I. Position Information Post Title: Economist (Aid Coordination Specialist) Expert, Governance Type of contract Fixed term Level: Puntland Civil Service Duration: Six (with possibility of extension) Location: Garowe Supervisor: Ministry of Planning II. Background Puntland made significant progress to establish the necessary institutions and procedures governing them. The Puntland prepares annual budgets, collects revenue, employs a number of Civil Servants, and provides limited public goods and services. The government adopted a three-tiered system of decentralized governance, which provides a significant amount of autonomy to local authorities. The government is in the process of implementing the devolution of fiscal and administrative responsibility to elected district councils. Access to basic services is extremely limited in Puntland, and constrained by both lack of human and physical resources, limited access to financing and the capacity to provide a sustainable policy framework. Most public institutions, particularly planning, finance and integrity institutions are understaffed and most diasporas if not all work on voluntary basis. They lack or are poorly equipped with planning and financial skills needed to prepare coherent and consistent policies linked to available country resources. As a result the government has been performing poorly in coordinating vital government initiatives with the other arms of government, such the parliament and regulatory institutions, such as auditor general and accountant general. To fill this gaps the project (TA) will provide a package of technical support to strengthen key government institutions, such key departments of the ministries of planning, finance and integrity institutions, so it will enable the Government to function effectively in performing its mandated roles and responsibilities in an open and transparent manner. In addition, the TA project will also provide assistance to the core functions of governance to strengthen a more functional inter-linkage between the executive and the legislative. The Government to develop and own a vision, which is needed to enhance economic and financial governance, implement sound finance management essential for recovery and macroeconomic stability. These will require expertise in policy formulation, implementation strategies and both human and financial resources. The incumbent will be based in Hargeisa and work under the supervision of the Ministry of Planning and will undertake the following duties and responsibilities II. Organizational Context Under the overall supervision/management of the Minister of Planning, the Aid Coordination Specialist will have the responsibility of providing policy technical advice, technical assistance and program development support to Puntland in the strengthening government policies on aid coordination and strategies and to enlarge partnerships with national and international development organizations through the development of policies, institutions and practices. For this, the Aid Coordination Expert is expected to provide expertise on (i) Develop Aid Policy and strategies, (ii) initiate consultation of information sharing relevant to the inflow of Aid (iii) develop working and information sharing relationship that encourages strong linkages between policy and available resources. The expert will also lead public discussions within the Government and work closely with all stakeholders to mobilize revenues both domestic and international. III. Functions / Key Results Expected Summary of Key Functions: The expert is expected to: Develop a work program, including priority reviews of past and current policies and government strategies on Aid Coordination and Management Develop and promulgate for consideration by the Planning Minister, in close liaison with other Minister of Finance and other ministries and consultation with government departments, criteria to assist departments to Aid resources effectively and efficiently Establish a schedule for the departments to provide progress reports to advice Ministers on the use of Aid Design consistent approach to departmental reporting to minimize transition costs and maximize transaction costs Specific duties include the following, to: promoting local ownership and more inclusive participatory development management. reducing transaction costs of aid delivery (e.g. multiplicity of aid negotiations, reporting and accounting systems and disbursement and procurement procedures. enhancing predictability of the flow of resources for more effective expenditure planning. enhancing accountability and monitoring systems with emphasis on result orientation and transparency in resource utilization and information disclosure. making aid delivery system complementary to domestic efforts towards capacity building for development management Establishing Government leadership in conceiving and executing development programs in close partnership with its external partners and local stakeholders. Greater involvement of the local stakeholders outside of the government in development management. Changing attitudes and adoption of flexibility in procedures for aid delivery and utilization. Improved aid co-ordination and integration of aid resources in agreed expenditure frame/ development priorities. Greater transparency in aid delivery on the part of donors and accountability for its use on the part of Government. Enhanced complementarities of aid delivery systems to domestic efforts towards capacity building for development management. Integrate Aid Coordination Framework within Five Year Development Plan and RDF. Provide recommendations to training and capacity building needs for Aid Coordination and Management. Other related duties, as required. IV. Competencies Candidate should have strong analytical, communication and advocacy skills; analysis and assessment of policy, including policy design, formulation and review; Ability to work and adapt well with people of different ages, gender and clan backgrounds; Ability to work independently, multitask and work well under pressure; Maintain confidentiality and discretion when dealing with sensitive issues; Ability to make timely and quality judgments and decisions Able to work in a team V. Recruitment Qualifications Education: Advanced University Degree in Economic Development, Business Administration with specialization in Aid Coordination and Management Experience: At least 3-5 Years of work experience in information communication Experience and ability to work and advise a multi-cultural program and technical assistance team Knowledge on government working mechanisms in information and communication Language Requirements: Excellent command of written and spoken Somali, English and Arabic will be an asset VI Reporting Lines During this assignment the expert will report to the Ministry of Planning . The Expert understands and accepts that during the period of this assignment, which s/he solely works substantively on specific task. The expert understands that s/he is contracted by Ministry of Planning and that the UNDP will only pay dues once a work plan has been agreed to and once the work has been delivered
