  1. Hargeisa(Horn) — The Chairman of the Somaliland Central Bank. Mr. Abdi Dirir Abdib stated that the US Dollar gained value after the bank released some Somaliland currency into the market. He also disclosed that the bank is planning ways to replace the old Somalia currency (Ginbaar) which is in use in the Eastern regions of the country. Speaking to GEESKA AFRIKA, in his office, Mr. Abdi Dirir Abdi said, “Since we last met the value of the dollar had fallen down, after which we put a lot of efforts by releasing Somaliland currency into the markets which eventually raised the value of the dollar. Thanks to God that today the exchange rate is 580,000 Dollars per 100 USD and we shall continue with our efforts until we bring the exchange rate to a reasonable rate. We are waiting for new currencies which are being printed and we hope that the new currency will arrive in two to three months time and this will take the exchange rate for the dollar to where it used to be. The devaluation of the dollar has been brought by the fact that our currency is working in all the regions after the Ethiopian Biir lost value against the dollar. We hope that the value of the dollar will return to its former status when the new currencies arrive. We urge the populace to bear and keep informed especially on exported commodities which include the remittance which are sent from abroad which accumulate to up to 400,000 USD anually. When the value of the little they get from abroad is devalued, we understand that it is a big problem to them. We ask the businessmen who have godowns in the cities who keep the Somaliland currencies to release them to enable the dollar to raise and help the people.” Speaking on the replacement of the Ginbaar (Somalia Currency) in the Easter regions, he said, “ We hope to replace the Ginbaar curency used in the Eastern regions to enable the entire country to have one currency working in all the regions. The currency used in Burao, Sanaag etc will be replaces as soon as possible.” The Central bank of Somaliland manager disclosed that they have set an outstanding plan for the bank general management and coordination with other staff. “We want to make the bank modern and set a system that would link thye Bank staff because the Bank is being back bitten that it uses old type writers.” The chairman was asked whether he has met with big money exchangers who are believed to control the exchange rate, which causes rise and fall of the US Dollar. He said, “ There is something on the issue. We have met on several occasions and there is the system of saving the money in stores and awaiting for the US Dollar to shoot up, then they buy them and we ask them to stop doing that.” The chairman was also asked his relationship with the Ministry of commerce since the price of commodities did not reduce when the dollar fell. He stated that they are aware of the issue. The Director General of the Somaliland Central Bank, Mr. Abdillahi Hassan Aden, who also spoke at the venue stressed that they have done a lot during the short period they have been in office and the work is proceeding as planned. The Director general disclosed that there was plan to start private banks.” We are working on establishing private banks and that depends on when the law makers approve it.” He said.

  3. Addis Ababa, Ethiopia (SL Times) – The IGAD Partners Forum has held a one day meeting in Addis Ababa, hosted by Italy which currently holds the chair of the Forum. The meeting, attended by all IGAD donors, was co-chaired by Italy and by Ethiopia which is the chair of IGAD. Discussions revolved around current developments in the Horn of Africa in the light of the recently conducted referendum in South Sudan and the prospects for a peaceful completion of the transitional period for the Somali government due to end in August. The occasion of the meeting underlined the greater cooperation now existing between the Partners Forum and IGAD. This has also created an effective and interactive dialogue among those who are concerned with the peace and security of the region. Unusually, the Forum was given an extensive briefing by the Foreign Minister of Somaliland, Dr. Mohammad A. Omar who had been on a visit to Addis Ababa. Somaliland held another round of successful multi-party elections in the middle of last year. Dr. Omar gave a detailed analysis of current developments in the region and the exemplary achievements of Somaliland in terms of establishing democratic governance, noting the peaceful transition of power that Somaliland had achieved after its free, fair and creditable elections. On the economic front Dr. Omar explained the progress that the Somaliland authorities were achieving in terms of attracting members of the Somaliland Diaspora to invest in Somaliland, in assisting in the transfer of technological know-how and in contributing to peace and stability in Somaliland. Ethiopia, as the chair of IGAD, briefed the meeting on the latest developments in the region. It welcomed the peaceful conclusion of the referendum in the Sudan and commended the efforts of the IGAD Partners Forum, the African Union and the United Nations in the Sudan. Ethiopia reiterated its own commitment and that of IGAD towards assisting the Transitional Federal Government in its efforts to establish peace and stability in Somalia. It stressed the need to help the people and government of Somalia to reconstitute peace and stability as well as development in the country.

