SSC Foreign Relations Commission __________________________________________ Somaliland’s Crimes in Erigavo By SSC Foreign Relations Commission Somaliland’s revanchist crimes against the SSC people have now become part of its raison d’etre. It was Kalshaale last year when joint militias from the one-clan secessionist enclave based in Hargeisa and its affiliated clan went on the warpath in the SSC Cayn region. Territorial conquest, and notably the capture of the regional capital Buuhoodle, was their main objective. This latter day colonial-like gunboat adventure was ignominiously defeated notwithstanding the loss of many innocent SSC nomads and civilians. As if they had learned nothing from that experience, this renegade administration is at it again in their vainglorious clan hegemony. This time their target is the town of Erigivao in the north east of Somalia (Somaliland as the secessionists call it), a melting pot inhabited by four clans, two belonging to the secessionist camp and the others unionists under occupation. Until the secessionists took over the area, Erigavo has distinguished itself as the one place in Somalia where all its diverse clans have lived harmoniously and settled peacefully any problem that arose without the need for external intervention. All that centuries old heritage changed with the advent of the secessionist control over the area and their misguided ideological quest for clan hegemony. Inevitably, this his has given rise to tit-for-tat killings and the current tension in the town. It is the responsibility of any authority worth its name and valuing communal peace to intervene in a timely fashion and in an even-handed approach and solve these tensions first and foremost through traditional Somali conflict resolution modalities. For Somaliland, however, generating or exploiting tensions between its supporting secessionist clans and recalcitrant unionist ones are part of its policy tools to maintain its control or expand its SSC territorial occupation. It happened in Kalshaale and it is now taking place in Erigavo. The recent revenge killings in Erigavo has provided the authority the pretext to implement a wider agenda that has been in the works for sometime and entailing far reaching repercussions for the demography and balance of power among the clans in the town. In pursuance of this agenda, the authority launched on the 5th and 6th of November a coordinated attack only on the SSC section of the town deploying its heavily equipped militia and supported by armed militias from fellow clans. Disarming and “pacifying” the SSC residents in their quarter was the stated objective for this military onslaught on defenceless SSC civilians. But these SSC People who are disarmed, under siege and left defenceless in the face of the combined hostilities of an authority and its revenge and land seeking clans have now been left with two clear choices: leave the town or face the consequences. Responding to this fait accompli, SSC residents have left the town in droves to seek shelter and security in the SSC heartland. Through ethnic cleansing, the town of Erigavo, hitherto a multi clan melting pot could end up as a purified unmixed one clan territory. Somaliland’s latest actions in Erigavo are also politically motivated and have to be seen against the background of the forthcoming SSC conference in Taleex, scheduled to take place in due course. Somaliland perceives this conference with deep forebodings, fearing the emergence of an SSC Regional Administration that could end its occupation of the SSC regions and in the end unravel its quest for recognition on the false claim that the whole of former British Somaliland is under its control. Somaliland therefore has an interest to create facts on the ground while it has the time and, if possible, do all it can to undo this conference. Given its mindless disastrous adventure in Kalshaale in the Cayn region, Somaliland’s current actions in Erigavo in the Sanaag region has all the hallmarks of a possible repeat of that history. Already several SSC residents have been killed and scores wounded, most of them women and children. But the casualties are likely to rise as many injured victims are forced to remain indoors and denied access to medical treatment. As the pressure on them builds up and people are forced to leave the town, a stampede could easily ensue. The looming humanitarian crisis needs no amplification. On behalf of its community, the SSC External Relations Commission is calling on the UN Humanitarian organisations based in Nairobi to respond in time to the needs of the SSC community in Saanag, whether those besieged in Erigavo or those displaced in the hinterland. It also calls on the Special Representative of the UN Secretary-General, H.E. Augustine Mahiga, as well as the UN Independent Expert on the Human Rights Situation in Somalia, Dr Shamsul Bari, to give the situation unfolding in Erigavo the attention and action it merits. The New York Times: Some War-Weary Somalis Find Respite at the Beach By MOHAMED IBRAHIM and JOSH KRON MOGADISHU, Somalia — After years of surviving under the yoke of fundamentalist Islamist militants, Somalis here are getting their swagger back. Over the weekend, an unexpected sight could be seen along the shores of the capital, Mogadishu. In a city known for shelling, suicide bombs, Shariah law and public executions — and in a country where famine is widespread in the south — hundreds were out enjoying the scenery and sunning themselves at the beach. “For the first time in years,” said Mohamoud Abdi, who came to Mogadishu’s Lido Beach on Friday with his two sons. “People are feeling delightful.” In a city torn by fundamentalism and fighting, a return to the beach is a symbol of how far peace seems to have come, as government forces and African peacekeepers have pushed Islamist rebels out of the capital over the last several months. Mogadishu is a museum of war. Its buildings look like old ruins, except that the city has not eroded slowly over millennia, but in 20 bullet-packed years. For many residents, the last five have been spent under a particularly oppressive regime, the militant Islamist group known as the Shabab, which rose up in 2006 as a popular nationalist movement to kick troops from Ethiopia out of the country. But the Shabab soon turned against Somalis themselves, and it became evident that its brand of Islam wasn’t congruent with Somali culture. The group banned music, soccer and even bras; it swore allegiance to Al Qaeda. As for going to Mogadishu’s idyllic beaches to play in the sand, or for a romp in the water — between radical Islamist laws (women were banned from swimming there in 2006) and constant fighting, such an outing was akin to exercising a death wish. No more. Since the Shabab largely retreated from Mogadishu in early August, the city has slowly and cautiously been stirring to life. Vendors are moving back into the central market. People dine in outdoor cafes. Maybe most cat*****cally, they are going back to the beach — men and women alike. “I had never thought of coming here,” said Said Yare, rolling in the sand at Lido. Going to Lido Beach on Friday used to be a weekly pastime for Somalis, young and old, families and friends. Before the fall of President Mohammed Siad Barre in 1991, Lido Beach was packed with clubs and cafes. Somalia has the longest coastline on the continent of Africa, and Mogadishu was known as the “pearl of the Indian Ocean.” But civil war gutted leisure activities, and by 2005, with Mogadishu carved up under the control of competing warlords, Lido Beach was a veritable ghost of its former self. Then came an Islamist government; then fighting with Ethiopian soldiers; then the Shabab; then fighting with African Union peacekeepers. Somalis started returning to Lido only last month. The African Union peacekeeping mission in the country has taken the opportunity to promote Lido Beach’s resurgence as a testament to the peacekeeper’s triumphs over the Shabab. “Roads are being repaired, homes rebuilt and markets reopened,” the peacekeeping mission said in a statement. But in a country used to war, it is unclear how long the respite will last. “Al-Shabab is down but not out,” says EJ Hogendoorn, a Horn of Africa analyst for the International Crisis Group. As for the Shabab, Mr. Hogendoorn says, the group has reverted to “guerrilla warfare.” That means Mogadishu still is not safe. Two suicide bombers, one believed to be American, blew themselves up at an African Union peacekeeping base last month, killing an untold number of people. In early October, a suicide bomber killed roughly 100, many students, at the Ministry of Education. Scores of Mogadishans take to Lido beach for the first time in years as security in the city improves following ouster of extremist rebels in August Mogadishans Take to Beaches as City Reawakens Hundreds of Mogadishu residents last week took to the beaches for the first time in three years in a dramatic display of a new found sense of security following the forcing out from the city of Al Qaeda-linked terrorists. The revelers, who included former President, Ali Mahdi Mohamed, converged on the scenic Lido beach on Friday where they enjoyed a game of football and took a dip in the waters. Ever since the Somali National Army, with the support of the African Union Mission in Somalia, forced the extremists’ retreat in August, the capital has been experiencing something of a resurgence. Roads are being repaired, homes rebuilt and markets reopened. Real estate prices along Via Moscow have doubled and there are people out in the streets late into the night, despite the ongoing threat of terrorist attack. Following a successful operation to secure parts the vast outlying district of Deynile, hundreds of thousands of people in the Afgoye corridor who had previously been prevented by the extremists from returning to their homes in the city are now streaming back. Traffic at the Aden Abdulleh International Airport has also tripled and the line of ships waiting to dock at the seaport grows ever longer. The city has played host to several high profile visitors, including Turkish Prime Minister, Recep Erdogan, and a number of countries have reopened their embassies. However, as the city reawakens, it is also experiencing problems common to other capitals around the world. Traffic jams along the busy streets are a perennial headache and crime rates are up, according to Mayor Mohammed Nur “Tarsan.” The AMISOM Police Component is helping to train the Somali police force, now numbering over 5000, to manage these challenges and the AU has appealed to the UN Security Council for help in deploying formed up police units to aid the effort. Last week, the city’s business community presented a gift of thirty animals to AMISOM in appreciation of the Mission’s effort in helping secure the capital.
