We should first discuss whether Somalia's government is a parliamentary system or presidential System its not clear whether the TFG has adopted the Parliamentary System or a presidential System. Currently Abdiweli operates as vice president with less executive power, it seems perhaps the TFG uses a semi presidential System. Famine Soon to Worsen in Somalia, Report Predicts By Charlene Porter U.S. Department of State Saturday, August 27, 2011 A new analysis of food security in the Horn of Africa reports that the level of acute malnutrition for people in some areas of Somalia exceeds 50 percent. Food insecurity will worsen to become famine in most areas of southern Somalia within four to six weeks, according to an August 24, 2011 report from the Famine Early Warning Systems Network (FEWS NET). With backing from the U.S. Agency for International Development (USAID), FEWS NET keeps watch on the status of food security in more than 30 nations. Using data from trained observers in the region and satellite and scientific data, FEWS NET predicted the onset of famine in the Horn of Africa as much as a year ago. It is considered among the most authoritative sources on current conditions and what's to come. Drought is widely known to be the cause of the poor harvest and the resulting hunger in the region, but the latest FEWS NET report details just how sparse the season has been this year. The rainy period from April to June, known as the Gu, usually creates conditions for agriculture productivity in the arid region, but not this year. "Gu 2011 cereal production in southern Somalia is estimated at 37,600 [metric tons]," the report says. "This is the lowest Gu cereal production in the last 17 years and represents only 26 percent of the 1995–2010 post-war average." The report says poor irrigation infrastructure and high irrigation competition also helped to diminish harvest yields, along with crop pests and diseases. While Somalia's crop yields were poor this year, the herders had a better year. The report notes average pasture and water conditions, allowing Somalis practicing a pastoral livelihood to follow normal livestock migrations where herds can adequately graze. A combination of low incomes and high cereal prices has also put food farther out of reach for average Somalis. "Food prices are exorbitantly high for the majority of households," the report says. FEWS NET monitors about 30 famine-prone countries around the world. It collects data from diverse sources to constantly evaluate levels of food security and issue warnings in the event of dangerous food shortages. The drought is considered the region's worst in about 60 years. Food shortages are being experienced in neighboring countries beyond Somalia, and malnutrition is thought to be the worst in 20 years, touching an estimated 12.5 million people across the Horn of Africa, including Ethiopia, Kenya and Djibouti. It's been estimated that close to $2.5 billion will be needed to address the region's humanitarian crisis, but so far donors have pledged only about $1 billion. Nations of the African Union (AU) came together August 25 in a pledging conference, where additional commitments for $350 million were made. It was the first time the AU had attempted to organize its members for this type of appeal. While the needs of the moment are great, many are trying to look beyond the current crisis for longer-term solutions to Africa's food security. "We must ensure that we address the root causes and not simply throw money at it and wait for another emergency in a few years," said Jerry Rawlings, special representative of the AU for Somalia. The United States has pledged to contribute about $580 million for humanitarian relief in the Horn of Africa, and as Rawlings suggests, has developed a program called Feed the Future, which aspires to create greater food security in the region with better agricultural skills, techniques and infrastructure development. The difficulties encountered in the insurance sector by Somaliland as an unrecognised state in getting oil companies to pursue practical exploration and production programmes have to be addressed, Omar told Upstream. Whether Hargeisa and its neighbouring semi-autonomous Somali province of Puntland based in Garowe could suspend their territorial differences to aid joint pursuit of oil and gas explor-ation and production was another urgent question, as were issues of force majeure advanced by the majors over a decade ago when exploration was suspended, said Omar. Libertas, which acts as a nominated adviser for energy and natural resources-focused AIM-listed companies, this week launched a roadshow to attract investors to suitors already eyeing Somaliland oil and gas opportunities. The initial response to Libertas’ presentations was described by one financier directly involved in the process as “very positive” and a second round of meetings are scheduled to take place in London after 30 August. Omar noted that nearby South Sudan last month became the 54th member of the African Union after a six-year probation and 22 years of civil war. Hargeisa last month attended South Sudan’s independence celebrations in Juba and will formally seek recognition as a sovereign state in the United Nations Security Council — “but we have no intention of making trouble”, said Omar. •• IN ADDITION to Somali acreage licensed in Somaliland and neighbouring Puntland, the Ethiopian government has subdivided the Somali O'gaden (Region V) into 21 blocks, including the Calub (Jeexdin) and Hilala (Elele) gas fields. Following the exit of Petronas after Somali guerrillas the O'gaden National Liberation Front (ONLF) threatened the lives of operatives, Addis Ababa last month assigned title on several blocks to Hong Kong-based PetroTrans. Beating competition from the National Oil Company of Ethiopia, Cobramar of Seychelles and fellow Hong Kong explorer SouthWest Energy, which already operates in the region, PetroTrans plans to invest heavily in blocks 3, 4, 11, 12, 15, 16, 17 and 20. Petronas was poised to invest in a gas treatment plant and gas pipeline to the nearby port of Djibouti but PetroTrans aims to develop the gas fields in three years and build gas transport and processing infrastructure within that period — gas pipelines are planned to cross the O'gadendesert for export at the Somaliland port of Berbera.

