150,000 in northern Kenya risk starving as food crisis bites Women wait for their turn to fetch water at Welmerer Borehole in Jarajilla division, Fafi district. In the past, severe drought has forced herders in northern Kenya to cross the border into Somalia in search of pasture and water. By HASSAN HUKA Sunday, January 09, 2011 More than 150,000 people in northern Kenya are at risk of starvation. Children under five years, pregnant women and the elderly bear the brunt of food insecurity as devastating drought depletes resources in the region. In Moyale town, two children below five years were admitted to the district hospital over severe malnutrition, according to the Kenya Red Cross Society report on the drought in the Upper Eastern. In Marsabit North District, unconfirmed reports said that two elderly herders had died of starvation. Relief agencies have already started distributing food in the area to avert a crisis. A Red Cross report indicates that majority of residents in northern Kenya face starvation following massive crop failure in the last three planting seasons. There have also been reports of animal deaths in the region due to drought. “Residents in Isiolo, Marsabit, Samburu and Moyale are on food relief assistance, which is not enough. Locals have deployed coping mechanisms of skipping one meal a day. In Marti, Samburu North District, pastoral households do not prepare lunch except porridge for children,” says the report. In Moyale, Marsabit County, the price of a kilo of maize shot from Sh25 to Sh40 while beans prices rose from Sh50 to Sh70 a kilo. Water shortage The Red Cross report says that locals use unsafe drinking water from shallow wells in Ethiopia. The water is supplied by vendors at Sh60 per 20 litre jerrycan. Most residents cannot afford it. “The situation is so bad such that water trucking for human consumption has commenced in most parts of the region. In Moyale, the most affected areas that are already under water trucking are Amballo, Garba, Iladu, Watiti, Dirdima, Funan Qumbi, and Baden Rero, and Badana Garadida in Isiolo. In Marsabit branch that comprises five districts, Burgabo borehole is currently overstretched,” said Upper Eastern disaster management officer Bitacha Sora. On his part, Actionaid project coordinator in Isiolo County Mr Muhamed Ahmed said: “We distribute cereals, porridge, cooking oil and salt to locals according to the Food and Agricultural Organisation standards but distribution will be extended to other areas if the Kenya food security steering group assesses the situation and determines if it is possible to do so.” Source: Daily Sunday

Liibaan, a six form student on New Vic Plays his tennis at Aldersbrook Tennis Club where he gained valuable exposure and skills. In the junior boys tournament held at Alderbrook Club, Liibaan won the title by beating Jake Navaro by two sets to one in the final. South Sudan: Can This Be the World's Newest Nation? A thousand miles from anywhere, among the empty flatlands and bare rock hills that mark the Sahara's southern edge, Juba is a place of mud huts and plastic-bag roofs where buzzards lift lazily on the afternoon heat and children wash in the muddy waters of the White Nile. It has no landline telephones, no public transport, no power grid, no industry, no agriculture and precious few buildings: hotels, aid compounds and even some government ministries are built from prefab cabins and shipping containers. There are a few businesses, a few score police, a handful of schools, one run-down hospital and several hundred bureaucrats. With the arrival of ever more aid workers, there is now also the occasional traffic jam of white SUVs on Juba's five tarred roads and a small clutch of bars to soak up those expat salaries. But it hardly suggests the improbable reality now dawning on the place: barring war, famine or genocide — and all are possible — in 10 months this sweltering, malarial shantytown will become the world's newest capital city in the world's newest country, South Sudan. How can southern Sudan become an independent nation when it possesses so little of what defines one? Many aid workers and development experts in Juba doubt it can. They have coined a new term to describe its unique status: pre-failed state. In public, the international community tries to be more upbeat. But optimism is hard with so little time to prepare for separation. Southerners are expected overwhelmingly to choose to split Africa's largest country at a referendum on independence next Jan. 9, and David Gressly, the U.N.'s regional coordinator for southern Sudan, admits, "There is a lot of discussion about whether southern Sudan will be ready for secession." Asked whether South Sudan is sufficiently prepared to go it alone, former U.S. President Jimmy Carter, whose Carter Center promotes health and democracy in Sudan, replies simply: "No." Any premature birth presents complications. For southern Sudan, they could be particularly severe. Sudan is already one of the least stable countries on earth. This is where Osama bin Laden lived for five years in the 1990s; where the government has waged, in Darfur, what the Bush Administration called genocide; where the President, Omar al-Bashir, is the first head of state to be indicted by the International Criminal Court; and where 2 million people died in two civil wars between the south and the northern government in 1955-72 and between 1983 and 2005, conflicts that left the entire country awash with guns. A new country born into that environment, which, say, did not have clearly defined borders, or had weak institutions, or was split internally, could spell disaster. "It could recreate the conditions for civil war," says Gressly. Major General Scott Gration, U.S. special