The Final Analysis: There seems to be a bit of a contradiction in the final communique. On the one hand , it states in bold type that decisions on Somalia's future "rest with the Somali people". On the other it talks about outsiders taking some control of the government's budget, with the establishment of a Joint Financial Management Board. It is also outsiders who have decided that the time for political transition is over ; they even say they will "incentivise progress" towards representative government. Will the London Conference translate into change on the ground? Doubtless there has been real progress in the fight against al-Shabab and piracy. The conference delegates have made it clear that the time for political transition is over. But Somalia may be entering another phase of violence and instability, this time between its regions, many of which have their own governments. There were no less than four Somali presidents at the conference , one representing the transitional federal government, the others the more stable regions in the north. And outside the conference there were no less than three small but noisy demonstrations, all shouting and singing for different causes. This suggests that peace and unity may be still be a distant dream. Cajiib! -

^Typical Somali political junky - English 'acronyms' are now worn as accolades to be proud of and used to show off to others. Osman - I would rather have a police force that was capable of enforcing law and order than all the acronyms that you can think. A security apparatus that can quickly stop clan feuds getting out of hand, apprehend criminals and ensure that all citizens are treated equal before the law of the land. But I take it you would rather have fancy and strong sounding acronyms and none existent equipments so you can rant to others

Your whole argument is lost with bringing Qardho into your argument On serious note: If Somalis can add baris and baasto together with banana and called it "Federation" - By God they can have federal regions - provided all somalis can share it like they share the food.

Taleexi - Somalis are not coming together per say - but certain people are getting together on the pretext that they want to help Somalis and some somali leaders are invited - I am not sure how much of their views (the somalis) would be taken into account, but some would be more articulate then others and i am not sure if that would translate into actions that they want thought. We can only wait and see and hope for the best and prepare for the worst (if we can) -
