But a leaked United Nations report has warned of ‘high level and systematic abuses’ by Somali government officials who have passed weapons and ammunition to Al Shabaab – the Al Qaeda-linked Islamic fanatics behind last year’s Kenyan shopping mall massacre in which 67 people died. British aid to Somalia is already channelled through charities and agencies, rather than central government, in a bid to sidestep rampant corruption among officials. A separate study revealed that many of these organisations have been forced to hand over large sums in ‘protection money’ to Al Shabaab to be allowed to work there – even during the drought and famine of 2011 when nearly 260,000 Somalis died. And nearly £500,000 of British aid and supplies has previously been stolen by Al Shabaab militants. The revelations last night prompted MPs to renew calls for a portion of Britain’s £11billion international aid budget be diverted to help flood victims in the West Country and the Thames Valley. More than 290,000 people have now signed the Daily Mail’s petition urging the Government to raid the aid budget to help pay for the clean-up. Ian Liddell-Grainger, the Tory MP for flood-hit Bridgwater in Somerset, told the Mail: ‘This is new evidence of what many MPs have warned about for years – that our aid money ends up in the wrong hands. ‘There are a lot of countries where we shouldn’t be sending aid because we’re not helping the locals and often the money finds its way to despicable people. We need to remember that charity begins at home. There are people in need here.’ Stewart Jackson, the Tory MP for Peterborough, said: ‘Taxpayers are willing to support overseas aid if it goes to deserving people. But when it goes to Third World kleptocrats and terrorists they will be concerned. We need a reassessment of aid when there are pressing priorities at home.’ Somalia was plunged into lawlessness after President Siad Barre was overthrown in 1991. However, International Development Secretary Justine Greening has said Britain is forging a ‘new and special relationship with Somalia’ and must fund it to stop it slipping back into ‘terrorism, famine and insecurity’. The Prime Minister also hosted an international conference in London last year, in which he pledged to help the country rebuild its security forces to tackle insurgents. Mr Cameron said: ‘If we ignore it we will be making the same mistakes that we made in Afghanistan in the 1990s. I’m not prepared to let that happen.’ A Department for International Development spokesman said: ‘This report provides absolutely no evidence that any UK funds have gone to Al Shabaab. ‘DfID works in Somalia because creating a more stable and prosperous world for the UK means tackling the causes of poverty, disease and terrorism at the root.’

  3. This is just a symbolic gesture but in reality he cannot survive with out the African union troops . This is just to show to the residents of Mogadishu there is hope and its good but in reality its far from the truth. The Amisom forces are much and much more affective than Somali bodyguards. Somali troops were struggling to protect the interior of villa Somalia Abdiweli need to be careful what he does, but I believe this is just for the media and he knows better.

What will be interesting is that what will cabdi cawar do when khatumo tries to hold a conference in taleex about their khatumo , how will he approach that , Somaliland is just going to watch it khatumo will serve as a bufferzone. faroole attacked them in taleex , what will cabdi cawar do is the question. The situation is much more complex that u lot think there is a reason why puntland leaders were scared to death to talk about the sool region ,even cabdi cawar hardly talks about it. he talks about unity of his people, but not about sool.

I believe the Foreign policy of Kulmiye for the first time is heading a real direction they have a strategy with the talks with Somalia and on one side engagement with the international community and a 3rd creating a strong basis for economic diplomacy with international companies. Somaliland is bypassing the African union because its a waste of effort its smarter to directly deal with their superiors the European union particularly the French. On top of that the Somaliland development fund and the Somaliland development corperation to bypass allot of restrictions. Long live Somaliland and its people.

