GAROWE (RBC) Heavy explosion was heard in the heart of Garowe town, the capital of Somalia’s semi-autonomous state of Puntland as the region celebrates the 13th anniversary of its establishment in 1998. The explosion which is likely a hand grenade was heard in the centre of the town where thousands of people marched today to celebrate the 13th anniversary of founding the state as part of Somalia federal government. HEAVY fighting in Mogadishu, the capital of drought-ravaged Somalia, continued at the weekend after Islamist rebels killed three African Union (AU) soldiers and dragged their bodies through the streets. "I saw three dead Ugandan soldiers dragged by the residents in Suqaholaha. They wore army dog- tags around their necks," said Osmail Yusuf, a witness. "Their bodies were brought by the Shabab fighters from the frontline." There was no immediate confirmation from the AU mission (Amisom), which has about 9000 forces from Uganda and Burundi deployed in Mogadishu to protect the embattled western-backed transitional federal government. An Amisom tank was also destroyed, witnesses said, with both sides exchanging heavy machine- gun and artillery fire around Mogadishu’s Ali-Kamin junction, a position government troops had taken on Thursday. Both sides claimed victory in the clashes. Al-Shabab spokesman Sheikh Abdulaziz Abu Musab said the "mujahideen fighters killed many AU troops and also seized weapons and other military supplies", while Somali Col Abdikarin Dhegobadan said his soldiers had the upper hand. Somaliland: House Of Representative Approves Bill Of Forming Political Parties. Posted on 31/07/2011 Hargeisa (JSLTimes.com)-Members of Somaliland House of Representative held their session in the parliamentary premises as usual and approved the Bill of formation of more political parties and the amendment of the law of elections. The session was chaired by the speaker of the House of Representative Mr. Abdirahman Mohamed Abdilahi known as ‘Cirro’. Forty-nine MP’s attended today’s session in order to make their voice heard when it comes to approving the Bill of forming political parties. When the voting process started, twenty-nine MP’s voted in favor of passing the Bill, four MP’s refrained from the voting process while fifteen MP’s voted against the bill. The parliamentary speaker did not cast his vote. Finally, the speaker of the House of Representative announced that the Bill is officially approved. The Bill includes money which the coming would –be –political parties are expected to pay and the amount is estimated to be around 20, 000 dollars which is equivalent to 150 million Somaliland Shillings. The bill is expected to be submitted the House of Elders with in the coming days in order to reach a final verdict on the bill. The three existing political parties were strongly opposed the formation of political parties. However, the public greeted with a joyous welcome to this long awaited verdict and those who have a desire to contest the forthcoming elections. Once the House of Elders make their decision on the bill, it will be submitted to the president of Somaliland Mr. Ahmed Mohamed Mohamud known as ‘Siilaanyo’ to put the pen to paper and sign the bill. Once the president ratifies the bill, it will be put into immediate effect. On the other hand, Somaliland House of Representative will be on a short recess for six weeks.
