  1. Puntland Presidential Candidate Dr saleebaan xaglatoosiye visiting his hometown Buuhoodle, Puntland , Somalia Somaliland’s Delusions: When will they ever learn? Jan 13 , 2009 Almost on the model of Israeli expansionist polices in the Occupied Palestinian Territories, Somaliland has been no less active in trying to create facts on the ground in the areas it occupied in the region of Sool. It has made it quite clear to the defenceless people that any manifestations of support for Puntland or Somalia will be at their own peril. Immediate imprisonment and often banishment to the infamous Mandera prison is the instant justice that the occupying clan militia meets out to any one who dares to upset their apple cart. Having realised that Puntland under former Cadde Muse and former vice president Hassan Dahir Afqudhac were nothing more than toothless bulldogs, more famous for their dithering and lust for money, Somaliland’s macho has become unstoppable posturing as a supper power on the Somali stage. Visiting Lascanod has become a required imperative for any aspiring politician and for Somaliland’s’ defence establishment eager to publicise their military prowess- enough to scare Cadde Muse and company. The upshot of Somaliland’s occupation of Sool was the decision to organise electoral registration in the SSC regions. Perhaps this was on the advice of Haabsade, a traitor and turncoat par excellence, and perhaps other SSC mercenaries on Somaliland’s pay. Like all quislings, Haabsade told Somaliland what they like to hear: that the area is peaceful, the people pro-Somaliland, and eager to participate in the electoral registration. Such news is music to the ears of Somalilanders. And so, the electoral registration teams were sent with so much fanfare. First stop of course was Lascanod, the capital of Sool. By all accounts, no body turn up, except, employees of the occupiers who were forced to register or else face dire consequences. To be fair, the Somaliland visiting dignitaries like their Vice President and a registration teams, accompanies by Haabsade, did receive some limited welcome in Haabsade’s home village, Kalabaidh. But that happy memory was wiped out by the unforgettable ignominy that was visited on the Somaliland registration teams in both Widhwidh and Buhodle. In Widhwidh, three of their soldiers accompanying the electoral team were killed by the locals and the rest took to their heels. But the worst humiliation was in Buhodle. The whole town rose up and went on the rampage, destroying all the electoral material, from boxes to electronic equipment to transport, and chased the intruders all the way until they reached Balli Dhiig. Buildings sheltering or showing Somaliland flags were ransacked. Such was Somaliland’s bitter experience that the locals were so jubilant to have seen the back of Somaliland out of their sool. Somalilanders, once chastised, rarely ever come back to where they know the locals are in no mood for nonsense. Such is the reputation and history of Buhodle, the cradle of famous poets, the likes of Ali Dhuux, Ismail Mirreh, Aden Arab and Samatar Baxnaan. Change has come to Puntland and it is adieu to the charlatans- Cadde Muse and Hassan Dahir Afqudac. And in their place come their successors, President Abdirahman Faroole and his deputy Cabdisamad Ali Shire. Not a man known for mincing his words, Faroole wasted no time in putting Somaliland on notice: “Get out of SSC peacefully or else” he atoned in his composed and statesmanlike voice- so different from Cadde Muse’s incoherent and child-like rambling. The people of Somalia, Froole said, have reverted to their clan solidarity, the driving force behind the establishment of Puntand regional administration in which the SSC regions are an important pillar. The fact that the traditional elders of SSC are in Garawe or in those areas in SSC not occupied by Somaliland, speaks for itself, he added. As usual, Somaliland’s so-called foreign minister, Mohamed Duale, was quick to rise to the occasion and putout what he and secessionist associates are best at: trot out the usual mantra that Somaliland’s boundaries, being inherited from the former colonial power, are recognised by the African Union and the international community. Surely, this is the height of make-belief and fantasy. If these claims are right, you may ask, why aren’t the embassies of these countries in Hargeisa?. But of course, they will proudly point out to the bombed Ethiopian commercial office which they call embassy!! Any one making such ludicrous claims would be diagnosed anywhere else in the world as schizophrenic but not in Somaliland where self delusions are part of the folklore The fact that Somaliland has ceased to