Many people want to adopt the convention of dispatching these inconvenient fact to the past memory hole, but unfortunately today South Somalia is unable to free itself from the narrowness and shortsightedness of the above three points. One only needs to read the current report by the UN Monitoring group and see how South Somali politics is toxic and confusing. It is as if some in the administration are going about their illegal business with a brazen assurance. Corruption, I came to realize, is too frail a word for what is happening in South Somalia. The greatest crack in the pot was exposed recently by UN Monitoring group report to the Security Council. The most startling point of the report was the funneling of weapons to Al-shabab by some in the current administration. This makes you wonder if the weapons are funneled to Al-shabab, with whom, or what, is Hassan administration at war with? It is as if there is innumerable termite boring away the foundation of these make-believe-government while the international community covers it with corrugated sheet on the exterior! I’m actually questioning now the assumption that President Hassan sheikh administration is genuinely engaged in tackling insecurity in south Somalia. Pesky Al-shabab As recent Al-shabab attack on February 21st so vividly proved, Mogadishu is not back to normalcy yet. The sad truth, which surely most Somali knows, is that Al-shabab believes in divine sovereignty and express deep frank disdain for popular secular governments. One can understand why Al-shabab’s religion/political movement bent on social and moral reform can appeal to many poor folks. After the recent attack by Al-shabab, President Hassan Sheikh first address was not to Somali people, but to UN special representative, Nicholas Kay. The leaders of Al-shabab saw this as an open goal and took to the air to convince the people how the foul claws of western imperialism have clutched at the heart of Somali government leaders. They opted to use their warped religious justification and interpretation in wooing more support for their corrupt views. Despite Somali government having borrowed muscles of African Union, they still even lose the propaganda war to Al-shabab. 29-Al-Shabab-AFP-GettyThe African Union military response to Al-shabab didn’t achieve success beyond sporadically securing one main road in Mogadishu. It is in this moment, where Somali people are facing many undercurrent that are pulling them left and right, that Al-shabab takes advantage. The recent bold growth, proliferation, and increasing sophistication of Al-shabab will pull the country back to the drawing board. To attack the problem, I think Somalia president should embrace the advice of columnist, Faisal Roble in involving the security apparatus of regional states like Puntland. A better ameliorative measure will be to reduce the effect of Al-Shabab by turning the public against them. Indeed if there is a secret to speedy recovery, it rests primarily on the help of all Somali stakeholders. It is hard to imagine a solution to Al-shabab without regional governments working together in support of their mutual interests!Somaliland has been lucky since 2008, but that doesn’t mean Somaliland has any superior tactics to curb terrorism. It is just that Somaliland citizens decided not to accommodate a group that finds Islam not restricted to personal piety, but a comprehensive ideology that encroaches on political and public life. Enemy Within By now, most thoughtful people would take the UN report as self-evident. I was surprised to read tweets of a very prominent Somali opinion writer dismiss the UN Monitoring report as a Western alarmist sensational report. So much for a fecund imagination! Often I feel the most useful perspective of Somalia is one of neurotic. Everyone supports institution building only if it confirms to their narrow interest. Whether you see the report as sinister or ridiculous, the facts are clear. You have a government that have grown insensitive to running a clean government! One only feels that not only South Somalia is suffering from insecurity, but that the entire administration is decaying layer by layer. So far current Somali government administration has been schizophrenic and not able to create an environment that support a vision that includes reconciliations, accountability, and forgiveness. It is as if they’ve grown insensitive to their misery. It doesn’t take much brilliance to realize that there is a big problem in Villa Somalia. It would take time and great effort to try to reverse this injurious report. More and more, if you look at the record of insecurity in Mogadishu, the yearning of security by the president circle is one bad joke! Since the war against Al-shabab has serious international implications it goads the international community – for the danger it brings to the rest of the world-to funnel more money into the coffers of Somali leaders. The very nature of these circumstances makes me suspect whether Al-shabab attacks spring from the same source that it attacks. Invisible Horizon of United Somalia As the open-ended dialogue continues between Somalia and Somaliland, the elegiac lament for Somalia unity is only a dream for now. Currently, South Somalia can’t reasonably expect to live in a perfect harmony with itself. Although as a Somali, I find comfort in believing that all Somalis will be better off with a united Somalia, I’m afraid to admit the current State of Somalia is too uncertain to provide that elusive unity! It would come as no shock to acknowledge at this point, in rather a scornful tone, that I’m against the ways of Mogadishu politics! I’m not optimistic or positive about the prospect of Somali unity at this time, if anything I believe Somalia will vitiate and encumber the little progress made by Somaliland. Yes, I understand why some would argue that Somaliland is one clan project, but I beg to differ. In spite of its many flaws, however, Somaliland has provided a maximum opportunity for its citizens to exercise the freedom of self-determination-that is, they decided to live under laws of their own choosing. In the world of today no one people will take occupation as a sign of complacency. Many of the clans within the borders of Somaliland are happy to have Somaliland flags