Mogadishu (HOL) — Somalia has introduced a new communication device for aircraft flying over Somaliland, replacing the previous system in a bid to enhance air safety amidst escalating tensions. The move comes as Somalia's airspace faces significant challenges regarding air authority and communication protocols with aircraft. According to reports by the BBC, the Civil Aviation Organization of Somalia announced changes in communication procedures with aircraft traversing Somaliland due to safety concerns. advertisements Ahmed Moalim Hassan, Director of the Somaliland Civil Aviation Authority, confirmed to the BBC that the new device, a satellite phone jointly owned by airlines and the Somali air traffic control office, has been implemented. This device will be used by air traffic controllers in Somalia. "The new satellite phone system has performed well, alleviating our concerns about air safety. Aircraft operations remain unaffected," Ahmed informed the BBC. The introduction of this new communication system aims to address the challenges faced by aircraft flying over Somalia, enhancing efficiency and safety measures. Meanwhile, Somalia clarified that the satellite phone communication system is solely employed for flights within Somaliland's airspace. The country mentioned it operates three communication systems for aircraft: VHF, satellite phone, and an internet-based device for message exchange. The VHF radio has been removed from service. In response to these developments, Omar Sayed Abdilahi, General Manager of the Aviation and Airports Authority of the self-proclaimed Republic of Somaliland, emphasized Somaliland's autonomy in managing aircraft operations within its airspace. "We are solely responsible for aircraft operations in Somaliland and have no affiliation with Somalia," Omar told the BBC. However, Omar accused Mogadishu of persistently disrupting Somaliland's airspace, calling for a resolution to the matter. In a similar vein, Ahmed Macallin accused Hargeisa of interfering with aircraft communication while airborne. The implementation of this new communication device marks a significant step in addressing air safety concerns over Somaliland's airspace amidst ongoing tensions in the region. Since the federal government of Somalia assumed control of the country's airspace in late 2017, this development signifies the first significant change in communication protocols amidst regional tensions in the Horn of Africa. The tensions escalated following an agreement between Ethiopia and Somaliland, granting Ethiopia a 20 km coastal area to construct a naval base. Ethiopia, UK signed an MoU over Somalia-Ethiopia border security Saturday February 24, 2024 Ethiopia and the United Kingdom on Friday signed a memorandum of understanding (MoU) “Enhance Peace and Stability in the Kenya-Somalia-Ethiopia Border” The Ministry of Foreign Affairs of Ethiopia (MFAE) said it “aims to boost the resilience of communities across the Ethiopia-Kenya-Somali borders to the drivers of violent extremism.” advertisements The agreement was rather done in a low profile representation as opposed to one that was signed between Ethiopia and Somaliland which was signed by leaders from the two countries. On the Ethiopian side, Ambassador Jemaludin, Deputy Director General of the Africa Department within the Ministry of Foreign Affairs, signed it. On the UK government side, Ambassador Darren Welch, British Ambassador to Ethiopia, signed it “in a ceremony held on the premises of the Ministry of Foreign Affairs of Ethiopia,” as the Ministry of Foreign Affairs reported on its social media page. It seems that the border security agreement was signed within the context of threat from Al-Shabab but Kenya was not a party to this MoU agreement. While the agreement is concerning “Kenya-Somalia-Ethiopia Border,” Kenya was not a party to it. However, Kenya had signed an agreement with Ethiopia this week. Somalia is not party to the agreement either. “The two sides [Ethiopia and UK] expressed their commitment to working together to reduce the threat posed by Al-Shabaab in the region,” said the news update from the MFAE. Early this month, at least six Ethiopians were killed along the Ethiopia-Somali border town of Balad Hawo in what appears to be a retaliation measure against the Ethiopia-Somaliland MoU Agreement which was signed on January 1, 2024. Step up the game for abiye though this seems bad because he will lose income from the eu for their troops in Somalia . How ever the question we should ask our selves if the Ethiopians leave who is going to fill the vacuum so far abiye seems not willing to back down with the mou with somaliland and so is biixi. For abiye securing a sea out post is far more significant then anything for he wants to join the hall of all greats of Ethiopia like Haile sellasie who secured eritrea during the 1940s. Or menelik who kept the Italians away from Ethiopia. His biggest struggle will remain the Amhara but he has a strategy to strangle them using both his galla forces galla extremist and the tigrayans on the other part they seem to be close , if he just can keep on isolating isias not messing with his plans against Amhara then he will live another day . Another game changer is the Turkish involvement on the side of Somalia Turks have also good ties with Ethiopia. If they can manage to bring hassan and abiye together to compromise on. Something hassan biggest issue is Ethiopia recognition for Somaliland if the Turks convince the Ethiopians to back down on that . Part of the deal and sign a new deal with Somalia to get access to the sea via Somalia with a similar lease agreement . Hasssan will take it though this would mean that the Ethiopians still get their sea but hassan gave the Turks 10 year deal for nothing since there won’t be a threat u never know maybe Ethiopians will come back and later claim lands in Somalia u never know with Ethiopians in this scenario though Somaliland will be the loser and relations with bixi and abiye will go bad . But the question is do the Ethiopians want a sea out let from Somalia they prefer the golf of Aden and the Red Sea all in all this can all end of Somalia and somaliland sign deals among themselves but that is unlikely knowing Somalis and being stubborn no one wants to blink and see the the bigger picture . we should also not forget the hand of the use

The consultation forum, facilitated by the Federal Institute of Justice & Law, provided a platform for detailed analysis and discussion on the legality of Ethiopia’s quest for access to sea. A paper detailing the legal implications of the MoU in the eyes of international law by Wondmagegn Tadesse (PhD), a law professor from the Addis Ababa University (AAU) was the centerpiece of the discussion. Tadesse’s paper delved into the intricate facets of Ethiopia's engagement, shedding light on the nation's legitimate claim to a port. Legal experts suggested insights into the international legality of this accord, assessing its implications and adherence to legal norms. Ethio-Somaliland MoU was thoroughly examined through the lens of international law. A plethora of experts have time and again suggested that Ethiopia’s peaceful quest for fair and reliable commercial-military access to the sea is legitimate in terms of international law and aimed at preemptively averting economically driven crises that could threaten regional stability. International law grants all landlocked countries international legal right to obtain reliable access to the sea. Suggestions were made regarding the necessity of establishing mechanisms to exercise this fundamental right.//

Though relations between geele and bixii became a bit tense after the MOU how ever they are not as bad as it seems the Somaliland diplomatic office is still intact in Jabuuti and nothing change there . Geele just wants to be assured that the Ethiopians cant build or have a port of their own in Somaliland . Though Muuse said that the ethiopian will not build a port but will use berbera but the lease is only for their navy. But the Ethiopian version of events claim they have been given land to build a port a bit of a confusion there lets see how it goed SL team of negotatiors are going to addis ababa the next coming days to talk about the mou and the finer details
