UN Integrated Regional Information Networks February 20, 2007 Posted to the web February 20, 2007 Nairobi Days before an African peacekeeping force is deployed in Somalia, violence has spiralled in the capital, Mogadishu, forcing hundreds of families to flee the city and set up temporary camps on the outskirts. The Somali minister of information, Madobe Nuunow Muhammad, said the government was trying to involve civilians to find a solution to the problem. "We do have a problem but we are addressing it and will contain it soon," he said on Monday. "The current insecurity has built up in 16 years of chaos and anarchy and cannot be solved in the short period of time we have," he added. "There is a special security committee for the capital; including officials and the public. We can solve this together and that is why government is involving the public." As part of the strategies to stabilise the city, the African Union plans to deploy an 8,000-strong peacekeeping force, but so far only 4,000 troops have been committed. The first contingent of 1,500 Ugandan troops is expected within days, according to Uganda's officials. In the meantime, Mogadishu residents have to endure unending violence. On Sunday, four people died after their car exploded, and four others including a policeman, were shot dead, local sources told IRIN on Monday. Hospital sources said the number of people seeking treatment from weapon wounds had risen sharply. "From 1 to 18 February, we had 98 weapon-wounded, of whom 21 died of their wounds," said Sheikhdon Salad, the director of Medina hospital, the main hospital in the south of Mogadishu. In Keysaney, the main medical facility in north Mogadishu, 48 people with weapon wounds were brought in over the same period, of whom two died, said Haji Muse Hassan, the head nurse. Another medical source said 260 weapon-wounded were brought to the various hospitals across the city, of whom 42 died, in the past two weeks. "Those numbers only reflect those that made it to hospitals. Many people don't make it to hospitals and are kept at home by relatives and if they die are buried," he added. According to eyewitnesses, checkpoints manned by freelance militias, which had disappeared while the Union of Islamic Courts (UIC) controlled the city, have reappeared in parts of the city. The UIC were routed by Ethiopian-backed forces of the Somali Transitional Federal Government in December 2006, after controlling Mogadishu and large parts of the south since June. "From no guns on the streets to guns everywhere, that is where we are in less than two months," an eyewitness said. The United Nations Office for the Coordination of Humanitarian Affairs in Somalia (OCHA), in a situation report released on Friday, said: "There are reported to be around 15 such checkpoints now, at which civilians are subjected to violence, extortion and intimidation. There are similar reports coming from the Mogadishu-Johwar [north] and Mogadishu-Brava [south] roads." According to OCHA, there were indications that "there is now a steady flow of IDPs [internally displaced persons] leaving Mogadishu in order to escape the insecurity and violence, particularly from IDP settlements located near TFG and Ethiopian military bases, the port and Digfer hospital". It cited about 650 families that have reportedly set up temporary shelters at Xaawo-cabdi [on the road to Afgooye]. Local residents said whoever was behind the violence had grown more brazen. Hassan Mahamud Fanah said the explosion that hit the car on Sunday as it was driving past the main Mogadishu stadium was so powerful the passengers died instantly. At about 2pm local time, masked gunmen attacked a police car in the Huriwa district of north Mogadishu, killing one policeman. "The policemen were trying to buy drinks, when the gunmen attacked," Hassan added. The violence is not confined to the capital. Reports indicate that the security situation in Lower Shabelle has also deteriorated, with cases of rape, and in Baidoa, where a reporter was killed on Friday. Abdifatah Geesey, manager of the Baidoa-based radio station Warsan, told IRIN the reporter was killed in cold blood: "Ali [Muhammad Umar] was killed by two unknown gunmen on his way home on Friday night at 8pm [local time]." Explaining how the situation had affected his station, Geesey said: "By sunset everyone is locking themselves in their homes. I have instructed our night-shift staff to sleep in the station compound for safety reasons." Crime surges in lawless Somali capital Mustafa Haji Abdinur | Mogadishu, Somalia 16 February 2007 02:59 Dodging bombs and bullets may be routine for many Mogadishu residents, but a surge in violent crime in the Somali capital is compounding the years of misery of a war-weary people. Increasing incidents of rape, robbery and carjacking in the Horn of Africa city pose an unfamiliar threat to many residents since the Ethiopia-backed government ousted an Islamist movement from Mogadishu late last year. Gunmen prowl the capital's battle-scarred streets preying on people carrying cellphones or on bus drivers whose vehicles are commandeered for trade in spare parts, while daily artillery battles roar overhead. "The city has become as it was once in 1992," said Mogadishu resident Hussein Mohamed Shiniyow, adding that he saw a young man gunned down by two gangs outside the city's Salama Mosque late on Thursday. "People were killing each other and robbing each other at the time and now it seems that everything has returned back to hell," he said. At least four people were killed on Thursday night during robberies, while six others were seriously wounded, according to witnesses. The