Niccaz need to eat! 5. Why do Somalis ahve soft hair? Maybe because Somalis don't differentiate between cooking oil and hair oil? The secret is out! Here is my suggestions: The election commission: Members: 9 Selection: 8 to be named by regions they represent and 1 by the government. Criteria and Qualifications: to be set by the government and vetted by the parliament. Deadline: Need to be set by government and adhered to. Rules, Regulation and Terms of reference for the commission: to be set by law and made clear to everyone especially the populace. The Parties: once the election commission is set - they need to set out clear guidance on how one can go about forming a party and the rules, regulations and criteria one needs to fulfil in order to register a party. my suggestion for this are; that the election commission should set a number of parties that can be registered - for example - five parties maximum . Rule number 1 - each party that is set should be composed of members that belong to each clan/region. rule number 2 - each party needs to have well defined name (in af soomaali only) & insignia and more importantly a distinct policy and manifesto. Rule number 3 - things that are not allowed e.g clan innuendos/leaning - secessionist tendencies, anti federalism etc. Rule number 4 - acceptance of the results without threats or theatricals. Rule number 5 - setting of deadline for parties to register. those are the things that i can think of now - criticise, add, remove and do what ever else that you think can improve. -

me protest? please! - is not my protest (which i never do as matter of principle) that should worry you - but those that will protest on the premise (whether real or imagined) that they are being sidelined from important decisions. if the temporal things set the stage for the permanent things then it stands to reason to say that this temporal steps matter a great deal. Ngonge - SL started the process the same way - did it not? -
