  14. Somaliland:PRESIDENT ESTABLISHES THE LONG AWAITED RANKINGS SYSTEM IN SERVICE HEIRCHARY A new dawn for the security servicemen,in a double celebration at annual festivity The President H.E. Ahmed Mohammed Mohamoud has established the long awaited ranking system in the security service in the country yesterday at practically a double festivity celebration. He also created three new deputy commanding posts hence named their occupants. The Head of State put the lapels on the shoulders of top military, police and prison commanders on the occasion of celebrating the 19th Armed Forces annual festivals since its inauguration on the 2nd February 1994. It was indeed an overwhelming happy moment for the nation and the security arms of the country which was best described by the President himself. “I am extremely happy to preside in such an occasion (of establishment of ranks in forces hierarchy) during my administration”. The President reminded the audience that it was part and parcel of his pledge during the Presidencial election campaigns that has been realized. A total of 12 commanders were given the new ranks of colonels and above. The President similarly created new posts in the security hierarchy in which he named Ahmed Ali Yusuf as the new second deputy commander of the armed forces. Dahir Ali Wa’ais and Ali Omar Ahmed were also named as the new National Second deputy commanders for both the police and prison forces respectively.

  17. Mintid Farayar;914920 wrote: May I remind you of Mogadishu circa 1991-1992! When the heavy armaments of Siyad Barre's forces fell into the hands of ill-disciplined sub-clan militias. Look at what happened to the most beautiful city in East Africa..... Some might argue that the forces currently under the Federal Gov't in Mogadishu are in better shape but I ask how come they haven't been able to launch a single independent operation on their own without AMISOM? They lack the training discipline and the needed equipment finances and coordination, the current army in Somalia needs to be fully transformed right now you have just some organized militia i just hope hassan knows what he is doing.

  21. Saturday, 02 February 2013 16:11 Legislators approve Airport levy & Security lawBy: Yusuf M Hasan HARGEISA (Somalilandsun) - Every passenger flying into or out of the country will pay a mandatory $10 airport levy. The House of Representatives has approved the Airport Levy and Security Bill at a session with a quorum of 49 members and chaired by deputy speaker Hon Bashe Mohamed Farah. After days of debates the lower chamber of parliament the Airport Levy and Security Bill received approval through 46 yes votes, while two members voted against as another abstained thus allow the bill to be forwarded to Guurti which is the upper chamber of the house for either approval or rejection. The legislator's approval comes after the original draft bill presented by the ministry of Aviation and Air transported saw several amendments made to it by the parliamentary Economy, Finance and Commerce Committee-PEF&CC. If Guurti rejects the bill it shall be returned to the House of Representatives for amendments but if it receives approval by the Elders then it shall be forwarded to the president for signature thus became law. The approval bill legalizes the collection of a mandatory $10 levied on all passengers above 15 years of age upon entry and departure from the country's international airports. While the government has the authority over all services and tax collection at the airports the bill gives the Aviation ministry authority to delegate the services to any entity it deems fit for the duty. The law also gives the Auditor General authority to undertake audit activities as and when necessary as a deterrence against malfeasance by either or both the collector and ministry personnel. Though $10 airport levy charged passenger is now undergoing legalizing procedures it has been in existence for almost two years. When submitting the draft bill to the House of Representatives earlier this month, the minister of aviation upon grilling by members informed that the levy was collected by the National Airport Services and Handling Agency-NASHA, which is a private company. It is therefore expected that the ministry of aviation in pursuit of powers now confer by the law shall once again delegate, but officially this time, the collection of the airport levy to NASHA. On the other hand, and without disrespect to the August house of parliament, the query remains as per reasons behind the never ending quorum of between 32 & 49 in a chamber with a membership 82 honourables. 22. French president to visit Mali this weekend February 1, 2013 -- Updated 1233 GMT (2033 HKT) France: Troops control key Mali airport STORY HIGHLIGHTS In addition to major cities, Francois Hollande plans to visit the historical city of Timbuktu Timbuktu, once overrun by militants, is now under control of Malian forces The French-led offensive to flush out militants in northern Mali started on January 10 (CNN) -- French President Francois Hollande will travel to Mali on Saturday, where his nation's troops have been battling Islamist militants for three weeks alongside African forces. Hollande will be accompanied by his defense and foreign ministers, the president's office said in a statement Friday. READ: Mali plans July elections as it makes gains in battle against militants In addition to major cities, he will also visit the historical city of Timbuktu, which French and Malian troops seized from militants who had controlled it since last year. His office did not provide any other details. READ: French military says troops control airport in key Malian city The visit comes as troops make major gains in the battle to push out militants in northern Mali. France, Mali's former colonial power, is leading the offensive after militants captured the vast northern desert region, raising fears they would turn it into a haven for terrorists. French-led troops now control the cities of Timbuktu and Gao, along with a swath in between that was an Islamist stronghold for almost a year, the French Defense Ministry said. READ: French president on military offensive: 'We are winning in Mali' France sent troops at Mali's request after Islamists seized the strategic town of Konna on January 10. The town is now back in Malian control. Islamic extremists carved out a large portion of the north last year, taking advantage of a chaotic situation after a military coup. They banned music, smoking, drinking and watching sports on television, and destroyed historic tombs and shrines in the region. But with the French-led offensive sending the militants on the run, residents are once again roaming the streets without fear. READ: What's behind the instability in Mali? France has 2,150 soldiers in Mali and 1,000 more troops supporting the operation from elsewhere. West African forces are expected to battle the militants alongside French troops. NATO said it does not plan to join the offensive. "The United Nations Security Council has decided that it should be an African-led mission," said Anders Fogh Rasmussen, the NATO secretary-general. "And this is also a reason why I don't see a role for NATO as an organization in Mali or in the region. But obviously, I welcome that individual NATO allies have taken action and decided to support the French operation in Mali." Malian interim President Dioncounda Traore has said his nation will hold elections by the end of July. READ: U.S. steps up involvement in Mali