hoisted in their cities. Now, whether this is due to pressure from outside or within is yet to be seen, since they have not been presented with a feasible alternative to Somaliland. No one person residing in Somaliland and subject to its laws can be denied the rights that are available to others. Somaliland fostered the development of its people more fully than Mogadishu adminstration could feasibly present at this time as an alternative. The establishment of Modern Somaliland-the creation of political legitimacy and creation of sense of national identity- didn’t come all at once. If anything it was a long route with occasional divisive and subversive political orders. But today Somaliland is at a place where it cannot be overpowered and swept aside by emotional rallying cry of Al-shabab. To understand why it is reasonable for Somaliland to commit itself to political equality among its citizens, one needs not to look no further than South Somalia, and see what is in store if they dare not free themselves from narrowness and shortsightedness of tribal identity! One can prognosticate what the future for Somaliland would look like if they dare try to entertain the woeful bleak politics of Mogadishu. Somaliland is a place where burlesquing of president by a television station is the big story of the week. They should bristle at the suggestion of being told they have the same priority as an administration with insecurity problems like Mogadishu. The international community always insisted that the antidote to Somali crisis is to pump more resources into Mogadishu only, but that has shown to be flawed. One is reminded of the golden rule “he who has the Gold makes the rule” .Unfortunately, the international community gave the gold to the wrong team. Yet, nothing could illustrate more vividly the visible failure of Somalia than what is happening in Mogadishu today. Although, the relation between Somalia and Somaliland is extraordinarily complicated-Since neither side wants to cede ground over their political differences-one area they can be of help to each other is deterring Al-Shabab! Whether tomorrow produces a new engagement with Somali politics and abiding reality of insecurity-or a continue reluctance to address such reality-would in large part determine the fate of Somalia!   14. Hawdian u are correct the longer Somalia and Somaliland relations remain hostile due to Somalias claim over Somaliland the badder the relations will be in the future. Because Somaliland will always be reminded how Somalia kept on claiming SL against the will of its people and government. But Somaliland could have actively play a role in Somalia peace efforts and defeating Alshabaab i mean a real effective force it could reconcile the warring Somali factions it could have a balancing voice in IGAD which could be in favor of Somalia. Somaliland could have easily advocated a home grown solution for Somalia where it play an active role in it and keeps away external factors such as Ethiopia Kenya out of it. But the koonfurians most of them are short sighted and never think of the long term of their people in Somalia and its relations with Somaliland. Somaliland has effective security forces who have been trained and can easily fill the vacuum in places in Somalia it could easily be a boost for Somalia intelligence services. If Somaliland was recognized 15 years ago today Somalia would be peaceful Xabashi invasion could have been avoided in 2007. In 2006 sudan failed to bring the ICU and Cabdilahi Yusuf together i can bet my money on it that Somaliland could have reconciled the TFG and the ICU. Even today it could easily bring Ahmed Godane and Hassan sheikh to an agreement but before Somaliland can actively meddle in Somalias affairs first the 2 countries need to restore relations. Are the koonfurians willing to make such a sacrafice for Somalias peace and stability and prosperity in the future. Ethiopia will never ever bring Somalis together it will try to maintain the current status that Somalis remain all but enemies to each other and can never form blocks or make deals between them selves Ethiopia wishes to be the mediating factor of all affairs in Somalia. Ethiopians are smart they capitalize on Somalis and their distrust and leaders who have no national unity. Lol who is going to impose economic sanctions on Somaliland , the international community lolz the international community even supports Somalia and Somalialdn airs space agreement i believe Somaliland is in better shape than it was few years ago in terms of the international community , the ic wants a solution for the Somalia and Somaliland dispute. Somaliland told the United nations no UN flights to hargeisa where were the sanctions Somaliland told Britain we are not attending the London conference last year where are the sanctions if it is one thing Somaliland leaders only work for Somaliland and its interest and care less what the Europeans say about Somaliland heck even daahir rayaale told US officials he is not going to attend their meetings in Washington because its not inline with what Somaliland stands for. What has Somalia to offer Somaliland thats the question u should ask your self is Somalia richer than Somaliland is it more economical viable , a federation has to benefit both, even in the 1960 we never thought about the economic gain of both the 2 states. But we were more focused on the ethno nationalism. I mean if you said let Somaliland become part of the European union i would say yes but why Somalia if we already agree that language should not be the basis of forming a nation state or working together it makes things easy , but it doesnt make it better for Somalilanders. Lets say oil is found in Somaliland why would Somaliland share it with Somalia , lets say Somaliland Economy will progress in the next 20 years why would Somaliland share that with Somalia, Would the US share its wealth with Canada on the basis of speaking the same language? If you consider Somalilanders ur brothers u should support your brothers and let them live side by side as neighboring sovereign nations who can cooperate on shared interest in the regions. Would Iraq share its wealth with the sham nations its all about the nationality of a nation and what is good for the people of any other particular country.

