  1. The Horn and a dilemma Leader Thursday June 8, 2006 The Guardian Somalia has often been forgotten by the world but the world is starting to remember this anarchic country in the Horn of Africa. On Monday US-backed warlords were driven from Mogadishu by Islamist groups said to be linked to al-Qaida. Hundreds have already died this year and Washington is now paying nervous attention to what it bills as a new front in the "war on terror". Like Afghanistan before the Taliban, Somalia's problems scream neglect. They have lurched from bad to worse since tribal militias overthrew the dictator Mohamed Siad Barre in 1991 and the UN scuttled out a few years later. Mogadishu is so dangerous that the country's transitional government is based elsewhere. Al-Qaida operatives involved in the 1998 bombings of the US embassies in Kenya and Tanzania came from Somalia. That is why the CIA has been quietly bankrolling the warlords who make up the grandly-named "Alliance for the Restoration of Peace and Counter-Terrorism" - another echo of Afghanistan. But their Islamist enemies, as elsewhere, have filled the gap left by the absent central government, winning support by running schools, charities and sharia courts - complete with public executions and amputations - that have emerged as an independent power centre. This failed state par excellence - awash with weapons despite a UN arms embargo - is fertile ground for a small but potentially lethal proxy war between Osama bin Laden and George Bush, though that is only a small part of the whole sad story. Ordinary Somalis are hoping that some badly needed peace and stability may now be at hand. Europeans tend to think that it might be. Somalia's crisis proves a familiar point about interconnectedness in a globalised world. The US fled the country after its rangers were killed in an incident made famous by the film Black Hawk Down. But abandonment encouraged lawlessness and collapse. Its security problems are now so serious that they overshadow the disastrous humanitarian situation in the drought-affected south and east. The outside world needs carefully to explore links with the new men in Mogadishu, not to shun them automatically because they are seeking to impose sharia law, and encourage them to work with the transitional government. The dilemma over Somalia is about finding the right balance between nation-building and fighting terrorism. The US has taken a short-term view of security at the expense of the broader effort that is needed to help put this shattered land back together again. Mr Bush should reflect that backing warlords can all too easily backfire.

ABDULLAHI YUSUF AHMED PRESIDENT OF THE TRANSITIONAL FEDERAL GOVERNMENT OF THE SOMALI REPUBLIC AT THE SECOND SOUTH SUMMIT OF THE GROUP OF 77 AND CHINA DOHA, QATAR 16 JUNE 2005 Mr Chairman, I would like to start by thanking you for facilitating our work and at the same time I would very much like to thank the government and people of Qatar for hosting this august gathering and for all the arrangements made and the extended hospitality to the participants. I take this opportunity also to convey to you all my greetings and the greetings of my delegation and the people of Somalia who have not been able to participate fully in international gatherings for the past 14 years or so. I am sure you are all aware of the plight of the Somali people since the collapse of the Somali Central Government in 1990-1991. With the formation of our Government, that is the current Transitional Federal Government (TFG), we are now in a position to take our rightful position in the international community. Your Highness /Mr President, We are glad to tell you that our government relocated to Somalia on 13 June 2005 after our stay in Nairobi for nearly eight months, and very soon we will be making every effort to bring peace and stability as well as to rehabilitate and reconstruct our country. In this connection, I stand before you to thank sincerely all governments and peoples and organisations that assisted us in one way or another during our difficult moments. I assure you we will remember them all. Mr President, The Transitional Federal Government of the Somali Republic values the work and goals of both the Non-Aligned Movement and the Group of 77 and China. We will do everything we can to participate in their deliberations and support their goals. We also appreciate the economic and political cooperation of the South-South developing countries. Mr President, As we are all aware, the international community has declared 2000 the implementation of the Millennium Development Goals (MDG). The MDGs have our full support. Due to the aftermath of the protracted civil war, the Somali Republic will not be able to attain all these goals unless it is adequately supported to that end. However, we pledge that we will spare no effort to pursue the attainment of the MDGs. Mr President, In order to accelerate development, we need to take appropriate measures internally and externally. On the one hand, developing countries, and especially the Least Developed Countries (LDCs), will need to engage in a genuine reform program of investment in education and health. We need to fight corrosive corruption, upgrade institutions, improve governance and safeguard human rights consistently. Mr President, We cannot only emphasize the measures that need to be taken internally; in the interest of attaining meaningful development, we must also recognize that the international community should help in removing obstacles in the way of developing countries. The biggest obstacle appears to be the debt-traps that are strangling the economies of