Somalia's New 'Road Map' Only Leads to New Phases of Complications By Dr. Oduesp Eman Since September 6th when a two and a half a day long conference known as the High Level Consultative Meeting was concluded in Mogadishu, the name that has been dominating the Somali political discourse was the Road Map- the byproduct of said meeting. Or, the document endorsed by the participants as the prerequisite for Somalia to emerge out of its transitional status. Unfortunately, like all documents signed in the previously 15 failed reconciliation conferences concocted by the international community, this too was an exercise in futility. For the past two decades, multiple agreements were signed in order to give the erroneous impression that this would be the panacea that solves all our problems. Each time, these so-called agreements have lead to new phases of complications. Ironically, despite the wide consensus to end the international community's monopoly and the popularity of seeking an organic solution to the Somali problem, the Road Map made it, at least to the second round. Of course, not without a carrot-emerging out of the transitional status-and not without a stick-cutting the international aid. Like any benevolent Mafia Godfather would do, the Transitional Federal Government (TFG) was offered an offer that it could not refuse.... The Roadmap is made of four benchmarks: Security, Constitution, Political Outreach and Reconciliation, Good Governance; Each with its own specific tasks and timelines. Generally these benchmarks and tasks are fine, except the following few controversial impositions: handpicked "stakeholders"; federalism as a system of governance; granting the parliament the authority to reform itself; and indirectly facilitating the secession of the political entity known as Somaliland. First, on Stakeholder: While inclusiveness of the stakeholders is often repeated as a prerequisite to sustainable reconciliation, the Somaliland issue is surprisingly (or perhaps not) missing, not to mention that regional administrations such as Puntland and Galmudug are ensured exclusive status. Then there is the issue of Ahlul Sunnah wal Jamaa'ah (ASWJ) as a militia group that is neither considered a regional administration nor as part and parcel of the TFG. Therefore it deserves more scrutiny. Historically ASWJ was a pacifist Sufi community, though presently they are a force to reckon with. They have unrelenting support from certain elements of the international community who exploit them as a tactical allay. It became the aggressively promoted panacea and the ingredient added to any and all potions fed to Somalia for quick healing. Since stepping onto the bloody stage of Somali politics, it has proven itself as a political chameleon that on one hand improves conditions and on the other worsens. Some times they work as one unit, other times they work as a fragmented group that are at odds with each other. They fight along clan lines or along sectarian lines, depending on the political convenience. Wittingly or otherwise, the only unwavering thing within this group is its loyalty to advance the "myopic strategic interest of Ethiopia to keep Somalia divided." A couple of years ago when a number of high ranking officials of the old Somali National Army (SNA) held a conference in Washington, DC to piece together a security strategy to stabilize the country. The central pillar of their proposal was to do away with clan militias and rebuild the SNA. Ethiopia, in its own paranoiac and often self-defeating reaction, used an ASWJ General to sabotage the effort. The day the conference was concluded, the General gave relentless interviews clearly intended to sow the seeds of suspicion that these highly regarded high officials were in fact plotting to establish another military regime. He did not have to provide any proof. Second, the Security Benchmark: There seems to be a disproportionate focus on security issues that are in the immediate best interest of the international community but hardly any thing that is in the best interest of stabilizing Somalia and protect its national integrity. The Roadmap focuses on dealing with piracy-and no one is denying that piracy should be dealt with-and does not mention any thing about strengthening and integrating the army under one command. Implicitly, the document sets the stage for indefinite dependency on AMISOM- the AU troops in Mogadishu. Meanwhile, ASWJ is an armed faction that does not come directly under the SNA. Even more bizarre is the fact that the Security Benchmark pressures Somalia to make certain concessions on its Exclusive Economic Zone (EEZ) or ocean rights to its neighbor Kenya. Third, the Constitution Benchmark: The problem with this benchmark is beyond irony and more on the hilarious side! Despite the wide consensus on the part of the international community and the Somali public opinion on the need to reform the over-bloated (550 member) mostly corrupt transitional Parliament, the Road Map hands the power to reform to the very ones who are in need of reform. The Speaker of the Parliament is granted the power to fill all oversight and implementation committees. He is granted the power to literally handpick any and all whom he sees fit to advance his vision. Arguably the most expensive constitution ever drafted, yet the most shallow in addressing the most pressing issues facing the nation and all the fault-lines that could ignite new problems in the near future: the Somaliland issue, clan exclusive territories and the grazing rights of the nomadic community, resource sharing and taxation, national security, and who has the exclusive authority to frame foreign, defense, and monetary policy for the country, to name a few. The United Nations Political Office for Somalia (UNPOS) claims that they have spent over $60 million to draft the constitution at hand. A classic example of how the "Mafia network" in Nairobi squanders the monies donated in the name of Somalia, and how it perpetuates the self-destructive culture of corruption by some in the Transitional Federal Institutions (TFI). Imagine how many starving children that dollar amount could feed! In conclusion, while the Road Map does have a few positive tasks in all the benchmarks, it still remains as a precooked sham spearheaded by certain frontline countries such as Ethiopia, Uganda, and Kenya who are the direct beneficiaries of perpetuating the Somali conflict.

