UAE Directs Somalia/Somaliland Peace Initiative -Allan Jacob (Khaleej Times). DUBAI - In a major boost to the peace process in the Horn of Africa, Somalia and Somaliland broke the ice at a landmark meeting after two decades of conflict on Thursday. The presidents of the two governments were brought to the table for the first time by the UAE at the counter piracy conference, and talked as equals in a bid to bring stability and build trust in the region. Both groups agreed to the continuation of the formal dialogue that began in London last week and two committees will continue the talks in ‘‘order to clarify the relationship’’, according a statement signed by the Somalia transitional government President Sheikh Sharif Sheikh Ahmed and Somaliland’s President Ahmed Mahamoud Silanyo. ‘‘The significant commitment reflects the UAE’s support to the current historic developments in Somalia. It also represents the confidence of the states of Somalia’s neighbourhood, and the international community, in the capacity to ensure that Somalia and its people are once again able to enjoy peace stabilily and prosperity,’’ said Dr Anwar Mohammed Gargash, Minister of State for Foreign Affairs. He said the international community must ensure that peace returns to the region and Somalia is supported to develop the ‘‘requisite capacity to enforce maritime safety and security within its territorial waters’’. Somali ownership is essential for a long-term solution, he added. ‘‘This is a big development to improve the welfare of the people in the region and to help our economies. It will also bring down crime and piracy,’’ said Sheikh Ahmed.’’ Somaliland President Silanyo, however, said his region would remain independent and would help build neighbouring Somalia’s fledgling institutions after the transitional government’s tenure expires in August 20. Ali Ahmed, adviser to Silanyo, said Somaliland’s police forces could help train forces in Somalia. ‘‘The world community appears to be closer to accepting our status as an independent entity, with a robust political process which has brought peace to the region,’’ he said. The agreement signed today is not about unity. It is to fight piracy and terrorism and to solve economic problems in a safe neighbourhood, Somaliland’s Foreign Minister Dr Mohammed Abdullah Omar told Khaleej Times. Somaliland is a relatively quiet part of the country which holds regular elections and transfers of power have peaceful. Somalia, on the other hand, has been torn by civil strife and is beset with a host of economic and political problems since 1991 when the last dictator Siad Barre was shown the door. The government in Mogadishu has maintained its demand for a unified Somalia with Somaliland in the north-west. The first high-level official talks were held in London last week and paved the way for a meeting of the two presidents in Dubai on Thursday. ‘‘This was a good opportunity to understand our differences and was held in a cordial atmosphere, with help from the UAE which brought us together,’’ said Ali Ahmed. allan@khaleejtimes.com

LONDON — A tense first day formal discussions between feuding neighbours Somaliland and Somalia in a secret location near London has run into rough weather on Wednesday. According to sources in London issues such as Somaliland’s independence, bilateral ties and cooperation in key areas remain as the biggest hurdles. “The first day deliberation lasted five hours and the two sides remain deadlocked on number of issues,” the source, speaking on condition of anonymity, told Somalilandpress. Somaliland, which enjoyed relative peace for the last two decades, primarily seeks Somalia to accept and acknowledge its statehood. Mogadishu believes the northern region is part of its integral territory. Somaliland and Somalia’s transitional government have struggled to put their relationship on an even keel since joining into a temporary union in July 1960. Somaliland withdrew from the union in 1991 after a war that left hundreds of thousands of people killed says it has no plans to reunify. The source said talks will resume later today (Thursday) and are expected to last the whole day. It further added the mediators — Britain, Norway and the EU might force the negotiations into an overtime– as they sought to find a compromise. The sponsors said they want the two sides to clarify their future relations and where the two stood on issues such as foreign aid, security, development and cooperation. Regional experts have said a breakthrough was unlikely any time soon considering this was the first face-to-face dialogue in 21 years. The private meeting between the rival sides has prompted speculation as to the timing– the transitional government’s term expires in August and is due to hand power over to a new permanent government. Wednesday’s five-hour long meeting was a preparatory talk which could represent the start of the next stage of negotiations if common ground is established. LONDON — The British government is set to inaugurate a preparatory meeting between feuding neighbours Somaliland and Somalia later today in London. The