the Third World countries. We strongly recommend that we collectively seek: the complete cancellation of the DEBTS of the Least Developed Countries Substantial reduction of the DEBTS of the middle-income countries. Mr President, There is a lot of talk these days about the virtues of globalization. Again our position is that what we need is not mere globalization but fair globalization. Poor countries and especially LDCs should be in a position to take positive measures to uplift agriculture and industrial production and take advantage of their relative cheap labor. If capital is to move freely, we should also advocate the free and natural movement of labor. This is ultimately in the best interest of both developing and developed nations. Mr President, I would like to emphasize the importance of the G77 and NAM trying very hard to arrive at common stands in the various meetings and especially at the forthcoming high-level meeting on the Millennium Development Goals (MDG) in New York in September 2005. My government stands to play a positive role in this direction. Mr President, We take this opportunity to congratulate the G77 for the progress made so far and their determination to cooperate in all economic spheres. But we still have a long way to go. I am confident that the South-South cooperation will grow and that existing barriers will crumble. Mr President, Finally, I would like to end with a note of where we are in Somalia right now and what we intend to do so you can have a real feel for our present situation. After the years of civil war, disappearance of the central government and destruction of so much infrastructure, institutions, property and lives, the Transitional Federal Government of the Somali Republic faces a daunting task. We have to bring anarchy to an end, restore law and order and reestablish peace and stability throughout the country. We have to rehabilitate and reconstruct our basic economic infrastructure and vital social services. We have to reverse the brain drain. We have to protect our resources and the environment and remove industrial and nuclear toxic wastes dumped on our shores. Mr President, We want to learn from our harsh experience of the last 14 years. We want to avoid an over-centralized government. We want to decentralize administration and unleash local energies and the private initiative. Indeed, during the demise of central government in the last 14 years, the private sector has made significant progress in many fields. We want to build on that progress and regulate only where there is obvious need to regulate. Government will not be involved in areas where the private sector has been clearly successful. Finally, I will end by saying that I have full faith in the future of the Somali Republic. I appeal to the Group of 77 and China to help us translate this vision into the reality of the 21st Century. ...End...

  15. Xoogsade, What is city? A collection of houses and other cardinal infrastructures that it needs to function as a whole entity. When people speak about the towns over run by looters; such people are referring to the totality of the bandit’s actions. I have no qualms ina Qaybdiid or his ill building houses in Mogadishu; what I do have a problem with and I have the right to speak against; is when houses that poor people built from their sweat are taken from them not because they are criminals, but by the mere design of Allah that they belong to clan X. And this issues is not only confined to Mogadishu, it stretches all the way to Kismayo. We should all stand against injustice through out Somalia; if that injures the false gained pride of my kin be that as it my. We should feel duty bound for working towards the common good.

Shame on Hargeysa: Let Freedom Reign for the Gabooye Community WardheerNews Editorial May 25, 2005 On May 13, 2005, an abhorrent act took place in Hargeysa at the hands of the Somaliland police forces against innocent Gobooye civilians. These acts are undoubtedly reminders of the Jaziira incident in Mogadishu in the late eighties, when the late dictator's soldiers rounded up individuals of the ***** clan and shot them at point blank. This time, the soldiers, who ironically claim to carry the mantel of the victims of the Jaziira massacre, carried out the shootings against the Gabooye community in Hargeysa. On an eventful morning of May 13, 2005, hundreds of weary eyed Gabooye mothers, youngsters and children, carrying on their shoulders the visible weight of centuries-old discrimination and racism, yet undeterred by the intimidation of Hargeysa police, peacefully demonstrated to seek explanation of the senseless shooting of the 23-year-old Khaddar Aden Osman (Dhanbar.). But the Rayaale administration with a blatant prejudice of “ how dare you do , of all people, challenge us ,†shot at them, beat them and then rounded up about a hundred of innocent civilians and kept them for days in various undisclosed locations. Amnesty International, in a statement issued on May 18, said: "We consider the detained demonstrators and others arrested later to be prisoners of conscience who are imprisoned on account of their peaceful opinions and defense of the human rights of Gabooye minority." This latest action against the Gabooye community is in addition to a worsening and disturbing human rights record in Hargeysa, where innocent civilians are jailed, tortured and shot at if and when perceived to question this administration's abysmal human rights situation. Rayaale's administration undoubtedly has a Siyadist orientation that has of late banned freedom of speech and jailed journalists who are accused to carry what the minister