  3. xiinfaniin, Rather it seems your in dire need for competent media outlet... an attempt to sideline and worse yet cripple Puntland has been made, and no Faroole has no issue with Farmaajo since the man has kept consistent presidential posture in that matter, rather it's Sharif and his mentors that the state has an issue with, in particular his objection to the Galkacyo agreement signed between the late premier and Faroole and the drafted federal constitution which saw the late premier out. These though pales in comparison when you factor in Sharif's mentors latest plan to cripple the state internally and externally. Faroole should be concerned about the TFG's increasing support of the subversive elements tending to destabilize Puntland and creating tension in the region; he should extremely be concerned about the negative attitude that the TFG leadership assumes towards Puntland progress in the arena of public diplomacy, why should the USA two track police toward Somalia" warrant criticism? It was twelve years ago that the people of Puntland decided to establish their own autonomous government and they still stand by that today. The only working relationship between the TFG and Puntland should be one based on consultation not dictation, Somalia is past the 21 years of dictatorship. Let's not forget that it was the UN Secretary General special envoy to Somalia Augustine Mahiga who said, "Puntland has achieved success in security and stability that must be emulated by the rest of Somalia." I have no doubt the interested international community are left scratching their head as to why Sharif's circle want to antagonize a model state.

I don't see the need to take Faroole's statement out of context with a picture from Dagahale refugee camp in Kenya... if your trying to down play the man's legit concerns at least voice it appropriately without misleading SOL. As I recall there aren't any Ugandan force busy uprooting the residence of Garowe to insure Faroole's well being by indiscriminate shelling.

But taking the F out of the TFG as they planned from get-go has yet to materialize and that is precisely because Puntland remains unwilling to compromise on its perceived vital interests when it is engaged with a weak partner that has nothing to offer but access to the coffers of donor powers, which the weaker partner is all the more jealous to guard, because that is its only asset. Puntland in my opinion is the only honest partner and they should be commended for insisting its fair due.

  7. The crowd chanting "Farole is Terrorist" must have their logic twisted... As I recall Mr. Atom was the one trying to undermine the regions security when he gave his loyalty to Al Qaida. Thus, Puntland acted against Mr. Atom's terror network. Reer Dhahar were given the chance to disarm Mr. Atom's Al Qaida peacefully and failed after several attempts. Farole succeeded where they failed thus, they should really be chanting "Farole is Hero" for crushing Mr. Atom's Al Qaida.

Somaliland's support for instability and terrorism This week's revelation that senior officials in Somaliland's intelligence organization were actively involved in aiding Al Shabaab terrorists is reflective of Somaliland's secretive support for terror groups who destabilize southern Somalia (incl. Mogadishu) and more recently, the stable neighboring State of Puntland. With the Grace of Allah, Puntland troops overwhelmed Al Shabaab terrorists in Galgala hills area who were formerly led by Mr. Mohamed Said Atom – a man on U.S. wanted list but who now lives in Burao, a town controlled by Somaliland authorities. READ: Al Shabaab rebel Atom 'hiding in Somaliland': Report The revelation was declared by the Puntland Intelligence Agency (PIA) – a covert organization in Puntland trained and supported by U.S. counterterrorism agencies based in Djibouti. According to the PIA, a Somaliland intelligence official was named Said Salah Eynab who was killed in action in the Galgala area by Puntland government troops while "fighting alongside Al Shabaab". Puntland government documents obtained by Garowe Online dating back to 2006 indicate that Somaliland's administration supported Atom's militia in Galgala area as a way to open a war front against Puntland. The idea was quite simple: with Mogadishu at war, it was only the stability of Puntland that threatened to break apart Somaliland's grand lie of saying: "Somaliland is peaceful while Somalia burns". So Somaliland actively supported terrorist groups, even turned a blind eye to the active recruitment by Al Shabaab in Burao town, in order to start a war in Puntland. But when Puntland government forces began to crush the Al Shabaab insurgents, and Atom ran to the terrorist safe houses in Burao, Somaliland Interior Minister Mohamed Abdi Gabose begun speaking softly towards Puntland for the first time in Somaliland' s militaristic history. Gabose held two separate press conferences – both held as Puntland troops stormed up mountains and hunted down the terrorists (coincidence?). Somaliland knew Puntland was winning the war too fast – and they sought to portray themselves publicly as those seeking peace and "security cooperation" with Puntland. Somaliland must allow its public to regain self-confidence and lost identity. Blaming all of Somalia's ills on Mogadishu while parading Somaliland as the "angel of East Africa" is simply the politics of amateurs who believe they are smarter than everyone else, only to find an empty house later. Yes, there is much to praise about the Somaliland people's struggle to rebuild bombarded cities in Hargeisa and Burao, but the Somaliland government's covert support for terrorism and allowing Al Shabaab recruitment inside major towns in Somaliland is something with long-term consequence for the people of Somaliland, who should be aware of their own government's activities. The people of Somaliland must come to realize that the unending pursuit of a dream called recognition comes with a heavy price. Today's Somaliland is not different than any other part of Somalia in terms of economic, development or social indicators. Like all fellow Somalis, Somaliland's elite are exiled in the West and Somaliland youth are paying human smugglers in increasing numbers to reach the Middle East and beyond, due to the extremely desperate conditions on the ground. Somaliland's government should invest in its population, in creating educational and employment opportunties for youth, instead of funding clan wars and military aggression in Sool region or covertly aiding Al Shabaab terrorists to destabilize Mogadishu and Puntland. It is somewhat understandable that Somaliland's ***** clan suffers inferiority complex in the face of a perpetual ******-***** struggle for dominance in Somalia since the country's independence in 1960, but peace and stability should never be sacrificed for emotional sentiment and historical revisionism.

