The Guurti only involved themselves the past week, at first it was left with the Somaliland election commission that set the date for 2016, The Guurti were never elected so for them to be for democracy is oxymoron. Every district, Tuulo and Town does actually elect their own mayor, the problem is the guurti and that is the most rotten part of Somaliland that needs to be changed as they make excuses and extensions for almost every government in Somaliland. You can't call yourself democracy with delayed elections ridden with inaccuracies. Even Burco didn't have that level of trash Hargeisa has, in fact I witnessed the streets being cleaned off trash in Burco most early mornings. Just shows it is not about size but competency.
