Somali gov’t appeals for int’l assistance to fight terrorists APA-Mogadishu-(Somal ia) The Transitional Federal Government (TFG) of Somalia has called on the international community to broaden its efforts to stablize the war-ravaged country by profiding more millitary and financial assistance to the African Union peace-keepers and the TFG to help them defeat the terrorist groups fighting in the country. In a press statement obtained by APA, the Somali Prime Minsiter Dr. Omar Abdirashiid Sharmarke strongly condemned Thursday’s twin car bomb attacks on the main base of the African Union peace-keepers in Somalia (AMISOM) saying that the Somali government and its peace-loving people were sorry for the horrific and cowardly act. "The attack was used by two cars marked with UN logo which were earlier snatched from one of the UN centres in Somalia and this shows how hard Al-Qaeda is working in Somalia, and in order to dislodge them more international assistance is neccessary," the Pime Minister stressed. "On behalf of the Somali government and people, I wish to send my heart-felt condolence to those who lost their beloved ones in the terrorist attack and I pray for the fitness of those wounded," the Somali PM said, adding that Somalia was now in a critical period. The statement added that investigations on how the militants managed to carry outl such an attack are on-going and the government will release complete details at a later date. The sucide attack which was the first single deadliest attack on the AU troops since they were deployed in Somalia early in 2007, killed 21 people, of whom 17 were AMISOM and wounded nearly 40 others including AMISOM boss Major General Nathan Mugisha. The militants said the attack was to revenge for the death of Abu Yusuf Saleh Ali Nabhan who was killed by a US helicopter attack earlier in the week. Nabhan was one of the most-wanted Al-Qaeda fugitives in the Horn of African region.

Somali government says rebels have more car bombs ready Fri Sep 18, 2009 12:58pm EDT By Abdi Sheikh MOGADISHU (Reuters) - Somalia's al Shabaab insurgents have six more stolen United Nations vehicles primed as suicide bombs, the government said on Friday. President Sheikh Sharif Ahmed's administration says it will not be bowed by twin suicide car bombs that hit the African Union's (AU) main base in Mogadishu on Thursday, killing 17 AU peacekeepers including the AMISOM force's deputy commander. But the audacious attack by two U.N.-marked cars on the heart of the peacekeeping mission raises serious questions about the credibility of the deeply divided government, which controls little more than a few districts of the capital. The state minister for defense, Sheikh Yusuf Mohamed Siad, a former warlord also known as "Inda'ade" or "white eyes," said the insurgents had seized more U.N. vehicles in recent months. "We were all aware of their suicidal preparations but we never thought they would penetrate the AMISOM compound," he said. "We knew they were masterminding eight cars ... they are left with six more cars. That is cowardice." Inda'ade said the bombings would not stop the government launching fresh attacks against al Shabaab, which Washington says is al Qaeda's proxy in the failed Horn of Africa state. "People will see what we'll do to them. They are not Muslims ... We know each other. Let's wait and see what happens next." Al Shabaab gunmen, including foreign fighters, have stolen vehicles in raids on U.N. compounds in Somalia in recent months. Thursday's attack was the worst yet on the 5,000-strong AU force of soldiers from Uganda and Burundi. Its Ugandan commander was also wounded in the explosions. Twelve of the dead AU peacekeepers were from Burundi's army, which urged the AU on Friday to toughen AMISOM's mandate to let it conduct offensive operations against the rebels. "The current mandate hampers our job. We want the AU to change it and let our troops chase the insurgents to their last hideout," said its spokesman, Major General Lazard Nduwayo. "UNGODLY AND INHUMANE" Nicolas Bwakira, the AU envoy to Somalia, called for donor countries to reinforce AMISOM with more troops and heavier guns. "We don't need toys. We need arms that are superior to those of al Shabaab," he told reporters in neighboring Kenya, where dozens of the most badly wounded were flown for treatment. Thursday's blasts at the heavily guarded heart of the mission followed one of Mogadishu's most violent months in 20 