Somaliland receives counter piracy delegation HARGEISA — Vice President Abdulrahman Abdullahi Ismail met at the presidential palace with a delegation from an Anti-Piracy group and the United Nations on Saturday for talks concerning the pressing issue of maritime piracy. A press release issued by the government said Mr Ismail warmly received the chairman of Working Group 2 of the Contact Group on Piracy off the Coast of Somalia (CGPCS), Ambassador Thomas Winkler, and two representatives from the UNODC Regional Office in East Africa, Shamus Mangan and Ann-Marie Brinkman. The trip is a follow-up visit by the head of the United Nations Office on Drugs and Crime (UNODC), Mr Yury Fedotov, in late March to Hargeisa. Mr Fedotov met with President Ahmed Silanyo during the inauguration of the first pirate prison in East Africa. The two discussed counter piracy issues including criminal justice system, legal issues surrounding the transfer of pirates and prison conditions. Saturday’s meeting was part of an ongoing iniatitives between Somaliland, UNODC and the Contact Group and the discussion was carried from where it was left in March. Somaliland emphasized the importance of combating maritime piracy off its coast and the need for more coordinated efforts. In addition, it said the lack of up to date equipment and training hinders efforts on its part. Somaliland acknowledged its international duty and role in this matter. The United Nations on its side, promised to help Somaliland rehabilitate at least another ten prisons to ensure the system separates child prisoners from adults, women with all facilities having access to medical care. This week the UAE hosts an international conference on maritime piracy and the Gulf State is planning to pledge $17m to the Contact Group on Piracy off the Coast of Somalia. President Silanyo, who received an invitation to attend the meeting is already in UAE. Local sources said the UAE might donate some sort of fund to boost Somaliland’s coastguard. For the time being Somaliland insists it will not take foreign captured pirates, but it wants to do all in its power to combat the sea gangs. Also Hargeisa says it does not want to offend or isolate Somali communities in regions where piracy has become way of life. The Government of Somaliland will only prosecute those who have broken its own laws. It feels the international community should make a concerted effort to address the root causes of maritime piracy and the systematic looting of Somali marine resources and the continued dumping of toxic waste in Somali waters.

Gunmen storm Somalia mosque, kill 5 Sunday, April 17, 2011 MOGADISHU (AFP)— Gunmen stormed a mosque in the Somali city of Galkayo Saturday and sprayed gunfire on worshippers, killing at least five and wounding 10, security officials and witnesses said. It was not immediately clear who the attackers were but the carnage took place hours after a senior official from the ministry of religious affairs of Puntland was killed in a roadside bomb attack in Galkayo. The shooting occurred at one of the largest mosques in Galkayo, a city divided by a border between the northern self-proclaimed Puntland state and the rival administration of Galmudug to the south. "Unidentified militiamen stormed a large mosque in northern Galkayo, leaving at least five worshippers dead. It was a horrific act," said Mohamed Abdullah, a security official. "Around 10 others were wounded in the attack," he told AFP. "The police reached the area after the attack and are still investigating the matter." Witnesses said the attackers, armed with machineguns, entered the Salahudding mosque from two doors and rained bullets on worshippers who were still in the building after prayers. "I've never seen such a brutal gratuitous act, especially in a place of worship," Abdirahman Mohamoud, a resident who was near the attack, said. "The bodies of the faithful were lying in a big pool of blood inside the mosque as local residents rushed the wounded to hospital," he told AFP. "These men entered the mosque and opened fire indiscriminately on the people. It's a carnage, everybody in the city is shocked tonight," said Yusuf Moaliam, another witness. In 2009, unidentified masked men stormed a mosque in Galkayo killing five Pakistani preachers after opening fire on them.

Deadly Explosion killed Puntland’s Justice Official Hiiraan Online Staff Saturday, April 16, 2011 An explosion in the North of the city of Galkaayo on Saturday led to the death of the director of Puntland’s ministry of constitution, justice and religious affairs, Sheikh Ismail Haashi. Eye witnesses told Hiiraan Online. The explosion that is said to have rocked Israac neighbouhood of Galkaayo on Saturday also left two villagers severely injured. A land mine is reportedly said to have been planted on the way of the ministry official at a time when he was inside a vehicle. The mine blast which had exploded with a loud bang occurred in front of the former South-Central Mudug region headquarters of Galcom Telecommunication Company.Puntland officials who declined to comment about the blast said they are conducting a go-getting investigation saying they have detained several suspects whom they are now questioning over the matter. Local villagers told Hiraan Online that, the renowned religious leader was on Friday seen addressing a congregation at a Mosque in the North of Galkayo. During his mosque speech, Sheikh Haashi is reported to have talked about the increasing explosions in Puntland, saying the perpetrators are from the South of Somalia. The assassination of the ministry official in Galkayo which is ruled by both the administrations of Puntland and Galmudug is part of a worsening security that worried the local population living in the volatile Somali region of Mudug.