exit as a separate county since July 1960 and hence it’s former boundaries are defunct, and that it is Somalia’s unity and territorial integrity, including of course the NW region, that the international community recognises is something they had been told time and time again but never sinks. It is like speaking to the deaf. Even the British, their beloved former colonial master, have told them in no uncertain terms that they consider Somaliland as part and parcel of Somalia. Taking leaf from the basis of what constitutes nation states, Somaliland’s combative self-styled foreign minister claimed that in this day and age a nation cannot be built on clan basis.. Now, who is talking, you may ask? After all, clan sentiment was the sole reason behind the secession, where nostalgia for the good old days and a return to former Somaliland in which the clan was the top dog and not subordinate to a greater Somalia was the clarion call of the secessionists. Duale’s explanation of the presence of the SSC traditional leaders in Garowe was simple: they are no longer traditional leaders representing their SSC people. Rather they are bootlickers in Garowe, fending for themselves, he fulminated. As was to be expected, almost all the SSC traditional leaders, 17 of them, held a press conference on 12 January in response to Duale’s gratuitous insults and unacceptable claims on the SSC regions. Their answer was forthright. In responding to the British conquest in the late 19the Century, the clans reacted in two different ways. Duale’s clan accepted British colonisation whereas the SSC people fought them for 21 years and had never entered into any colonial treaty with the British. Hence, they are not bound by any union with the pro British clan that is separate from the union with Somalia. Those who think that their former departing master had left them the SSC regions as a legacy are dreaming, they stressed. The SSC regions are part of Puntland and Somalia, they added. That is the choice of its people and it not something the secessionists have any say. Simply, it is non-negotiable. When will they ever learn? Mohsin Mahad

Islamist Militants in Somalia Begin to Fight One Another By JEFFREY GETTLEMAN New York Times, United States NAIROBI, Kenya — Somalia’s Islamist militants, long a bane of the country’s weakening government, are now officially fighting one another. On Sunday, a powerful, newly militarized Islamist group declared a “holy war” against other Islamist factions, and it seems to have the muscle to back up its intentions. Over the weekend, the group, the Ahlu-Sunna Wal-Jama, killed more than 10 fighters from the Shabab, a rival Islamist faction known as one of Somalia’s toughest. The group issued a statement calling on its followers to “prepare themselves for jihad against these heretic groups,” referring to some of the other, more hard-line Islamist factions, and “to restore stability and harmony in Somalia and achieve a genuine government of national unity.” Many Somalia analysts had been predicting that this would happen: that as Somalia’s transitional government headed toward collapse — it now controls just a few city blocks in a country almost as big as Texas — the Islamist insurgents of varying agendas would begin to slug it out themselves. This weekend’s violence is a strong sign that the infighting is under way. An episode of grave desecration may have been what started it. In early December, fighters from the Shabab, one of Somalia’s most militant Islamic groups, ransacked the graves of moderate Islamist clerics who had been buried in Kismaayo, a town the Shabab controls. On Sunday, moderate Islamist leaders brought this up and condemned the Shabab for such un-Islamic behavior. “It is a politically motivated act, which can ignite a sectarian war,” warned Sheik Sharif Sheik Ahmed, one of the moderate Islamists, at a news conference in Mogadishu, Somalia’s capital. On Saturday and Sunday, gunmen from Ahlu-Sunna Wal-Jama took back two towns that the Shabab had controlled, Guriel and Dusa Marreb, and they vowed to roll back recent Shabab gains in other parts of the country. Until recently, Ahlu-Sunna Wal-Jama was known as a religious brotherhood of moderate Islamists, and it did not have a formidable military wing. The tension among Islamic groups comes at a time when politics in the country are as precarious as ever. Somalia’s transitional president, Abdullahi Yusuf Ahmed, is expected to resign any day now, and on Sunday more than 100 soldiers loyal to him flew out of Mogadishu for their clan stronghold in northern Somalia. Several Somali politicians aligned with Mr. Yusuf also left for northern Somalia on Sunday, implying that Mr. Yusuf’s powerful sub-clan, the *****ten, may be pulling out of the government. Aides to Mr. Yusuf said he would to step down on Monday because he was sick of being blamed for the country’s deepening crisis. Mr. Yusuf, a former warlord in his 70s, has been roundly criticized for blocking peace efforts and refusing to negotiate with Islamic leaders. His expected exit is sure to kick off a clan-based succession battle for leadership of the transitional government, despite how marginalized it has become. "I do not accept the president's announcement today that he sacked me as prime minister because he does not have that legal authority in our charter," the prime minister said at a press conference in the southern Somali town of Baidoa, the seat of the parliament. Hussein said that it was for the parliament to decide on the "constitutional breach" of president's decision to sack him early on Sunday after the president accused him of mismanagement and incompetence. The two senior Somali leaders have been in deep disagreement over variety of issues including the way Somali national reconciliation is being handled by Hussein who has been spearheading peace talks with a faction of the Somali opposition. The two leaders also disagreed last month over the appointment of new ministers in Hussein's cabinet. Yusuf refused to endorse the new ministers appointed by the prime minister, following the resignation of 10 pro-president ministers who were excluded from the newly nominated cabinet. The UN-brokered peace talks in neighboring Djibouti have led to a power sharing deal, but President Yusuf has expressed dissatisfaction with the agreement, characterizing it as "a clan deal." Ahmad is heading one of two groups that had sprung from the original SCIC. At the end of last month, his Djibouti-based Alliance for the Re-liberation of Somalia (ARS), agreed to a power-sharing deal with Somalia's Transitional Federal Government (TFG) that doubled the size of parliament. Leader of the rival Asmara-based faction of the ARS, Sheikh Hasan Dahir 'Aweis, himself a former SCIC leader, has accused Ahmad of "siding with the enemy." Ahmad's faction of the ARS began its U.N.-hosted talks with the TFG on November 22. "This is a historical agreement, which works for the interest of the Somali people," said Ahmad, according to The Media Line's (TML) reporter in Somalia. The agreement provided for the enlargement of parliament to 550 members, of which 200 seats would go to Sharif's ARS. Nevertheless, sources in Somalia asserted that the agreement, which aimed to put an end to two decades of civil war, would be hard to implement. Interim President 'Abdullahi Yousuf was not involved in the negotiations and is opposing the deal reached. Yousuf's close adviser, MP 'Abd A-Rashid Muhammed Iro, said the president did not regard the agreement as binding. Two major opposition groups have also rejected the agreement, including the Asmara-based faction of the ARS and the armed group Shabab, which continues to this day to fight the TFG inside Somalia. Meanwhile, reinforcements of Ethiopian troops were seen advancing into Somalia in the past few days. The move contradicts the Ethiopian army's announcement it would withdraw from Somalia after a two-year presence there. The Ethiopian army aided the TFG's armed forces to overthrow SCIC in January 2007 after the Islamic group held power for almost one year. It is now estimated that the SCIC's military wing, the Shabab, has regained control over 90 percent of Somalia's southern regions, as well as parts of the capital.

The Assembly's Speaker, Abdallah Derrow Issak, said lawmakers had voted overwhelmingly for the move. The prime minister is currently out of the country, on a visit to the United States. Correspondents say the no confidence vote is the latest development in an ongoing power struggle between the prime minister of the interim government and the interim President, Abdulkassim Salat Hassan. In the past lawmakers have accused the government of being corrupt and ineffectual. The vote comes days after the president appealed to Somalis to come together for talks about the future of the country. The transitional assembly was set up a year ago go as a way of ending a 10-year long breakdown of government in Somalia, but has so far failed to unify the county. President Abdulkassim Salat Hassan announced that his government would not stand down until a new government and parliament were formed. But Prime Minister Abshir Farah says the TNG will be illegitimate from Wednesday, and accused the president of deliberately trying to make Somali reconciliation talks in Nairobi fail to justify prolonging his stay in office. The TNG was established on 13 August 2000 after a conference of