Egypt is anxious to implement the media strategy, agreed upon in the May 25 Fourth Working Group (WG4) meeting of the Contact Group on Piracy off the Coast of Somalia (CGPCS), and wants to discuss this at the next CGPCS meeting in New York on September 10. — PDAS Countryman urged the GoE to become one of the first affected countries to accept, detain, and prosecute pirates. However, MFA officials stated Egypt supports the creation of an international court to address piracy because Egypt and other countries are “reluctant to change their laws,” and an international court would ensure fairness and uniformity in the process. PDAS Countryman noted the USG’s many serious reservations about establishing an international court for this purpose. — Both the USG and GoE are committed to addressing the broader situation in Somalia, but the USG believes piracy can be effectively addressed in the near term by the CGPCS. — PDAS Countryman assuaged Egypt’s concerns that Western engagement with local government officials in Somaliland and Puntland would lead to recognition of these regions as separate states. 2.© Comment: The GoE is beginning to understand USG ideas on the division of labor between the two Somalia contact groups, but would like to create a link between the two. We do not expect the GoE to prosecute suspected Somali pirates because Egypt values its position as an interlocutor with all Somali parties including Shaykh Sharif, Shaykh Aweys and Al Shibaab. Ambassador Abdelhammed Marzouk, Deputy Assistant Foreign Minister for East and South Africa has been the key champion of the U.S. policy on piracy in the MFA. He will leave the MFA in September to assume his post as Ambassador to Mauritius. End Comment. ————————————– Cooperation on Piracy and in the CGPCS ————————————– 3.© PM PDAS Countryman met in separate meetings on August 2 with Ambassador Abdelhammed Marzouk, Deputy Assistant Foreign Minister for East and South Africa, and Dr. Ashraf Mohsen, Deputy Assistant Foreign Minister for Counterterrorism and the Egyptian chair of Working Group 4 of the CGPCS, to discuss U.S.-Egyptian cooperation on piracy. Countryman said addressing piracy is a priority for the USG. He said the USG was looking 1) to encourage more countries to sign the New York Declaration dealing with shipping best practices, 2) increase prosecutorial capacity in Kenya and other regional states, 3) address financial levers to interrupt the flow of money generated by piracy, and 4) urge affected countries to prosecute the pirates and not pay ransoms. 4.© Marzouk said the GoE values cooperation with the USG on piracy and Somalia. He had recommended increasing U.S.-Egyptian cooperation by sending a frigate to join in counter-piracy operations, but this idea was met with reluctance by the Egyptian Ministry of Defense, stating financial and operational constraints. Mohsen said Egypt’s position as WG4 chair was not a difficult mandate, although he claimed his colleague “mismanaged” the first WG meeting. He was buoyed by the widespread agreement at the May 25 WG meeting on counter-piracy media strategy, including the message, target audience, and means of delivery. He said the CGPCS should discuss how to implement the strategy at the September meeting. Mohsen opined the GoE and the Government of Yemen can have a positive influence in Somalia to counter piracy, and said he asked an Al Azhar shaykh to work on a paper explaining why piracy is anti-Islamic. However, he warned that Ethiopian outreach efforts could have a negative impact within Somalia. 5.© Countryman stated 20 countries are currently participating in joint anti-piracy naval operations. However, he recognized Egypt’s small Red Sea fleet was involved in preventing weapons smuggling into Gaza, and it was reasonable for Egypt to focus on this as a higher priority than anti-piracy operations. CAIRO 00001571 002 OF 002 ———————————— Detention and Prosecution of Pirates ———————————— 6.© Countryman advocated for prosecution of pirates by affected countries and said if Egypt were one of the first to accept, detain, and prosecute pirates it would enhance the GoE’s credibility and show its commitment to the fight against piracy. He said an international court was unnecessary because piracy cases number in the hundreds, not the thousands, and the crime doesn’t rise to the level of other crimes tried in international courts. He also noted it would undermine state sovereignty – a concept especially dear to both Egypt and the US – on what should be a relatively routine law enforcement matter. 7.