www.somalilandglobe. com : Riyale’s Order To Close Parliament A Setback For Somaliland 08 September 2009 Somaliland president who faces impeachment from the Members of the Parliament has ordered his minister of Interior to forcibly close the parliament for an “indefinite period”. Heavily armed police and military units have cordoned the parliament building and surrounding areas. The police were ordered to enter the building later and close the offices of the MPs and the parliament building itself. Several MPs who refused orders to leave their offices or the parliament building were forcibly removed. Earlier the MPS heard the legality of the proposed impeachment of the president and the vice-president from parliamentary legal adviser in which he confirmed that the MPs followed the correct legal framework during submission of the motion for a parliament hearing. However before the parliament session could proceed, one pro-Riyale MP produced a loaded gun and threatened the speaker and the deputy speakers before the police confiscated the gun. The armed MP, Abdirahman Mohamed Jama (Abu Xoog), who should have faced dismissal remains free and is unlikely to face arrest from the police under Riyale’s orders. As a result of the security incident the parliament leader decided to close the session and informed the MPs that the hearing will commence on Saturday. Within minutes however the police entered the parliament hall and ordered everyone out of the building. Riyale’s interior minister confirmed that he ordered the closure of the parliament for an “indefinite period” for what he termed “security reasons”. This appears to be a premeditated plan by the minister and at least the armed MP to disrupt the normal sessions of the parliament while the impeachment motion is on the table. The speaker of the parliament’s house later told reporters that he received news that police visited his house while he was away. The speaker, flanked by his two deputies, spoke about how today’s events “portend ominous consequences” for democracy in Somaliland. They vowed to carry on discharging their duties to the nation as MPs. President Riyale who controversially stayed in power after his 5-year elected term ended in May 2008, has the Guurti extend his term until October 29 2009 by which time an elected president must be in place. The election that was slated for September 27 is unlikely to be held after Riyale decided to suspend the voter registration list. The order to close the parliament is among a series of grave actions taken by Riyale lately that present severe setbacks for the democratization process and the long term stability of the country.

Ahmed Mohamed Dirie, the deputy chairman of the Standing Committee is one of the prime movers of the motion to impeach Rayale. He says, “Under Article 96 sub article 1a and 1b of the Constitution of Somaliland, the House resolved to impeach President Dahir Rayale Kahin for violation of the constitution and high treason and that upon adoption of this motion by this House a tribunal (a committee of ten members who shall prosecute the charges against the President) will be established under the same article to investigate allegations leveled against him.” Impeachment of the president requires a two-third majority vote in the Upper House of Parliament but the Lower House may approve of the charges on a majority vote of half of its total membership, plus one (absolute majority) under the country’s constitution. It would be the second time in Somaliland’s 18-year history as a sovereign and independent state, which has yet to be recognized by the international community, that a president would be impeached. Rayale’s predecessor, the late president Mohamed Haji Ibrahim Egal, survived legislative impeachment by one vote even though the multi-party system was not introduced to the country at the time. The opposition-sponsored motion makes a litany of allegations of abuse of office and violations of the constitution against the president, which include violations of articles1,9,22,23,37 ,39,53,54,55,74,75,7 6,77,80,126,127,128, 129 and130. There has been a flurry of activity up and down the presidential palace until late last night, with president Rayale mobilizing his coterie of supporters in a desperate attempt to prevent the impeachment process from moving forward. Last week the president ordered the commander of the Police Force, Mohammed Saqadi Dubad, to send a contingent of police into parliament to aid six legislators loyal to the president to attend and participate in the day’s parliamentary business. The six legislators were given 3-day suspension from parliamentary sittings following “gross disorderly conduct”. Earlier, the Lower House of Parliament gave Rayale “seven days” to rescind his decision to hold the forthcoming presidential election planned for 27 September “without voter registration list”, which runs counter to the Electoral Law of the country. UDUB MPs Tabled a Motion To Amend House Rules HARGEISA, Somaliland (Somaliland Globe)- Twenty nine MPs from Somaliland’s ruling party have submitted a parliamentary motion to the Speaker of the lower House today to amend the House Rules so that MPs can have the opportunity to remove the Speaker by simple majority. Under the current Rules of the House, to remove the Speaker requires 2/3 of the votes of the total membership of the House. The debate on impeachment proceedings against the president was expected to dominate today’s parliamentary sitting however the House business committee that decides the parliamentary agenda allowed, as a compromise, the motion submitted by UDUB MPs to top the agenda. Meanwhile, the debate on Rayale’s impeachment has been deferred till the next parliament sitting due to time constraints. The Somali parliament is dominated by the opposition and the government has practically no chance to amend the Rules of the House and will never be able to get the number of votes required to remove the Speaker. We do strongly believe that president Dahir Rayale Kahin believes that he is above the law and acts repeatedly on that belief by deliberately violating the constitution and the Law of the Land as he pleases. In particular we strongly support the growing chorus of the progressive forces in the country, Members of the Parliament and the Somaliland Diaspora calling for his immediate impeachment and removal from office due to the following litany of treasonous offences, which he committed and continues to commit against the Somaliland state: * That he has made endless procrastinations and continual zigzagging for the past six and half years to hold a free and fair presidential election which was supposed to take place in April 2008, and now obsessively and doggedly pursuing to hold the forthcoming presidential election on his terms rather than as the Electoral Law of the country stipulates. * That he has knowingly and wilfully breached the Somaliland Electoral Law and defiantly reneged on what has been agreed upon by the three major Somaliland political parties including his ruling party, UDUB, by rejecting to accept the final voter registration list produced by Interpeace, the agency charged with the digital voter registration process, in a bid to conduct the presidential elections planned for 27 September on his terms (i.e. without voter registration list, in which case the election will be prone to violations and vote rigging). * That he is defying key demands of donor countries to replace the “corrupt and grossly inept” commissioners of the National Electoral Commission by shielding and protecting them from dismissal thereby creating conditions that gave rise to endless cycles of argument and petty squabbling between the government and opposition camps. * That his government has begun a vicious campaign to clamp down on independent media outlets in an effort to silence critical and dissenting voices against the government ahead of the presidential election in September. The arrests and subsequent detentions of Horyaal Radio, Horn Cable Television, Somaliland.Org, Warya TV, HAATUF journalists without due process are just few examples of how far Rayale’s government is prepared to go to muzzle the media in a desperate attempt to snuff out support for the opposition parties. * That he so wantonly and callously disregarded the rule of law and the constitution of the country by deliberately and calculatingly rejecting to honour any legislations/resolut ions passed by the parliament that are not serving his selfish political ends. * That he is constantly and treasonably undermining the democratic institutions of the country in an effort to advance his devious personal agenda. His adamant refusal to co-operate with any of the constitutional bodies of the country including the two Houses of parliament, the opposition political parties is a clear testimony to this fact. * That he has repeatedly and wickedly rejected any attempts to bring agreements signed with foreign countries and business deals or commercial pacts struck with foreign companies before parliament for ratification. * That he has seriously undermined the values of the people of Somaliland such as, honesty, candour, compassion and generosity in that he and his government indulge in excessive and unlimited corruption to the extent that the civil servants and other government employees have now succumbed to moral decay. * That he is constantly engaged in either degrading or demolishing the democratic institutions of the country in an apparent attempt to dismantle the country’s fledgling democracy and replace it with dictatorial rule of his own. His recent attempt to single-handedly repeal a parliamentary act, the Electoral Law, is a clear example of this fact. * That he is operating under the directives of foreign leaders including the president of the City State of Djibouti, Omar Guelleh, in a diabolical project designed to undermine the independence and sovereignty of Somaliland so as to weaken the country stealthily and eventually