  4. One thing I find odd is why do Somalis generally think they have legitimacy over what belongs to others. I have noticed in this thread a common factor within the Somali charecteristics. When is it a God written law that the wealth of the rich Arabs belong to us first and foremost, and if they dont give it to us then they are sinners. I have seen Somalis who came to this countries (western world) as refugess and yet claim that the welfare they get is their God given right. Strange, when they are interviewed by the welfare agencies you will hear them say we want our rights. Damn what is their rights they have been fed and housed cause they are poor and without a country and yet they claim to have a right. To top it up all they have no gratitude.

  10. In reference to the fact that there is a President of 'federal' Somalia, then how can one of its regions have an internal president..? Could it not be interpreted as possibly that Puntland does not recognise the federal parliament and its presidents, since it is still naming its head as a President as opposed to governor and forming its own parliament. Thus what is the role for the new federal parliament and its directives towards puntland..? And my important question in here is how many regions are there in this Federal government...and where are the boundaries?

  18. The 4.5 formula was first introduced un Arta and accepted as a basis of division in mbagathi, it sharing of the Parliament power in Somali tribal division. The 4 stands for the four major ones and the .5 which half of a unit represents the minorities clans who are termed as others. I would have really loved to give you their names but then I will be summoned to the office of the 'baby-face' admin so I dare not mention. To give you a clear picture is how the clan is divided in the 'Gurtida' but only in a higher proportions.

  21. Smith sxb.That is the core of the problem sxb, the mentality of the 4.5 distribution. It is ok and understanble as far as the parliament is concerned, cause that is the current legislative body though it does not have a popular mandate and it is a creation of groups of warlords and their henchman. But fair enough lets make it a bencchmark. A t this stage it should be made clear to them that the 4.5 distributions ends here and that they have the (unfortunate for Somalis) role of passing bills and approving and disapproving Governments decision. The role of the President should be as it should be in the constitution which they adhered and accepted that classifies it as a 'ceremonial. And the PM appointed should be from outside the parliament and he should name his cabinet from outside that boundary too and it should not exceed more than 16-18, and chosen according to capabilities. This will make sure there is balance and checks amid the Parliament and the cabinet with the President arbitrating. hence we will have a cabinet that is capable and accountable and a parliament that does its function. Unless this issue is addresed now Smith we will contunuoasly have animosity and envy among the parliamentarians those who are and those who are in and those left out of the cabinet. They should differentiate that now and the President needs to make that decission now before we embark on another unforseen circumstances. In real and ideal scenarion and attempt to bring Somalia back to its feet we cannot have a 'cabinet' that is based on 4.5 distribution and that is combined of individuals who have never managed a shop let alone a civil body. It is fair to note that the individuals from S/land need to be granted high portofolio in order to convince the citizens from there that they have a consideration in here. That i can accept in order to counter he threat of sececcion peacefully at this stage.