years. Fighting in Somalia has killed more than 18,000 civilians since the start of 2007 and left 1.5 million more homeless. Western security agencies say the lawless nation has become a safe haven for militants, including foreign jihadists, who are using it to plot attacks across the region and beyond. Al Shabaab said the strike was in revenge for the killing in southern Somalia of one of Africa's most wanted al Qaeda suspects in a helicopter raid on Monday by U.S. special forces. Kenyan-born Salah Ali Saleh Nabhan was wanted for the 2002 bombing of an Israeli-owned Kenyan hotel that killed 15 people. But many Mogadishu residents denounced the rebels on Friday for retaliating with an attack that claimed only the lives of four Somali civilians and east African peacekeepers. At least 19 locals were also killed in shelling after the blasts. "Bombing Somali Muslims because of a dead foreign terrorist is totally ungodly and inhumane," businesswoman Asha Farah told Reuters. "I can only say that al Shabaab are mad." The U.S. raid that killed Nabhan likely won Washington valuable intelligence, but risked further inflaming anti-U.S. opinion in a country of growing concern to the West. Peter Pham, a U.S.-based analyst, said the Somali government (TFG) was in severe difficulties. But he warned that it would be a mistake of "startling proportions" if Washington sent more weapons to help it battle the rebels. "The TFG is both so corrupt and so lacking in capacity that sending it materiel has only made it more convenient for the insurgents fighting it -- who are well-financed thanks to their foreign donors, both state and non-state -- to simply replenish their arsenals on the open market," Pham wrote. Somali government hails US raid on Qaeda targets (AFP) MOGADISHU — Somalia's transitional government on Wednesday lauded a US helicopter raid in the lawless Horn of Africa country this week that killed a wanted Al-Qaeda leader. "We welcome the attack by the American forces in southern Somalia," said Abdi Mohamed Ulusow, a senior foreign ministry official. "Somalia has long lacked stability and is engulfed in chaos. It cannot be a host for foreign troublemakers with criminal records in their countries," he added. US officials confirmed the raid on Monday and said that Saleh Ali Saleh Nabhan had been killed in the operation in southern Somalia, which witnesses said involved several helicopter gunships which targeted at least one vehicle. Nabhan, a Kenyan, was wanted by the FBI over the 2002 anti-Israeli attacks in Mombasa. Speaking to reporters in Kenya's coastal city of Mombasa, Nabhan's mother said she had not received any official notification of her son's death. "The government has said nothing about death of my son. Nothing like official confirmation," Aisha Abdallah said. "But we are ready to receive his body for burial if truly he was killed in Somalia." "We entirely depend on the media to know about my son. I am with his wife here who has started observing the mandatory month of (mourning) according to Muslim religion in case her husband is dead... but we are still waiting to hear." Kenyan police chief Mathew Iteere said Tuesday he was not aware whether Nabhan had been killed. However, western security sources said bodies were taken aboard the gunships and brought to a US navy ship for DNA testing. Nabhan was one of four top Al-Qaeda militants behind the 2002 attacks in which an Israeli-owned hotel in Mombasa was bombed and rockets were fired at an Israeli airliner. Eighteen people died in the hotel attack, including three presumed suicide bombers. Somalia's Al-Qaeda-linked Shebab extremist group acknowledged that Nabhan was killed in the airborne raid, and vowed to avenge his killing. Washington has repeatedly raised concerns that the Horn of African nation, which has been wracked by violence since 1991, is a safe haven for Al-Qaeda extremists. According to Western security sources, six non-Somali militants -- including Nabhan -- boarded a vehicle on Monday morning in the coastal town of Merka, escorted by another car carrying three Shebab fighters. The vehicles were struck by fire from one or several of the gunships shortly after the convoy stopped for breakfast, on their way to the southern Islamist stronghold of Kismayo. The US military launched a missile strike targeting Nabhan in March 2008 near the border with Kenya but Monday's successful ground and air operation was a first against Al-Qaeda in Somalia.