Hero’s Welcome for Eritrean President 02.10.2011 5,000+ NYC by Thomas C. Mountain* It is not very often that a long serving African President is given a hero's welcome by his people in New York City but on Sunday, September 25 over 5,000 Eritreans from all over the eastern USA and Canada converged on Manhattan to do just that for Eritrean President Issias Aferworki. Don't take my word for it go to eastafro.com and see for yourself. The Eritrean President, who is under travel and financial sanctions imposed by the UN inSecurity Council for the now Wikileaks discredited charge of supporting terrorism in Somalia (Wikileaks Exposes UN Eritrean Sanctions Lies), spent several hours addressing and than answering questions from thousands of Eritreans who had crammed into the overcapacity theater on a first come basis. The event was billed as a seminar and was really a town hall meeting with most anyone in the audience who wanted to be given a chance to ask questions. Issias Aferworki is supposed to be a dictator, a tyrant, a leader "who kills his own people" according to just about every western media and human rights outfit there is, yet there they were, over 5,000 very proud and happy Eritreans giving him a hero's welcome, standing ovations inside and wildly cheering throngs outside greeting his arrival and especially when he joined the crowd outside before his departure. And all the while a couple dozen rather forlorn looking anti-Eritrean demonstrators held banners across the street. The utter bankruptcy of the so-called Eritrean "opposition" was there for all to see, for with such a prime opportunity to show their support all they could muster was a couple dozen people? From the US State Department to Amnesty International, it seems those who have the ear of the media in the western banktatorships do not want to have to explain the discrepancy of what they claim is going on in Eritrea today versus what the Eritrean diaspora, some 80,000 who visit home every year and see first hand for themselves are so determined to express for the rest of the world to hear. Last year it was over 10,000 Eritreans gathered in Washington DC to protest the UN sanctions against Eritrea, this time 5,000+ in NYC not far from the UN where the world's leaders were gathered for the UN General Assembly meeting. While Ethiopian Prime Minister Meles Zenawi is dogged by protests almost everywhere he goes, with thousands protesting his appearance at the G-20 Meeting of world leaders held in Toronto, Canada last year, Eritreans are traveling long distances, some riding buses for up to 30 hours to be a part of the hero's welcome for Eritrea's President. And this with only a little over a week's notice to get organized. The last time Issias Aferworki was in the USA was over a decade ago and so many Eritreans showed up the Interstate Freeway off ramps where shut down by the Highway Patrol as a result of the traffic jam caused by so many thousands converging on the venue. The question begging to be answered is "who knows best" about life in Eritrea, those with their generous salary and benefit packages in their Human Rights Watch offices in NYC or the thousands of Eritreans gathered to greet their President? And if it is true that so many Eritreans allegedly hate President Issias Aferworki, where were they when they had a chance to show this? MIA? Or just plain nonexistent? Again, don't take my word for it, see for yourself at eastafro.com. What you will see there is what I have seen time and again for the past five years I have lived here in Eritrea. Whenever Issias Aferworki appears in public, all too rare due to the threat of foreign based assassination teams, he is greeted by enthusiastic crowds, especially from amongst the youth. The question is who are you going to believe? A "human rights" specialist who might never have been to Eritrea or the over 5,000 Eritreans giving their President a hero's welcome in NYC? *Thomas C. Kenya: Chinese Firm Offers to Finance Lamu Port Plan Mark Agutu 1 October 2011 A Chinese company has expressed interest in financing the construction of Lamu Port and its related infrastructure The firm, JS Neoplant Company Limited of Shanghai, has said it is "ready, able and willing" to undertake the massive project whose cost had been estimated at US $16 billion (Sh1.4 trillion). The acknowledgement is contained in a confidential letter dated September 21, 2011, a copy of which was made available to the Sunday Nation. The letter, signed by JS Neoplant Company Ltd managing director Charles Kim, is addressed to both the governments of Kenya and South Sudan that are joint partners in the venture. In particular, JS Neoplant expresses interest in undertaking construction of the port, an airport, a railway line, a road network, an oil