Somaliland President flies to Dubai to meet with Sheikh Sharif HARGEISA — Somaliland President Ahmed M. Silanyo is set to meet with his Somali counterpart Sheikh Sharif Ahmed in Dubai for the first ever bilateral talks in twenty-one years. Mr. Silanyo on Wednesday morning left the capital, Hargeisa, for the seaport town of Berbera where he is set to depart for Dubai, United Arab Emirates for this landmark discussion. President Sharif has already arrived in the Gulf nation on Tuesday for talks with key allies including the government of the Emirates on number of issues. He was reportedly seeking financial and technical support for the war against maritime piracy during the counter-piracy conference at Al Jawhara Gardens Hotel in Jumeirah. Silanyo and Sharif are set to meet on the sidelines of the conference hosted by the government of the UAE and global ports operator, DP World. The development comes days after negotiators from both sides agreed to an 8-point plan that paved the way for substantive talks. The meeting at Chevening House on 20-21 June was co-hosted by the UK government, EU and Norway at the request of Somali leaders. The agreement was dubbed the Chevening House Declaration and it calls for the two presidents to meet. The British Foreign Secretary William Hague said his government “will work with international partners to support their efforts as they continue this important and historic dialogue,” in a statement on his website. The international community and regional players including Ethiopia and Djibouti have welcomed the new chapter between Hargeisa and Mogadishu. Even though this historical and much-waited talks are said to be closer, few are holding their breath for a quick and satisfactory outcome. The two sides have two opposite demands and tough preconditions. Somaliland said it will not budge nor compromise on its sovereignty and statehood. It clearly stated that it wants to enter into a dialogue with the transitional government of Sheikh Sharif as two equal states. Somalia on its side wants to satisfy Somaliland to rejoin Somalia under a federal system. There is growing scepticism among the Somaliland public that the two leaders will find a common ground. Some expressed concern about the host saying that they do not regard the UAE as a neutral country but one that will pledge its full support for most Arab League member nations. According to sources close to President Sharif, the UAE wants to propose its style form of government or federations. Before President Silanyo left Hargeisa all main roads were blocked and sources close to him confirmed to Somalilandpress that he was on his way to Dubai. Somaliland and Somalia merged into what was widely known as the Somali Republic 52 years ago from this week. Half a century later they are still trying to find a solution for the divided Somali people. The declaration in Chevening House states: The Participants: Agreed that the talks would take place between two sides – the TFG (or its replacement) and Somaliland, in accordance with paragraph 6 of the London Conference Communiqué and paragraph 10 of the Istanbul II Conference Communiqué; Noted the need to adopt a common approach to avoid anything that would undermine the continuation of the talks as defined above; Committed to the continuation of the talks and called on the two presidents to meet to review progress as soon as possible; Called on the international community to continue to facilitate the talks, including providing the two sides with external experts on legal, economic and security matters; Agreed to share experience on working more effectively with the international community on the use of development and humanitarian assistance for the people of both sides and called for the international community to increase that assistance; Agreed to cooperate in the fight against terrorism, extremism and serious crimes; Agreed to cooperate in the fight against piracy at sea and on land, maritime crime, illegal fishing and toxic dumping; and Reiterated their support for ending the Transition in Somalia. I don't blame them most of these kids were born after 1980 and it also depends who you ask as kids they only remember the SNM struggle. But i think both days should be celebrated 26 june is the day Somaliland gained independence from the Colonial British Empire. And 1991 18 may is the day we reinstated Somalilands statehood as the Somaliland republic. If you look at the first article of our constitution both days are mentioned. Article 1: The State of the Republic of Somaliland 1. The country which gained its independence from the United Kingdom of Great Britain and Northern Ireland on 26th June 1960 and was known as the Somaliland Protectorate and which joined Somalia on 1st July 1960 so as to form the Somali Republic and then regained its independence by the Declaration of the Conference of the Somaliland communities held in Burao between 27th April 1991 and 15th May 1991 shall hereby and in accordance with this Constitution become a sovereign and independent country known as “The Republic of Somaliland”.