Somaliland has deployed at least 90 soldiers to the Taleh district of the disputed Sool region following Puntland’s jailing of four Somaliland officials, but while tensions are high locals are not concerned about significant conflict. Somaliland and Puntland have fought several times for control of the disputed Sool, Sanaag and Cayn (SSC) regions. On Wednesday, the First Degree Court of Garowe city of Puntland sentenced four Somaliland officials to ten years in prison for creating insecurity and illegal intervention into Puntland’s territories. The officials were part of a Somaliland convoy heading to Taleh when they were arrested on August 10. “Our men have been kidnapped by armed road blockers from the so-called Puntland administration, who then prosecuted them under a tree,” Somaliland lawmaker Saleban Yussuf Ali Korre, who was among the convoy but managed to escape, told Somalia Report. “We condemn this and we will defend our territory strongly.” Saleban is outraged, and reportedly is lobbying for more military forces to be sent to the area to fight against Puntland. Saleban said Somaliland troops are currently under control of Taleh, and admitted the existence of military build-up in the area by Somaliland forces. He blamed Puntland presidential guards for attacking Sool officials, saying that their act of attacking, kidnapping, looting and killing officials “encourages clan hostilities.” Puntland ministers refused to talk about the incident, saying only that the ruling against the Somaliland officials was just. Somaliland military officers reach Taleh The Somaliland administration has dispatched military officers to Taleh and surrounding areas to address and mobilize pro-Somaliland militia who are dominant in the area. The militia is estimated at around 90 well-armed men, but Somaliland claims it has 400 registered soldiers in Taleh area. “We were attacked with technicals when we did nothing wrong,” Ahmed Muse, one of the military officers sent to Taleh, told dozens of Somaliland militia from the Garaad clan in Taleh. “Our leaders were arrested and killed. We have to kneel down and fight the enemy attacking us from Puntland because they are aggressive.” Ahmed said the militia should not be afraid to fight “to the death”, as reinforcements could be sent within hours. All the convicted officials from the Somaliland administration hail from the Garaad clan the Garaad clan are the dominant clan inhabitants of Sool and are active in both the Somaliland and Puntland administrations. Somaliland information minister Ahmed Abdi Habsade once held a ministerial post in Puntland before he deserted Garowe and joined Somaliland. Local experts argue that if the Garaad clan unite and decide to follow one of the administrations for good, it would end the conflict. Locals, analysts play down risk Locals in Taleh district who spoke to Somalia Report have played down the risk of all-out war between the two administrations over the Taleh incident. “Both administrations are not currently eager to enter a full-scale war,” one resident, who wished to remain anonymous, said. “You see the top-level officials in Hargeisa have yet to react on the issue of the ruling in Garowe.” Another resident said sporadic border conflict could flare between the two administrations, but doubted it would escalate. Puntland expert, Mohamed Bashe in Garowe, told Somalia Report that if Puntland is to enter war with any administration, it would first consider getting rid of the Ras Aseyr state, which was announced in April 2011 by local politicians the from mountainous eastern Bari region of Puntland. Fighting between Ras Aseyr and Bargal authorities last week claimed at least three lives. Reliable sources indicate that there is a high possibility that Puntland could soon launch a military offensive against the new state. UN visit believed to have hastened skirmishes The tension in Taleh district of Sool region is believed to have been prompted in part by the recent visit by the United Nations with Puntland officials to Taleh to monitor the situation of the area and see if Taleh could be recognized as a World Heritage Site. Taleh, which is 80 km north of Garowe and 170 km north east of Las Anod district of Sool region, was the headquarters of the anti-colonial resistance led by Sayid Mohamed Abdullah Hassan until 1921, when he and his Dervish followers were defeated. The town was subsequently subjected to aerial bombardment by the British colonists. The UN delegates from the United Nations Educational, Scientific and Cultural Organization and United Nations Development Program, accompanied by Puntland high level officials including security minister, Kalif Issa Mudan, and information minister, Ahmed Ali Askarm, went there to monitor the overall situations of the historic town, especially the situation regarding security, development, education, health and other basic needs. The UN is reported to be planning to spend $3 million dollars to renovate the forts of Said Mohamed Abdulle and build the infrastructure of the town, reliable sources in the town say. Taleh residents asked the UN for compensation for British air bombardments and for the restoration of historic sites. Puntland Taleh Governor quits Abdikadir Abyan Koore, the governor of Taleh district, has resigned from his post following the skirmishes. Abdikadir, who attended a meeting with Taleh traditional elders and intellectuals on Thursday evening, said the Puntland administration had failed to do what was expected of it and has created waves of insecurity in the area recently. He confirmed said resignation was linked to the clashes, and accused Puntland of failing to help the district for 13 years.

Somaliland: Minister for Minerals and water visits Norway Posted on 25/08/2011 in Latest Headlines Hargeisa (JSLTimes)-Somaliland minister for minerals and water Mr. Hussein Abdi Duale starteda trip to Norway yesterday. The minister speaking to the local media before he was about to depart for Norway told that he will hold meetings with Norwegian minister for foreign affairs Mr. Barth Eide and other senior Norwegian officials. The minister said that he will discuss Somaliland interests with them. The minister further commented on his visit to Norway and he said that received an invitation from the Norwegian government. The Norwegian government is about to assist Somaliland when it comes to the policies governing oil. The minister for minerals and water is also expected to hold high level meetings with Norwegian Agencies including Petroleum Policy and Resource management and Norwegian Petroleum Directorate. The minister is set to hold meetings as planned with Norwegian ministry for oil and energy. Norway is very familiar with oil production and minerals and is expected to extend a helping hand to Somaliland which is very rich in crude oil and minerals. Issues that are expected to dominate the discussion between the minister for minerals and water with Norway officials that Norway will help Somaliland by providing experts in oil production and mining minerals. -
