@peasant, It all depends on what you need it for but I would steer away from Drupal if I was you, its templating system is horrible. @JB, Start with the steps get the basic its only needs one weekend to do all it and then start assessing what will you need for your magazine and research how to accomplish it here is few links to help you out. You could get Static ip for cheap with any package from O2 http://broadband.o2. co.uk/home/packages. jsp upload speed is 1.3 meg which is not bad at all!! It all depends on what exactly you need it for ? run a repository ? ftp server ? web server ? or just for the heck of it (best reason of them all)..
