  3. Somalia's interim president has endorsed an agreement with the Horn of Africa country's Puntland State government for the first time since the deal was signed last month, Radio Garowe reports. Sheikh Sharif Ahmed, the Somali president who is currently in the U.S., said the agreement signed between Somali Prime Minister Omar Abdirashid Ali Sharmake and Puntland President Abdirahman Mohamed Farole in August was a "positive step in the right direction." Somali President Sheikh Sharif Ahmed "The agreement between the [Transitional] Federal Government (TFG) and Puntland was to strengthen relations between the Federal Government and administrations existing in the country," the Somali president said. He noted that a deal signed by TFG Fisheries Minister Abdirahman Ibbi in Djibouti, which stirred controversy with Puntland, was an "understanding among eight countries" in the region to strengthen cooperation in the anti-piracy campaign. "The duty of the [Transitional] Federal Government is to works towards uniting the Somali people and the agreement with Puntland is part of this," explained President Sheikh Sharif, who praised the relative peace in the northern Somali enclaves of Somaliland and Puntland. The TFG-Puntland deal allows the latter to remain an integral part of Federal Somalia, but gives Puntland the authority to attend international conferences, sign development and commercial deals with foreign partners, and establish a Somali naval base in Puntland. It is the first time President Sheikh Sharif has publicly spoken about the Puntland deal since Prime Minister Sharmake signed it in the Puntland city of Galkayo on Aug. 23, 2009. Puntland, located in northeast Somalia, maintains its own government, parliament and security forces and has pledged to remain part of Federal Somalia. The Somali government is fighting deadly insurgency with Islamist rebels since it returned to the capital early this year following a UN-sponsored talks in Djibouti late 2008 which culminated with the election of the current president and the formation of the government of national unity led by Sharmarke. The prime minister, who was speaking in an exclusive interview with Xinhua, said there were both "direct and indirect" dialogues going on between the government and the opposition. "We will continue to engage the opposition. We try to discuss directly or indirectly and I think there have been a lot of progress in our talk. I hope the results may be seen later on but we continue to have a meaningful dialogue," said the prime minister. Sharmarke acknowledged that there are difficulties in the talks with the opposition groups who are basically two main Islamist factions of Al-Shabaab and the Hezbul Islam. The prime minister said there will always be going to be "elements" within the opposition that as he put it "will not agree to anything", but he stated that as a government it was their responsibility to reach out to those who were "still out of the (peace) process of Djibouti". The Somali prime minister was hopeful that the opposition groups would come to terms with the fact that the only way out was to join hands and move forward. The official also talked about the current security situation, African Union peacekeeping Mission in Somalia (AMISOM), the bilateral relations between China and Somalia, and the unfulfilled pledged funds from the international community. Sharmarke, whose beleaguered government is confined to parts of Mogadishu and fights off daily attacks from insurgent groups poised to topple it, said his government was doing all it could to improve security in Mogadishu. He acknowledged that the latest deadly twin suicide car bombings against AMISOM headquarters in Mogadishu was a "setback" and nothing could be done to prevent such attacks. "I think you can hardly prevent such suicide bombings. I think you can only minimize the effects of such things. When one decides to blow himself up, I think very little can be done," the prime minister told Xinhua. The suicide attacks which killed nearly 21 people, mostly peacekeepers, and wounded as many as 40 others, was claimed by Al-Shabaab Islamist rebels who along with the Hezbul Islam faction, control much of southern and central Somalia. Meanwhile, the Somali prime minister praised what he called "the long and historic ties" between the Somali and Chinese peoples and governments and urged the further strengthening of the ties between the two nations. He sent congratulation to the government and people of China as they celebrate the 60th anniversary of the founding of the People's Republic of China. "I would urge people and government of China to continue to do their own progress to continue to grow their economy. I think growth in China is a growth for the entire world," he told Xinhua. He, however, described as unfortunate the international community's inability to deliver its pledged funds to support the Somali government and AU peacekeeping forces. (MICHELLE SHEPHARD/TORONTO STAR) September 27, 2009 Michelle Shephard National Security Reporter NEW YORK– What a difference three years makes. Sheikh Sharif Sheikh Ahmed was the head of the Islamic Courts Union in October 2006 when the Star interviewed him inside a heavily guarded Mogadishu villa. The soft-spoken teacher-turned-polit ician had done what no other leader could – brought order to the anarchic city. A former Toronto grocer, Abdullahi Afrah, was among his closest advisers. But two months later, fears the ICU would become the "new Taliban" pushed Ethiopian tanks over the border as the U.S. propped up a new government. Months of warfare ensued, thousands were displaced and hundreds killed, including Canadian Afrah. Now, Ahmed is back – as president. He's a unique leader for Somalia because he isn't a warlord with a bloody past or beholden to a clan – factors that have turned Somalis against each other for 18 years. It is one reason Ahmed had that brief 2006 success, and why all hopes are pinned on him today. But challenges may be bigger now than they were three years ago. Ethiopia's invasion attempted to quash a militant offshoot of the ICU known as al Shabaab (the Youth). But as a longtime rival, Ethiopia's presence only unified Somalis, attracted foreign fighters and bolstered al Shabaab's ranks. Ahmed met the Star again yesterday in a suite at the Waldorf Astoria as a U.S. Secret Service agent stood outside his door and New York police cordoned off blocks around the Park Ave. hotel. He wore a dark blue suit with a crisp white shirt and a pin of Somalia's flag secured to his lapel. On the table sat glass bottles of Evian beside a tropical fruit tray and flower arrangement of orchids, proteas and roses. Ahmed came here last week to address the United