EU nation hopes this two-day direct deliberation will find enough common ground to press on with future talks so as to ensure the two clarified their relations. The two parties have not had any face-to-face dialogue for the past two decades after a temporary union collapsed in 1991. The Somaliland party says that they want a similar deal to Sudan and South Sudan where the two sides agreed to their split and statehood. They argue that their country existed twenty years without them and there was no need for them to go back to conflict and marginalization. A referendum held in Somaliland in 2001 was almost unanimous, over 97% opted for independence in the ballot box. Hargeisa insists that it is willing to conduct another one should the international community request one. Hargeisa said it was ready to shape talks for cooperation with its southern neighbour should they accept the fact that union is long gone. The foreign minister of Somaliland said that their priority in these negotiations is to present a case for his territory’s full international recognition. Meanwhile the team from Somalia claims that Somaliland as an integral part of a united Somalia but one which will administer its own affairs under a proposed federal system. According to sources close to Somalia’s president Sheikh Sharif Ahmed, Mogadishu wants a similar union to that of United Arab Emirates with Hargeisa. After these two-day preparatory talks are concluded, Mr. Ahmed is expected to meet Somaliland President Ahmed Silanyo in the UAE, which promised to fund a similar system to her own. Both designated teams of five core members have arrived for the meeting, which will kick off behind closed doors in the British capital. Representatives from Norway, the African Union, European Union, and Italy will be present for this inaugural dialogue. Historical Context The Somaliland Republic became a British protectorate in 1884. Two decades later it was ruled under the British India control between 1905 and 1960 until it gained its independence, on 26 June 1960. Similarly, Somalia became under the Italian rule in 1889 and it lasted until in 1941 when the British military defeated Italy. Following the formation of the United Nations, the former Italian territory was placed under the UN trusteeship and was to gain independence in 1970. After Somaliland’s independence, it requested that the UN mandate be terminated and the two Somali territories be allowed to form their own union under the Somali Republic banner. Following the merger on July 1960, the majority of political and administrative power was allocated to Somalia, leaving Somaliland to regret its decision. The thirty year old marriage collapsed in 1991 when Somalia’s last dictator Mohamed Siad Bare was defeated by armed rebels. The conflict lasted almost a decade and is estimated to have killed hundreds of thousands people and rendered close to a million homeless and displaced in Ethiopia. The Committee to Protect Journalists has monitored 58 cases of journalist detentions by authorities since the beginning of the year. We urge you to use your office to reverse this trend of harassment and uphold your 2010 election campaign pledge to respect and improve freedom of the press. During a weeklong visit to your country in April alone, CPJ documented the arbitrary arrests and brief detentions of reporters from Yool and Ogaal newspapers and broadcaster Royal TV. These three cases are part of a broader patternof authorities arrestingjournalists without charge to block them from covering sensitive issues or as retribution for past critical reporting. In the few cases where authorities have sought legal charges, criminal defamation has been used where civil remedies should be sought, according to the Somaliland Lawyers' Association. While these detentions are often short-lived, they are sometimes brutal and always designed to intimidate the press into silence. In February, police arrested online reporter Mohamed Abdirahman in the northwestern town of Borama and beat him so severely that he had to travel outside the country for treatment, according to local journalists and news reports. No officers were reprimanded for the attack and no official charges were presented against the reporter, according to local journalists. We urge you to call publicly for an investigation into the beating and to ensure that those found responsible are punished. While deeply concerned about detentions, we note with encouragement pledges by your government to table this month the Broadcast Bill, which would allow private radio broadcasters and a press ombudsman. A genuine parliamentary review of this legislation, in consultation with media representatives, would support your campaign promises to liberalize the airwaves and permit independent radio stations. Mr. President, the fair and credible elections that brought you to power represented a momentous achievement for democracy in the region and the continent as a whole. CPJ calls on you to set a further example by ensuring that Somaliland's independent media are allowed to operate freely and without intimidation.