© Mohsen said the idea of local Egyptian prosecution was a “non-starter.” He claimed the international court was his idea and opined that this court, based in an African country, would be affordable. Mohsen said in the battle against piracy, Kenya is perceived as “the dumpster of the West,” and corrupt Kenyan officials are “getting paid” to convict pirates. He also stated the Somali Government is opposed to using Kenya for the detention and prosecution of pirates. Marzouk said the GoE failed to realize why the USG was pushing for local prosecution when this would require most countries to change their laws. He told us Egypt has no laws specific to the issue of piracy, and pirates brought to Egypt for prosecution would not see jail time. He said the MFA passed the USG request to take the suspected pirates from the MV Amira to the Ministry of Justice, which Marzouk reported “lacked interest in this issue.” Marzouk said Egypt favors an international court to address piracy because it would ensure fairness, uniformity, and most countries are “reluctant to adjust their laws.” He clarified that he understood the U.S. position, and expressed his view that it would not get in the way of our cooperation on counter-piracy. ———————– The Solution in Somalia ———————– 8.© Countryman explained the USG is committed to the long-term stabilization of Somalia, but feels piracy can be effectively addressed in the near term through the CGPCS. This accounts for the “division of labor” between the two contact groups related to Somalia. Marzouk repeated the Egyptian MFA position that piracy will not be eradicated unless we work to solve the “mess of Somalia.” He understood the U.S. and Western countries want to keep the CGPCS focused on piracy, but he said that in order to address the Somalia issue there need to be linkages between the CGPCS and the Contact Group on Somalia, which is charged with capacity building in Somalia. 9.© Marzouk noted that the U.S. was working separately with the local governments in Somaliland and Puntland, and he asked if the U.S. supported recognizing these areas as separate sovereign entities. He stated the GoE respects the territorial integrity of Somalia and wants to ensure that a solution for Somalia includes the entire country, not specific regions. He also inquired if the USG would be willing to engage with all Somali factions including Aweys and Al Shibaab. Countryman said the USG was committed to Somalia’s territorial integrity, and stated Western engagement with officials in Somaliland and Puntland stemmed from the local authorities, willingness to assist in the battle against piracy and help stabilize Somalia. Somaliland Receives USD 10Million for airports upgrade HARGEISA — Somaliland Minister of Aviation formally launched a USD 10 million programme to modernise and upgrade two existing airports in the country on Tuesday. Speaking at a ceremony held at Egal International airport, Mr Mohamoud Hashi Abdi told local media that Hargeisa’s main Egal International airport and the main port of Berbera will be rehabilitated in the coming months. He said the Kuwaiti government will be providing all the $10million funds needed to improve the airports’ capacities, terminals, runways and the security to comply with International Civil Aviation Authority (ICAO) standards. He added the Kuwaiti government will supervise and oversee the projects as well as providing technical assistance and capacity building through their non-profit organization, the Kuwait Foudation. Kuwait Foundation is a private, non-profit organization and is chaired by H. H. the Amir of the State of Kuwait. A delegation from the foundation is due to arrive in the country in the next forthnight to assess the airports. The Minister has been abroad for the last two weeks visiting the Middle East and the UK. He has been pushing for developments for all airports in the country. As soon as he took oath, after his party came to power in July, the minister quickly reversed years of neglect for Burao airport and reopened the facility in early this year. Hargeisa airport It is not clear if the new administration will use designs and blue prints for Egal International Airport from the previous regime, who produced a number of designs before their depature from office. Somaliland airports have became under pressure from recent increase in traffic due to many Somaliland Diasporas returning home and the region becoming a gateway to connect Asia, Africa and Europe. As well as these airports, Kuwait also helps Somaliland in the fields of health and humanitarian reliefs.