of interior calls anti government journalism, and banned private ownership radio stations which is a sad indication of where Hargeysa's human right's record lies. Notwithstanding repeated calls by Amnesty International, the Hargeysa authority has defiantly emerged as the cradle of human rights abuses. And, the Somali media as well as human rights groups have been rightly critical of the Rayaale administration, mainly due to its abysmal record. The case of the 16-year-old young girl, Zamzam Ahmed Ducaale, from Boosaaso who was raped, tortured and imprisoned by the order of Somliland authorities, the arbitrary and frequent arrest of political dissidents and lawyers, the humiliation of traditional leaders, and the harassment of refugees from the Somali Regional State of Ethiopia and Somalis from other regions are but only some of the highlights of Hargeysa's poor record on human rights. Mohamed Hassan, a Ph.D. candidate in Linguistic studies at the University of Taxas who fluently speaks English, French, Italian, Arabic, Somali, Amharic and a host of local dialects, and a remarkably gifted short-story writer, says that Hargeysa has a long history of ethnic chauvinism and discrimination against the Gabooye clans more than any other place in the Somali-inhabited regions in the Horn of Africa. Neighborhood segregation and alienation of Gabooye clans to the belittled quarters and derelict neighborhood of Daami is an indication of the institutionalized segregationist culture. Mohamed Hassan has in his possession extensive research materials on the Gabooye massacres by the SNM in the 1980s, and based on that material, he argues that northern Somalia has the most inhuman and most oppressive cultures visa-vi Gobooye communities. When a Diaspora-based Somaliland groups organized last June a gathering in San Diego , to commemorate June 26 th , Independence Day, Haji Musa Abdi Mire of Riverside , California , reportedly stunned everyone, following his unapproved speech text where he methodically listed the horrible treatment of his community in Hargeysa in particular and in Somaliland in general. He said “ Gobooye children are denied the opportunity to attend schools and have been contained in a primitive social statusâ€. He demanded a quick ratification of the status quo, although his plea seemed to have fallen on deaf ears. WardheerNews strongly condemns the actions taken by the police in Hargeysa and the Rayaale administration who do not exercise any restraint in matters pertaining to human rights, and particularly to the Gabooye community. We challenge the Rayaale authority to publicly issue an apology to the leaders of the Gobooye community of its latest actions. The following actions must be taken to ameliorate the Gobooye question: • Hargeysa authority must immediately release all the people it detained and to steadfastly disclose the locations of all the prisoners of conscience following this latest incident. • Somalis in the United States shall write to their congressional representatives and denounce this inhuman act. • Traditional ***** leaders and ***** religious community in Hargeysa must come clean on this issue and denounce the inhumane treatment of their own brethrens, and not let Hargeysa serve as the pseudonym for Las Burgabo depicted in the newly released fiction story of “The Yibir of Las Burgabo†by Mohamoud Gaildon. • A long-term policy by the Somaliland administration to correct the prejudiced inhumane treatment against the Gabooye community must be employed to finally grant these citizens their full rights. To that end, we propose that human rights organizations in Hargeysa in close collaboration with the Amnesty International and the Gabooye community erect a monument to honor the victims of chauvinism, discrimination, exclusion and wanton killings suffered by the Gabooye community. It is about time that the Old African American spiritual song of “let freedom ring" be invoked in the dusty streets of Dami, Hargeysa where human bondage is still the norm. For a long time I have neglected poetry and it’s fancy I let it dry like a nectar in dessert Maters of importance had many times passed My mind numb without any creative valour But a dream I had cultivated the seeds of my verse, Let me recite what had come upon me last night. Bless those who listen with open mind Whose hearts are filled with desire and hope This verse will indulge them their wildest dream Tell them our land had become free Shackles of the warlords had been broken away Cynism had given way for optimism Tell them Mogadishu is no more the murky of the world The palm trees reclaim rightful their land Embassies are filled and there is no check points Tell them the tortorous moryam and their technicals are no where to be found Hordes of holly bullets had rained on them all Like Mahiigaan in Nugaal Valley with its merciless effect They perished on the spot like un-attended herd God had destined them to hellish existence The above four shows my artfulness, I penned down effortlessly -- like Michael Angelo’s Sistine chapel The words roar like cannons and clatter like heavy gunfire They are like the vase that I catch with the nectar of my thoughts And now a word to thyself and mind Farahow, you are artful man What you have written is like child’s prose Pretence of great poet is nothing to be attempted Unless you have the guile of Virgil But you have disgraced yourself and injured your reputation You will rage many with sleepless nights You keep them up like awkward gait of Camel herder Your efforts to shine like poet had covered with dust of shame Now make your exit without an ado Or remain here and go on blether.
