Where is President Farole? He can't remain out of the state while this state emergency is going on. If government officals are being assasinated like this, the President must be in Puntland to organize a response. He can not do it in another country. I think the thing that concerns me the most after recently being in Puntland is the assasination in Garowe. Garowe is relatively small with less places to hide, I would think those individuals would be caught first. Bosasso on the other hand, is massive for Puntland standards. With Somalis from every corner living there, you'll even see people from Asia, Middle east and other places. So many places to run and hide. A major state of Emergency is need. The PIS needs to be addressed aswell, but in the end they fall under the government, who can say who leads it or not.