Claiming genocide, committing injustice What is appalling is that Somaliland's ***** community, who unilaterally declared independence from the rest of Somalia in 1991, complains consistently about "genocide" and mass displacement of civilians committed by the Barre regime in 1988. Ideally, those who suffered such a fate fully know to respect and to abide by the laws of justice more than those who did not experience such a fate. However, it was different in Somaliland. The ***** clans united militarily to attack, occupy and subjugate the ***** communities in northern Somalia on the basis of a mythical border. In the process, ***** communities who survived Somalia's only true genocide in Mogadishu in 1991, when ******-based USC militia targeted, maimed, massacred and uprooted ***** communities from Mogadishu after Barre's violent ouster, were again forced to flee their homes under a Somaliland military assault. What great injustice committed by those who claim to have suffered "genocide" under Barre's dictatorship. It is Garowe Online's resolute position that the Somali National Army's war and bombardment of Hargeisa and Burao in 1988 was not "genocide" – it is not different than the daily bombardment of Mogadishu by Western-funded African Union peacekeepers (AMISOM) fighting an insurgency that threatens to bring down Somalia's weak and chronically corrupt Transitional Federal Government (TFG) in Mogadishu. In 1988, when *****-based SNM militia seized control of Hargeisa and Burao in an anti-government insurgency, the Somali government overreacted with excessive military force to kill or capture clan-based (*****) insurgents who threatened the Somali government and national security. During that time, Somali government troops were not going house-to-house to massacre civilians after asking them, "Are you *****?" Of course, in the Mogadishu of 1991, ******-based USC militia were going house-to-house or stopping civilians randomly on Mogadishu streets to ask the hated question, "Yaa tahay?" (which clan are you?) If you said *****, you were killed or raped – man, woman, young or old. That is the legal definition of genocide: when people are deliberately and systematically targeted and persecuted purely for their identity, which is far different from a government offensive against insurgents. In 1988, Somali government forces were defending the nation against all insurgents, whether SSDF, SPM, USC or SNM, which are all clan-based insurgent groups. Today, AMISOM peacekeepers are defending Mogadishu against Al Shabaab insurgents – and so AMISOM's military offensive against insurgents in Mogadishu is sanctioned by world powers and international organizations, such as the United Nations. This is because the following premise always holds true: governments have the justification and the right to defend against all aggressors or insurgents who threaten national security. Sometimes, governments can have a heavy-handed response, as was the case in 1988 conflict in retrospect. But the premise of government defense against insurgents was justified, while the method's brutality can be left for historical analysis.