HARGEISA, 25 January 2011 (IRIN) - The self-declared republic of Somaliland has introduced free education at primary and intermediate levels and doubled teachers' salaries but these decisions will be hard to sustain and could affect the quality of public education, say experts. "We need to ask ourselves, does the Somaliland government have the capacity to handle this [salary] increase? The short answer is ‘no’," Saeed Osman, a Uganda-based researcher in Somaliland's education development, told IRIN. "The Ministry of Education requested the Finance Ministry to recruit 2,000 teachers but the response was that only 1,500 teachers could be recruited," he added. "This shows that Somaliland's government lacks the capacity to handle the increased school enrollment." Somaliland's Finance Minister Mohamed Hashi Elmi announced on 16 January the introduction of free education in primary and intermediate schools. He also increased, by 100 percent, salaries of civil servants, teachers and personnel in the national forces. "We have employed about 1,500 new teachers; for this reason all public primary and intermediate schools will be free of charge," Elmi said. However, education experts say the government's move could damage the quality of public education in Somaliland. "Look at the countries in the region, such as Kenya, Uganda and Tanzania. When they announced universal primary education, school enrollment increased by about 200 percent," Osman said. "A similar increase will happen in Somaliland, can we handle this? "The salary increase announced by the government will not amount to much because a teacher used to earn about US$100-$180 with the parents' support fee included; without the parents' support, a teacher earned $50, so with the new increase, this will come to just $100; this is not adequate if the parents' support fee is withdrawn [as will happen under the free education system]." At least 200,000 students are enrolled in Somaliland's public primary and intermediate schools, according to estimates by the Ministry of Education. Ali Mohamed Ali, the director-general for education in Somaliland, said: "Only 21,639 students in public primary/intermediate schools are currently benefiting from free education; we hope that the newly employed 1,500 teachers will bridge the gap. Somaliland's school enrollment increase is 6 percent annually, we do not anticipate a sharp increase from this." Before the election in June 2010 of President Ahmed Mohamed Mohamoud, Somaliland's annual education budget was 14.6 billion shillings ($2.3 million) out of a $45 million annual budget. However, sources in the Finance Ministry told IRIN this year's education budget was about 35 billion shillings ($5 million) out of the government's $90 million annual budget. "About 90 percent of the increased budget is expected to come from the Inland Revenue," a source in the ministry, who requested anonymity, said. The increased budget has yet to be passed by Somaliland's Council of Ministers and House of Representatives. Welcome move Somaliland has been largely stable since 1991 when it dissolved the union with Somalia and public schools were free until 1994 when civil war broke out with the former Somali National Movement - the liberation movement of Somaliland - between 1981 and 1991. This caused economic hardships for the government, leading to students being charged 15,000 Somaliland shillings ($2.50) each per month since 1995. The increase will boost teachers' livelihoods and encourage them not to seek other jobs Thousands of children are expected to take advantage of the free primary education. "The programme will give a chance to poor families to send their children to schools even though the yearly school enrollment in public schools was about 6 percent of the total number of students," Ali, the director-general of education, said. Sa'ed Ahmed Khayre, a teacher in Ahmed Dhagah Primary and Intermediate School in Hargeisa, said: "Public school principals used to earn much more than the teachers and we believe that the new salary increase will give us the chance to evaluate the teachers who are doing their jobs well or not. "The increase will boost teachers' livelihoods and encourage them not to seek other jobs; it will improve the quality of public school education because earlier we used to care more for quantity rather than quality." Parents and students have welcomed the government's announcement. "Three of my seven children are in the public schools; I used to worry about their school fees daily because if I don't pay on time, my children get thrown out of school," Nimo Ahmed Nuh, a petty trader in Hargeisa, said. "This [free education] was one of the promises made by KULMIYE [ruling party] during its campaigns last year." Mawlid Mohamed, 16, a student at Sheikh Madar Primary/Intermediate school in Hargeisa, said: "We used to be chased home if our parents didn't pay the school fees on the 25th of every month; now we are glad this will come to an end."

  6. Hargeysa, Somaliland, 2011 (SL Times) – Somaliland Minister of Finance, Eng. Muhammad Hashi revealed this week that the government has raised the salaries of the military and government employees so that their salaries would be twice of what it used to be. The minister announced this information in an interview with the Somali language newspaper Haatuf. In addition to doubling the salaries of military personnel and government employees, Minister Muhammad Hashi stated that the government has set up the salaries of teachers at public schools and cancelled the fees that used to be levied at government schools. "We will continue to improve the salaries of military personnel and public employees until it gets to a decent level," he added.

