  1. I dont think for the Somalilanders it matters since they want to be their independent republic the Somaliland republic now has 12 regions , but this is more of a concern for those in Puntland and Jubbaland

He is facing some opposition since the last parliamentary elections , people want to reject his rule of power in Djibouti the People's Rally for Progress party wont he majority of the votes and the international observers said it was fair.   5. if you you adopt the 8 regions than that means you have killed clan federalism, because no clan can dominate each of the regions to form a state , so this will not work Puntland and Jubbalanders do not want this.

Nuune HAG are an organization in the west a lobby group similar to the aipac, and they support the interest of the HAG people , people of HAG ancestry in Somalia , there are some accusation that they have influences in the current goverment of Somalia. Not sure if there are evidences the HAG manifesto wanted to create a HAG dominated country from galkacyo to the Kenyan border. Sahal doesn't agree with this and are supporters of an autonomous jubbaland state and Puntland autonomous state.
