PetroTrans negotiates to extend Somaliland port Mon Feb 13, 2012 4:27pm PetroTrans signed four petroleum exploration and production sharing agreements with the Ethiopian Ministry of Mines in July 2011, paying $130 million for the rights to explore Blocks 3, 4, 11, 12, 15, 16, 17 and 20 in the Calub and Hilala Gas fields in the country's eastern ****** region. Somaliland is an internationally unrecognised state that declared independence from Somalia in 1991, and hopes the deal will create thousands of jobs, raise its profile and attract more investments into the region. Hirschler said PetroTrans had approached neighbouring Djibouti on whether it could build an LNG facility there, but discussions were still in an early stage. Djibouti serves as a port for its landlocked neighbour Ethiopia. Hirschler said PetroTrans was also negotiating with South Sudan's government to build an oil pipeline from South Sudan oilfields to the Port of Djibouti. South Sudan, which seceded from Sudan last year, said on Thursday it was considering building an oil pipeline through Ethiopia and Djibouti. South Sudan produces about 350,000 barrels of oil per day and exports via Sudan to a Red Sea port. -
PetroTrans negotiates to extend Somaliland port Mon Feb 13, 2012 4:27pm GMT Print | Single Page By Mark Anderson HARGEISA (Reuters) - PetroTrans, a Chinese oil and gas producer could conclude preliminary negotiations with Somaliland for the extension of the key port of Berbera by the end of this year, but has scrapped plans to build a liquefied natural gas facility. Philip Hirschler, a legal adviser for PetroTrans, said from London the firm planned to extend Berbera port's container and mineral export services following an agreement it signed with the government of the breakaway enclave of Somalia last August. The Horn of Africa has been attracting increased investments in exploration by foreign oil firms, due to its proximity to east Africa, where oil has been discovered in Uganda and natural gas found in Tanzania. The Hong Kong based company had planned to build gas pipelines from the field and at least two trains and LNG tankers for possible export of the product. "Some of the project that was initially proposed such as the LNG facility, could not go into Berbera because it would be impossible to get any insurance on the facility," Hirschler said. "We're still talking about (developing) a container port, a dry cargo port, and a mineral export port, once there's sufficient minerals development in Ethiopia or further west." Ali Omer Mohamed, General Manager of Berbera port, told Reuters he expected the completion of preliminary negotiations with PetroTrans on Berbera's extension by the end of this year. Lol@ che giving a nice spin of things:D Taleex on the contrary i am not a munafaq i understand that clan states will not solve the problems Somalia and they will create only further divisions.But on the other hand i can understand the people of west puntland they are underrepresented in the garowe clan enclave. They only have 4 seats in the garowe parliament the difference between you and them is that they tried to be part of the enclave but it failed miserably after 13 years. So their case is a separate case,you didn't even try it only a section of you're clan but the clan elders always lived in between Somaliland and the garowe clan enclave andsome of them even lived in Garowe the past 7 years. Taleexi adeer the day you give Somaliland a chance a real chance we will continue this discussion.

Even though clan states will not bring further solutions to Somalia's problems but i can understand that the self determination of the people of west puntland should be supported nice party by the way.

Will the Minister give comfort to President Silanyo and those who have supported him in his difficult decision by agreeing that the conference communiqué should contain explicit references to Somaliland that welcome his participation; note Somaliland’s achievements in building peace and democracy; draw attention to the relevance of the Somaliland experience to the problem of securing peace in Somalia; note the assistance through humanitarian aid that I have mentioned; thank it for its co-operation in the fight against terrorism and piracy; and encourage Somaliland’s wider economic interaction? My second point is that I know that the Minister has already welcomed one initiative, namely the establishment of the Somaliland Development Corporation. It is being established because of the lack of recognition that makes involvement in international trade and business difficult. It will be launched on 22 February, the day before the conference, which Ministers will host. The point of the corporation is to facilitate international investment in Somaliland and economic interaction for the benefit of the Somaliland people. As an unrecognised state, it is isolated. Despite its extraordinary achievements in stability and democracy, international donors cannot deal directly with its Government, and foreign investors face uncertainty about whether contracts—the basis of secure business—can be enforced. The point of the corporation is to establish an entity to circumvent that problem. Indeed, I hope that it might lead the Foreign Office, through our trade arrangements, to be able to underpin some of the potential for business development and trade with Somaliland, which is difficult at present. The development corporation will deal with donors such as Governments, aid agencies and international financial institutions; individuals, including enhancing the contribution that is made by many members of the Somaliland diaspora, as the Foreign Secretary rightly said; philanthropists and foundations; and foreign companies that wish to invest for profit. The founding directors are co-operating with the Crown Agents on the provision of banking services, and the intention is to develop a business plan with aims and objectives in the short, medium and longer term that will be available on the corporation’s website. The plan would be influenced by the development priorities of the Somaliland Government, the decisions of the two boards and the Somaliland development corporation trust. The launch on 22 February will show the confidence of the Somaliland Government in engaging with business and economic development as well as being a participant at the table at the conference.
