  4. President Silanyo meets Ruler of Ras Al Khaimah DUBAI — President Ahmed M. Silanyo met with Sheikh Saud Bin Saqr Al Qasimi, Supreme Council Member and Ruler of Ras Al Khaimah (RAK) at his residence in the capital on Saturday. Sheikh Saud Bin Saqr Al Qasimi was crowned as the Ruler of Ras Al-Khaimah in October 2010 following the death of his father, Sheikh Saqr bin Mohammad al-Qassimi and has been keen to see his part of the UAE develop and enhance its relationships with regional and international partners. The President and his delegation were received at Ras Al Khaimah International Airport by a sizeable motorcade which escorted the delegation to the palace of Sheikh Saud Bin Saqr Al Qasimi. Following a luncheon, President Silanyo and Sheikh Saud sat down together to exchange views on bilateral ties and issues of common concern. The two leaders agreed to open a new chapter of strategic cooperative partnership and development between Somaliland and RAK. According to a press release issued by the Presidential Office, Ras Al Khaimah, one of the seven Emirates that make up the United Arab Emirates, welcomed the idea of Somaliland opening a trade office in its capital Ras Al Khaimah. The office, the first in the region, aims to help generate direct investment by Gulf companies in Somaliland. Its main areas of focus will be:- - raise awareness of investment possibilities - to help broker negotiations - foster trade - elicit development aid and humanitarian assistance Somaliland is to open a trade office in Emirate of Ras Al Khaimah The two leaders also discussed ways in which the Sheikh himself could invest in Somaliland in various sectors such cement and infrastructure. Sheikh Saud is the founder of RAK Ceramics, the world’s largest manufacturer of ceramic and porcelain tiles. The emirate is also home to the largest cement plant in the region and the first and leading pharmaceutical manufacturing company in the Gulf. The President outlined a new foreign investment law aimed at ensuring that legal investments are given proper protection in line with international standards. He also discussed with the RAK leader the possibility of Somalilanders being permitted to travel to the UAE using the Somaliland passport. Ras Al Khaimah whilst not a major oil producer has a strong industrial economy. It is currently undertaking a number of projects aimed at making the region an investment destination, these plans include the recently announced Al Filayya Industrial City. Separately, the Minister of Trade, Industrialization and Tourism, Abdirisaq Khalif Ahmed met with a number of major companies in the UAE to explore mutually beneficial co-operation. With burgeoning international interest in Somaliland various Arab countries, which in the past were hostile or at best lukewarm to the Republic are now eager to begin open dialogue and explore trading opportunities. Somaliland’s international standing continues to rise and it has been interesting to note in recent months that as well as the cordiale reception President Silanyo has received whilst visiting various Gulf States regional neighbours have recognized Somaliland’s growing importance. Evidence of this can be seen in a number of areas including Saudi Arabia lifting its livestock ban and Yemen opening a trade office in Hargeisa. The President and his delegation have been in the UAE for the past week and are due to fly to Kuwait from Abu Dhabi on Monday.

  8. SOMALIA: Tribal leader assassinated in Bosasso LAS ANOD — A well known Somali tribal leader and peace activist was killed in the northern Somali enclave of Puntland on Sunday. Saeed Mohamed Saeed ‘Kashwiito’ was shot Sunday evening as he left a mosque in the provincial capital Bosasso after evening prayers. Two other activists who were with Mr Kashwiito were also wounded in the incident. Eyewitnesses in the town said security forces rushed to the scene but the assassinators managed to flee. No group has yet claimed responsibility for the shooting of the sixth tribal leader killed in Puntland in less than two months. In this month alone, more than 20 civilians have fell victim to an ongoing surge of violence in Puntland’s major towns. Most of the victims were targeted as they left prayers or inside mosques. The Puntland leader, Abdulrahman Farole, blames the al-Qaeda affiliated al-Shabab who are battling the weak transitional government of Mogadishu in the south. The vice president, Abdulsalam A. Shire said on Sunday that people fleeing the unrests in Yemen might be behind the killings. He said his government suspects they might have ties with Yemen’s al-Qaeda. About 110 people mostly women and children reached the port of Bosasso in the last three months. Locals said tensions were high on Sunday night in the town and people were scared to leave their homes. The news comes as parts of Puntland already declared themselves independence from the semi autonomous region. The newly established Rasa-Asayr State in eastern parts of Bari region said on Friday they banned Puntland officials from its territory. It argued its citizens have lost confidence in Puntland over the lack of services and security. Rasa-Asayr State is part of a growing semi-autonomous regions in Somalia as the war torn nation disintegrates further into mini-states. The growing list so far includes Puntland, Galmudug, Azania, Hiiraanland, Mareeg State, Himan State, South-West Somalia, Rasa-Asayr State and Somali Central State.

MOGADISHU, April 24 (Reuters) - Somalia's U.N.-backed government said on Sunday it planned to postpone elections to next year, saying it had to tackle insecurity first, further deepening its dispute with parliament. A 2009 deal envisioned the mandate of the Somali government and parliament would expire on Aug. 20 this year, by which time they were supposed to have enacted a new constitution and held elections. In March the transitional cabinet extended its term by a further year saying it wanted to ensure continuity in its fight against insurgents, joining the parliament in lengthening its mandate. "The cabinet ministers have underlined that election is impossible because of insecurity," a cabinet statement said. "This decision strengthens our previous decision that elections should be postponed by one year. This is to ensure that ongoing security and political developments (are completed)." The U.N. has called for elections to be held to bring an end to the transitional phase, but it is unclear how such a vote could take place in the war-torn country. President Sheikh Sharif Sheikh Ahmed's Transitional Federal Government is seen by the international community as the best hope of restoring order in the anarchic Horn of Africa country after two decades of armed conflict. Ahmed has expressed interest in running for a second term. On Saturday, the president and prime minister failed to convince parliament to approve extending the government's term. Often rated as a failed state, Somalia has lacked effective central government since the 1991 overthrow of dictator Mohamed Siad Barre. Somalia is embroiled in war with Islamist al Shabaab rebels who want to topple its Western-backed government, and piracy is rife off its lawless coast. On Saturday the government said legislators failed to turn up for a meeting to resolve differences between the executive and the government and the parliament. "It was not passed by the parliament and so it is illegal. The government can only propose," lawmaker Ismail Ahmed said of the decision to postpone elections. (Editing by George Obulutsa)

I would guess this is a coordinated effort and that the Gaalkayo (being to closest), Lascaanood and Hargeysa attacks might be related and a group is targeting Northern Somalia. Who know's, one thing is certain whoever's doing this are cowards. I want to know the facts not your opinion sure they know, are you telling me bosaaso police don't have a clue who is killing these elders systematically. And yes they are Cowards Killing Somali elders is not acceptable and they must be brought to justice.
