So tribalism is not the issue there are no tribal wars in Somalia u need to bring people closer to each other u need to make sure they trust each other again they need to have an external enemy. I always found it strange why the former Siad bare government tried to abolish tribalism back in the days there was no need really. Because of that later the regime was seen as one tribe against the rest and as a result you had a flood of S S S factions. Give tribes a place in society Somalia is doing that now the 4.5 tribal system for example its excellent.

Tribalism or tribes is not the issue Somalis lived like this for centuries they were running around with spears fighting for grazing land and new territory well at-least the nomads the majority of the Somalis. There was no statehood prior 1884 before Italians French and the brits colonized the Somalis. There were small little tribal kingdoms in essence modern Somali statehood was created out of an experiment and it lasted only for 31 years. You should ask you're self why did it only last for 31 years? This was told to Hornnewspaper correspondent Mahmoud Ali Walaleye by Ambassador David Shinn during an exclusive interview. Amb Shinn who spoke to Mahmoud before Presidents Silanyo and Sharif met in Dubai informed that the international community is not that important in Somaliland's quest for recognition, Said he, "Even if a few countries recognized the independence of Somaliland, the government of Somaliland needs to convince a majority of Somalis that independence is the best way to go". Read below the full verbatim excerpts of the interview How do you see the wording of the final communique of the Chevening House Declaration as concerns Somaliland? I see the declaration primarily as a commitment to continue discussions and I believe that is a positive development. It's mentioned that the two presidents will meet to review progress as soon as possible. Does that sound like the signing of agreements? No, I don't believe the discussions have reached the stage of signing agreements. They have only agreed to continue talks and find ways to cooperate in specific areas such as fighting terrorism, extremism, crime, piracy, illegal fishing and toxic waste dumping. What do you think the international community will do if both sides disagree on Somaliland's sovereignty? I think the international community sees the issue of Somaliland's sovereignty as an issue to be decided by all Somalis. The position of the international community is much less important than that of Somalis themselves. Even if a few countries recognized the independence of Somaliland, the government of Somaliland needs to convince a majority of Somalis that independence is the best way to go. Article 4 of the communique called on the international community to continue to facilitate the talks, including providing the two sides with external experts on legal, economic and security matters. What do you think is the meaning of this article? A. I see it as nothing more than a willingness to accept outside expertise IF IT IS REQUESTED BY THE SOMALI PARTIES. In the past, there has been too much outside engagement and advice from non-Somali parties. It is time for Somalis to resolve these issues in their own way and only request outside assistance when they are convinced it will contribute to a solution. What do you think will come out of these talks and how long will it take for them to achieve a result? A. There are many issues to resolve and the talks, if they eventually are successful, will take many months. The 1993 Borama Conference took five months and it constituted continuous contact. I expect these talks will take considerably longer. First, the successor government in Mogadishu must show the world that it has wide backing in Somalia and that it is a viable alternative to al-Shabaab. Somaliland has established a government that works. Now Somalia must do the same thing. At that point, I would be hopeful that both Somalia and Somaliland would significantly narrow their differences. In the meantime, it is important for both sides to continue the dialogue. On the last paragraph of agreement reads both parties "Reiterated their support for ending the Transition in Somalia." given the wording, how do you see on political point of view, reason supported both sides, do that sound, as if Somaliland thrown inside Somalia's problems? This statement can be read in a variety of ways, but I think it is saying that both the TFG and Somaliland agree that the transition is over in August and both sides support moving forward with the next step in Somalia. I don't believe that it commits Somaliland to any particular outcome in Somalia just that it supports the process that is underway. Amb David H Shinn who is an expert on Horn Africa issues is currently an adjunct professor of international affairs at The George Washington University, he received his B.A., M.A., and Ph.D. from GW, is a former U.S. ambassador to Ethiopia (1996-99) and to Burkina Faso (1987-90).