The attack Thursday killed 21. The spokesman for the radical Islamist militant group al-Shabab, Sheikh Ali Mohamud Rage, warned the government of Djibouti against sending any forces to Somalia as part of the African Union peacekeeping mission in Somalia, known as AMISOM. He says that their troops should expect the same reception given to the Ugandan and Burundian soldiers killed Thursday if they too enter the country. Rage asserts that his group is already angered by the access to Djibouti's airports and seaports given to foreign governments. Earlier this month the Djibouti ambassador to the U.S. told VOA's Somali service that it would be sending troops to Somalia to serve in AMISOM, though the ambassador declined to say how many or when. The AMISOM spokesman in Nairobi has confirmed to VOA that the suicide bombings Thursday successfully attacked a senior meeting between AMISOM's military leadership and officials of the Western-backed transitional federal government. Seventeen peacekeepers were killed as well as four Somali civilians, who were inside the military base for the meeting. The spokesman for the prime minister of Somalia told reporters Friday that the high-level government officials were killed and wounded in the attack. Burundian deputy commander for AMISOM contingent in Somalia Major General Juvenal Niyonguruza (file) Among the dead in the blasts was deputy commander of the AMISOM forces and the top Burundian officer in Somalia, General Juvenal Niyoyunguruza. The head general, a Ugandan, was wounded. Subsequent mortar attacks in the capital city later Wednesday reportedly killed at least 19 civilians. The two vehicles used by the suicide attackers carried the United Nations logo on their sides. The Somali government claims that the vehicles were likely two of eight stolen U.N. cars believed to have fallen in the hands of the Islamic rebels. AMISOM says that the two vehicles were allowed in to the compound because they were marked U.N. cars. Once inside, one of the cars flew to the nearby petrol station and blew up, and the other one exploded inside the base near the Mogadishu airport. The United Nations was not part of the high level meeting. The successful execution of such a boldly planned strike is a clear blow to the government led by President Sheikh Sharif Sheikh Ahmed, which has lost significant ground to the Islamic opposition fighters. It is unclear whether al-Shabab specifically planned the attack with full knowledge of the meeting taking place. Many on the government side used to fight side-by-side with current rebel fighters as part of the Islamic insurgency against Ethiopia's 2006 invasion, and weaponry is believed to pass easily through the government army's hands to the opposition fighters. Djibouti, a former French colony, is 60 percent made up of ethnic Somalis and is heavily Muslim. The country hosted the peace meetings that eventually led to the formation of the transitional government and the election of President Sharif, a former leader of the Islamic insurgency, earlier this year. A group of Islamic rebels, including al-Shabab, have rejected the U.N.-backed deal and holds that the government is illegitimate. The opposition fighters now control most of Mogadishu as well as much of the country. The AMISOM forces in Somalia are composed of about 5,000 Ugandan and Burundian troops.

The bombings killed more than 20 people, including AMISOM's deputy commander. US forces staged a helicopter raid in Somalia Monday that reportedly killed Saleh Ali Saleh Nabhan, one of Africa's most wanted members of al-Qaida. "This looks like…retaliation for US action. I think it also comes against the background of threats that have been there…when al-Shabaab indicated that they are going to target AMISOM troops," he says. Expect more militant group attacks "I think these kinds of attacks will continue. But…we must realize that there is also resolve on the part of the international community to keep these peacekeepers there. Although some kind of disappointment will be there on the part of Amisom, I don't think this will create a morale crisis," he says. Nevertheless, he believes al-Shabaab and al-Qaida will try to create one. Al-Shabaab has warned Djibouti not to send troops to AMISOM. "I think obviously these kinds of attacks do not help those countries that want to send peacekeepers. I think one of the reasons why there has been a great deal of reluctance on the part of some other African troop-contributing countries is precisely because of this kind of action," he says. However, he says there's a growing "realization" among the international community that more needs to be done. "Unless there is some…increased troop levels, then probably the whole future of the Transition Federal Government (TFG) hangs very much in the balance," he says. Abdi describes the TFG as "very weak." "It controls very little territory in Mogadishu. It is increasingly under pressure from al-Shabaab and the insurgents. It's now reliant on AMISOM to basically survive. And I think this attack is virtually aimed at creating panic and sowing a morale crisis within AMISOM so that they pull out," he says. Effect of US raid "I think it is difficult to tell at this stage the impact that the removal of such a high-level figure (Nabhan) will have on the movement itself. There are mixed views," he says. Some say it won't have any major effect, while others say the loss of Nabhan will affect al-Shabaab's ability to launch similar attacks in the future. "Everything is up in the air at this moment," he says.

