Ethiopian military to remain in war-torn Somalia until government formed ADDIS ABABA — Ethiopian forces will stay in Somalia until an elected government is set up and takes over from the interim administration, State Communications Minister Shimeles Kemal told reporters in Addis Ababa, the Ethiopian capital. Ethiopia’s intervention in Somalia is its second since 2006. Its forces withdrew in January 2009 after pushing the Islamic Courts Union out of Mogadishu, and later becoming bogged down in a guerrilla war with Islamic militants. Somali President Sheikh Sharif Sheikh Ahmed’s government is supposed to hold elections and finish its transitional rule by Aug. 20. “Until the constituent assembly will ratify the constitution, and thereby the establishment of a new democratic and constitutional government will be ensured, Ethiopian forces will remain there,” Shimeles said today. Ethiopian troops in the towns of Baidoa and Beledweyne were to be replaced by African Union peacekeepers from Uganda, Djibouti and Burundi by the end of April, the AU said on March 10. The continental bloc sent its first 100 peacekeepers to Baidoa on April 5, it said. Ethiopian and AU forces, including troops from Kenya, are fighting to drive out al-Shabaab, the al-Qaeda-linked militant group that has waged a five-year insurgency trying to topple the country’s United Nations-backed transitional government. Peacekeepers will remain until a new Somali government can “control and secure the peace and stability of Somalia against any possible attacks by extremists forces,” Shimeles said. Somalia has had no effective central government since rebels deposed former leader Mohamed Siad Barre in 1991. -

Somaliland: Swedish Eye Investment Opportunities Possible investments by Swedish institutions and firms in the areas of agriculture, fisheries, minerals, oil, and livestock may be amongst the latest to build the economic base of the strategic country. Public and private financing from Sweden is to be availed various sectors in the country. This was revealed by the Vice president Hon Abdirahman Ismail Sayli, during a press briefing at his offices at the presidency in Hargeisa where he termed this development as the major outcome of his visit to Sweden. The VP's delegation which was in Sweden courtesy of Swedish Somalilanders comprised of Planning minister Dr Saad Ali Shire, Deputy Public works Minister Hon Ali Abdi Saaiq, Presidential advisor on political affairs Mr. Abib Diriye Nuur and deputy Gabile mayor Ms Katra Haji Ismail Galayd. According to VP Sayli the financing promises were made during meetings with official's in-charge of the African desk in the country's ministry of foreign affairs, Swedish International Development Agency-SIDA, Legislators as well as the FORM SEAD Non-governmental organization. The delegation also met and held discussions with Swedish Somalilanders as well as the Mayor of Stockholm Mr. Michael Toostan and a number of assorted Swedish investors. "During the diverse meetings we informed our hosts on prevalent political, economy, democratization and security, we also presented copies of the five years national development plan and Somaliland 2030 vision" said VP Sayli He added that the Stockholm municipality discussions that centred on twining boroughs of the city with Somaliland cities ended in a positive note with the mayor promising to pursue the issue with members of the municipality. As per the anticipated investments the VP said that this will be mostly in the areas of Agriculture, Fisheries, Minerals, Oil, Livestock among others, Said he, "After perusal of our 5 years NDP the Swedish investors showed an interest in the above areas due to their abundance and yet virgin development". This achievements when availed will be a major scoop for the country in generals and specific to VP Sayli who has within a period of a fortnight has entered into several diplomatic and development agreements with not only the swedes but Djiboutian as well. On the other hand, it is possible that that the covert hand of president Gelle of Djibouti is involved in the Swedish financing developments as he had promised to solicit foreign investment for Somaliland during the VPs visit to that neighbouring country. The Gelle interest is said to emanate from the recent successful launching of the $17m Coca-Cola bottling plant at Jalelo village in the outskirts of Hargeisa. The plants launching ceremony saw a high level participation of a number of senior Cabinet ministers and business tycoons from Djibouti that elicited Rumours to the effect that president Gelle is a major shareholder in the plant. The bottling plant in question which is a $17,000,000 investment by Coca-Cola and its local partner the Somaliland Beverage Industries-SBI that owns 100% local franchise was commissioned by Somaliland president H.E Ahmed Mahmoud Silanyo on 3rd June 2012. The bottling plant which has a production capacity of 18,000 crates of assorted high quality Soda's is the biggest foreign investment in the country to date and has already availed hundreds of both direct and indirect employment opportunities nationwide.

Ethiopia says troops to stay longer in Somalia Fri Jun 22, 2012 8:53pm GMT Print | Single Page [-] Text [+] Last June Somalia's feuding leaders agreed to extend the mandate of a transitional government for a year rather than hold elections, a move sought by Uganda which has peacekeepers stationed in the anarchic state. The mandate for Somalia's latest administration was meant to expire in August 2011 but President Sheikh Sharif Ahmed, a former Islamist rebel leader, and speaker Sharif Hassan Sheikh Aden, who covets the top job, had been at loggerheads over what should happen then, and agreed to defer elections. Weakened by internal divisions and financial constraints, the rebels have surrendered territory in Mogadishu and across central and southern Somalia in the past few months. Ethiopian forces captured the rebel stronghold of Baidoa in southern Somalia in February having seized Baladwayne from the militants on New Year's Eve. In May, AU and Somali government troops secured an aid corridor between Mogadishu and a former rebel stronghold close to the capital, wresting control of a vital strip of land believed to hold around 400,000 people displaced by conflict. By the end of the month, Somali and Kenyan forces had captured the rebel stronghold and strategic town of Afmadow, though the militants claimed they retreated. Seizing Afmadow was considered a crucial step in the Kenyan drive towards the southern port city of Kismayu, the hub of al Shabaab operations, about 120 km (75 miles) away. In areas they have vacated, the militants have resorted to guerrilla-style hit-and-run attacks, launching grenade attacks and using suicide bombers. The rebel group has waged a bloody five-year campaign to topple Somalia's Western-backed government and impose its harsh interpretation of Islamic law. It continues to hold swathes of central and southern Somalia but is being squeezed out of some areas by Kenyan and Ethiopian troops. Foreign Secretary welcomes historic talks between Somaliland and Transitional Federal Government of Somalia 22 June 2012 Foreign Secretary William Hague: "I congratulate the Somali Transitional Federal Government and Somaliland representatives on agreeing the Chevening House Declaration yesterday." Representatives of Somaliland and the Transitional Federal Government of Somalia met at Chevening House on 20-21 June. The purpose of the talks, the first of their kind, was to establish a framework for future substantive talks. At the request of both parties the meeting was facilitated by the UK government, along with the EU and Norway. Following the meeting the Foreign Secretary William Hague said: “I congratulate the Somali Transitional Federal Government and Somaliland representatives on agreeing the Chevening House Declaration yesterday. We hope this will be a landmark in the process of clarifying their future relations and achieving peace, security and stability in the region. I congratulate both sides on their willingness to continue the talks and to cooperate on areas of common interest. I am pleased that the UK, along with Norway and the EU, was able to build on commitments at the London and Istanbul Conferences on Somalia to support dialogue by facilitating these talks.