Regional deputy police chief Philip Ndolo said balaclava-clad "goons" attacked the town's Catholic church and the African Inland Church (AIC). A combination of grenades and gunfire was used, police said. Kenya's border region has been tense since it sent troops into Somalia to pursue al-Shabab Islamic militants. Kenya said the operations, launched last October, were designed to bring an end to kidnappings on Kenyan soil and other violence which it blamed on al-Shabab. But since then, al-Shabab has been blamed for a further string of grenade and bomb blasts across Kenya - though it has never admitted to carrying out any such attack on Kenyan territory. No group has yet said it carried out these latest attacks, but the finger of blame will once again undoubtedly be pointed at al-Shabab or sympathisers, says the BBC's Kevin Mwachiro in Nairobi. "We condemn this act in the strongest terms possible," Mr Ndolo said. The Supreme Council of Kenya Muslims also condemned Sunday's church attacks, saying that "all places of worship must be respected", reported the AFP news agency. 'Terrible scene' Sunday's attacks took place during morning sermons at the churches in the garrison town. The Provincial Medical Officer for North Eastern Province in Kenya, Mahamad Abey Shekh, said 15 people had been killed. About 40 were thought to be wounded, several in serious condition. The first and most serious attack took place at the AIC, police told our correspondent. Gunmen shot two policemen outside one of the churches, and grenades were then thrown inside. As the panicked congregation rushed to escape, gunmen fired on them, police said. At least 10 people died. In the second - apparently co-ordinated - attack at a Catholic church, two grenades were thrown inside the church. One failed to go off, but police say three people were injured by the other one. Police said up to seven gunmen were involved in the attacks, but none had been apprehended. Witnesses told AFP that bodies lay scattered in the blood-spattered churches as scores of wounded were rushed to hospital. "It is a terrible scene, you can see bodies lying in the churches," regional police chief Leo Nyongesa told the agency. "You can imagine for such a small town how the police and medical services have been stretched trying to deal with this," Mr Ndolo told Reuters news agency. Garissa is the capital of North Eastern province, about 140km (90 miles) from the Somali border. It is close to the Dadaab refugee camp, where gunmen kidnapped four aid workers and killed a driver on Friday in an attack Mr Ndolo said he suspected al-Shabab sympathisers of carrying out. These two incidents have not painted a good picture of the efficacy of Kenyan security forces, our correspondent says. However, Police Spokesman Eric Kiraithe said 14 people were killed during the attacks. "12 worshipers including nine women were killed. Two police officers on patrol around the AIC church were also killed in the attack," he said. According to North Eastern Deputy PPO, Philip Ndolo, the gunmen attacked and killed two police officers on duty and took their firearms before raiding the churches. He said AIC church suffered more casualties as it accounts for most deaths and at least 50 injured persons resulting from gunshot wounds. Catholic's Central Cathedral had three casualties from a grenade attack. The dead include two police officers, four men, nine women and two children. Meanwhile, seven people have been airlifted to Nairobi for specialised treatment. Three people were airlifted by Amref Flying Doctors, two by the Kenya Army and two more by the Intensive Care Air Ambulance. All patients were taken to Kenyatta National Hospital (KNH). Kenya Police Statement Kenya Red Cross, the Kenya Defence Forces, St John Ambulance had all summoned their medical personnel in the region to assist in the emergency treatment. An eye witness who was attending a service at AIC church, Mr Dennis Nzioki said they heard noises from the rooftop of falling objects. "We heard something like stones being thrown on top of the roof, then, we realised that we were being shot at," he said. Paul Mwalali, 52, who was at the AIC church recounted similar event. “I had a front row seat in the church. I heard something fall on the roof. Then there was a huge explosion. I dived on the ground and went under the seat. Then there was shooting and people were screaming all over. When the shooting stopped, I felt a sharp pain on my leg.” Another eye witness Felix Kimanzi said the masked gunmen wearing blue uniforms sprayed bullets at the congregation of the AIC church resulting in the deaths and the high number of casualties. He also said two grenades were hurled but only one exploded. "I was 100 metres away from the church when I saw two gunmen at the entrance spray bullets at the congregation. I hid from their sight," he said. "They were joined by two more gunmen in blue uniforms who hurled grenades and they all fled on foot," he added. The casualties have been admitted at Garissa Provincial General Hospital.

Somaliland: President Silanyo Resolves Buhodle Conflict Saturday, 30 June 2012 21:22 Silanyo & Hagaltosie in a handshake of peace DUBAI (Somalilandsun) – The Sool Sanaag Cayn (Ain)-SSC militia has agreed to lay down arms and enter into talks with the government. This outcome came after a meeting between the president H.E Ahmed Mahmoud Silanyo and SSC leader Suleiman Isse Ahmed Kara "Hagaltosie" at MINA-SALAAMA HOTEL in Dubai where the president hosted the militia leader A press statement released by the presidential spokesperson Mr. Abdilahi Ukuse informed that the meeting agreed on the need to end continuous clashes in Buhodle district and other areas of Sool region thus avail citizens the benefit of public services. While urging for peaceful resolution to grievances of the Buhodle residents and those from other parts of Sool region, the president said, "Continue armed clashes only exacerbate the suffering of residents who are denied development projects that would uplift their livelihoods" President Silanyo who stressed on the SSC leader the importance of expedited end to hostilities, promised his person and full support as well as that of the government and people of Somaliland thus normalize the turbulent eastern region of the country. On his part the SSC leader said that his acquiescence with the president on the need for immediate end to hostilities especially in his hometown of Buhodle, emanated from a desire to see his clansmen share developments with the rest of their brothers and sisters in Somalilanders. Hagaltosie promised that on return to Buhodle he will immediately embark on disbanding his militia and handing over the assortment of weaponry at his disposal to the government, Said he, "After disbanding the militia I will facilitate for talks with the government as agreed with the President. The success in ending hostilities in Buhodle and the wider sool region is a major achievement by president Silanyo coming in the heels of the just concluded diplomatic relationship agreement with President Sheikh Sharif of Somalia. At the same time the end to hostilities in the area will not only afford the residents participate and benefit from national development projects but will negate the oft disturbing issue of unsecured borders.

Everything is taught all the history of the country whether it was in the war for liberation in the 80s or during Colonial Britain independent struggles. But true qad is an issue but its not a real threat other than some social problems but we have that problem here in the west to not just back home. What is important is creating jobs for the youth that's the most important thing.