^^ Here is the difference in Somaliland they elected their politicians that's the difference they are servants of the people. So in Somaliland people trust their politicians they just don't agree with the policies and think there might be a better approach that's all. Unlike Somalia people are forced to accept their leaders selected for them by the international community given a mandate to operate. So talks is something we all welcome but the question is will it bring solutions for both Somaliland and Somalia? -

Talks or no Talks our Sovereignty is neither for discussion nor Compromise" Silanyo HARGEISA (Somalilandsun) - The irrevocability of Somaliland's sovereignty has been categorically reiterated by the president H.E Ahmed Mahmoud Silanyo. During festivities commemorating the 52 anniversary of the country's independence from Britain President Silanyo informed Somalilanders that "Somaliland's statehood is not up for discussion or compromise" the president H.E Ahmed Mahmoud Silanyo who hosted over 5000 guests at the presidency in Hargeisa where the activities were aired live by the state owned SLNTV and HCTV also said 26th June will always remain dear to Somalilanders as the day the country attained independence from Britain in 1960 thus one never to be forgotten. The president's over 5000 invited guest from all walks of life included 1st lady Amina Weris, Ex-president Hon Dahir Rayale Kahin, Former first lady's Huda Bharkad and Kaltun Haji Dahir, opposition political party leaders, parliamentarians from Guurti and house of representatives, service chiefs, traditional leaders, National organization of women-NOW etc., among others Before entertaining his guests at the presidency and viewers worldwide the president launched festivities with a speech that mostly dwelt on the irrevocable statehood of the nation as well as talks with neighbouring Somalia. The president also briefed on the circumstances that led to the fateful union with Italian Somalia five days after independence from Britain. Below are verbatim excerpts of President Silanyo's Speech: "Ladies and gentlemen, I extend my congratulations to you all Somalilanders, both here at the presidency and viewing worldwide on this auspicious occasion of celebrating the day our country attained its independence from its former colonial master Britain 52 years ago. During the lengthily period when our country was a protectorate of Britain, we and other Somali speakers everywhere desired for independence from various colonial masters and yearned for unity in a country that brings all of them together under one administration. This yearning is directly responsible for the union Somaliland entered into with Somalia on 1st July 1960 five days after our independence on 26th June 1960. Prior to this union the British government advised we, strongly, against rushing into any union until such a time as Somaliland stands firmly on its feet as nation with a strong and well established government. The then prevalent yearnings for unity of all Somali speakers made us turn a deaf ear to the British advice. We are all aware of the ills that befell our country from the hasty union we entered with Somalia, a union that took a long time and numerous difficulties especially loss of lives, properties and dislocation of our people to get out of. The entanglement from the union came after a lengthily armed struggle that culminated in Burao where we reclaimed Somaliland's sovereignty in 1991. Following the costly reclamation of our independence and in view of Somalilanders desire for self-rule, we do hereby ask the world to respect our people's decision and recognize Somaliland as a free country with full membership at the United Nations. We do hereby also inform that a lot of interests in the Horn of Africa region are directly tied to stability in Somaliland. Talks is good we always welcome talks that the people of Somaliland and Somalia talk don't we talk here everyday so talking is not a problem but i know for sure that the people of Somaliland made their choice the politicians in Somalia have is either accept and swallow it. Or reject it and than see what happens i prefer they chose the latter So talking is not a problem its more about coming to an understanding Mukulaalow. -

The Outcome of the TFG Somaliland talks in UK BY The Northern Somalia Unionist Movement The Outcome of the TFG Somaliland talks in UK BY The Northern Somalia Unionist Movement Date:25 June 2012 The outcome of the meeting held in London (20-21 June) between the TFG and the secessionist enclave going by the name of Somaliland was supposed to have been grounded on the previous decisions and declarations of previous conferences on Somalia: First was the London conference on Somalia in February 2012 which called for intra Somalia talks on the secession issue. This was followed by the Second Istanbul Conference on Somalia (31st May and 1st June 2012) which, in supporting these talks, explicitly “reaffirmed its respect for the sovereignty, territorial integrity, political independence and unity of Somalia”, a clear message to the separatists that their issue with Somalia could