The communiqué also stressed the importance of immediately launching a process of political dialogue and reconciliation in the Horn of Africa country, which has not had a functioning government since the regime of Muhammad Siad Barre was toppled in 1991. Last month the Security Council adopted a resolution authorizing the creation of an African protection and training mission in Somalia to help protect its transitional federal institutions, and today’s communiqué emphasized the urgent need for that force. To be known as IGASOM, the new force is to be set up by the African Union (AU) and the Intergovernmental Authority on Development (IGAD), an east African group, and will have an initial mandate of six months. No countries bordering Somalia will be able to deploy troops. It would be the first time in more than a decade that a high-ranking United States official has set foot there. But Al Qaeda’s second-in-command, Ayman al-Zawahri, urged the world’s Muslims on Friday to turn Somalia into a battlefield and use suicide attacks. These developments were part of Somalia’s transformation after Ethiopian-led forces ousted the once powerful Islamist movement from the capital last week and helped install a potentially viable government there for the first time in over 16 years. American officials said the schedule for the diplomat, Jendayi E. Arab League calls for dialogue to halt fighting in Somalia The Cairo-based Arab League (AL) called Sunday on the warring factions in Somalia to halt fighting and return to dialogue. AL Assistant Secretary General for Political Affairs Ahmed bin Hilli made the call in an interview with Dubai-based al-Arabiya news channel. Hilli told the TV channel that fighting between the conflicting sides in Somalia could affect peace talks scheduled to be resumed in mid-January in the Sudanese capital of Khartoum. He noted that the Arab League, the African regional organization Intergovernmental Authority on Development (IGAD) and the European Union were preparing a third round of peace talks for the Somali warring sides, the interim government and the Union of Islamic Courts (UIC). The agenda of the talks include the security file, the return of the government to the capital Mogadishu and merging the UIC into the ruling authority, he added. Clashes resumed between Somalia's interim government and the UIC on Thursday despite of a truce secured by an EU envoy late Wednesday. Egypt prepared to help Somalia parties overcome differences: FM Egyptian Foreign Minister Ahmed Abul Gheit said on Thursday that Egypt is prepared to offer all forms of support to help the two parties in Somalia to overcome existing differences. In a statement, Abul Gheit said dialogue was the best way for settling differences between the interim government in Somalia and the Union of Islamic Courts (UIC). Abul Gheit welcomed recent reports that both sides agreed on Wednesday to a ceasefire and starting a new round of talks without any preconditions after European efforts to convince Somali factions to immediately return to the negotiating table on a recent visit by Louis Michel, the European Commissioner for Development and Aid, to Mogadishu. Talks between Somalia's two parties collapsed in November when Islamists refused to negotiate until Ethiopian troops, alleged by the UIC as deployed to help the interim Somali government fight the UIC, pull out amid mutual accusations of violating the previously agreed recognition and truce pacts. Fighting resumed in Somalia for a second day between fighters loyal to the weak transitional government and advancing Islamist militia in Baidoa in southern Somalia. Somalia hardline Islamist leader Sheikh Hassan Dahir Aweys on Thursday said his powerful militia movement was at war with Ethiopian soldiers in Somalia. Fighting erupted early Wednesday hours after the expiry of an Islamist ultimatum for Ethiopian forces to pull out or face major attacks. Many fear war in Somalia could spread through the Horn of Africa, drawing in Ethiopia and its arch-foe Eritrea, which is accused of supporting the Islamists. Arab League urges for ceasefire between Ethiopian forces, Somalia's UIC faction www.chinaview.cn 2006-12-25 22:47:57 CAIRO, Dec. 25 (Xinhua) -- The Cairo-based Arab League (AL)urged Monday for an immediate ceasefire between Ethiopian forces and Somalia's Union of Islamic Courts (UIC), Egypt's MENA news agency reported. In a press release, the AL, of which Somalia is a member state, expressed apprehension and regret over maintaining armed clashes between the two sides at war, which has left thousands of Somalis homeless. It was important to spare the Somali people more instability and destruction, the pan-Arab organization said in the press release. Earlier on Monday, Ethiopian fighter jets bombed the international airport in Mogadishu. The AL, meanwhile, urged the UIC and its rival interim Somali government, which was said to be backed by Ethiopian forces, to resume peace talks. The talks have taken place periodically in the Sudanese capital Khartoum and are next scheduled for Dec. 15 under the auspices of the AL and the African regional organization Inter-governmental Authority on Development. Somalia has not had an effective central government since warlords overthrew long-time dictator Mohamed Siad Barre in 1991and then turned on each other. The UIC now controls the Somali capital Mogadishu and much of the rest of the war-ravaged Horn of Africa nation, while the interim government, which formed two years ago, has been unable to assert its authority over the country.