'Time ripe to rebuild Somalia' By David D Laitin and Afyare Abdi Elmi Al-Shabab's brand of Islam 'will never have broad support in Somalia', say Laitin and Elmi [EPA] Somalia remains a powder keg. Since Ethiopian forces withdrew in January 2009, there are ghastly reports of killings and internally displaced populations. Meanwhile, the al-Shabab Islamic movement, a group on the United States' list of terrorist organisations, has been expanding its sphere of influence and now controls most of southern Somalia. Unlike the overwhelming majority of Somalia's Islamist organisations with nationalist agendas, al-Shabab's spokesmen have openly stated that while it is not officially a member, it has the same enemies and objectives as al-Qaeda. However, Somalia's security challenges for the West are not limited to terrorism. Despite some rescues, piracy attacks off the coast of Somalia remain a problem and last year Somali pirates attacked 111 ships, capturing 42. Because of this, between $80-$150mn in ransom money was paid to Somali-based pirates last year, in addition to the costs incurred by states in safeguarding the shipping lanes and by companies of insurance premiums. A new opportunity? But there is now a window of opportunity. The time is ripe to build upon some early successes of the African Union forces in Mogadishu, to take advantage of the alliance between moderate Islamists and the transitional government, and to authorise a new UN peacekeeping mission. In the face of continued violence, the African Union has scored some surprising successes. "The realities of Somali society limit the popular acceptance of cultural restrictions demanded by al-Shabab" The experience of Burundi, which sent a well-disciplined force to Somalia, is encouraging. Burundi peacekeepers have provided medical assistance to injured civilians and they have not used excessive force against civilians. Furthermore, the UN special representative for Somalia, Ahmedou Ould-Abdallah, who helped stabilise Burundi, has coordinated the UN-sponsored peace process in Djibouti with skill. He convinced the leadership of the Islamist Alliance for the Re-liberation of Somalia - including the current president of the country, Sheikh Sharif Sheikh Ahmed - to negotiate and share power with the government they fought against for two years. Ould-Abdallah also brought them into the top cabinet positions in a national unity government, along with some leading members of civil society who were not associated with clan-based warlords. His success in bringing in the moderate factions of the Islamist Alliance demonstrates that the US need not see all Islamist movements as international "jihadists" threatening Western interests, especially among Somalis, who are resistant to all attempts at subjugation. Women 'vital' to economy The pastoral tradition in Somali society - where for centuries nomads have eked a meagre livelihood from an unyielding environment - encourages self-reliance. Somali women have always played a vital role in society, and remain the backbone of the economy. Moreover, they have traditionally shown their full faces in public, a practise which even al-Shabab has not challenged. Somalis are, say Laitin and Elmi, ready for an interim government supported by the UN [EPA] A rich poetic tradition mixes religious and secular themes seamlessly. The realities of Somali society, therefore, limit the popular acceptance of cultural restrictions demanded by al-Shabab, which are seen by many Somalis as without foundation in Islamic law. As such, al-Shabab's brand and interpretation of Islam will never have broad public support in Somalia. For many Somalis, al-Shabab looked like a better option than occupation by Ethiopia - Somalia's historic enemy. However, now that Ethiopia is gone, moderate Islamists - along with a new generation of nationalist politicians - are ready to lead. Indonesia, Turkey lead Ethiopian troops should not be allowed to return to Somalia at any cost; this will only create popular support for spoilers and radicalise the general public. With a new coalition ready to lead, a renewed UN peacekeeping operation is justified. The ignominious failure of the United Nations Operations in Somalia (UNOSOM II established in 1993) - which went down with the Black Hawk incident - need no longer serve as a deterrent to positive international action. Following the model of the UK leading the Sierra Leone mission, and the US leading the one in Liberia, Italy might be thought of as the natural lead state, but Indonesia or Turkey may be more appropriate. This would need to be negotiated within the UN Security Council. Relying on the African Union forces of Burundi and Uganda already deployed, and hopefully additional forces from the Muslim world such as Jordan, Bangladesh and Pakistan, all long-term troop contributing countries to UN operations, could fill out the mission. Al-Shabab will likely fail in the face of strong Western, UN, and African Union support to a new Somali regime that is beginning