toppling of the Islamists, who brought their strict law to Mogadishu after they seized the capital last June, was seen by many to herald a new start in the anarchic country that has known no peace since the 1991 ouster of strongman Mohamed Siad Barre. With carjackings on the rise, most bus services in the city stop at 6pm. "Cars are stolen by masked people who dismantle them and sell their parts," said bus owner Ibrahim Sheikh Hassin, who had to pay a $350 ransom to reclaim one of his vehicles. The violence, including the rape of two women at gunpoint earlier this week in southern Mogadishu, has many residents on edge, leaving them at the mercy of the criminals in a security vacuum left after the conflict. "There are armed gangs everywhere in this city and no one is protecting the civilians. We ask Allah to save us from those assailants," resident Oald Ahmed Farah said. Despite government pledges to pacify Mogadishu and protect civilians, many residents have fled or are making preparations to leave the city, despite having put up with almost two decades of violent chaos and warfare. "We are expecting to flee the town because we cannot stay between gangs that kill people and the flying mortar shells," Halimo Addow Sheikh, a mother of three, said. An early morning incident Sheikh witnessed, in which four people were killed in fighting over a mobile phone, led her to make the decision to leave to escape not only insecurity but the haunting echo of the victims' screams. "Is that what we will wait to come upon us? No, we must leave this town," she vowed. The weak regime, now awaiting a legion of peacekeepers to help provide stability, blames the surge in violence on the Islamists, who vowed to carry out guerrilla-style attacks on the government and their foreign allies. "This is a nasty work of the remnants of the defeated Islamic Court Union people," Deputy Defence Minister Salat said. "Those elements cannot change the course of history in modern Somalia. They want to take the country hostage but their efforts and aim will be crippled," he said. In areas under government patrol, insecurity has "declined dramatically", Jelle said, explaining that authorities are avoiding a large-scale operation in order to protect civilians. Somalia's Warlords Re-Emerge MOGADISHU, Somalia, Feb. 14, 2007 -------------------------------------------------------------------------------- (AP) Somalia's warlords are re-emerging and pose a threat to humanitarian aid deliveries to the needy, the United Nations warned Wednesday, as the government struggles to quell growing unrest. Rising violence and a power vacuum caused by the ousting of Islamic forces by the transitional government could lead to a return of the chaos that plagued Somalia for 16 years, the U.N. said in a monthly report. The spiraling violence is also likely to undermine attempts to deploy an African Union peacekeeping mission designed to protect the country's weak, Ethiopian-backed government and train a new army for the lawless nation. "The re-emergence of warlords also raises serious concerns about the need to ensure principled humanitarian action and a do-no-harm approach," the U.N said. The report warned it was critical to avoid the "coercion and violence" perpetrated by warlords and their militias in the past, as they sought to cash in on aid flowing into the country. The U.N. estimates around 1 million Somalis need humanitarian aid. In Mogadishu, the nation's restive capital of 2 million, gunmen are being paid $2 a day to serve as vigilantes, according to businessmen and residents. Fighting here has killed at least 25 people in the last two weeks. "The government has to take responsibility for security, before they get help from African peacekeepers," said Abdi Mo'ali Husein, a resident who has organized private security efforts. About 15 private checkpoints have been set up in residential areas and armed militia are being employed by businesses to prevent attacks, according to Ibrahim Omar Sabriye, Mogadishu's deputy mayor. Mogadishu Police Chief Ali Sa'id Abdi said his officers are working to contain the violence. Islamic extremists opposed to the government routinely attack official buildings in Mogadishu, as well as Ethiopian troops deployed here. In December, Ethiopia sent thousands of soldiers into Somalia to help the U.N.-recognized government defeat an Islamic movement trying to take over the country. The AU peacekeeping force would replace the Ethiopian soldiers, who are widely despised by Mogadishu residents. However, it is not clear if the peacekeepers would be welcome, either, after demonstrations over the weekend by Somalis opposed to the expected AU deployment. The U.N. Security Council is discussing in New York a draft resolution on Somalia, giving its blessing to an AU peacekeeping force that would serve in the country for six months. Ethiopia had planned to withdraw its forces quickly, although the growing unrest makes a full withdrawal unlikely until at least the arrival of AU troops. Ethiopian Foreign Affairs Minister Seyoum Mesfin met with Somali President Abdullahi Yusuf on Tuesday in the southern town of Baidoa. They discussed the worsening security situation and resurgence of resistance groups, said a government official who declined to give his name because he was not authorized to talk to the media. Somalia has not had an effective national government since 1991, when warlords overthrew dictator Mohamed Siad Barre and then turned on one another, throwing the country into anarchy. A transitional government was formed in 2004 with U.N. help, but has had little authority because it has no real army or police force.