Generations lied to and misled by their politicians, forced to stand under the scorching sun in shameful lines at voting centers or protesting in front of Western embassies around the world, parading their disgraceful but well-constructed lies. Democracy and voting are positive developments, but what is more positive is seeking peace and stability in the Horn of Africa sub-region and pursuing domestic economic opportunities to benefit the masses who stand in the sun. And so Somaliland's lies have changed every few years, but what has remained absolutely consistent is the politicians' underlying desire to keep the population of Somaliland in the dark. Before Somaliland's military aggression began in Oct. 2007, when upwards of 50,000 civilians were displaced from their homes according to U.N. estimates, Somaliland's leaders said that if Somaliland "seizes the eastern border" – a mythical border with no international significance – that Somaliland will be recognized. So Somaliland's clan-based constituency – drawn almost exclusively from the ***** clan of *** clan-family that inhabits most of northwest Somalia – supported a war of aggression against ***** communities (of ***** clan-family) that calls home Sool and Sanaag regions of Puntland State of Somalia. With blood spilt, with civilians displaced, recognition did not come. So the newest lie was that Somaliland's presidential election, held on June 26 after two-years of illegal and constitutional delays, will bring recognition. The theme of a lie is consistent, but the mechanics of the lie have shifted somewhat.

Order out of chaos: Somali customary law in Puntland and Somaliland Terms like ‘anarchy’ and ‘chaos’ are regularly used to describe the catastrophe that followed the collapse of the Somali state in 1991. But in the absence of government and a judicial system, Somalis fell back on traditional institutions and practices of governance to manage security and maintain order, including customary law and Islamic law (shari’a) (see Islam and social order). Even in Somaliland and Puntland where public administrations and formal judicial systems have been revived, customary law has remained important. In south central Somalia, where no judicial system exists, customary law, together with shari’a, has provided a framework for managing conflict and protecting people. Customary law and peacemaking Somali customary law, known as xeer Soomaali, comprises a set of unwritten conventions and procedures that are passed down orally through generations. These define reciprocal rights and obligations between kin and clans, covering domestic matters, social welfare, political relations, property rights and the management of natural resources. Xeer is more than a contract. It shapes basic values, laws and rules of social behaviour. It incorporates aspects of shari’a, while the application of shari’a in Somalia is also influenced by customary law. Unlike either shari’a or secular law, xeer is not universalistic. It is specific to relations between any two clans or sub-clans, although there are rules that are common to all Somali communities, relating to payment of diya compensation, to marriage practices and to the management of property resources. Different rules exist for different livelihoods systems, such as agriculture and pastoralism. They can vary between urban and rural settings and can change over time. Historically there has been a sub-set of customary law for warfare. These laws proscribe violence against certain groups, such as women, children and elders, who are ‘spared from the spear’ (biri-ma-geydo), and they prohibit certain violent practices and protect specific economic assets. Since 1991 these Somali ‘laws of war’ have frequently been violated. Local peace processes commonly involve the renegotiation or renewal of xeer between belligerents, with the peace accord itself representing, in effect, a new xeer Upholding the law The observance and enforcement of customary law depends on respect for authority and social pressure. Xeer are negotiated by councils of elders (xeer-beegti) with specialist knowledge of customary law. More generally clan elders have, in the absence of government, played a critical governance role to manage conflicts as mediators, facilitators or