First you should not ask rhetorical questions first there was never an awdal region before 1983 Somaliland consisted of 2 regions and Somalia six regions the 2 merged on the basis of common language and to some extend traditions. But the former defunct Somali republic is the primary example that basing a nation or a republic a nationality based on a language was destine to fail. Why force The Somali speaking into one nation why put all your eggs in one basket? Its not like the union made both Somalia and Somaliland shine the 2 nations were regressing we have wasted to much time chasing this dream to bring the Somali speaking together either by force we should let nature be nature. No i am saying i am not saying a person from Mogadishu is claiming hargiesa as his own , but the concept of nationhood what binds Mogadishu to hargeisa other than the former failed union our fathers created. The union is neither here or there today in 2014. I was making an example a person from jabuuti claiming hargeisa as part of jabuuti would make more sense to reer Somaliland. The Brits the Italians and the french are gone why didn't Djibouti unite with Somali republic why is Somaliland adamant on its statehood there are no brits italians of french or other Europeans enforcing it on them. What does Somaliland got to gain prosperity progress more development if Somaliland was 22 years a success with little or no resources what can it achieve when it becomes a member of the international community, the Somalilanders have shown that they dont need Somalia or any other country to be successful they have a long way to go but they will get there. The question is what is there to gain in Somalia do they have enormous resources do they have a tiger economy what can Somalilanders benefit from Somalia i prefer Somaliland to make a union with the European union or Germany instead with Somalia speaking the Same language is a weak argument the Arabs would not have 23 states if language was a main factor to unite and form one republic. The Albanians and kosovans would be united if there is no willingness shared interest shared economic interest there is no need for to unite or even shared values or political culture to make the union work, its like a company when they start their partnership. So my point is if Somalia and Somaliland were never united historically other than being interlinked by a common language and religion but never shared a state a country government historically. The union created in 1960 was easily undermined and thats why it only lasted for 30 years. Today Somaliland is almost 23 years in 8 years time Somaliland independence will exceed that of the union. And in the future the 30 years of union will only be viewed as negative part of the history even if we remove the 10 year liberation struggle from 1981 to 1991. The Union only lasted for 20 years and Somaliland fighting for separation is much longer from 1981 to now.
  19. Before the British there were the Egyptians ottomans who used similar boundaries and before that there was the Adal empire which included some segments of Ethiopia and Djibouti. The issue is my friend that Somalia and Somaliland were always two distinct political entities despite Somali speaking communities crossing the border and warring the 2 never shared a nation or a country before 1960. I dont care if it was deliberately done or undeliberately it was done any case which gives the people the right to determine their own future there is nothing they benefit from Somalia no economy the economies even during the union were never connected and today Somaliland is missing out 100s of millions of dollars of investment because of the ill conceived union. Djibouti today claiming hargeisa makes more sense to the people of Hargeisa than Mogadishu claim over Hargeisa, the new generation of SL will never grasp why a person of Mogadishu would claim hargeisa to be from the same country actually historically Djibouti claim over Somaliland would make more sense both Somaliland and Djibouti were ruled from Seylac at some time of the history. You are neglecting the fundamental issue in the dispute between Somalia and Somaliland you are comparing Somaliland to garowe while Somaliland is equal to Djibouti and NFD and the Somali region the flag tells us that Somali wa shan shanta Somaliyeed was the goal since when did garowe became equal to Somaliland. There was nothing called Somalia before the italians came why do you call the country Somalia , Italian Somalia. All of Africa was sorted out by the Colonialists heck its even enshrined in the African union treaties that Africa should not change the colonial borders so Somaliland case has a very good case, and is not creating a new nation but merely revoking from the union they made actually the failed union defied the African union treaties. I just hoped that the African union was set up in 1960 instead of 1963 the African union should have stopped the union of Somalia and Somaliland in 1960, but its not all lost god willing we will tear apart that union in the eyes of the world and the world will be our witness no matter what the cost no matter how long it takes, inshallah.

