DigiTalbAct3ria The TFG has one thing the ICU doesn't. They belong to a wide array of clans. Many in mogadishu are from one clan and especially those in the south xamar feel that a government is one led by a man from Puntland who is trying to exact revenge. Do you think the ICU could walk into Bossaso or Hargeisa without feeling clan tension? That is similar to what the TFG is facing. However many people from THE TFG are also from the "XAMAR CLANS". Here is a good insight to the situation .

The 4.5 was perfected during ARTA. The chief pioneer of it was Abdiqasim salad. The financier of the ICU or atleast one of the main money men. Obviously 4.5 is a flawed concept. But much of Somalia is flawed. One side of my family is in the 4.0 and the other is 0.5. Sadly the case for making certain clans half of somalis are because they are of either low-caste, different ethnic groups, or different language group people. inshallah when the government is fully established and elections happen in 2009, there will no need for this alien concept.

MOGADISHU (AFP) - Police will this week begin patrols of Mogadishu for the first time in years after an upsurge in violence since the ouster of Islamist hardliners from the Somali capital. A senior Mogadishu police commander said the patrols would begin on Tuesday , while government spokesman Abdirahman Dinari said the transitional regime was introducing further measures to secure the war-torn city. "From Tuesday the police force of Somalia will patrol all over Mogadishu and no area will be left out," said the police commander who spoke to AFP on condition of anonymity Sunday. The Islamists had managed to bring some semblance of order to Mogadishu in the six months that they controlled the capital, following 16 years of fighting between rival warlords. However their flight from the capital on December 28 following military intervention by Ethiopian forces alongside troops from the transitional government -- previously based in a provincial backwater -- has led to a new spike in violence. While the government has reached a disarmament deal with the warlords, attacks on the presidential palace and on a convoy of Ethiopian troops over the weekend underlined the precarious security situation. Dinari said that securing Mogadishu was key if Somalia as a whole was to be stabilised after a seemingly endless cycle of violence. Police were last on regular patrol in the city in 1991 before the demise of the dictator Mohamed Siad Barre. Warlords' militias have since largely controlled the streets, often setting up their own roadblocks and collecting money from residents. "The government is taking all the necessary measures to deploy the police. There is a necessity to make Mogadishu a peaceful place. It is a mirror that reflects the true picture of Somalia," Dinari told AFP. "We are urging the people of Mogadishu to fully cooperate with the police in order to fulfil their national duties," the police commander said. "We are urguing the citizens to provide police with information about the activities of unlawful people." The African Union also authorised the deployment last week of a 7,600-strong stabilisation force for Somalia. However only Uganda has thus far publicly pledged troops to take part in a mission that Eritrea has warned could turn into a quagmire.

Bilaal Those two websources can't be taken seriously. Qaadisiya, Idamaales Dayniiles Kismaayonews etc are BS pages who will write anything to convince delusional readers. Also the BBC article says nothing to the point of Somalia getting the 40 million dollars earmarked for the TFG stripped if they don't talk to the ICU. LOOOOL. Beenta jooji saxiiboow. I have seen dozens of articles from western sources saying the government should be an inclusive one, but not one saying the US will not give SOMALIA FUNDS. OTHERWISE WHAT IS YOUR POINT SXB?

Dhubad Many people supported the ICU disarmament of the militia and kicking out of the warlords. But many lost their support with their policies i.e dhuul balaarsaan/ hukun doon mentality, banning of essential things to me like soccer and their uneasyness in dealing with the government while having bad fruits amongst themselves. The same weapons that are being disarmed are the ones the ICU gave to the militia to start problems with the government. WHICH SHOWS THE MENTALITY OF THE ICU BRAINTRUST.

^ ofcourse there will be distribution of wealth.SHARING IS CARING. I have been saying this for the last few replies. Port income of Bossaso will help out struggling communities in Puntland and many other regions through transfers from the regional gov't to the federal gov't. But for the most part the money will stay in the region to help out the little towns and villages of the area. But the natural resources will be devloped by the region and should benefit the people of the region more then anyone else.

^ Sxb what is in Somalia is not the right of Djibouti is it? Same what is in Garoowe is should not be given to ten different cities in somalia and likewise. Every region has its own resources. Everyone will compete. If the world were fair you and I would be suffering like millions of somalis back home. BUT IT'S NOT. You and I are alhamudillah blessed to be in the west. So many somalis die in ships coming to yemen alone to get your oppurtunity. Ofcourse a region with oil will be lucky, and a region with fruits and veggies will benefit and one with a strong fishing community will benefit and so on. There are disparities in economical difference. If you fear like I believe you do, the control of other clans in Galgaduud and the region let me remind that that your reer abti have nothing to worry about. They are independent strong minded folk.

Khalaf Federalism will benefit regions very well. Do you want your region to be built up on the brain trust of the natives of the region? You seem to be overlooking one point I have brought up. Federalism keeps the money of the region in the region, but at the same time gives lesser endowned provinces/regions and oppurtunity to succeed with money flowing from Region to region i.e Albertan taxes benefit a fishing community in New foundland. Do you understand? Why do you fear federalism? The people of galgaduud will have an oppurtuinty to use any port in Somalia. What difference would it make if they were under a Centralized government or a federalized one?

khalaf In switzerland the regions are divided between German speaking, french speaking, and italian speaking regions. They aren't even the same ethnic group let alone clan. Somalia will move forward. Different regions will develop faster then others. Obviously Bossaso will devlop faster then Bander Beyla LOOOL. Federalism is a lot better then say having some guy in Xamar telling you how to build your roads with your money. Brown As to your suggestions you are contradicting yourself and selectively closing your mind to my words. For example: claimed at first that they had vetted interest & then came back and later said it was cruicial. Yes having vetted interest in Somalia's success and it being crucial support go hand in hand. Something you can't see. You over emphasis other support and close your mind too anything logical. First you say 20k would make puntland go broke and later you say 20k is meaningless? Correction: It was a lot more then 20k. So I don't know what you are thinking or maybe its the Caano Boore talking

Khalaf Building every region is up to the regional administers. Back in the day the government focused on just the region of Xamar. Which as you can see is not a smart move when all the national assets/institutions were gobbled up by maruading moryaans in a matter of months. Some regions will be better then others. The assets of a region will stay in that region. Alberta,Canada has succeeded in a Federal Canada in which they pay part of the tax money they get to the National government through a formula in which lesser off provinces get some of the cake. BUT FOR THE MOST PART ALBERTANS GAIN THE MOST FROM ALBERTA and it should be like that. Dubai has less oil then the other regions in UAE, but they've invested wisely and as you can see they're the tourism, financial, and final destination of the Middle East. Is it Dubai's fault that Abu Dhabi is devoloping at a much slower rate? NO SIR.

^ In the dire stages of TFG, Puntland was there. Is there anything more commendable then that? The international community was wary of giving money to a Somali government ever since Abdiqasim thwarted money for the poor in Somalia, to install Indhacadde and his militia as Shabellaha hoose governor. Lets just say those (PUNTLANDS CONTRIBUTION) finanicing where crucial to Somalia's rebirth.
