the cabinet to transform the T.F.G.’s political formula from clan-based secularism to an as yet undefined Islamism, the major opposition movements to the T.F.G. were already Islamist.The apparent acquiescence of the coalition of international donors to the T.F.G. to the decision to adopt Shari’ah sealed the fate of secularism for southern and central Somalia, setting off a new experiment in Somalia’s chronic search for a unifying national identity and a definition of its political community. The contenders over what Islamic political formula might become regnant in Somalia are the same as those that appear everywhere in the Muslim world that political Islam emerges: Transnational Revolutionary Islam, Islamic Nationalism, and Islamic Reformism. The first is represented in Somalia by the Al-Shabaab movement and Hizbul Islam (Party of Islam); the second by the Alliance for the Re-Liberation of Somalia based in Asmara (A.R.S.-A); and the third by Sh. Sharif, his faction of the A.R.S., and the clerics associated with his movement. As it became clear in March that political Islam had triumphed ideologically in Somalia, the contending tendencies and actors enunciated positions that were more well defined and detailed than had previously been the case, in particular, Al-Shabaab. In an important interview with Al-Jazeera on March 3 that deserves serious attention, Al-Shabaab’s spokesman, Sh. Mukhtar Robow, provided the clearest statement to date of the movement’s ideology and current strategy. Confirming a closed source on the ground who says that Al-Shabaab is the only political actor that has a coherent program, Robow presented a systematic account that moved from fixed strategic goals to flexible and adaptive tactics, nearly mirroring the Leninist theory and practice of Bolshevik revolution, with, of course, an Islamist content. Those who believe that Al-Shabaab is a collection of mindless “extremists” and “spoilers,” who are simply “anti-peace” (U.N. Secretary-General Ban Ki-moon’s and Ethiopian Prime Minister Meles Zenawi’s term) need to think twice. In commenting on whether Al-Shabaab was linked to Al-Qaeda, Robow said that it was not organizationally, but was ideologically, stating that both groups shared the goals of implementing Shari’ah, rejecting “false borders and entities created by colonialism,” uniting Islamic countries, and restoring the Caliphate – a succinct definition of Transnational Revolutionary Islam. Just as Lenin insisted that goals remain fixed, but that tactics must be altered pragmatically according to circumstances, Robow said that whenever al-Shabaab considers taking an initiative, “we always think about whether it is appropriate to do it at this time.” Currently, Robow explained, “we believe that we should move forward with caution.” In particular, Robow stressed, it was most important that Al-Shabaab not get ahead of the people (another Leninist dictum). Using the example of alleged desecration of the graves of Sufi saints by Al-Shabaab, Robow commented that “if demolishing graves will force clans to take up arms, we need to stop and get people to understand the issue from a religious point of view.” The injunction to be cautious translates into a long march to the Caliphate. According to Robow, Al-Shabaab’s capture of the former base of the transitional parliament, Baidoa, began the “right path” towards restoration of the Caliphate, which would be traveled step-wise from establishing a model Islamic administration in that town and then expanding out into the Bay region and beyond: “When you want to climb a tree, you start from the trunk; you do not jump to the leaves.” Announcing a tactical phase of consolidation and administration building, Robow remained firm in his ideological opposition to the T.F.G., which, he said, violates the Quranic injunction: “Do not mix justice with injustice.” (The T.F.G., for Robow, is a hybrid of Islamists and “unbelievers.”) He then went on to make Al-Shabaab’s anti-democratic stance explicit: “Democracy says that the civilian population are the ones that rule and they will do whatever they want. God says he is in charge and no one else is.” (Presumably, clerics will be God’s “transmission belts.”) It is not the purpose here to judge whether or not Al-Shabaab can or will apply consistently Robow’s “What is to be Done” interview, but just to reveal it as vintage modern vanguardist revolutionary ideology in Islamic dress. The point is that Al-Shabab has a rather sophisticated program that gives it an ideological advantage over other contenders. In contrast to Robow’s positive and considered strategy, the A.R.S.-A’s Islamic Nationalism remains a resistance ideology based on national liberation. Hassan Dahir Aweys, focused on opposition to the T.F.G. as a puppet of the Ethiopians and Western powers, claiming that his group were “freedom fighters” and that the T.F.G. were “traitors.” Whereas Robow condemned foreign interference, but stressed the formation of an Islamic state; Aweys shifted the balance by espousing the goal of a “change is the system,” but emphasizing that his adversaries were “fighting to stop any group that can employ Shari’ah law in Somalia.” In traditional nationalist terms, Aweys justified armed resistance to the T.F.G. by saying that counter-force is necessary when “invaders try to force you to leave your religion, reject your nationhood and independence, and take your resources illegally.” Rather than a long march to the Caliphate, Aweys made “freedom” the goal of the struggle: “The most important thing people need is freedom. The houses can be rebuilt, but a beautiful house without freedom is worthless.” Leaving aside A.R.S.