Arab League calls for dialogue to halt clashes in Somalia The Arab League (AL) Friday called on Somalia's both sides of the armed clashes to halt fighting to pave the way for resuming negotiations, Egypt's MENA news agency reported. Samir Hosni, director of AL's African affairs department, made the call in a statement after Smalia's conflicting sides, the interim government and the Somali Union of Islamic Courts (UIC), had pledged to resume negotiations in the Sudanese capital Khartoum in January without preconditions. Hosni noted in the statement that the AL and the African regional organization, the Intergovernmental Authority on Development (IGAD), will serve as sponsors for the January negotiations, the third of its kind, while the warring parties will sign an agreement on their acceptance of the sponsors. The negotiation agenda set by the IGAD and the AL should include two main points: security in Somalia and sharing authority, along with some constitutional issues, said the report. Clashes resumed between the conflicting Somali sides on Thursday despite of a truce secured by an EU envoy late Wednesday between the interim government and the UIC. Somali Islamists urge Muslims worlwide to join jihad Sat Dec 23, 2006 7:06 AM ET By Guled Mohamed MOGADISHU (Reuters) - Somali Islamists urged foreign Muslim fighters on Saturday to join their "holy war" against Ethiopia after days of heavy fighting between Islamist and pro-government troops. The Islamists and pro-Somali government fighters have been firing artillery and rockets at each other across frontlines since Tuesday, killing dozens and wounding hundreds. Though residents reported a lull in fighting early on Saturday. "Our country is open to Muslims worldwide. Let them fight in Somalia and wage jihad, and God willing, attack Addis Ababa," said Islamisti defense chief Yusuf Mohamed Siad "Inda'ade", a hard-liner known for his belligerent rhetoric. "We told the world to stop this problem. We told them to do something before it becomes a blazing fire that would engulf the region," he told reporters in the Islamist stronghold of Mogadishu. The most sustained fighting to date between the two sides has heightened fears of a major regional war that would suck in Horn of Africa rivals Ethiopia and Eritrea. Diplomats fear the Somali conflict could also trigger suicide bombings in east Africa. Ethiopia poured scorn on the Islamists' call for international support from foreign jihadists, saying it proved the "extremism" of a movement Addis Ababa accuses of being run by militants linked to al Qaeda. "If wishes were horses, the extremists in the Islamic Courts Union would have attacked Addis Ababa by now," Foreign Ministry spokesman Ambassador Solomon Abede told Reuters. "Their declaration appealing to foreign Muslim fighters to help in war against Ethiopia proves their extremist behavior." APPEALS FOR PEACE Residents reported quiet across the two main fronts near the government's encircled base at Baidoa early Saturday. The Islamists said they took over Tiyeglow late on Friday, meeting no resistance in the town some 70 km (45 miles) southwest of Baidoa. The Islamists took power in Mogadishu and across a swathe of southern Somalia in June, challenging the Western-backed interim government's aspiration to restore central rule for the first time since a military dictator was toppled in 1991. This week's combat started after Tuesday's expiry of a deadline the Somalia Islamic Courts Council (SICC) had given Ethiopian troops protecting the government to leave the country or face war. The African Union added its voice on Saturday to U.N. and Western condemnation of the fighting and urged both sides to resume peace talks. The SICC accuses Christian-led Ethiopia, a U.S. ally in its war on terrorism, of invading Somalia and has said it would wage holy war against the dominant Horn of Africa power. Washington says the Islamists are led by an al Qaeda cell, which the military-religious movement denies. Al Qaeda leader Osama bin Laden has publicly encouraged jihadists to join such a war. Military experts estimate Ethiopia has 15,000-20,000 troops in Somalia, while Eritrea has about 2,000 behind the Islamists.