refinery and a pipeline. "We JS Neoplant Co. Ltd... hereby declare that we have an excellent financing programme and engineering capability to undertake the projects on a EPC/BOT on the back of sovereign guarantee." The firm states that it is ready to apply for a suitable project financing programme in respect of the Lamu Port project and its other indicated appendages. According to the communication, the six components of the project include a sea port straddling some 750 acres of land with 10 container terminal berths and three bulk cargo terminal berths, an oil jetty and an international airport with a 2,000 person-per-day capacity on 10 daily flights. Other components are a three-limbed 1.4m gauge railway line for high speed trains: the limbs are Lamu-Isiolo-South Sudan (1,400km); Nairobi-Isiolo-Moyale-Addis Ababa (1,596km) and Lamu-Mombasa (350km). The pipeline too had three phases: South Sudan border-Lamu-Isiolo (1500km); Nairobi-Isiolo-Moyale-Addis Ababa (1400km) and a branch to link Lamu to the existing Mombasa/Kampala pipeline. The project also includes three stretches of highway: Lamu-Isiolo-South Sudan border (1400km); Nairobi-Addis Ababa (1596km) and Lamu-Mombasa (320km). A fibre optic cable running along the highway completes his gargantuan regional project. Last month, President Kibaki gave an indication of the impending commencement of the construction work with a promise to undertake a ground-breaking ceremony "soon". "The feasibility study for Lamu Port and supporting infrastructure is now complete... I look forward to soon undertaking the ground-breaking ceremony for the project," point he said in Mombasa a week ago when he visited the town to open this year's Agricultural Society of Kenya show. President Kibaki mandated Kenyan ambassadors to aggressively market the proposed second transport corridor that would serve Ethiopia and South Sudan. Several countries including Canada, Germany, China, Japan and United Arab Emirates have made inquiries since the government declared its intention to construct the corridor about three years ago. The corridor has immense political and economic potential and will open up large sections of the country's North Eastern and Eastern provinces that have for years enjoyed scant attention in terms of business opportunities. "I urge you to focus some energy on promoting investment in this project in your respective areas of accreditation, as it is expected to play a major role in catalysing Kenya progress towards the achievement of the economic goals," Mr Kibaki told the ambassadors. Japan Port Consultants has completed a one-year feasibility study on the development of the port and Lamu-South Sudan-Ethiopia Transport corridor. With the anticipated entry of South Sudan and even Sudan into the East African Community, estimates put unrestricted demand of cargo rising by more than 32 million tons per annum - far above what Mombasa Port alone can handle. South Sudan has always relied on Port Sudan in Sudan to the north. The Ethiopian market, the other target, is currently served by Djibouti port. Lack of good roads connecting Kenya and Ethiopia, with a population of 80 million, has hampered the trade between the two nations. Ethiopia's dependence on imported goods has meant that Djibouti port handles 98 per cent of Ethiopian traffic which is about 85 per cent of all the traffic in through the port.

The graduated students were trained in ICT, Business, Economics, Law, Islamic Studies, Medicine, Statistics and Science. Somaliland president Ahmed Siilaanyo attends the graduating ceremony held in Hargeisa University’s main Campus. The graduating ceremony was also attended by ministers, MP’s, chairpersons of UCID, UDUB , Kulmiye, Parents, politicians, intellectuals, scholars, students and other guests. The president of the university Mr. Mousa Adan Ahmed on the occasion said that the university is playing a vital role when it comes to the socio-economic development. He also indebted to the graduating students, parents and the honorable guests invited to attend the graduating ceremony. Mr. Mousa urged the graduating students to contribute their for the economic growth of the country. Somaliland minister of education Ms. Samsam Abdi Adan speaking at the ceremony said that Hargeisa University is not provincial university and no one can claim its ownership but it is a national university. Somaliland president speaking at the occasion thanked all graduating students, university staff and parents as well. He told that he is committed in supporting the university when it comes to the development. However, this the greatest number that graduated from the university compared to previous ones. There were one hundred fifty female students while three hundred eighty eight were male students.