envoy to Sudan, describes his task as ensuring "civil divorce, not civil war," and warns, "This place could go down in flames tomorrow. The probability of failure is great." And that's just the south. Secession there is likely to encourage other Sudanese independence fighters, like those in Darfur, or in the east of the country, or in the central-southern states of Southern Kordofan and the Blue Nile. Carter downplays the likelihood of an African Yugoslavia splintering violently under pressure from multiple forces. Gration is less sure. "Disintegration is not a foregone conclusion," he says. "It's my view that we can stop this." So why is South Sudan even trying, when the price of failure could be war and the price of success might be Sudan's disintegration? Why is the world helping? The answers illuminate some harsh realities about the difficulties of engaging a rogue regime, the effectiveness of aid and the limits of international influence. By MOHAMMED IBRAHIM and JEFFREY GETTLEMAN Friday, January 07, 2011 MOGADISHU, Somalia - ON May 5, just after sunup, 750 militants surrounded Dr. Hawa Abdi’s hospital. Mama Hawa, as she is known, heard gunshots, looked out the window and saw she was vastly outnumbered. “Why are you running this hospital?” the gunmen demanded. “You are old. And you are a woman!” They did not seem to care that Mama Hawa, 63, was one of the only trained doctors for miles around, and that the clinic, school and feeding program she built on her land supported nearly 100,000 people, most of them desperate refugees from the fighting and poverty that has afflicted this nation. For hours, militia commanders held Dr. Abdi at gunpoint while their underlings — mostly 15- to 16-year-old boys — ransacked the hospital, shooting anesthesia machines, smashing windows and tearing up records. The gunmen, who belonged to one of Somalia’s most fearsome militant Islamist groups, notorious for chopping off hands and stoning adulterers, put Dr. Abdi under house arrest for the next five days and shut down the hospital, causing two dozen malnourished children to die in the bush after their families fled. But something extraordinary happened. Hundreds of women from the sprawling refugee camp on Dr. Abdi’s property dared to protest, adding to a flood of condemnation from Somalis abroad that forced the militants to back down. Dr. Abdi even insisted that the gunmen apologize — in writing — which they grudgingly agreed to do. “I told the gunmen, ‘I’m not leaving my hospital,’ ” Dr. Abdi said. “I told them, ‘If I die, I will die with my people and my dignity.’ I yelled at them, ‘You are young and you are a man, but what have you done for your society?’ ” Somalia has been at war with itself for 20 years. The health care system, like much of the country, has been demolished. There are very few functioning hospitals left. But for decades — as the government imploded, warlords took over, more warlords came and an Islamist insurgency swept across Somalia — Dr. Abdi has persevered, offering a refuge for thousands of families driven from their homes by relentless street battles. But that is not enough, in her estimation. So, on separate patches of land she owns, she is organizing families to run farms and has bought a small fleet of fishing boats to help feed the camp. HER stubborn commitment has earned her recognition worldwide. After nearly 30 years of Caesarean sections and emergency feedings, Dr. Abdi and her daughters were included in Glamour’s Women of the Year 2010, putting them in the same elite company as Julia Roberts and Queen Rania of Jordan. The magazine described Dr. Abdi as “equal parts Mother Teresa and Rambo.” Eliza Griswold, who wrote about the compound in her book “The Tenth Parallel,” said, “Mostly out of sheer moxie, Dr. Hawa and her daughters have built a city of healing within the war’s brutal chaos.” Dr. Abdi’s daughter Amina, who first learned to practice medicine trudging behind her mother during visits to the bush, said her mother needed to rest. “But she has never rested in 20 years,” Amina laughed. In fact, Dr. Abdi recently had a benign tumor removed from her brain. She is better, she said, but she is tired. Still the work continues, and Dr. Abdi plans to return in a few months. “I can’t run away to save myself,” she said. Dr. Abdi comes from a different generation of Somalis, one with opportunity. At 17, she won a scholarship to study gynecological medicine in Kiev, in what is now Ukraine; she was the only woman among 91 Somali students. Her dream to become a doctor began when she was 12, she said, watching her mother die in childbirth. “I used to think and dream that one day I, myself, could save lives so no other mother would die helpless,” she said, her eyes bright behind thick glasses. After Kiev, she returned to Somalia and worked for government hospitals. She married and had three children, two daughters and a boy, though her son was killed in a car accident in 2005. He was 23. Both daughters, Amina and Deqa, became doctors. In 1983, she opened a one-room private women’s clinic on land her family owned and began persuading nomadic women to deliver their babies with her. Dr. Abdi said Somalia’s president at the time, Mohammed Siad Barre (the last president of a permanent central government in Somalia) personally gave her the permission. That one-room clinic has steadily grown, almost unrecognizably. Today, Hawa Abdi Hospital has 400 beds, 3 operating theaters (still badly damaged from the attack), 6 doctors, 43 nurses, an 800-student school and an adult-education center that teaches women how to cook nutritious meals and make clothes. Dr. Abdi has long performed surgical procedures herself, everything from Caesarean sections to tweezing out bullet fragments, though