-A’s relative lack of traction on the ground, Aweys’s version of Islamic Nationalism, centered, as it is, on liberation rather than on a program, lacks focus, leaving the future open to an unspecified range of Islamic political formulas. Aweys’s vision was appropriate when Somalia was subject to Ethiopian occupation and one could speak of a resistance movement; it is less relevant in a period of civil conflict, in which actors control and attempt to administer blocks of territory as they contest them with other actors.That Aweys should say that Ethiopia’s rhetorical support for Sh. Sharif, which must be coupled with its harboring and training of warlord militias, means that Addis Ababa is “still in charge,” indicates his failure to adjust to the new political cycle.On March 19, A.R.S.A announced that it would form an alternative government to the T.F.G.; it remains to be seen whether it will generate a vision of an Islamic state and a program to achieve it. In sharp contrast to Al-Shabaab’s revolutionary and A.R.S.-A’s resistance postures, both of which fall within received modern paradigms, Sh. Sharif’s reformism is reactive, purposively vague, and seemingly expedient. In his letter to Prime Minister Omar Abdirashid Ali Sharmarke requesting that the cabinet adopt Shari’ah, Sh. Sharif reportedly wrote that the action was necessary to forestall “prolonged fights,” a justification that he later repeated at press conferences and in addresses. Caught between having to satisfy his clerical and clan bases, both of which favor implementation of Shari’ah, and the donor powers on which the T.F.G. is dependent financially, and which favor a secular government, Sh. Sharif, gave way to the former, but tried to mollify the latter. Sh. Sharif’s brand of impromptu reformism emerged at a press conference in Nairobi on March 12, where he began with the assurance that the Shari’ah that he had in mind for Somalia was not the strict version forwarded by Al-Shabaab, but a more modern variant that would allow women to serve in parliament (an issue raised by the armed opposition) and an acceptance of democracy, which he said “is not inherently against Islam.” As a compromise formation precipitated from the cross-pressures of base and donors, Sh. Sharif’s Islamic Reformism is the weakest of the ideological contenders by virtue of its transparent use of political Islam as a means to the end of saving the T.F.G. and its resulting vagueness. Ideology is not the determining factor in shaping political developments, but it provides an orienting vision of the future and a basis for mobilizing support and organizing action. As such, it is a form of power and an indicator of momentum. Considered in those terms, among the major domestic actors in southern and central Somalia, Al-Shabaab’s programmatic perspective has the edge over A.R.S.-A, which is locked in the past, and the T.F.G., which appears to be purely reactive. Although the analogy is only suggestive and speculative, it would be wise to keep in mind that Lenin’s Bolsheviks prevailed over the populist and nationalist Social Revolutionaries, and the reformist Mensheviks in the Russian Revolution. East African Govts Condemn Eritrea Harshly A group of East African states has called for air and sea blockades of Somalia to prevent outside forces - including the Eritrean government - from sending weapons and fighters to support rebels trying to overthrow the Somali government. The group, the Intergovernmental Authority on Development (IGAD), has launched what is, in the language of diplomacy, a harsh attack on Eritrea for its support of hard-line Islamist militants fighting the transitional federal government of Somalia. A meeting of IGAD's council of ministers held in Addis Ababa on Wednesday issued a communique saying that it "condemns... in the strongest terms possible all the individuals, organizations and countries in particular the Government of Eritrea and its financiers who continue to instigate, recruit, train, fund and supply the criminal elements in and or to Somalia." It called for sanctions against Eritrea and condemned its government for backing attacks on African Union peacekeepers in Somalia. IGAD comprises the governments of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan and Uganda. The Eritrean government was not listed as being represented at Wednesday's council meeting. Among those who did attend the meeting was Jean Ping, who chairs the African Union Commission. The council called on the United Nations Security Council to impose a no-fly zone to prevent arms, ammunition and "personnel from [the rebels']... foreign backers" from being flown into Somalia. It singled out the following airports as those which needed to be blockaded: Kismayo, Baidoa, KM 50, Balidoogle, Waajid, Hudur, all airports in Gedo Region, Isaley and Johwar. The council also urged the blockading of ports, particularly Kismayo and Merka, and asked the international naval forces which have been deployed against pirates in the region to enforce the blockade.