British Investors Arrive in Somaliland HARGEISA — With investment and business deals in mind, a British business delegation of six members arrived in the country on Saturday afternoon to hold talks with government officials. The investors were warmly received at the Presidential palace by President Ahmed Mohamed Silaanyo, Vice-President Abdulrahman Abdullahi Ismail and other senior ministers. The delegation, led by Somaliland-born British businessman Mohamed Yusuf and composed of joint venture and private companies from various industries, are expected to spend the next five days in the country to study the business climate and opportunities in the country. According to a press release signed by the Presidential spokesman, Mr. Abdullahi Mohamed Dahir, the trip is a follow-up action for the agreements President Silaanyo reached with members of the UK government and British firms during his visit to London in late November of last year. It was during that last visit by President Silaanyo that British and Somaliland investors established an economic cooperation center dubbed the Anglo-Somaliland Chamber of Commerce (ASCC). The Chamber will promote trade and investment between the United Kingdom and Somaliland’s private sector and will help foster a cooperation between the two sides. Mr. Yusuf, who has important contacts in the British corporate and government sector, played a crucial in the establishment of ASCC and is currently the president of the organization. As well as holding negotiations and exploring greater investment opportunities in Somaliland, the delegation also brought with them an invitation for the Somaliland government from their UK counterparts. The delegation revealed that the British Foreign and Commonwealth Office has invited three Somaliland minister for another trade and commerce conference to be held in London at the end of March. The conference is expected to host British investors and buyers from both public and private sectors and will enhance bilateral economic cooperation between the two nations. For the first time the UK government is to treat Somaliland as a sovereign nation with equal playing field. Anglo-Lander meetings President Silaanyo briefed the investors of his regime’s achievements since coming to power in July 2010 and the economic reforms they carried out so far. He cited that Somaliland was a virgin solid pipeline of investment opportunity and that his regime has plans to broaden the economy and build stronger foundation for investment opportunities. He added Somaliland was capital-hungry country and a great strategic location on Horn of Africa along southern approaches to Bab el Mandeb and route through Red Sea and Suez Canal. It’s not clear the areas the British investors will explore for possible investment but Somaliland is pushing forward with plans to privatise port of Berbera; the only deep-water port in the Gulf of Aden and an increasingly important port for Ethiopia. The country has proven hydrocarbon potential but two American firms, Chevron and ConocoPhillips maintain their former concessions in the region stands and they still have the rights to explore. However, these concessions were signed under dictator Mohamed Siad Bare who fell more than two decades ago. Somaliland is part of the Arabian-Nubian Shield (ANS) and shares a very similar geological evolution as Ethiopia, Egypt, Eritrea, Sudan, Saudi Arabia and Yemen. It is believed to have precious and industrial metals such as gold, zinc, lead, tin, copper and silver, in particular along the coastline, where rocks have been crystallizing on the flanks of the Red Sea since the Neoproterozoic era. Somaliland is also part of the Mozambique belt and has abundant deposits of gemstones, from emerald to aquamarine, ruby and sapphire as well as vast amounts of garnet, quartz and opal as well as lesser-known minerals such as titanite and vesuvianite. A number of local miners have already unearthed emeralds, rubies and opals but most mining is extremely difficult and painstakingly slow because most miners lack the proper tools and equipment. In 1977, a Bulgarian company extracted some 200 tonnes of quartz of high purity and clarity in an area to the west of Darbuuruq, near Gabiley. According to a South African geologist and gemmologist Dr Judith Kinnaird, there is production of red spinel and tourmaline in dark green and pink watermelon type, zircon, nice crystals of colourless topaz, blue and green vesuvianite, rarer titanite as well as apple green apatite occurs in abundance in the emerald-bearing localities. Somaliland is seeking investors to help them construct a railway from the port city of Berbera to the town of Tog-Wajale on the Ethiopian border. They are also seeking foreign investors in the telecommunication, health and education sectors. The new administration said foreign capital and investment is one of their top priorities during their time in office. As well as Britain, the government plans to invite investors from China, United States, Sweden, Denmark and Finland. The President is expected to visit both Beijing and Washington in the months ahead. Somaliland was a British protectorate that gained independence on June 26 1960, the country was formally recognized for a few days in 1960 as the State of Somaliland, before unifying with the Trust Territory of Somalia (the former Italian Somaliland) later the same week to form the Somali Republic. However the union went sour and Somali republic collapsed in 1991 after two decades of internationally-hidden civil war. Shortly after, Somaliland declared the restoration of its sovereignty.