only be dealt within the framework of its unity and territorial integrity. This conference declaration constitutes the base line on which the outcome of the London meeting can be judged how far it met or deviated from it . By all accounts, the secessionists have much to be pleased about- at least for now. Admittedly, nothing substantive was discussed at this first round meeting in London which was basically a preparatory one meant to pave the way for future substantive ones. Unlike normal negotiating meetings between adversaries, this meeting was conducted without a formal agenda, perhaps at the best of the host government and other outsiders playing a role in the meeting behind the scenes. Presumably, the aim was to create a cordial climate to expedite the ensuing substantive talks. All the same, any first meeting between the delegates of the government of the whole of Somalia (including Somaliland) and those from the entity by the name of Somaliland has procedural implication that can not be put under the carpet as a reward for Somaliland to retreat from its hitherto intransigent position and agree to attend the meeting. It was therefore incumbent upon the TFG delegation to raise and settle the question of who the Somaliland delegation represent at the meeting given the divide on the secession issue in the north west region between on the one hand the four unionist clans unrepresented at the meeting and on the other hand the one clan-based secessionist enclave. This procedural prerequisite was brushed aside not by oversight but at the behest of some quarters- if not the host country, then perhaps on President Sheikh Shariif’s instructions as the solo manager of the negotiations, and as one the secessionists had been lobbying in secret clandestine meetings, the last in Dubai. His appointment of the minister of the interior and national security as the leader of his delegation, a man who made no secret in the past of his support for Somaliland’s independence, is indicative of the presidents receptiveness to the secessionists overtures. Seen in this regard, the outcome of the London meeting was predictable. At the end of the two-days meeting, the two parties have claimed satisfaction with its outcome for their different reasons and perspectives. Somaliland claims victory from the meeting since their position that they represent the people of north west Somalia (Somaliland) was implicitly accepted to the extent that it was not questioned or challenged. Indeed, their claim sounds credible since there is no record from the meeting, oral or written, that contradicts this claim. For their part, the TFG delegation consider the London meeting as a victory for Somalia on the grounds that the secessionists, who until now had been deluding themselves that they can get what they want from the international community over the heads of successive moribund transitional Somali governments, were finally forced to bow to the inevitable and sit down with it, as the internationally recognised government for the whole of Somalia, including their enclave. Be that as it may, the claim of victory by the TFG delegation is a disingenuous and empty talk aimed at pulling wool over the eyes of Somali people. Needless to say, this first round of these proposed talks is a triumph for the secessionists given to them on a plate by the TFG delegation. It represents a timely and morale boosting gain which they see as irreversible in future meetings and negotiations. This is a sell-out of the other four unionist clans, their regions and regional administrations in north west Somalia, comprising the Khaatumo State of Somalia, Mahkhir State and Awdal State. The secessionists rightly see President Sheikh Shariif, now in his last days in office but also entertaining re-election and very much in need of votes at any cost, as the one most receptive to their demands. It is in this regard that a meeting between pSheikh Shariif and the leader of Somaliland, Siilaanyo, is scheduled to take place soon in the UAE. Officially, they are supposed to endorse the outcome of the London meeting and agree on its continuation. But more importantly for both sides is what they can offer each other. Siilaanyo is likely to offer Sheikh Shariif the votes of his *** deputies in Mogadishu in return for outright support for Somaliland’s case while he is still in office. While it is difficult to surmise what he can offer, suffice to say that Sheikh Shairiif will jump at any advantageous offer and return the favour even if that means riding roughshod over the laws of the land or trading off its unity. It is ironic that at a time when the international community is supportive of Somalia’s unity and territorial integrity, the greatest dangers to the union are no longer the secessionists now on their last leg but some opportunist leaders of Somalia who may sacrifice it for their own selfish personal political interests. Given that these talks are of such existentialist importance to Somalia’s unity, it is all the more important that they be left to the next Somali government. We hope Sheikh Shariif and his government would heed this advice..
