  3. Great Britain’s Mo Farah voted 2011 European Athlete of the Year | 05.10.2011 Ace middle distance runner Mo Farah of Great Britain is the 2011 European Athlete of the Year. (Picture Alliance) Mo Farah of Great Britain has been voted the 2011 winner of the men's European Athlete of the Year Award presented by MONDO. The pinnacle of his achievement in 2011 was, of course, winning the 5000m gold medal at the World Championships in Daegu, South Korea, but there were so many other outstanding moments for the European Athlete of the Year to savour. The 28-year-old started off his year by setting a European indoor record over 5000m in Birmingham in February, circling 25 laps of the National Indoor Arena in 13:10.60. He successfully defended his 3000m title at the European Athletics Indoor Championships in Paris in March. Moving into the summer, Farah set a European 10,000m record of 26:46.57 when winning at the Diamond League meeting in Eugene, Oregon, in June and in July he ran a 2011 world-leading 5000m of 12:53.11 in Monaco, a time which ranked him second on the European all-time lists for the event as well as being a national record. However, all this was a prelude to his feats at the World Championships in Daegu. He had to settle for the silver medal in the 10,000m – one of only two defeats in 14 competitions on all surfaces during 2011 – but bounced back to run a tactically perfect race in the 5000m to become the first European runner to win a global title at the event for nearly two decades. Farah will be recognised for his feats at the European Athletics Awards Night presented by MONDO on Saturday 15 October in Arona, Spain, alongside the women's European Athlete of the Year winner Mariya Savinova of Russia. The European Athletics Rising Star of the Year winners, David Storl of Germany and Great Britain and NI’s Jodie Williams, will also be present to pick up their awards. Fans, media and European Athletics Member Federations were invited to vote for the European Athlete of the Year on the European Athletics website. Along with the votes from a panel of experts, each group of voters' results count for one quarter of the athlete's final score. The shortlist for the award was compiled by selecting the top European athlete in different events, based largely on performances at the IAAF World Championships, European Athletics Indoor Championships, European Athletics events and the series of Diamond League and European Athletics meetings. Only in very exceptional cases were two athletes from one event nominated. No athlete who has previously served a two-year doping ban can be nominated for European Athlete of the Year. 8. Ethiopia: Govt and Djibouti to Sign Electricity Export Agreement This Week Hruy Tsegaye 3 October 2011 A high-level delegation from the government and the Ethiopian Electric Power Corporation (EEPCO) is expected to travel to Djibiouti to sign an agreement on Wednesday, October 5, 2011 that will make electricity export to Djibiouti, operating on a trial basis for the past few months, official and binding. Ethiopia has been exporting electricity to Djibouti since the end of May, charging 70 dollar cents for a kilowatt hour (KWh). Ethiopia has been exporting 100GWh with the aim to supply uninterrupted 200mw to Djibouti. This will mark the first concrete step by the government toward plans for exporting electric power to its neighbours, including Kenya and Sudan, and to widen plans to fund the generation of electricity from it. The project, largely financed by African Development Bank (AfDB) and costing around 65 million dollars, aims to enhance access to electricity in Djibouti, which in 2003 was 49.5pc, to 60pc by to 2015. One of the benefits of the project is a ten pc tariff reduction expected in Djibouti. The project was initiated by the two clients EEPCo and its counterpart Electricite de Djibouti (EdD) in 2006. Substation construction work has included an extension to the existing Dire Dawa substation, involving two 230-kV lines. One circuit is used to supply Adigala, the principal Ethiopian border town along the 230-kV transmission line route. Another substation has been constructed, which will also supply another 11 Ethiopian border towns, in the vicinity of Aysha, Dewele and Harewa, with a network comprising 230 km of 33-kV overhead line. Adigala substation also includes a 230-kV line to supply Djibouti City. Another 75 km of 63-kV overhead line has been constructed to supply power to the border towns of Ali-Sabieh and Dikhil. The first phase of the electrification of the border towns was completed in 2009 and around 9,000 new customers are expected to benefit through other projects, such as small scale micro-industries and irrigation projects using electric appliance pumps. Djibouti's consumption was 0.17 billion kwh in 2000, which increased to o.22 billion kwh by the end of 2006. Recent documents show the annual consumption of electricity from domestic and imported sources has reached 0.26 billion kwh. Power demand in Djibouti is expected to grow from about 90 MW to 175 MW in the next fifteen years, according to a study done for the project. The transmission line to Djibouti from Ethiopia will supply a significant proportion of this demand, possibly up to 75pc being exported from Ethiopia, to the economic advantage of both countries, according to the same study.

