CREDIT / SONNA Mogadishu (HOL) — The federal government has issued a strict order requiring all remittance companies and businesses operating in Somalia, explicitly addressing Paysii, Dahabshiil, Jubba Express, and other financial institutions, to eliminate any references to "Somaliland" from their websites and financial services. The memo, aimed at reinforcing Somalia's territorial integrity, will take effect on September 1, with violators facing legal consequences under Somali law. The Ministry of Commerce and Industry, in a statement released on Saturday, emphasized that the use of "Somaliland" undermines the sovereignty and unity of the Federal Republic of Somalia. The ministry warned that companies failing to comply would be seen as violating the nation's independence and could be subject to severe penalties. The directive is part of Somalia's effort to ensure that all entities operating within its borders adhere to the official stance that Somaliland remains part of Somalia. The government has recently taken similar actions, including enforcing compliance by international airlines. Earlier this week, the Somali Civil Aviation Authority (SCAA) narrowly avoided suspending Ethiopian Airlines after the carrier complied with demands to label Somali destinations on its booking platforms correctly. The airline, which initially used only airport codes to bypass the issue, has since updated its system to reflect the correct naming conventions required by the SCAA. Flydubai, a state-owned airline from the United Arab Emirates, also complied swiftly with the SCAA's directive by removing the term "Somaliland" from its booking page and correctly listing "Hargeisa, Somalia" as the destination. The dispute between Somalia and the self-declared Republic of Somaliland has escalated in recent months, particularly after Somaliland's controversial agreement in January to allow landlocked Ethiopia to establish a naval base on its coastline. The deal also includes the construction of a port and a transport corridor. Member of Parliament Markus Wiechel who presented a question to the Minister of Foreign Affairs Hon. Tobias Billström in the Swedish Parliament on 20 August 2024, demands that he take diplomatic measures to prevent the conflict in Somalia. Hon. Wiechel’s questions reads as follows; The signing of a Memorandum of Understanding (MoU) between Ethiopia and Somaliland, which among other things gives Ethiopia access to the port of Berbera, a very important port on the Gulf of Aden adjacent to the Red Sea, will have far-reaching diplomatic and humanitarian benefits in a strategically very important location. This agreement opens up positive effects that affect millions of people in the region and also has the potential to benefit relations between this region and Europe, and not least Sweden. Ethiopia has a central role in the region as one of Africa’s most populous nations and a rapidly growing economy. By gaining access to a strategically located port, the country’s capacity to participate in global trade is strengthened, which can result in economic growth, improved infrastructure and a strengthened trade balance. It reduces costs and increases the efficiency of import and export operations, which directly affects food security and can improve the standard of living of millions of people. Cooperation between Ethiopia and Somaliland also promotes regional integration and security, which is important for stabilizing the Horn of Africa, a historically turbulent region. Stability in Ethiopia and its vicinity means a reduced risk of conflicts and humanitarian crises, which of course has a positive impact outside the region as well. For Sweden and Europe, a stable and economically stronger Ethiopia means improved trade relations and new investment opportunities. It can lead to increased imports of Ethiopian goods and open doors for European technology and expertise to contribute to local development, including a green transition. Stability in the region also reduces migration and refugee pressure towards Europe through improved living conditions in the home countries. What is worrying in this situation is the fact that Somalia’s unelected president Hassan Sheikh Mohamud has threatened war, as well as approached both Turkey and, most recently, Egypt to strengthen their military capabilities. It is thus a dictator, whose ministers include former terrorist leaders, who, despite having no control over his own territory, is prepared to invade the most democratic country in the region. Worse yet, there is extensive evidence that Somalia is at risk of continuing the ethnic cleansing of Somaliland’s dominant clan (Isaaq) that began during dictator Siad Barre’s time in power. In light of the above, Foreign Minister Tobias Billström is requested to answer the following question: Can the Minister consider taking diplomatic steps to prevent Somalia from starting an unnecessary war or possible genocide, and if not, what steps can we expect from the Minister and the Government? Hassan Sheikh is wary of any additional opposition to his administration, particularly from the D-block clan groups . He perceives the creation of another D-block state as a direct threat to his authority and would strongly resist such a development. His animosity toward Ina Bixi, especially after being betrayed in the MOU affair, runs deep. He might even attempt to persuade Bixi to delay the MOU's implementation, urging him instead to focus on restoring Somaliland first. And he would Assist Biixi with this. Hassan Sheikh is undeniably a shrewd operator, a calculated crook who masks his cunning with a smile. He is acutely aware of the potential power shifts that could arise if rival D Block clans grow stronger than his own establishment, posing a risk to his political position. Thus, he may be willing to offer Somaliland significant concessions—financial support, military assistance, and a special arrangement for aid—anything except diplomatic recognition. Reports from the Djibouti talks december 2023 suggest that discussions were held regarding Somaliland's status as a special autonomous republic within Somalia, with its own laws and a distinct status. Hassan Sheikh understands the influence of Puntland and aims to keep it weakened, allowing him to impose his new constitution with greater ease. In his vision, there is no place for SSC within his broader agenda. The future of Maakhir and Khatumo remains uncertain—whether they will survive with limited support from Puntland or eventually merge with it as a last resort is yet to be seen. Time will reveal the outcome, but Hassan's approach remains steadfast, only disrupted by the recent MOU developments.

  21. Well I have never liked the idea of giving territory to Ethiopians they have a track record of claiming things that aren’t theirs . The other issue I have with the deal is with the galla becoming more fierce and more belligerents even their beggars in hargeisa are talking with so much kibir I never really endorsed the idea just entertained the benefit of the doubt since I trust bixii to the nation right but I don’t trust abiye and the gallas one bit the fact and the disrespect is that they even go to Ankara and talk about it with Somalia is a disrespectful to Somaliland . All in all somaliland should just help Somalia with this issue and stop the whole thing . And negotiations with Somalia and somaliland should begin imediatly I think we have shown good will with this but they should then stop stalling and. Agree with a 5 year plan to come with a solution for our conflict . Now they don’t have to sell any more of their resources with military treaties with foreign countries it’s a win win
