Che but this is a permanent goverment not a transitional one it doesn't have much control on the ground domestically its still disorganized but its still regarded as the legitimate of government of Somalia.There is also a parliament and they have to approve what ever agreement the 2 sides agree on in the near future. The implementation on the ground will be a bit difficult but they still could agree, not saying SL and Somalia will agree any time soon but there is still a chance as long as the talking continues.

Turkey’s Contribution to Efforts to Overcome Problems between Somalia and Somaliland 13.04.2013 President Abdullah Gül met with President Sheikh Mohamud of Somalia and President Ahmed Mohamed Silanyo of Somaliland at the Çankaya Presidential Palace. During the talk among the three Presidents, which was held at the invitation of Turkey, the “Ankara Communiqué”, which aims at overcoming the existing problems between the Federal Republic of Somalia and the Republic of Somaliland through dialogue, was signed. The three Presidents discussed how to overcome the current conflicts between Somalia and Somaliland, reviewed Turkey-Africa relations which have considerably gained momentum in recent years and tackled other regional issues during their talks which Foreign Minister Ahmet Davutoğlu also attended. This meeting between Presidents Gül, Mohamud and Silanyo is regarded as the first step toward the resolution of the existing problems between the two African countries by means of dialogue and good will. As part of this objective, the “Ankara Communiqué” was signed. The three Presidents underscored that Turkey’s contribution to this dialogue process between Somalia and Somaliland will continue and they also decided to hold another trilateral meeting in Istanbul within 90 days. President Mohamud of Somalia, who took office in September, 2012, had paid his first foreign visit to Turkey in December last year.

Ankara Communiqué 13 April 2013 Following the meeting at Chevening House (UK) of June 20-21, 2012 and the Dubai (UAE) of June 28, 2012, President Hassan Sheikh Mohamud of the Somali Federal Republic and President Ahmed Mohamed Silanyo of Somaliland Government met on 13 April 2013 in Ankara. The meeting is hosted by the Government of Turkey at the request of the two parties. The purpose of this meeting is to reopen the dialogue after the change in the leadership of the Somali Federal Republic, and to establish a way forward for the dialogue. The two parties: 1. Expressed their commitment to the continuation of the Dialogue. 2. Endorsed the content of the Chevening house Declaration agreed on 21 June 2012, and the Dubai Statement signed on 28 June 2012. 3. Stated that the Dialogue is between the Federal Government of Somalia and the Government of Somaliland. The international community that is supporting this process will only provide facilitation when is needed. 4. Agreed to encourage and facilitate International aid and development provided to Somaliland. 5. Agreed the need to consolidate a cooperation on security sector through sharing intelligence, training as well as sharing scholarships for security sector professionals in order to become more effective in the fight against terrorism, extremism, piracy, illegal fishing toxic dumping, maritime crime and serious crime. 6. Proposed to meet within 90 days in Istanbul at a date later to be agreed by the parties. 7. Agreed to refrain from using any inflammatory language and any other act which may put the continuation of the Dialogue at risk.

STOIC its a process it also shows the international community that Somaliland is willing to hold talks with Somalia, and that its very flexible to clarify the future relations between the 2 sides. The top Turkish leaders president gul and erdogen were present at the press conference the 2 president held after the conference. If Somalia gets millions of dollars in aid , than Somaliland get its bilateral aid equally shared since Somaliland doesn't get much aid from the world only from Denmark and Britain.The Koonfurian brothers just need some time to let it sink the idea of Somaliland particularly their leaders. Since 5 decades ago the agreement between SL and Somalia was quickly signed this time it takes a little bit more time to agree on a final settlement.

Its a process Che this was the first ever official meeting between Somalias permanent goverment and Somalilands government, ofcourse they wouldn't agree on the first meeting. But its going some where as long as there is a will to continue these talks i am optimistic they will agree in the near future.