SSC Top Terror Chief Still ‘On the Run’ The top terror boss of the Al-Shabab linked terrorist outfit, known as SSC [sool, Sanaag and Cayn] which was responsible for a string of murders and political assassinations carried out in Sool-the southern province of the yet-to-recognised republic of Somaliland-has been reported to have resurfaced in Dubai after Kenyan authorities at Jomo Kenyatta International airport in Nairobi barred him from boarding a flight to England, according to Taleex Media reports. Sources in Dubai confirmed that the terror chief, Saleban Esse Ahmed, aliasXaglotoosiye, had managed somehow to sneak into the UAE from Kenya but has been unable to board US-bound planes at Dubai International Airport because airline security officials found his name on the ‘no-fly’ list. Currently, he is being harboured by close clan family members, sources added. “No commercial carrier would take him to Europe or USA because his name is on the ‘no-fly’ list of persons suspected of involvement with terrorism,” said a close relative of the terror chief who on Tuesday spoke with Taleex Media reporter by phone from Dubai. Friends say Mr. Ahmed is pondering his next move because ‘he is so scared to remain in Dubai that he could not even venture out on errands’. When Mr. Ahmed planned his trip to England and the US to take the begging bowel around SSC supporters and sympathisers there, he could not find an airport from which he could safely take his flight to Kenya because he remains the most wanted fugitive in both the self-autonomous region of Puntland and Somaliland. Neither could he risk his life to go to Ethiopia where he would be immediately apprehended. Reliable sources say Mr. Ahmed trekked through the thorn-bushes in the desert for days on end in a traditional Somali caravan masquerading as a camel boy until he arrived at his destination – an outlaw town near Galkayo in central Somalia proper where he eventually took the flight to Nairobi. Mr. Ahmed’s terror group is accused to have carried out a string of political assassinations in and around Las Anod- the provincial capital of Sool- where most of the government officials killed there were none other than his own clan-family members. The fugitive terrorist was also responsible for the violent deaths of dozens of other innocent people- mainly civilians. The SSC’s objective is to destabilise and destroy the status quo of the Sool, Sanaag and Cayn provinces for which its abbreviation stands and replace it with a new order of its own. HMG, they argued, should be more innovative on Somalia policy, focusing on local community engagement and finding humanitarian and social initiatives where material benefit can be derived without deployment of an excessively large peacekeeping force. The RUSI Africa specialist said HMG and the USG's previous entry point to Somalia was through Ethiopia. With the withdrawal of Ethiopian troops, a new entry point should be found quickly. He thought both IGAD and the AU could serve in this capacity. He also asserted that recognition of Somaliland should be considered to allow it access to international mechanisms for development and capacity support, as well as to support its democratic development in the face of increasing Islamic militant pressures. 6. Ethiopia is working on economy, diplomacy and security issues that we expect will help us to achieve our final goal, which is full diplomatic recognition,” he said. “That has not been achieved so far but we are working on it. The Somaliland Foreign Minister appreciated the close relationship that his country has enjoyed with Ethiopia so far.   20. HARGEISA (Somalilandpress) — Somaliland’s top diplomat has arrived in the Ethiopian capital on Friday to hold talks with the country’s senior leaders according to a state press. Foreign Minister, Dr. Mohamed Abdullahi Omar arrived in Addis Ababa on Friday morning to discuss bilateral ties with Ethiopia’s senior leaders including Prime Minister Dr. Meles Zenawi, Foreign Affairs State Minister Mr. Nega Tsegaye and Deputy Prime Minister and Minister of Foreign Affairs Mr. Haile Mariam Desalegn. The two sides are expected to discuss ways to strengthen ties in the areas of trade, diplomacy, security and political issues of the Horn of Africa. Dr. Omar is also expected to prepare Somaliland President Ahmed Mohamed Mohamoud Silaanyo’s state visit to Ethiopia. The dates of the trip have not been announced yet but he is expected to travel to Addis Ababa some in the next two weeks. Dr Omar with Haile Mariam Desalegn, Ethiopia's new Deputy Prime Minister and MFA President Silaanyo received an official invitation after his election in late June from Djibouti and Ethiopia. He embarked on the trip to Djibouti just last week. The trip has been successful and the two sides have agreed to open Liaison offices in their capitals (see Djibouti rolls red carpet for Somaliland President). The Ethiopian government is also expected to give President Silaanyo a full state welcoming ceremony.
