Hamza Saturday, December 25, 2010 As we continue to honour the 50th anniversary of our country’s independence and national unity, our Capital City is literally in tears Mogadishu, also known as Xamar - the quintessence of Somalia’s independence and national unity - is indeed in tears. Abandoned by the very people it has nurtured, sheltered, educated, and protected, it cannot help but cry. And as the deluge of tears continues to inundate the cheeks of this crying city, its old sons and daughters, who are lurking about elsewhere, continue with their indifference and obliviousness. Only a few have opted to return, and many others are either just too scared to run the risk or perhaps not yet ready to sacrifice their lives for a city they owe a lot to. The recent return of some ex-Mogadisciani – for many after more than 25 years – to take up ministerial posts in the new cabinet of the Transitional Federal Government should have pleased the crying city. Irrespective of whether they can rise to the country’s pressing challenges and deliver on their promises, the fact that they have opted to take risks and defy the menaces – similar to what their predecessors from the diaspora had previously done – will certainly be tantamount to another bold move. The question now is whether others in the diaspora would follow suit. Mogadishu, once known as the Pearl of the Indian Ocean, is now more than twenty years into a crisis that is not of its own making. This prolonged crisis has had a way of altering its landscapes. What was once a beautiful, peaceful and inviting city, the consequential result of its devastation is indeed heartbreaking. Some of the obvious changes are: buildings and other vital infrastructures blown apart, roads ripped up, the ancient sites in a shambles, and a striking change in its demographic structure. The old parliament, where fifty years ago the first President of an independent and united Somalia was sworn in, is now hardly identifiable. But Mogadishu, the destruction it has sustained notwithstanding, continues to assert in a dominant fashion the Somali nation’s sovereignty. It has been bestowed with a unique historical responsibility to lead the country. This is the city that had given birth to an independent and united Somalia. And as we continue to honour the 50th anniversary of our country’s independence and national unity, we salute you Mogadishu. For better or worse you are our national inspiration. You possess all the qualities that give you matchless national political and economic leverages. You are envied for the degree of national pre-eminence that you possess. And what astounds me most as I keep on looking at our crying city is: its resilience. When it is listened to, it can, at least for some brief moments, remind you of its glittering charm and elegance, its love and past smile, its unscathed and clean air – when deeply inhaled turns into a reminiscence of the good old days: those beautiful days when Mogadisciani would take the old-aged swing at the city centre, or drive through the streets of Mogadishu without any fear of anything, without any fear of the insane insurgents who are now amputating or chopping off people’s arms and legs, just to cite some of the heinous crimes perpetrated against innocent people. And paradoxically, and albeit the insecurity that still prevails in certain quarters of the city, Mogadishu witnesses an unbridled growth of the private sector: thriving but unregulated telecommunication firms; hawaala banks, which facilitate the transfer of the remittances from the diaspora to the needy in different parts of Somalia ; and other businesses that are also perceived as being a bit insensitive to the externalities that are generated as a result of their unregulated activities. And while these businesses enjoy an uncontrolled access to resources, it is yet to be established whether they are bound by and committed to the principles of corporate social responsibility. Mogadishu hosts a plethora of non-governmental actors. Rising above all adversities, they have shown to be a symbol of perseverance. They have been able to fill the void engendered by the absence of effective government institutions. They have built schools, hospitals and independent radio and TV stations. But a disconnect discerned between governmental actors and non-governmental actors, on the one hand, and within the non-governmental actors themselves, has precluded the development of potential partnership models essential for delivering key issues confronting institutions in the country. Mogadishu, the wishful thinking of those who want to divide the nation notwithstanding, will remain the sole guarantor of Somalia’s national unity. Nobody expects sweeping and immediate changes in the city anytime soon – even the most straw-clutching of optimists. But the Capital City of our beloved nation will eventually witness a return to normality. It will usher in a renewed peace and stability. It will shine again, restore its elegance, and resume its leadership as the nation’s only and only Capital City. In conclusion, I hope my fellow Mogadisciani in the diaspora would not shrug off my plea. While I trust they are fully aware of the grim repercussions of their indifference, yet the need for understanding the underlying root causes that have led to their indifference is very dire. The quintessential Mogadisciani now in the diaspora were forced to abandon their city – they had succumbed to all forms of tortures, injustices human rights violations, and expropriation of their assets. The perpetrators of such despicable acts are after all our own compatriots. They ought to be forgiven. GETTING PERSONAL CANADA: Learning To Spend Rather Than Save By Monica Gutschi Of DOW JONES NEWSWIRES TORONTO (Dow Jones)--Canada's baby boomers have begun turning their focus to spending rather than saving. The first wave of that key demographic bulge is set to turn 65 next year, and many, if not most of them, will retire. That means they'll stop contributing to the Canada Pension Plan, their company pension plans, or their Registered Retirement Savings Plans, and instead, begin to live off those assets. For this cohort, and those coming up behind them, the key