Turkish foreign minister meets presidents of Somali and Somaliland. ANKARA Turkish Foreign Minister Ahmet Davutoglu met with Somali President Hassan Sheikh Mohamud and President of the autonomous region of Somaliland Ahmed Mahamoud Silanyo in the second round of talks mediated by Turkey in capital Ankara. Davutoglu gathered with Somali President Mohamud before the two joined Somaliland President Silanyo in a trilateral meeting, which was held behind closed doors. Turkish diplomatic sources close to the meeting have said talks -- the first at the presidential level -- were aimed at devising dialogue channels and keeping them open to work out problems between Somalia and the autonomous region of Somaliland. The two presidents were also scheduled to meet with their Turkish counterpart Abdullah Gul as well as with Prime Minister Recep Tayyip Erdogan. Somaliland, a former British colony, declared in 1991 independence from the Federal Republic of Somalia proclaiming the Somaliland Republic, which has been internationally unrecognised since then. Somaliland FM calls for more cooperation with Somalia ahead of tripartite Ankara talks Featured Somalia’s autonomous Somaliland region Foreign Minister Dr. Mohamed Omar has voiced optimism ahead of proximity talks between Somaliland and Somalia that is set to be hosted by Turkey on Saturday, calling for increased cooperation on the issues of security and the fight against terrorism between the two governments. “First of all, I hope the two sides will express their commitment to the continuation of the talks,” Omar voiced his expectation from the talks during an exclusive interview with Today’s Zaman on Friday, as he underlined the significance of meeting with the newly elected government of Somalia formally for the first time since September’s elections. Somaliland unilaterally declared its independence as a de facto sovereign state in 1991 after a coalition of clan-based armed opposition groups ousted the nation's long-standing military government. The area is internationally recognized as an autonomous region of Somalia. Omar also said the two governments were expected to take some further steps towards resolving some of the conflicts and issues that have been the main difference between the two sides. “I hope that the two sides [somaliland and Somalia governments] will not stand on the way of each one’s development plans and security and the two governments will cooperate more actively on the issues of mutual interest. I also expect the two sides to decide on tangible and practical cooperation on the ground which will allow both sides to fight much more effectively against terrorism and people who are going to harm regional security,” added Omar as he said solving security problem could be one way to come out of the disagreements between the two sides. A statement the Turkish Foreign Ministry released on Friday said Somali President Hassan Sheikh Mahmoud and Somaliland President Ahmed Silanyo were due to visit Turkey on Saturday. The statement added that Turkey will continue to lend its support to finding a peaceful solution to the problems between Somalia and Somaliland through dialogue. Turkey might be best place to bring leaders of Somaliland and Somalia closer' The Somaliland foreign minister said he was hopeful about Turkey’s part in the talks, adding that the Turkish government could play a crucial in improving relations between Somaliland and Somalia due to Turkey’s historical link with the people of Somaliland. “I think that it will also be very helpful due to the fact that Turkey is a very neutral country supporting both the people Somaliland and Somalia in their own development. Therefore, Turkey might be the best place in terms of bringing the two sides closer and helping the two sides to solve their differences,” added Omar. Silanyo visited Turkey in mid-March to have talks with Turkish officials, including Davutoğlu, who pledged to increase aid efforts to Somaliland. During his visit, Silanyo was also scheduled to meet with Erdoğan; however, the meeting had to be canceled due to Erdoğan's poor health. During the talks, Davutoğlu also pledged to continue his support for the reconciliation, stability, prosperity and development of Somalia, according to a diplomat who spoke to Today’s Zaman on the condition of anonymity. The Turkish foreign minister also emphasized Turkey's commitment to the integrity of Somalia, said the diplomat. Commenting on the development between Turkish and Somaliland ties following Silanyo’s visit last month, he said the president’s visit brought along high ranking visits from Turkey to Somaliland since then. “One of top leaders of Turkish International Cooperation and Development Agency (TİKA) has recently paid a visit to Somaliland with huge assistance. There are also plans on the ground for a number of other development opportunities in Somaliland in cooperation with the Turkish government,” he added. Turkish Foreign Ministry office to be opened in Somaliland Omar also announced that the Turkish foreign ministry officials and officials from Somaliland were working on opening an office of Turkish Foreign Ministry in the autonomous region’s capital city Hargeisa. He added that he expected the office to be opened in the upcoming months. “A key element [to improve bilateral relations] is to have a clear point of contact between Turkey and Somaliland,” said Omar underlining the importance of the Turkish office and added,” Once there is a Turkish office in Somaliland and a Somaliland’s office in Turkey, those two offices will help the coordination of the bilateral relations in the areas of economy, development and investment. The Somaliland foreign minister also stated that a Turkish Airline from İstanbul to Hargeisa was expected to be launched once the Hargeisa airport is completed in June. He said Istanbul-Hargeisa flight has the potential to take relations to a different stage. 'Security of Somaliland allows Turkish investors to come and invest in' “Somaliland has rich natural resources, including natural gas, petroleum and minerals as well. It is a key area where we are looking for Turkish investors. We also have huge potential in fishing industry and that is another area we are looking for Turkish investors,” noted Omar. He added that currently Turkish companies were exploring petroleum in the areas, yet investors to fishing industry were also expected from Turkey. Omar added that Somaliland has huge fishing deposits in its seas which are underutilized. “I think that a key area where Turkish investors and Turkish technology can help us explore those resources and export them to international markets,” he added. When asked about the situation of security in the area, Omar said Somaliland has been secure and stable for quite a long time. No statement was released after Saturday's meeting between Somalia's Hassan Sheik Mohamud and Ahmed Silanyo of Somaliland. Somalia wants Somaliland to be part a united country. But the territory, which declared independence from Somalia in 1991 and has been a haven of relative peace amid the chaos and bloodshed in the country's south, is seeking international recognition. The international community is urging the sides to find a negotiated solution. Silanyo's office has said the talks would focus on co-operation, including the fight against terrorism and piracy. Turkey, which hosted the meeting, has been providing emergency relief and development aid to Somalia and enjoys close ties to both sides.