Cold War rivalries, civil war and tribal conflicts have produced staggering humanitarian suffering and a dangerous breeding ground for terror. While the world’s attention has focused largely on Somalia as the source for much of this instability, there is a good news story in the Horn of Africa that goes largely unnoticed: Somaliland. In June 1960, Somaliland gained its independence from Great Britain and was recognized as a sovereign state by 35 nations, including all five permanent members of the U.N. Security Council. Five days later, the government of Somaliland chose to unite with Somalia to create a “Greater Somalia, uniting all the people of ethnic Somali origin.” But this union was an unqualified failure. The central government in Mogadishu brutally repressed the people of Somaliland, killing 50,000 of its citizens, displacing another 500,000, bombing its cities and laying over 1 million land mines on its territory. In 1991, the people of Somaliland convened a Grand Conference, revoked the Act of Union and declared the independent Republic of Somaliland based on the borders of the former British Protectorate of Somaliland. Most importantly for the United States, Somaliland has been on the right side of all the important issues. Our government stands four-square with America in the fight against terror. We rigorously enforce the U.N.’s arms embargo against Somalia and readily share threat information. Somaliland has cleared its coastal waters of the scourge of pirates by aggressively apprehending and jailing them. Internally, we have demobilized clan militias and integrated them into unified police and military forces. Economically, Somaliland is a haven of free-market policies and entrepreneurship. With a per capita GDP of $350, Somaliland ranks ahead of Tanzania, Eritrea and Ethiopia. Many government services such as vehicle licensing, are delivered through the private sector. The port of Berbera provides a lucrative transport hub for trade with Ethiopia. Somaliland boasts a highly competitive telecoms industry, offering mobile and landline services that are among the cheapest in Africa. Foreign direct investment is growing. Coca-Cola (NYSE: KO) has opened a $17 million production facility to supply soft drink, water and juice products to the region. Canada’s Nubian Resources Ltd. is currently prospecting for minerals -- energy, power and infrastructure projects are also high priorities. It is time the world recognized Somaliland as a sovereign, independent state. Our region occupies territory where global social, political and economic fault-lines converge. Non-recognition prevents Somaliland from participating fully with international partners to confront these shared challenges. Without the permission of Somalia, navies cannot use our ports to fight piracy. Interpol and foreign governments cannot work with our security services to combat trafficking of people and banned goods. Recognition would significantly enhance our ability to coordinate with international and governmental financial institutions to prevent illicit money flows. International institutions need a sovereign partner to work with to confront serious environmental issues. International recognition of Somaliland would also send a powerful signal to the rest of Africa and the world. To quote a 2001 report by the Brenthurst Foundation, a Johannesburg-based think-tank, “At a time when ‘ungoverned spaces’ have emerged as a major source of global concern…, it is deeply ironic that the international community should deny itself the opportunity to extend the reach of global governance in a way that would be beneficial both to itself, and to the people of Somaliland.” Far from undermining security, recognition of Somaliland would enhance state capacity and strengthen regional stability. Until now, Somalia steadfastly refuses even to broach the subject of an independent and sovereign Somaliland. This is unfortunate. We offer a credible example that stable, peaceful, and transparent democracy can succeed in the Horn of Africa. My government is committed to playing a responsible role in international affairs and we will struggle, peacefully, to gain our rightful place on the world stage. We look to the United States, as the paragon of human rights and responsible governance, for support. Formal recognition of Somaliland’s independence not just the right thing to do, it is the smart thing. The Killings in the 80s is just one factor but there are so many factors that led to Somaliland re declaration of its independence from injustice to the 1960s to Somaliland region being neglected and that Somaliland identity as a nation gained independence like any other nation in Africa is being equated with the mere regions of Somalia and on top of that the people of Somaliland rejected the 1961 constitution. And that the Somalia leaders the late siad bare and all the others all gave up on greater Somalia they day they recognized the Somali region as part of Ethiopia in 1988. Why Should Somalilanders fought for greater Somali when the Koonfurians gave up on greater Somalia. The SNM rebels wanted to restore the union on the basis of the 2 states in 1960 it fell in deaf ears and the people of Somaliland said maxa ba ina daba socodsinaya gooyaa gooya gooya they chanted and so it was declared the people were fed up.
