Government establishes local investor protection policy Finance minister will impose VAT on imported goods that are produced Hargeisa, January 8, 2012 (Somalilandsun.com) - The government of Somaliland has started to impose a Value Added Tax (VAT) on imported goods that are locally produced. This was revealed to the Somaliland Sun by the Finance minister Hon. Mohamed Hashi Elmi. The FM said that the need to impose the VAT on these goods is to enable the government protect local investors. “Somalilanders have invested millions of dollars of their hard earned money, to establish manufacturing industries that are facing unfair competition from imported goods of a similar quality or poor” said the minister. The VAT is to be imposed initially on imported Soft drinks and detergent washing soaps, which are produced in the country by companies owned by Somalilanders. The imposition of this Tax will see an increase in the price of the imported commodities thus enhance consumer preference for local produce. Hon. Hashi stressed the importance these local manufacturers have to the local economy especially as pertains to improved livelihoods that emanates from availability of job opportunities for the ever increasing numbers of graduating youths. “By availing employment opportunities to our youth, the local investors also help reduce illegal migration-Tahriib, which has killed a lot of the country’s youth as well as contribution to brain drainage. Various manufacturers set to benefit from the local investor protection policy include the Burao based Taydh (Detergent) manufacturing industry owned by the Indadheero Group of companies, the Hargeisa based Somaliland Beverage industries-SBI a soft drinks manufacturer through a Coca Cola franchise owned by tycoon Gelle Arab. The most to benefit will be the almost now defunct Habi soft drinks manufacturer which was based in Hargeisa and run out of steam after failing to compete with imported soft drinks that were equally priced. Though rumours of disagreements between partners are attributed to the near collapse the hitherto non-existent local producer protection policy was and is still is a major hindrance. This announcement by the finance ministry comes in the heels of recent threats by the Hargeisa based Ethiopian ambassador on a negative economic impact if the government does not reverse its decision to impose taxation at the Berbera port on Ethiopian bound transit goods.

Somaliland Business Fair & Sports Tournament – A Glimpse of Economy Development Somaliland Vice President Abdirahman Ismail inaugurated Somaliland Business Fair 2011 (www.aoaevent.com) in Maansoor Hotel at Hargiesa - the capital of Somaliland. The private sector in coorination with Somaliland Business Fair Committee organized the expo between 17th and 21st Dec 2011. The fair was unique of its kind in a region crawling with instability and civil war. It showcases the growing private sector of Somaliland, and the development policy of the government that encourages the private companies. Somaliland products dominated the event, where the imported good did not attracted the attention of the visitors. “We were delighted to meet a diverse range of people representing various organizations, associations and themselves on the day including local MPs and figureheads of the community to business owners and passersby who dropped in to have a look around the stands.” Member of Organizing Committee said It gave us the chance to experience firsthand the enthusiasm, expectation and desire to get involved in the delivery of Somaliland Business Fair 2011. The famous automobile company, TOYOTA, was one of the international companies who participated in the event with 20% discount to its products. This is result of strategic economic development plan by the government of Somaliland that provides equal opportunity to all citizens in doing business, and the policy which promotes the small businesses. In other hand, the Somaliland Ministry of Sports organized region-level sports tournament where all the states of Somaliland were equally presented in the games including football, marathon, basketball…etc. However the football dominated the headlines of the media as the primary sport that is widely practiced in Somaliland. The Somaliland private companies like SomTel sponsored the tournament and financed more than three TV and Radio stations for LIVE broadcasting. The Somaliland Diaspora was watching the games across Middle East, Europe and Northern America. The support for respective regions was on the peak. It was amazing to see citizens of Somaliland supporting their respective states without considering tribes. There were two players in Maroodi Jeex and Sool teams, who were biological brothers. The sponsoring companies supplied different prizes to the man-of-the-match, where a player got new TOYOTA Car worth thousands of American dollars. This is sign of economy boom in Somaliland, which is unique and milestone progress in short period of twenty years. As I visited café shop used by the Somaliland citizens, someone could see the enthusiasm on their faces. They supported different regions but all shared one that tournament was needed to bring the people of Somaliland closer. The authorities in Somaliland provided suitable and attractive environment for the businessmen and investors. Today, there is large number of foreign investors looking into the business opportunities in Somaliland including traders from the Arabian Gulf like Kuwaiti businessmen, which I personally met. Moreover, Somaliland President Ahmed Siilaanyo received Somaliland’s long-distance runners, who won international medals including Abdi Bille Abdi, Mo Farah and Jama Karaaciin. These atlantes won world record in different occasion starting from end of last century until last Olympics. The government and people of Somaliland encourage the sports, where sportsmen are considered national heroes.

Ethiopia enters Somalia, but avoids African Union joint operation Unlike Uganda, Burundi, Kenya and Djibouti, which have sent thousands of troops under the African Union banner, Ethiopia is intervening in Somalia unilaterally, and wont' stay for long. By William Davison, Correspondent / January 6, 2012 ADDIS ABABA, ETHIOPIA After weeks of denials, the Ethiopian government has used the advent of the new year to officially acknowledge it had rejoined the battle against militants in neighboring Somalia. 01.06.12 Ethiopia enters Somalia, but avoids African Union joint operation Ethiopian Politics African Politics War and Conflict Terrorism "Together with Transitional Federal Government forces the town of Beledwyne has been liberated from al-Shabaab," Communications Minister Bereket Simon said on Jan. 3. The arrival of Ethiopian troops from the west – who officially left in 2009 after deposing the Islamic Courts in a 2.5 year campaign – buttresses the efforts of Ugandan, Burundian, Djiboutian and Kenyan forces, all now fighting under the banner of the African Union. RELATED: What is Al Shabab? Unlike the Kenyans, who initially independently entered southern Somalia in October, Bereket says Ethiopia has no intention of becoming part of the African Union operation – and so receiving funds for their efforts from the European Union and others. This self-reliant stance backs up official statements it has no intention of staying for long. Ethiopian troops first crossed the border again in the middle of November, according to The New York Times. As the government denied the claims of multiple eye-witnesses, the Inter-Governmental Authority on Development – a group of seven East African nations chaired currently by Ethiopia's leader Meles Zenawi – requested support from Ethiopian forces at a meeting a few days later. The subsequent coyness about the operation is due to not wanting to hand Islamist extremists Al Shabab a propaganda coup about an invading Christian army, sources close to the Ethiopian government say. Although the diverse country of 82.9 million contains 25 million Muslims, Ethiopia has a long-standing connection to Orthodox Christianity and Christians comprise 62 percent of the population, according to a 2008 census. While ethnic Somali rebels sporadically attack in Ethiopia's ****** region, which Somalia attempted to annex in an unsuccessful 1977 invasion, it does not fear a resurgent neighbour. "Ethiopia is not worried about a strong Somalia for many years," says an adviser to the Ethiopian government, privately. Instead, the incursion – which is described as closer to a continuation of cross-border raiding than a repeat of 2006 – is a result of Ethiopia's desire to fulfil its role as regional powerhouse and exploit a unique opportunity to dispose of Al Shabab. Even if the Al Qaeda-linked rebels are diffused, cutting off funds by controlling the likes of Kismayo port while attacking on multiple fronts could lead to demoralization, defections, and moves toward negotiations by moderate factions, it is believed. As with the June deployment of Ethiopian peacekeepers in the flashpoint Sudanese region of Abyei, such action helps Ethiopia maintain its tight relations with influential Western allies. Although there is little reason for optimism, the eventual onset of peace in Somalia would give land-locked Ethiopia the stable neighbour it desires, and access to its ports.