negotiators. In theory any adult male can be an elder with the right to speak in council (shir). In practice elders are selected as representatives of their clan for their attributes, which may be age, powers of oratory and wealth. Elders have moral authority and power because these are delegated to them by clan members to advocate on their behalf on all matters that affect or influence their interests. Some clans have more senior titled elders, variously called Isim, Suldaan, Garaad, Ugaas and Malaq. They commonly acquire the title by inheritance and rarely engage in the day-to-day management of clan affairs. The institution of elders and the power and authority that they command vary considerably within Somali society, and in the past two decades the place of elders has gone through significant changes. In the absence of the state, elders have proven to be immensely important in upholding law and order and they have been central to all Somali-led reconciliation processes. Neither Puntland nor Somaliland would have survived their internal wars without the constant support and involvement of elders in resolving political and security problems. Although these traditional institutions do not enjoy the resources of a state, their decisions – whether reached under a tree in the pastoral areas or in a modern house in urban centres – can carry the power of a government. Elders and religious leaders work daily with pastoralists to share wells and grazing land without resorting to violence. When an incident occurs between two clans, the elders of both sides ideally would convene a meeting to discuss the matter frankly and to resolve the conflict through peaceful dialogue and consensus. The resolution reached may involve reparation of damages followed by a solemn statement that such incidents should be avoided in future. Religious leaders who assess the damages and the value of the reparation to be made according to Shari’a assist the elders in their deliberations. Elders and modern government The role of elders is not confined to the ‘traditional’ sphere. In Puntland and Somaliland they are engaged in modern government institutions. In Somaliland their role as guardians of peace and security has been institutionalized in the Upper House of Elders (the Guurti) and they have been involved in the selection of party candidates. In Puntland they have engaged in the nomination of candidates for parliamentary seats. In Puntland and Somaliland, despite the presence of a public administration and security forces, elders continue to have a law and order role, drawing upon customary laws and shari’a and sometimes acting in cooperation with religious leaders. Often government law enforcement institutions have to resort to traditional methods to tackle intractable security issues. In Puntland, for example, many traditional and religious leaders are engaged in persuading young sea pirates to abandon their criminal activities. They have made steady progress in their endeavour as many youngsters have abandoned pirate activities. Elders have the experience and authority to mobilize human and other resources for communal security. Given the respect they enjoy from their communities, the Puntland administration will consult them and secure their support before taking any action on security issues that would affect their people, such as banditry, militia roadblocks, kidnapping of foreigners, the rebellion of a clan against the government, and disarmament. Cooperation between the Puntland administration and elders also occurs regarding political differences between members of parliament and the president, when clan elders and religious leaders are called in to mediate between the parties in conflict to avert the use of force. Lessons Somalia is passing through a difficult historical moment. The country is still divided into separate territorial entities, held together by clan militia, warlords or weak administrative structures created on clan lines. In spite of the existence of a variety of ad hoc social, commercial, administrative and political arrangements, it is the traditional structures that hold the people together. There are many obstacles yet to be overcome to restore fully functioning modern, religious or customary legal systems in Somalia.

