Gavin Williamson introduces Bill on Somaliland recognition
Arafaat replied to Xaaji Xunjuf's topic in Politics
Your narrative and assumptions are incorrect. Also of SSC you assumed they would go nowhere and stay with current Somaliland because the South is ‘dead’ according to youZ You seem to be quite adement of maintaining the current political status quo in Somaliland, thinking that people don’t have a choice or options as long as the South is chaotic. You tell us what the majority of people will gain from the current status quo, give one good example why anyone would favor for the status quo to remain? Except for the few elites that are enriching themselves that want things to remain the same. -

It’s all good to talk vision and strategy, but obviously SL politics is currently driven by ‘cadiifad’ of the commoners and I don’t see that changing -

You think SL is ready to play ball? -
That’s for historians to write about, as non of those people involved are alive today. The recent and more painful past is personal and tend to affect relations between people today, as those who were part of it are very much alive.

Indeed, Somali’s need to come to terms with the atrocities committed in the last four decades or so, and to reveal and with that also reflect on the past wrongdoing and extremist ideologies and banners under which different state and non-state actors have propagated violence, killings and animosities between people’s. This could contribute in the healing process, resolving residual conflicts left over from the past and to restore communal ties. Even for the purpose of learning, it would help to break out from this vicious cycle of routing and jumping from one extremist bandwagon to another, and from one conflict stacking another on top of it.

Don’t blame other countries because Somalia appoints people to the foreign service as diplomats who have 0 experience and training in diplomacy, don’t speak the language of diplomacy while at the same time one expect them to play in league with seasoned career diplomats. Come and engage to make your case does not mean we will vote for lifting the embargo.

Is Hiiraan region's pursuit of independence from Hirshabelle State justified? Saturday June 24, 2023 A bold wave of sentiment is cresting in the Hiiraan Region. The quest for state independence from the Hirshabelle State is no longer an undercurrent. Advocates argue with conviction that regional autonomy is not only justifiable, but it's also an existential imperative. The litany of grievances driving this quest is long and potent. And it traces a stark picture of a region neglected, wronged and crying out for self-rule it has been promised but denied. At the root of Hiiraan's push for autonomy lie allegations of the violation of foundational agreements with Hirshabelle State. These aren't mundane disagreements - they speak to the heart of how the region should be governed, of how its interests should be safeguarded. Yet, these agreements are said to have been trampled, their promises left broken in the dust. This erosion of trust, these voices insist, propels their quest for independence - a bulwark against further erosion of regional autonomy, a protector of the rights of their people. In addition to accusations of power misuse by the Hirshabelle State, the independence argument gathers more weight. Hiiraan's community leaders claim they are in a stranglehold - a framework that stifles their voices, misrepresents them and unevenly distributes power. What does this mean for Hiiraan? It impedes their ability to tackle local issues head-on and to make decisions that resonate with the hopes and aspirations of their people. They believe state independence is the key to unlocking their potential - giving them the agency and authority to cater to their unique needs and values. And their case is compelling. Let's delve deeper. Violation of Foundational Agreements: The repeated failure of the Hirshabelle State to uphold its foundational agreement is a sore point for Hiiraan. According to the agreement, when one region secures the presidency, the other region should be granted the provincial capital and the base of the federal state. However, for over three and a half years, Jowhar has retained both the presidency and the provincial capital, disregarding the established agreement and breaching the trust of Hiiraan's community. Power Abuse and Disregard for Consultation: Adding fuel to the fire is Hirshabelle President Ali Guudlaawe's pattern of dismissing and appointing officials - mainly from Hiiraan - without so much as a consultation. These actions are viewed as the wielder of power swinging the axe, undermining the principles of inclusive governance and exacerbating Hiiraan's feelings of alienation. Failure to Support Anti-Al-Shabab Efforts: Advocates for state independence say Hirshabelle State is not doing enough for the anti-al-Shabab uprising in the Hiiraan region. This successful campaign, led by the resilient Hiiraan community, nearly liberated all their territory from the extremist group. Still, Hirshabelle was noticeably absent from the front lines. Even more shockingly, President Guudlaawe dismissed Governor Ali Jeite, a key leader in the fight against al-Shabab. The President made this decision without involving the region's stakeholders, raising serious questions about his intentions. There have also been allegations of collusion between Guudlaawe and al-Shabab, levelled by former Hirshabelle President Mohamed Abdi Ware. According to him, Guudlaawe plotted to remove Governor Jeyte in return for a handsome bribe. These allegations, made two months before Jeyte's poorly timed dismissal, add to the growing discontent within Hiiraan. The region's financial struggles, further strained by Guudlaawe's attempts to control its tax revenues, have widened the rift between Hiiraan and Hirshabelle. To add insult to injury, the Hiiraan community is underrepresented in the federal government of Somalia, despite expectations to the contrary when they united with the Middle Shabelle region. Taken together, these grievances make a persuasive case for independence. Hirshabelle should sit up, listen, and address these concerns before it's too late.

Excellent metaphor.

I don’t think one can rationally discuss or decide with a clear rational mind on the appropriate state structure and institutions for the country, as long as there hasn’t been a genuine civic reconciliation to restore the relationships between people and spark a process of conflict transformation. A process not necessary to provide an immediate solutions on issues that give rise to the conflict, but rather a process that is intended to address in a pragmatic way the past injustices in order to restore the human relationships. An analogy; There is a reason why Doctors in general don’t operate patients who have a high fever, as the fever is a sign of an infection and compromised immune systems, and operating on a patient with an infection would increase the risk of further complications. And hence why we need to first reduce the ‘fever’ by cooling down the social and inter-communal temperatures and feelings of animosity, resentment, hostility and bitterness. And only after then start thinking, discussing and decide on whatever solution or design for governance and state structures.