  17. Russia, China veto UN resolution on Syria09:42 AEST Wed Oct 5 2011 Russia and China have vetoed a UN Security Council resolution, drawn up by European nations, threatening action if Syria's leader does not end a deadly crackdown on a pro-democracy movement. Nine countries voted for the resolution but Russia and China voted against, killing the resolution because of their veto power as permanent members of the council, while South Africa, India, Brazil and Lebanon abstained. "All efforts have been made to put together a unanimous response," said France's UN ambassador Gerard Araud of efforts to reach a compromise. "Numerous concessions" had been made to Russia, China and the abstaining countries, he added. Araud said the veto showed "disdain for the legitimate interests that have been fought for in Syria" since protests against President Bashar al-Assad erupted in mid-March. It is the first Russian-China veto since the pair blocked UN sanctions against Zimbabwe's President Robert Mugabe in July 2008.
  18. Russia and China veto UN resolution against Syrian regime Anger from Europe and US as two security council powers argue implied threat of sanctions will not bring peace reddit this Associated Press guardian.co.uk, Wednesday 5 October 2011 04.16 BST Article history The US ambassador to the United Nations, Susan Rice, attacks China and Russia's veto of a resolution threatening sanctions against the Syrian regime Link to this video Russia and China have vetoed a European-backed UN security council resolution that threatened sanctions against the Syrian regime if it did not immediately halt its military crackdown against civilians. The resolution would have been the first such legally binding move adopted by the security council since President Bashar Assad's military began using tanks and soldiers against protesters in mid-March. The UN estimates there have been more than 2,700 deaths. The European sponsors of the resolution had tried to avoid a veto by watering down the language on sanctions three times, to the point where the word "sanctions" was taken out. The eventual vote was 9-2 with four abstentions: India, South Africa, Brazil and Lebanon. It is the first double veto by Russia and China since July 2008 when they rejected proposed sanctions against Zimbabwe. In January 2007 they both vetoed a resolution against the Burmese regime. Russia's UN ambassador, Vitaly Churkin, told the council after the vote that his country did not support the Assad regime or the violence but opposed the resolution because it was "based on a philosophy of confrontation", contained "an ultimatum of sanctions" and was against a peaceful settlement. He complained that the resolution did not call for the Syrian opposition to disociate itself from "extremists" and enter into dialogue. China's ambassador, Li Bandong, said his country was concerned about the violence and wanted reforms but opposed the resolution because "sanctions, or threat of sanctions, do not help the situation in Syria but rather complicates the situation". France's UN ambassador, Gerard Araud, called the veto "a rejection of the extraordinary movement in support of freedom and democracy that is the Arab spring" and commended "all of those who fight against the bloodthirsty crackdown in Syria". Britain's UN ambassador, Mark Lyall Grant, said the veto "will be a great disappointment to the people of Syria and the wider region that some members of this council could not show their support for their struggle for basic human rights". "By blocking this resolution, the onus is now on those countries to step up their efforts and persuade the Syrian government to end the violence and pursue genuine reform," he said. The US ambassador, Susan Rice, said: "The courageous people of Syria can now clearly see who on this council supports their yearning for liberty and human rights, and who does not." "Those who oppose this resolution and give cover to a brutal regime will have to answer to the Syrian people – and, indeed, to people across the region who are pursuing the same universal aspirations. The crisis in Syria will stay before the security council and we will not rest until this council rises to meet its responsibilities." Rice accused Russia and China of wanting to sell arms to the Syrian regime rather than stand with the Syrian people – an accusation vehemently denied by Russia. From the outset of the Syrian uprising, the council has been split. Western members, backed by some African and Latin American nations, demanded an end to violence, and when it was not heeded they pushed for security council action, including the threat of sanctions. On the other side Russia and China, along with Brazil, India and South Africa, pressed for more time for the Assad government to implement reforms and for political dialogue with the opposition. It took four months of arguments between supporters and opponents of Assad's regime for the security council to issue a presidential statement in August condemning the escalating violence. Britain, France, Germany and Portugal, backed by the US, then pressed for a council resolution calling for an immediate arms embargo and other sanctions. But Russia, China, India, South Africa and Brazil have argued the UN resolution authorising the use of force to protect civilians in Libya was misused by Nato to justify months of air strikes against Muammar Gaddafi's regime. They expressed fear a new resolution might be used as a pretext for armed intervention in Syria. The final watered-down document called for Syria to end all violence, respect rights and freedoms, and let in the media and human rights investigators – or, after 30 days, the security council will "consider its options, including measures under article 41 of the charter of the United Nations". Article 41 authorises the council to impose non-military measures such as economic and diplomatic sanctions. The defeated draft strongly condemned "the continued grave and systematic human rights violations and the use of force against civilians by the Syrian authorities" and called on all states "to exercise vigilance and restraint" in supplying weapons to Syria. Syria's UN ambassador, Bashar Ja'afari, the last speaker after the vote, criticised "the prejudice in certain western capitals against our country" and insisted a comprehensive package of pro-democracy reforms was being implemented by the government. Without naming the US, Ja'afari said it had used its security council veto 50 times since 1945 to protect Israel and deny the Palestinians their rights. Therefore, he said, it could be considered a party to "genocide, as this language is tantamount to turning a blind eye and supporting the Israeli massacres in occupied Arab lands." As he spoke, US diplomats, led by Rice, walked out of the council chamber.