operations have been on hold because of the damage from the assault. Measles, malaria, diarrhea, epilepsy, tuberculosis and especially life-threatening malnutrition in a country constantly teetering on the edge of a full-blown famine are what she confronts on a daily basis, with some international assistance but far from enough equipment or medicine. AROUND the two-story hospital, 15 miles down a shelled-out road from Mogadishu, a veritable city has sprung up over the years, 90,000 refugees living in bubble-shaped huts made out of plastic sheeting and sticks, people who have flocked here because it is considered one of the few safe zones in southern Somalia. The medical treatment is free, supported by donations. The haven comes with some security guards and a few important rules. Among them: no man may beat his wife. The property even has a storeroom that doubles as a jail for offenders. Hakima Mohamoud, a 50-year-old mother who had just given birth, recently arrived here with a tiny, listless, malnourished baby, who was immediately put on a feeding tube. It seemed to be working, and Mrs. Hakima marveled that her daughter’s life could be saved — for free. “I’ve never, in my life, seen a free-of-charge hospital serving free medicines,” she said. “I don’t know how I will pay Hawa Abdi Hospital back.” Many Somalis have essentially given up on their government helping them. So, too, it seems, has Dr. Abdi. When asked if she thought of calling the government forces that day in May, when she was surrounded by hundreds of militants, Dr. Abdi simply laughed. “Oh no,” she said, “they can’t do nothing. They are only in the state house and they can’t go out.” She gets excited every time the story comes up and described how the militants, during their brief seizure of her compound, even raised one of their signature black flags. “As soon as they left, we pulled it down and put up a white one,” Dr. Abdi said. Friday, January 07, 2011 Russ Thomas When Russ Thomas joked to an old friend after the election that he might be looking for a job in January, he never expected to get a call inviting him to work in east Africa. But the call came around Christmas, with the date of departure less than three weeks away. The company, Gossamer Crossing, needed a quick decision, and so the former Calaveras County supervisor is spending his last weekend in the foothills before leaving Tuesday for a six-month contract in Somalia. “I want to go see what things are like on the other side of the world,” Thomas said by way of explanation. Gossamer Crossing, a Sacramento-based firm offering a variety of services to humanitarian and disaster-relief organizations, has been concentrating its efforts in Mogadishu, the capital of the struggling nation. Thomas will head a project to build security features around an international airport near the coast. “Beachfront,” joked his wife, Gloria Luna. One of his roles will be liaison with officials from the United Nations and local government, a type of interagency coordination not unfamiliar after four years on the Board of Supervisors. “When they asked if I’d be comfortable going to meetings like that, I sort of laughed,” Thomas said. The work will be “fencing and gates and stuff like that – a lot of it,” Thomas explained, and not without some danger. He said perimeter fencing was likely to be the riskiest part of his task. “We’ll definitely have dedicated daily troops assigned to make sure no harm comes to us.” The African Union has created AMISOM, a peacekeeping organization with the goal of supporting the Somali Transitional Federal Government, which has several thousand troops in the country. The AMISOM troops guard the airport. The soldiers represent an assurance of physical safety, but also something bigger. “The most encouraging thing to me is the commitment on the part of the international community to make this government work,” Thomas said. Despite any possible danger, Luna has remained stoic and supportive, ushering her husband through her carefully composed lists of tasks before he leaves, like rounds of inoculation against yellow fever and hepatitis. Fortunately, his only side effects thus far have been some muscle soreness: “I think it was the yellow fever,” he observed, rubbing his left arm. “I realize and understand fully what the dangers are in going, but you weigh the risk and the benefit and I think overall that’s going to be in his benefit,” Luna said. “Part of his commitment to life has been involvement in the community and giving back, and that’s really a cornerstone of his being. In addition to that, I’m very excited for him to be going to this place ... where his background, his knowledge, his skills are going to be utilized.” Her confidence is bolstered by her own experience with the Peace Corps, and from growing up with her father in the Navy. “Communication in those days wasn’t anything like it is today,” she recalled, where monthly letters might be the family’s only connection. With a reasonable expectation of a regular Internet connection, the couple hopes to correspond almost every day using Skype and e-mail. “I’m not concerned with the drudgery of the time,” Thomas said. He hopes to devote his spare energies to independent learning, including mastering some design software. After his six months, he said, who knows? He may return to Somalia to work on some upcoming concrete block construction projects, a construction method with which he’s intimately familiar and has developed some personal techniques he’d like to contribute. Thomas said he’s open to more work abroad, but more so to work that’s interesting, wherever it may be. “I don’t see myself sitting in a rocking chair any time soon.” To see a map of Mogadishu, Somalia, click here.