return it to the fold of pseudo Greater Somalia. * That he has now made it the rule rather than the exception to blatantly lie to, humiliate and embarrass the traditional leaders of the country- the highest moral authority of our nation- by walking out of meetings whenever an attempt is made to discuss with him issues of great national importance that are not to his liking or fail to meet his selfish ends. * That he has sold out our country by granting exclusive monopoly license, without the approval of parliament, to Egyptian fishing companies employing illegal fishing methods that had devastating effects on the coral reef ecosystem; and that he has offered exclusive monopoly license to a Saudi millionaire regarding livestock exports while deliberately denying the same rights to the citizens of Somaliland as enshrined in the constitution of the country. * That he so unabashedly and shamelessly steals from the national coffers by setting his salary at the staggering sum of $450,000 per annum while his people live in the most grinding poverty imaginable on the face of this earth; let alone the other millions of state revenue that is deposited in the Central Bank before the treasury takes account of it and from which he draws as he pleases. * That he is constantly looking for ways and means to conspire against the democratisation and electoral processes of Somaliland by deploying armed policemen to disrupt routine parliamentary proceedings and to challenge the decision of the Speakers the Lower House through the use of force. Such a move can only be seen as an attempt to advance his devious plan to stop Somaliland’s democratisation and electoral process in its tracks. * That he has consistently weaved, without fail, a web of lies for the Somaliland people by setting up, from time to time, fictitious enquiry commissions whenever an incident involving bloodshed or scandal crops up in the country; the result being that none of these commissioners have ever produced a single report or recommendations. However, if they produce a recommendation report at all as in the case of El-Bardaleh, he never acts upon it. * That he has made it a routine business to incarcerate politicians and journalists who either disagree with him or disclose his unabashedly shameless wrongdoings without even bringing them before a court of law. * That he has destroyed the port city of Berbera, which represented a conduit for trade and economic prosperity of Somaliland since time immemorial to the extent that it is now a deserted ghost town. * That he has intentionally exceeded the original people’s mandate of five year term of office, despite an additional eighteen month extension of his term, and is now poised to derail the whole electoral process unless his wish be realised. * That he has now brought the country to an explosive point where it is teetering on the brink of abyss. In the light of these circumstances, we call upon members of the Somaliland parliament to impeach and remove president Dahir Rayale Kahin from office urgently in order to save the nation from slippining into political turmoil. We also call upon the international community especially the USA and EU countries to impose visa restrictions and personal sanctions against President Dahir Rayale Kahin and his inner circle and to freeze and return all stolen financial assets invested abroad to Somaliland including those deposited in the names of their children or other family members. Further, we call upon the EU member states and the US to send an unambiguous signal to Rayale that it is not business as usual to repeatedly defy the will of the Somaliland people and trample upon the Constitution and the Law of the Land. If Somaliland is to be saved from the jaws of Al-Shabab extremists and its ilk Rayale MUST be impeached and removed from office NOW rather than later. In an interview he held with Qatari Arabic television of Aljazeera recently the president said that the foundation of the Ethio-Somali relations are the common interests of the two sisterly countries. “Our relations with Ethiopia are within our joint interests. As Somalis and Somali government we want stability in Somalia. I think that the Ethiopians and the Ethiopian government have the same vision.” He said. On the contrary, he expressed that the relations between Somalia and Eritrea is in a bad situation currently. “Regrettably, our relationship is extremely bad. The Eritrean government interferes in the Somali affairs and rejects this government and the continuation of dialogue among the Somali people. We had never expected Eritrea to have an agenda in Somalia except the restoration of peace and security to Somalia because the Somalis played a role in Eritrea’s independence.” He indicated. “We discovered that they wanted to use the Somali territory against Ethiopia and Somalia and to perpetuate instability in Somalia. Therefore, we have no relations. This is the only state in the African Union that did not recognize this government.” He added.