concern now is how to take their savings and spend it wisely: first of all, to maintain a certain lifestyle, and secondly, to last for what could be several decades. "A lot of people don't even know where to start," says John Tracy, vice-president of managed investments and wealth planning at TD Waterhouse. "The truth is, until you have a conversation about what your expectations are, (it's) really hard to build plans around what those retirement needs are." Indeed, a recent study by industry consultancy LIMRA found that even Canadian retirees who have worked with a financial adviser and drawn up a financial plan still feel they needed more help learning about these issues. For example, 46% of the retirees who had Registered Retirement Savings Plans had yet to convert them into other products. Even though 76% said their advisers discussed how to make their investments last a lifetime, 53% said they could have used more help with that issue, and even though 83% said their advisers discussed the types of products available to draw down income, 51% still didn't fully understand their choices. Crucially, a goodly chunk of retirees didn't know how to estimate their retirement income nor how to estimate their retirement expenses, regardless of whether they'd worked with an adviser. In fact, the survey showed that only half of advisers estimated the amount of expenses the retiree would have, or recommended a dollar amount or percentage that would be withdrawn annually on a sustainable basis. Part of the problem, says Tracy, is that everyone's situation is different. "There is no cookie cutter here," he says. A typical retirement plan will determine non-discretionary, or basic expenses, and ensure there is guaranteed income to cover them. It can take a bit more risk--and therefore potential growth--on products to provide the extra income for non-essential expenses. And it will include insurance where appropriate to guard against risk. But what is considered an "essential" expense depends on the individual and their lifestyle, Tracy notes. For some it may be as basic as food and shelter while for others, a golf-club membership may be non-discretionary. Health issues and family history are other variables that can influence retirement income and expenses. None of that can be determined without a lengthy and detailed discussion, Tracy says. Those on the verge of retirement also need to deal with changing expectations on investment returns, Tracy says. Where once advisers may have used an annual 8% return as a rule of thumb, the market volatility over the past decade has thrown that out the window. "I'm not sure people's expectations over future returns have quite caught up with reality," he says. Among the lessons learned from the recent market crash is that those Canadians approaching retirement need to "start getting more defensive and focus on capital preservation earlier," he says, as they aren't likely to have the time to rebuild any portfolio value lost in the past few years. The loss of the refugee study grant – announced last year but due to take effect next year – had compounded increasing university entrance restrictions, Tertiary Education Union president Tom Ryan said. "For the first time in modern New Zealand history, people are being kept out of the doors of our institutions because there's more students than places, and you can be sure that it's going to be the children of refugees and [other minorities] being kept out." The grant, which began in 2003, provided recipients up to $4000 a year for each year of their qualification. It cost nearly $1.5 million annually. Somali refugee Ummy Amin, 23, who graduated from Victoria University this month with a bachelor of arts, said she would be uneducated and married with children, were it not for the grant. Instead, she is now a community leader worried about how the loss of the grants will affect her fellow refugees. "When you're a refugee, your level of confidence is just not very high. You don't have that mentality to say `let me try this out' ... The opportunity from the Government saying `you can be something if we show you how' [is so important]." Miss Amin had no intention of going to university when she left school, till someone suggested she use the grant for a university foundation course. It gave her crucial academic English, as well as research and essay-writing skills. But it was the support and confidence gained that she credits for her university success. The B+ student knew at least 10 people who had dropped out because they were unprepared. "To be honest ... I probably wouldn't have lasted one semester [without the course]." Miss Amin, who came to New Zealand from Kenya six years ago after fleeing her war-torn homeland, said it felt good to go from "being nothing" to a contributing member of society. Refugees were reluctant to take on student loans when they had no confidence they would succeed in a system they did not understand – but gaining education helped erase traumatic memories, she said. Mr Ryan called the move "penny pinching and . . . not thought through". "It's relatively small amounts of money for quite significant positive outcomes." The Waikato University senior anthropology lecturer said he had taught many young refugees who "absolutely blossomed in that academic environment" and became community leaders – but could not have gone to university without the grants. The student profile was becoming more boring, as those migrants, Pacific Islanders, Maori and others in the traditional low socio-economic spectrum were squeezed out of university. "To not have them around is a loss for everyone." Tertiary Education Minister Steven Joyce said the Government had faced "difficult fiscal decisions" for the 2009 tertiary education budget because of unfunded commitments by the previous government. "A number of small funds were disestablished which had relatively high compliance or administration costs and provided outcomes that could be achieved elsewhere." While there were other initiatives that aided migrants and refugees – such as student loans and allowances or training and literacy schemes – officials were currently doing a "stocktake" of refugee education needs, he said.