to earn local support. There is today an opportunity to reverse the nearly two decades of Somali state collapse. Most Somalis are now ready for a period of transitional administration supervised by the UN to rebuild their country. Rebuilding the Somali state is now feasible, and would serve the interests of the West and of Somalis, who are also desperate for normality. AU soldiers mistake camels for Somali rebel attack MOGADISHU, Sept 13 (Reuters) - African Union soldiers shot dead 11 camels in the Somali capital on Saturday night, mistaking the galloping animals for an insurgent attack, residents said. Al Shabaab rebels sometimes use passing civilians and vehicles to give them cover before attacks, police said, and the peacekeepers from AMISOM mission thought they were behind the camels which ran past the entrance to Mogadishu's airport. "We thought Islamists and AMISOM were fighting last night, but this morning we just saw 11 dead camels," resident Farah Aden told Reuters. "Each camel had at least 10 bullet wounds -- the whole area was covered with blood." "We admit there was a mistake and we've spoken to the owners," said Barigye Ba-hoku, spokesman for the AU troops who face nearly daily attacks from hardline Islamist rebels. "It was our new forces and they were not aware of the camels' movements. They say they were attacked, and so opened fire," he told Reuters. Violence has killed more than 18,000 Somalis since the start of 2007 and displaced another 1.5 million. Insurgents who want to impose their own harsh version of sharia law have been battling the country's Western-backed governments and AU forces. Confrontations between demonstrator and the police caused a number of deaths and wounded in Hargeysa today. The disturbance was caused when crowds gathered to watch members of parliament attempting to re-enter the Parliament building after the Somaliland administration closed the building down when a resolution to impeach the president was introduced in the chamber earlier in the week. Allowing the Parliament to come back to session today came to being after negotiation between the president and the chairman of the Elders (Guurti) Mr. Suleban Mohamud Adan. Apparently the president expected the impeachment proceedings to be tabled now that he has allowed Parliament to come back to session, and the chairman of the Guurti was under the impression that there were no conditions attached to allowing the parliament to come back into session, nor could he negotiate on behalf of the Parliament. When it became clear to the president that the Parliament was not backing down from the issue of impeachment, the decision was made to impede and block some members of the opposition parties to enter the building; this in turn created the condition that sparked the confrontation between the people and the police. The president is calling for young people to stay home and not protest any longer, but it is hard to say how that message will be received by people who feel neglected and abused for so long. If there was ever a doubt that this president should be impeached, such doubts are no longer viable ones, and for the benefit of the nation and whatever dignity the president has left in him, he should resign and allow this country and these people to resume their natural progression toward democracy and continued stability. The alternative is more bloodshed and misery, but the outcome will be the same, your reign is over Mr. president, your legitimacy is shattered and the outcome is a foregone conclusion, the only thing in doubt is whether you will leave office willingly or unwillingly. Confrontations between demonstrator and the police caused a number of deaths and wounded in Hargeysa today. The disturbance was caused when crowds gathered to watch members of parliament attempting to re-enter the Parliament building after the Somaliland administration closed the building down when a resolution to impeach the president was introduced in the chamber earlier in the week. Allowing the Parliament to come back to session today came to being after negotiation between the president and the chairman of the Elders (Guurti) Mr. Suleban Mohamud Adan. Apparently the president expected the impeachment proceedings to be tabled now that he has allowed Parliament to come back to session, and the chairman of the Guurti was under the impression that there were no conditions attached to allowing the parliament to come back into session, nor could he negotiate on behalf of the Parliament. When it became clear to the president that the Parliament was not backing down from the issue of impeachment, the decision was made to impede and block some members of the opposition parties to enter the building; this in turn created the condition that sparked the confrontation between the people and the police. The president is calling for young people to stay home and not protest any longer, but it is hard to say how that message will be received by people who feel neglected and abused for so long.