Somali elders and given a three-year mandate to reconcile the numerous warring factions in Somalia. Fear The Somali capital, Mogadishu, is reported to be tense with residents worried about the consequences of the stand-off. President Salat Hassan of Somalia President Salat says he will remain in power They point out that powerful warlords who control parts of the capital have disagreed with President Hassan and have opted to continue participating at the talks. The residents say that if a new parallel government is formed in Nairobi then renewed fighting is likely. The president, who quit the talks on 29 July, accused the peace conference of taking an anti-Islamic direction saying that a transitional constitution being negotiated in Kenya would create a federal state that would divide Somalia. Row President Hassan's opponents have accused him of running scared. "Abdulkassim wants the failure of the peace efforts we are pursuing in Kenya so that he can keep power. He felt he would lose out at this conference," said a spokesman for Prime Minister Farah. There is no indication as yet of what action may be taken by President Hassan's opponents if he continues to ignore the Nairobi talks. Over the weekend both the prime minister and the Speaker of parliament, who remain in Nairobi at the talks, were sacked in Mogadishu. But the sacked prime minister - the TNG's chief negotiator - said the sacking was meaningless as the parliament did not have a quorum when the vote took place. ----------------------------- Somalia Prime Minister Gedi Resigns NAIROBI - The prime minister of Somalia’s beleaguered interim government has resigned, following intense international pressure for the leader to step down after three controversial years in office. But it is far from certain whether the resignation of Ali Mohamed Gedi will help the government unify or cause a further split along clan lines. Speaking to VOA from the seat of the transitional parliament in Baidoa, an assistant to the speaker, Osman Bulleh, says Ali Mohamed Gedi personally delivered his resignation to interim President Abdullahi Yusuf, who accepted it immediately. “According to his resignation, he says he has decided to resign for the benefit of the people of Somalia and the government. He says he will support anybody that is appointed as prime minister,” he said. Mr. Gedi arrived in Baidoa from the Ethiopian capital Addis Ababa, where he had been meeting with Ethiopian Prime Minister Meles Zenawi and U.S. and other Western diplomats since earlier this month. Mr. Gedi was summoned to Addis Ababa after parliament called for a confidence vote on his government and it appeared likely that the vote would be deeply divided. Fear the vote could cause fresh political in-fighting and chaos heightened after President Yusuf openly backed parliament members seeking to remove the prime minister. Since the interim government was formed in 2004, Mr. Yusuf and Mr. Gedi have had a tense relationship, marred by clan rivalries. But they were also allies in their support for neighboring Ethiopia whose military ousted Somali Islamists from power and installed the interim government last December in Mogadishu. Many ordinary Somalis bitterly oppose the presence of Ethiopians in their country and an Iraq-style, Islamist-led insurgency has gained strength in the capital since February. Fierce fighting broke out again Saturday and Sunday between Ethiopian troops and insurgents. The violence reportedly killed and wounded dozens of people, including seven Ethiopian soldiers. Describing a scene that has become depressingly familiar in recent months, a reporter for the Associated Press in Mogadishu, Salad Duhul, tells VOA that more shell-shocked civilians are leaving Mogadishu. “Hundreds of people are fleeing today from war zones in the city. Islamists took over much of the country in 2006 but were ousted by Ethiopian forces acting in support of the Somali government. Egypt's Suez Canal feels the heat as piracy spikes By MAGGIE MICHAEL CAIRO, Egypt (AP) — The Suez Canal, a vital shortcut between East and West for nearly 140 years, is facing an enormous challenge, as the scourge of Somali piracy prompts major shipping companies to seek another route. Egypt, which is heavily dependent on the fees it charges ships to go through the Canal, has expressed concern over a possible drop in income — though it says it's hopeful an international flotilla patrolling the pirate-infested waters will be able to ensure safe passage. "For sure it will have a bad effect" if it continues, Gen. Ahmed Fadel, head of the Suez Canal Authority, told The Associated Press Monday at his office overlooking the canal. At least two shipping companies have announced