Xaji, It sounds like your disappointed with Mr. Farole's approach to Mr. Farmaajo, your not the only one hoping for a different out come though and it's very unfortunate to know that there are still people out there filled with hatred so much so that they would rather see division then unite with regard to Puntland and Mr. Farmaajo, and in particular his clan. Mr. Farole spoke very beautifully and it's up to Mr. Farmaajo to uphold his end of the stick...

VOA and the reporter have shown a great deal of care in reporting possible cautionary consequences of America's policy, except that the warning was entirely based on false premises. Puntland's war against Al Qaeda in the Gulf of Aden By Mohamed Deeq Yussuf Oct. 06, 2010 Recent report by the Voice of America titled "Clan Rivalry Complicates Terrorism Fight in Puntland" bizarrely argues that any US assistance or cooperation with Puntland will somehow result in creating an intra-sub-clan war and instability in Puntland. Arguments in the article are based on analysis conducted in Nairobi Kenya and little field verification or reporting. Indeed the report sounded much like pro-Islamist propaganda spread by web-sites associated with Al-shabaab, Hizbul Islam and half-dozen other sub-groups affiliated in Southern Somalia. Unfortunately these propaganda-like arguments position VOA amidst Somalia's propaganda war. Similarly it unintentionally and unfairly creates an appearance that the neutral American journalist is party to Somalia's propaganda war and sadly on the Islamist side. As reported by Voice of America and other international media, the U.N. Monitoring group for Somalia identified Mohamed Siad Atom as the principle supplier of arms to Islamist forces that control much of southern Somalia. This was verified information upon which the Government of Puntland and its allies (including the US) acted against Mr. Atom’s terror network. The United States Treasury Department froze the assets the suspected Islamist militants in Somalia including Atom’s Al-Qaida In Gulf of Aden (AQGA). The Government of Puntland has also initiated traditional approaches to disarm Atom's group by sending local clan elders to advise Atom's terror network to disarm and surrender to the authorities. Earlier in 2010, Puntland’s clan elders of the ***** sub-clan (a sub-clan of the greater ***** clan) which includes among others the sub-sub-clan of Mr. Atom the "**********" have repeatedly attempted to peacefully disarm Mr. Atom's Al-Qaida in Gulf of Aden. However, Atom's small but brutal terror network rejected to recognize the elders and refused all and any attempt to peacefully disarm. "Al-Qaida in the Gulf of Aden" (AQGA)has demanded the clan elders to support AQGA's primary objective to dismantle Puntland and impose strict Taliban style Sharia Law which of course the elders of the ***** clan denounced. Leading to subsequent attacks. Atom's highly condensed small has orchestrated number of attacks against civilians and government troops in an effort to achieve AQGA's stated goal in overthrowing of what they call "the infidel serving government of Puntland". The popular opinion against Atom's attacks and his rejection of the ***** sub-clan's proposed disarmament has resulted in the condemnation of Atom's terror network and popular mobilization to eliminate AQGA. With this overwhelming support of local clans, Puntland security forces acted swiftly to stop Al-Qaida in Gulf of Aden. The security forces have defeated and dismantled nearly half-dozen bases controlled by AQGA. Local ***** clan members throughout Puntland have supported Puntland its fight to eradicate Al-Qaida in Gulf of Aden from the region and to uphold the will of the local people. According to many Somalia observers and policy expert, the region has been target for Al-Qaida affiliates since early 1990s when Al- Ittihad Islami attempted to capture the port city of Bosaso. But was defeated by the local ***** clan. This among other things was a cornerstone in establishment of Puntland "a governing authority" that represents the aspirations of the local ***** clan and their ***** clansmen in northern Somalia. Puntland was first established in August 1998 under "***** Clan Convention" which equitably appropriated its ***** sub-clans parliamentary and executive branch positions by quota. Contrary to the VOA's reports all the clans that created Puntland maintain membership by pre-defined quota in all affairs of the state. A fact that could have been verified by a field trip to Puntland. Moreover, Atom’s Al-Qaida sub-branch AQGA is illegitimate to be a representative any of the ***** sub-clans. The reasoning of AQGA representing any sub-clan defies the local traditions and the customary laws. Unlike many African tribes, the Somali clan has a well-defined structure and leadership that cannot be assumed but any individual , a fact that the VOA report conveniently omits while advancing a fictitious clan rivalry.

The commander, Sheikh Mohamed Said Atom, the so-call "tribal leader," said he would fight the Puntland government until it agreed to impose strict Islamic law. His forces continue to clashed with Puntland soldiers, but it was not until recently that he announced his alignment with Ash Shabab, the group that claimed responsibility for the bombings in Uganda. “Shabab are our brothers,” Mr. Atom said in a message broadcast by Somali radio stations and Web sites on Wednesday. “We are members of the Shabab, and the Shabab are members of us. We have good contacts. We are united in our objectives.” Puntland is the northeastern corner of Somalia and had been under the vicious secular rule the murtadeen faction of former president and warlord Abdullahi Yusuf. It is controlled by a clan-based administration and was one of the few areas of Somalia safe enough for Western aid workers spies and military advisors to work on a regular basis in their attempts to undermine Islam in Somalia. Sheikh Mohamed Said Atom’s fighters have waged an intense battle against Puntland’s forces in the Galgala mountains near the city of Boosaaso. Puntland’s authorities said 13 combatants had been martyred, including one of the Mujahideen’s top commanders, which Sheikh Mohamed Said Atom confirmed. Sheikh Mohamed Said Atom remains is unbowed and is based up in the mountains and told his followers that Shariah, the legal code of Islam based on the Quran was the only way and had been given a bad name. It is not clear if the Shabab, who control almost all of south-central Somalia, are providing weapons or fighters to this new front against one of the chief enemies of the law of Allah in Somalia. Sheikh Mohamed Said Atom said that a few years ago he tried to persuade Puntland officials to impose Islamic law but that they tried to arrest him for his calling. The aid is timely for Ash-Shabab and their allies in Hizbul Islam who have made gains against the Christian crusaders proping up the secularist government of UN appointed ‘President’ Sheikh Ahmed Sharif.