I don’t know him, and as the article was recently reposted somewhere didn’t know who he might have been targeting or for what intentions. But the issue and arguments he is making are quite timeless and main point isn’t that Nationalism is wrong, but to be critical and look at the substance of what is being presented under the banner of ‘nationalism’.

Indeed the UN has has failed the Global South, and has become like the Breton Wood institutions(WB, IMF) mechanism maintaining a political-economic hegemony, rather then effective multilateral institutions that respond to the common public goods. And nowhere is this more exemplary that in Somalia, where UN institutions have become an industry which is there to maintain its own existence. Even though it’s Somali leadership that has enabled it to do so.

Deni oo u wada Cabdirisaaq Khaliif in uu noqdo Ra’isalwasaare
Arafaat replied to Qurac&qansax's topic in Politics
Appointing Abdirizaq Khaliif as PM would be a bold, shrewd and brilliant move, but don’t think current politics in Xamar is that cunning and evolved. -
My point is not against a specific personality or clan group perse, but that we have to be understand and be vigilant against a simmering form of political thoughts that is covered under a blanket of fake nationalism, intended to deceive the masses and is in fact against the people’s unity, interest and well being and promotes hate, division and violance amongst people. Read the above Somali article in which the author quite eloquently explained the nature, thought and tendencies of this dangerous narrative.

Banadiri MPs in Somalia accuse International Community of deepening marginalization and racial targeting HORNOBSERVER.COM MOGADISHU (HORN OBSERVER) – Lawmakers representing the Banadiri community in Somalia have raised their voices against the continued... Int community and AMISOM are accused by natives of siding with some of the clan militias involved in the conflict. Shocking if true.

I understand the difficult position, but not saying they should change their message to their people or change their position on engaging in direct talks at this stage, but rather to use informal intermediaries and back channels to SL, pass diplomatic messages and signals via intermediaries, and vice versa. Af course perquisite is that both sides guard the confidentiality of what is said or signaled in diplomatic back channels via the intermediaries, by not blasting out on Somali TV, as usual is the case defeating the very purpose of alternative or multi-track diplomacy. See this piece looking at multi-track diplomacy, how it works and why it’s so important specially in difficult and complex conflicts. A Primer on Multi-track Diplomacy: How Does it Work? WWW.USIP.ORG If you asked someone to define diplomacy, chances are they would describe two governments meeting, shaking hands...
-
Also the Garaad’s could exercise some diplomacy, by at least keeping some sort of back channel open with SL President, signaling they are serious about talks and stay away from further escalation when SL withdraws from Gojacade. Somali leaders need to start exercising diplomacy, keep channels of communication open, differentiate between populist language intended for own (clan) constituency and that used towards other leaders and parties. Issue is that leaders speak the same language as the man in the street, their political thinking and strategies hardly exceed populist credo’s heard in markets and tea stalls.

Valid points indeed, and perhaps it’s the absence of morality combined with the murky intentions and hidden master is what eventually will lead to ruin. On the political doctrine and ideals for Somalis to aspire imbedded in faith and ethnic-nationalism makes sense. However, the type of pan-Somalism and Islamic politics one has seen so far from Somalis is one that has unsettled and agitated both the regional neighbors in Africa, Arab countries and the world at-large, even though for different reasons but nevertheless for valid reasons that you have to take in to account. So why not go back to drawing board to re-conceptualize and reinvent a friendly and indigenous political doctrine that takes in to account valid concerns of external partners, without the sharp edges that might be perceived as mutual beneficial or at-least non-threatening by the neighboring countries in the Horn of Africa and Gulf regions?
-
If Gedo can’t be part of Jubbaland, why u think Jamame or even Jilib would? Don’t draw conclusions on any regions or people political fate, simply because a politician fails to see that you can’t solve decades of conflicts simply by the barrel of the gun, just putting his signature on a piece of paper or populating regional Parliaments with his clan cronies.
-
Same as you would negotiate with AMISOM on their departure from Somalia, with Kenya on their withdrawal from Kismayo, with the UAE on stopping their political interference, with Ethiopian on trespassing and violating your borders and sovereignty. It’s not that difficult, it’s called diplomacy and understand that it’s a job, a profession and also a trait which some people are highly gifted in. And definitely not something every Abdi, Farah and Faisal in Somali politics should be tasked with.
-
The political differences are not impossible to bridge, it won’t be easy coming to an acceptable compromise and for sure it will come with a price for either parties. But that’s what you have leadership for to navigate through these kind of issues, to take action not just a position.

Not a smart move for several reasons; 1. SL Parliament will loose its parliamentary privilege and immunity from court interferences. There is already a procedure to remove the Chair or elect a new chair or correct Members of Parliament through its internal codes and procedures. And this latest move will mean Parliament, the only state body who are still working within their originally elected and valid mandate period, will loose its political space, weights and influence when the courts can interfere in their work and jurisdiction of electing and holding their own Chair accountable, instead of a court. 2. To have the SL Parliamentary Chair being part of SSC, might be beneficial politically for any future dialogue, negotiations and settlement. perhaps as a potential conduit for dialogue or even the perceptive narrative could contribute to the symbolic value of seeking SL to (re-)unite as a whole again. 3. This stap will pave the way for any future governments of SL using same tactics to silence Parliament, interfere in Parliamentary procedures or use courts to silence MPs from doing their work. Furthermore, I assume Somalia’s Federal or State government to also start emulating this latest constitutional and political misstep further fueling political disputes, as has been custom politically to copy all the bad moves SL comes up with. Good example is the term extensions that has also become a political tradition in the South, with all the negative consequences as result.