their vessels will take the long route around the southern tip of Africa rather than go through the canal, which requires crossing through the Gulf of Aden, scene of most pirate attacks. The 120-mile (193-kilometer) long canal gives a vital shortcut linking the U.S. and Europe with the Indian Ocean and its Asian ports. The canal runs between the Mediterranean and the Red Sea, where there have been no pirate attacks. But the only access from the Red Sea to the Indian Ocean is through the Gulf of Aden, where Somali pirates have hijacked more than three dozen ships and attacked dozens more so far. "One or two more piracy attacks will just send an alarm, and we will find ourselves with a big problem," said Adel Lami, chairman of Port Said Navigation Chamber, a body that represents private maritime companies on the northern tip of Suez Canal. To avoid the Gulf of Aden, Europe's largest shipping firm A.P. Moller-Maersk A/S said last week it was telling some of its slower ships to sail around Africa's Cape of Good Hope, and Norwegian shipping group Odfjell SE ordered its more than 90 tankers to do the same. That means adding up to two weeks to some voyages. Other firms, including one of the world's largest oil tanker companies, Frontline Ltd., have said they are considering other options, including traveling around the Cape — even though such a move would extend the trip by 40 percent. Fadel, of the Suez Canal, played down the practicality of the South African route. "It is not easy or simple to divert through the Cape," he said. "It will lead to an increase in commodities transport fees to more than 30 percent." In fiscal year 2008, Egypt earned $5 billion in canal fees — up from $4.6 billion the previous year — making it the country's third largest revenue generator after tourism and remittances from expatriate workers. But for Egypt, a country of 76 million where 20 percent live on just $2 a day, even a slight dip in canal revenue could have a devastating effect on the economy — especially at a time when the global economic meltdown is sure to hamper the country's vast tourism industry. So far, Egypt has urged the international community to strengthen its anti-piracy efforts in the Gulf of Aden, without raising the possibility of adding ships from its 20,000-member navy to the fight. Even before the latest soar in piracy, the Canal, which Egypt nationalized in 1956, was seeing a small decline in revenue in recent months, mostly due to a decreasing demand for shipped goods. In September, revenues dropped slightly by about $5 million compared with August. Then in October, Suez revenue dipped even further, to $467.5 million, Fadel said. So far this month, 61 ships have passed through the canal — one short of the monthly average, Fadel said. To compensate, Egypt has taken a few steps to try to boost traffic through the Canal, including decreasing its fees for dry cargo ships, Fadel said. "Since we are competing with an alternative route, we are setting up a mechanism to reduce fees," he said. "It will make it cheaper. Though revenues will be less — it is better than nothing."

Islamist leader Sheik Sharif Sheik Ahmed says Saturday the additional troops will be needed now that Ethiopia has decided to withdraw its soldiers by the end of the year. He told a meeting of senior African officials in Kenya the additional troops would be welcome. Meanwhile, the Somali insurgent group al-Shabab is claiming responsibility for a mortar attack Saturday on a compound near the capital of Mogadishu that serves as a base for Ethiopian troops. No damage or casualties have yet been reported. Ethiopia sent thousands of troops to support Somalia's Western-backed government, which has been fighting Islamist insurgents for two years. The African Union already has a small peacekeeping force in Somalia. Initial plans called for 8,000 soldiers, but the actual number of peacekeepers has been closer to 2,000. Somalia's interim government remains heavily dependent on Ethiopian troops for protection against insurgent attacks and officials in Somalia's transitional government have been expressing concern about the Ethiopian announcement. Deputy speaker of parliament Osman Elmi Boqore says the pullout could threaten the already fragile Somali government. A spokesman for the Islamic Courts Union told VOA he welcomes the announcement of Ethiopia's withdrawal, but he is still skeptical that the Ethiopian troops will actually pull out. The Islamists had taken over much of southern Somalia before they were ousted in 2006. They regrouped and launched the insurgency in early 2007. President Abdullahi Yusuf recently said his government controls only two cities - Baidoa and the capital, Mogadishu.