Somalia: Government confirms the presence of Ethiopian troops MOGADISHU (Mareeg)—Somali government has confirmed Sunday the presence of Ethiopian troops in Hiiraan region in central Somalia, officials said. Abdirahman Aden Ibbi, the deputy and acting prime minister said Ethiopian troops were in Beledweyne, the regional capital of Hiiraan region and were helping the Somali government soldiers. Hundreds of Ethiopian troops with military armoured vehicles entered in Beledweyne. Backing Somali government soldiers and drove al Shabaab militants out of the town. Speaking to the reporters in Mogadishu, Mr. Ibbi denied that the Ethiopian and government soldiers harassed the civilians in the town. The Ethiopian government has denied that their troops have returned. Ethiopia’s government spokesman in Addis Ababa, Bereket Simon said no troops entered in Somali territory. Mareeg: Ethiopian troops to invade another central town BELEDWEYNE (Mareeg)—Hundreds of Ethiopian troops with fifteen armoured trucks have left Beledweyne on Monday heading to Bulobarde town in Hiraan region, sources said on Monday. Unconfirmed reports say the Ethiopian troops are planning to drive al Shabaab rebels out of the town, where the rebels resisted attacks from government soldiers last week. Somali government officials vowed on Sunday they will launch heavy attack on Bulobarde and crash the Islamist rebels in the town. Residnets in Beledweyne, the regional capital of Hiiraan region said they saw the Ethiopian troops pulling out from bases in the western part of the town early on Sunday. This month alone, several central and southern Somali towns have changed hands between insurgents groups and forces loyal to fragile UN-backed transition government. Ethiopian troops completely withdrew from Somalia in early this year after two years of military occupation. Somalia: The Worst Crisis in the World editorial Asmara — These times, the instances of death and destruction that occur in Somalia have hit the highest point, more than any other time. The colossal humanitarian crisis being witnessed there surpasses any catastrophe any nation of the world has seen to date. It is a shame to see such an occurrence unfold in today's world, which allegedly upholds the supremacy of law and the up keeping of human rights. All the invasions and imposition of 'governments' upon the people of Somalia, and the unholy alliance that has cut-short the Somali peace initiative, only managed to bring about further catastrophe into the scene. What has been prescribed as the final solution to the Somali issue has further aggravated the condition, bringing about more measures of calamities and ruins that even exceeds the destruction that occurred during the reign of the warlords. The elements that have prescribed their so-called remedy to the Somali situation have themselves landed in a quagmire of confusion and messy circumstances in regard to their dealing with Somalia. However, as it is aptly put, that a fool plays his cards until the very end, those elements, instead of correcting their mistakes, they are committing further blunders in a desperate act of covering up the crimes of war they have committed in Somalia. They are further exacerbating the situation by extending help to the imposed 'governments' that have no popular support in Somalia, and engaging in fruitless public relations and media stunt instead of taking actions to halt the crisis. The fundamental truth that those elements have chosen to overlook and a primary reason why the Somali situation has not found a solution to date is, therefore, to bring to an end all the foreign interferences in Somalia and leaving the citizens of Somalia alone to find a solution themselves. As such interferences are only capable of aggravating the situation, rather than being a solution. The sole solution to the issue is to respect the wishes of the Somali people, and withdraw and stop any foreign involvement in Somalia, for the issue belongs to the Somali people and only they are capable of finding a remedy. The only role the international community should have in Somalia is to create a conducive environment for dialogue and take fast action to find a solution to the humanitarian crisis and alleviate the repression of the Somali people.

The meeting discussed plans to attack Bulo Barde and Jala Laqsi which are also in Hiran Region. Officials from both sides agreed that they would launch joint attacks on these towns as government forces are reported to have suggested that Ethiopian troops take the role of disarming the groups that are currently in the town and also arrest their remnants. Ethiopian officials are planning to deploy their troops all the way to areas that are near Middle Shabelle in order to assist the TFG forces as agreed with senior officials of the TFG. Sources close to the meeting told Somalilandpress that the army general leading the Ethiopian forces in Hiran Region asked traditional elders to work towards the attainment of peace in the region, adding that there are many people who are currently subjecting the residents to a lot of suffering. By this, the Ethiopian officials were referring to groups that are opposed to their politics in Somalia. Rivals of the TFG and Ethiopian troops are also planning to launch a counter attack in Jowhar, Middle Shabelle [southern Somalia] according to military sources.