Nations Assembly with other world leaders. Last month, he met privately with U.S. Secretary of State Hillary Clinton in Nairobi, where she told reporters his government was "the best hope we've had in quite some time." Same man. Same vision. Different times. Ahmed laughed when asked if he had changed. "This is an obvious question," he said. "The challenges people were facing before were kidnappings, rape, violence, all kinds of problems. No one at that time believed change could come, but I had a lot of hope. I find myself in the same spot now where we have a lot of serious challenges and people saying this is not going to work. But I'm full of hope." Canadian Afyare Abdi Elmi, who received his PhD from the University of Alberta and now teaches in Qatar University's international affairs department, says there is indeed a window of opportunity for substantive change to take place in Somalia. "I think (Ahmed) is charismatic and pragmatic," and neither he nor Prime Minister Omar Abdirashid Sharmarke has "political baggage," Elmi said in a phone interview. "Unlike their rivals, they are not extremists or clanists or warlords – that is why they appeal to many." Ethiopian forces withdrew in January and Ahmed was appointed president a month later with the blessing of the international community. But despite this diplomatic nod, he still struggles for control and most believe that without the support of 5,000 African Union troops in Mogadishu his government would collapse. Ahmed conceded yesterday the mandate of the AU troops might expand from that of peacekeepers – only able to react if attacked – to a more offensive role. "That is something we are working on," he said. Al Shabaab pledged allegiance to Al Qaeda in a widely circulated online statement last week and orchestrated twin suicide bombings on an African Union compound this month, killing 21. The attacks, in which stolen UN vehicles were used, showed a new level of planning and sophistication. Ahmed said he believes al Shabaab, which has been designated a terrorist group in most countries, including Canada, remains unpopular inside Somalia. Without Ethiopia as a common foe, most Somalis do not adhere to the strict interpretation of Islam the group preaches, or support its global fight against the West. But young Somalis, impoverished and having grown up on war, might not need to support the group ideologically in order to join its ranks if al Shabaab becomes a better paying or more secure option. And the group appears to be successfully appealing to disenfranchised youths outside Somalia as well. Up to 20 Somalia-born young Americans have disappeared from the Minneapolis area, one of whom authorities say died a suicide bomber. The FBI is also reportedly using DNA samples to determine if Seattle teenager Mohamed Mohamud was responsible for detonating explosives in the AU attack. There are reports, but no confirmed cases, of Canadian youths travelling to Somalia after being lured through jihadi Internet sites. Links between Canada and Somalia have always been strong, since Toronto is home to one of the world's largest Somali diasporas. Thousands of Somalis sought refuge in Canada following their government's collapse in 1991 and Somalia's prime minister and several high-ranking ministers in Ahmed's government are well-educated Canadian citizens. Yesterday, Ahmed encouraged more Canadians to return to their birthplace or support those who have, and he called on Ottawa to provide humanitarian assistance for thousands of displaced Somalis facing starvation and drought. He also expressed regret and sadness about the kidnapping of Canadian freelance journalist Amanda Lindhout, who along with Australian photographer Nigel Brennan, has been held hostage near Mogadishu for 13 months. "There was an opportunity at one point to win her freedom where we got very close in negotiations," he said. However, he was unable to offer a current assessment, saying only "we are still involved in her case." As the interview ended, Ahmed stood and shook hands with his female visitor, something he didn't do in Mogadishu three years ago. In 2006, Ahmed told the Star he defied expectations by pacifying Mogadishu. "People were not anticipating there would be light at the end of the tunnel," he said. After 20 years of dictatorship and almost 20 more now of war, being optimistic about Somalia's future is difficult. But Ahmed said he is just that.

Nonetheless, he was determined to continue political dialogue among all stakeholders, including the armed rebels, and “sit at the table to negotiate” an end to conflict. Indeed, he would spare no effort in finding a lasting solution to ensure the security of all Somali people and territory. Though the rebels did not believe in dialogue, he was ready to lay the basis for a transparent system, notably by establishing institutions that reflected the will and cultural values of Somalis. Such a system would be based on the protection of human rights and rule of law, and would seek to promote the genuine Islamic principles of individual freedom, respect for equity and equal rights, irrespective of gender or ethnicity. In addition, he said the Government would work to establish an economic system, based on market economics, which would encourage foreign direct investment and individual ownership. Institutions to combat corruption would also be created. “At this difficult moment in history, we need assistance and support,” he said, particularly in terms of security and humanitarian aid. It would be difficult to protect human rights without achieving security. Outlining Somalia’s needs, he said measures should be taken to promote police services, and judicial and administrative services. African Union troops should be increased. The refugee situation continued to deteriorate, and more than 3.8 million people needed humanitarian assistance. Regarding the resolution adopted by the Security Council on the arms embargo, he urged that body to reconsider that matter and help Somalia build its security forces, without which, efforts to reconstruct the country would be impossible. He also asked donors attending the Brussels Donor Conference to make further funding available. In closing, he expressed his firm belief that security advances would likely help counter the economic and social impacts of the “offensive” that had occurred for the last 18 years. In that context, he called for relaunching the enterprising spirit of Somalis. With remittances from those living abroad, tangible progress had been seen and he believed the economy could progress “reasonably” in coming years. As the economic crisis had placed an additional burden on Somalis, there was a need for joint and urgent action for Somalia.