Ahmed on Saturday said that the peacekeepers should deploy when Ethiopian forces pull out as promised by the end of 2008. Ethiopia, which sent thousands of troops to Somalia in early 2007 to drive out ICU fighters who had seized control of much of the country, said on Friday that its forces would pull out of the country by the year end. "To those African countries that want to bring their own forces, we are telling you: You are welcome," Ahmed told African elders at the Kenyan capital of Nairobi. Ahmed, who heads a moderate faction among the Somali opposition groups, said peacekeepers could help create a chance of reaching a peaceful settlement in Somalia. 'Window of opportunity' "We need also the stabilisation force to be brought to Somalia," Ahmed said. "We must not miss this very essential window of opportunity when we are actually seeing the light at the end of the tunnel." While Somalia's transitional administration and some opposition groups are trying to form a government of national unity under UN-led talks in Djibouti, other hardline factions have rejected the peace process. The African Union has 3,400 soldiers in Somalia helping to protect the capital, but there are fears that without reinforcements security will deteriorate when the Ethiopians leave. The AU has also urged the UN to form a stabilisation force for Somalia to step in when Ethiopian troops leave. Stabilisation force A statement from the AU's "Panel of the Wise" urged the UN to authorise "without any further delay the establishment of an international stabilisation force which will build on an enhanced Amisom [the AU force in Somalia] and further the cause of peace". Fighting in Somalia has killed 10,000 civilians since early 2007 and driven more than a million from their homes. Nur Hassan Hussein, the Somali prime minister, also pleaded with the international community to step in when Ethiopian troops went home, saying there was hope for the peace process. Ethiopia said on Friday it would pull out by the end of the year the thousands of soldiers it sent in to support Somalia's Western-backed interim administration, raising the spectre of a security vacuum in an already chaotic and violent country. Nearly two decades of chaos in the poor Horn of Africa country have created a breeding ground for kidnappings, banditry and rampant piracy in the busy shipping lanes offshore. Somalia's government has struggled to battle Islamist militants waging an Iraq-style insurgency. They control most of the south and have been slowly advancing on Mogadishu. "We need also the stabilisation force to be brought to Somalia," Sheikh Sharif Ahmed told a panel of African elder statesmen in Kenya. "We are guaranteeing that you will be welcome ... we will be there for you when you need our help." "We must not miss this very essential window of opportunity when we are actually seeing the light at the end of the tunnel," said Sharif, who heads a moderate Islamist faction based in Eritrea. Somali Prime Minister Nur Hassan Hussein also pleaded with the international community to step in when Ethiopian troops went home, saying there was hope for the peace process. After years of training and preparations, Samiyo Yusuf and Abdinasir Saeed left for Beijing Monday with high hopes just like their compatriots, who said they are doing all they can to watch the Games not only to see Somalia among the community of world nations competing at the Games but see two of their own win gold medals. At the Aden Adde International Airport in Mogadishu, people cheered and clapped when they realized that Yusuf, a young woman in her teens, and Saeed, a young man in his early twenties, were the athletes that will raise the country's flag in one of the most important sports events in the world. Somalia has been in civil conflict for nearly two decades which has claimed the lives of many people and left the country's sports facilities in a mess, but the Somali Olympic Committee, locally known as GOS by its Somali acronym, has been struggling to organize sports events when security permits even in the restive capital, Mogadishu. They have also with their meager financial resources sent a number of athletes to take part in international sports events. Sports fans and others alike seem to agree the importance of Somalia participating in "One World One Dream" of the coming Beijing Olympics. "We are really proud that we are not at least off the world sports map and we put our faith, confidence and hope on these young man and woman," Ali, a sports fan who only gave his first name, said enthusiastically at the airport. "I believe sports can bring our people together as people from around the world are coming together in harmony in china." Abdulkadir Ibrahim Gaal, President of GOS, was leading the Somali delegation to the Games and was very hopeful that the athletes will be competing to help bring Somalis together in "this turbulent times of our history." "The main aim of attending any event is not to win medals but the fact that people are brought together in peace and harmony is more important for us at this stage," Gaal told Xinhua at the airport before the delegation left for Beijing. Many residents in Mogadishu are preparing to watch the Games and are very enthusiastic about it since Somalia is represented at the Games. For the few who can afford a satellite dish and a digital receiver they will be able to view Free-To-Air channels that will screen the Games, but most people will either watch with their neighbors or follow in on the local FM radios which have been reporting anything about the Olympics for the past months and beyond. The Olympic fever is starting to grip Somalis just like people all over the world. For many the Games will be more than a escape from the dangerous reality in the country. "I am sure the Beijing Olympic Games will be the most spectacular, the most beautiful, the best organized that is impossible to miss whatever the situation here (in Mogadishu)," said an ardent sports enthusiast, who refused to give his name.
