(The Canadian Press/Adrian Wyld) HALIFAX — Abdoul Abdi was a wide-eyed six-year-old when he arrived in Canada as a child refugee from a war-torn country. At 24, he’s now facing deportation to Somalia — a country so dangerous Canada has imposed sweeping travel restrictions and which he has no connection to. His case has become a rallying point for advocates of immigration reform, with calls to halt his deportation hearing and a protest planned Tuesday night outside a Halifax-area town hall being held by Prime Minister Justin Trudeau. Abdi, facing ejection because of a criminal record including an aggravated assault conviction, has spent his life in Canada, but never obtained citizenship after he was apprehended as a child by the Nova Scotia government and put into foster care. “This is really a story about a child falling through a massive legal gap that prevented him from applying for citizenship on his own and a policy gap that created a situation where his legal guardian did not apply for citizenship,” said Benjamin Perryman, Abdi’s Halifax-based lawyer. The boy and his sister were taken from his struggling aunt, who spoke little English, less than a year after arriving in Canada. Between the ages of eight and 19, Abdi was moved 31 times, separated from his sister and never completed high school. His aunt’s efforts to regain custody were rejected, and her attempt to file a citizenship application for the children blocked. Abdi has served five years in prison for multiple charges including aggravated assault. The Canada Border Services Agency “gated” Abdi when he was released from prison earlier this month. He was transferred to the Madawaska Regional Correctional Centre in Saint-Hilaire, N.B., where he remains in segregation. Perryman said the province deprived Abdi of his rights when it failed to file a citizenship application on his behalf, especially given the higher risk children in care face for coming into contact with the criminal justice system. “When you have a former child in care who was prevented from becoming a citizen, it would violate international law and the charter to remove that person,” Perryman said. “I find it appalling that children’s services in Nova Scotia failed to obtain citizenship for Mr. Abdi.” Meanwhile, an Immigration and Refugee Board hearing this week granted Abdi a four-week reprieve, but refused to put off his deportation hearing until a court case raising charter and international law arguments is heard by federal court. “It’s really disturbing that this has happened, the fact that Abdoul Abdi was in the care of the province of Nova Scotia and the question of his citizenship was never taken care of,” said Susan Leblanc, the provincial NDP’s community services critic. “Now he finds himself in this horrible situation where he could be deported to a country that I’m sure he doesn’t remember.” She called on the province to advocate on Abdi’s behalf to squash deportation efforts and help him obtain citizenship. Lynn Hartwell, deputy minister of community services, said the province is now working on a policy for non-citizen children in care but is “not in a position to be able to correct what’s happened.” “We’re not going to be able to override or change federal decisions,” she said. In an interview with Halifax’s News 95.7 radio station Tuesday, Trudeau said Canada has a “compassionate” but “rules-based system.” “I can reassure people that decisions around immigration cases are made very seriously with compassion and thoughtfulness,” Trudeau said. “There is never a decision to deport someone that is taken lightly.” Yet El Jones, a local activist, said Abdi’s rights have been violated and officials need to do more than “shrug their shoulders.” “All of these MPs and ministers who have incredible power keep claiming ‘I can’t say anything, I can’t do anything,”‘ she said. “There is nothing that requires people to remain silent in the face of injustice. Nothing.” Abdi’s aunt did not speak English when the children were apprehended, Jones said, and she was not provided with a Somali translator. “He was abused, he was homeless. Him and his sister split up,” she said. “What you see is an incredible level of neglect and we can’t separate that neglect from systemic anti-blackness.” Jones added: “These kids were particularly disregarded because of who they are and because of their race. We know there is a pipeline between foster care and incarceration, and that’s where he ended up.” If he’s deported, Perryman said Abdi’s safety would be at risk. He said Somalia lacks a stable government and is home to extremist terrorist groups. Abdi also has a daughter, born in Canada.

The President of Puntland, Hon. Abdiweli Mohamed Ali Gaas has talked about Somaliland’s armed forces which took control of Tukaraq town. The President has made the remarks in a press conference held in the presidential palace in Garowe on Tuesday. Mr. Abdiweli said that Somaliland coincided the military assault when the president of Somalia is paying an official visit to Puntland since his he was elected to office. He stated that the attack is impediment to the peace process in Somalia. The President has clearly accused Somaliland authority of harboring and supporting Al Shabab and Da’ish. The President blamed that the assault is a support to terrorist and extremist organizations. Mr. Gaas has urged Puntland populace to shed blood for defending Puntland at any cost and sent stern warning to the international community and Somalia’s government that Somaliland will be held responsible for the outcome. The president has pointed out that the assault is a clear violation of Puntland’s territorial integrity and added that it won’t tolerate such destabilization and Somaliland’s meddling of its peace.

(Reuters) A Somali immigrant allegedly donned a nurse’s uniform, broke into a delivery room in a Rome hospital on New Year’s Eve and sexually assaulted a woman in labor, in the latest case of migrant crime to shock Italy. La Stampa reported that 38-year-old Ali Abdella is accused of barging into the delivery room at Sant’Eugenio hospital on after stealing a set of scrubs. Once he got into the delivery room, he is alleged to have groped the woman’s leg and genitals and then masturbated in front of her. The woman reportedly screamed, alerting nurses and doctors, who in turn called the police. Abdella, who reportedly has lived in Italy for five years on a residence permit, was arrested and is now awaiting trial on charges of aggravated sexual violence and theft. La Stampa reports that Abdella’s defense team has requested a psychiatric evaluation. When his lawyer was asked what Abdella was doing at the hospital, he replied: “Only God knows.” Migration from African and Middle East countries is a fiery topic in the current Italian political climate and Italians will go to the polls in March where immigration is likely to be a top issue. Currently, the populist Five Star Movement is leading most polls and is predicted to pick up about 25-30 percent of the vote in a broad field of parties. But Five Star’s skepticism about forming coalitions means they are unlikely to muster enough seats to form a government, leaving the door open to right-wing rivals Forza Italia — led by former Prime Minister Silvio Berlusconi — to form a government. Should that outcome occur, Forza are likely to form a right-wing coalition that includes the Northern League — which has campaigned strongly for control of migration flows into the country. Foxnews

Somaliland aims to attain self sufficiency in food production. This was disclosed by the minister of agriculture, Hon. Ahmed Mumuin Seed who officially opened three day meeting which saw the attendance of protagonists who are expected to come up with the best possible way to reach self reliance in food production. The current president campaigned to achieve self food production in Somaliland and this is in line with the national plan. The minister has not announced the time frame for attaining the target in encouraging local production. Somaliland agriculture stake holders have also participated as they are about to brainstorm ways to surge local production and this will reduce the imported food from overseas.

Somaliland is experiencing severe droughts concerning sequential failure of rainfall in the past four years. With livestock contributing to more than 60% of the country’s GPD, thousands of people loss their life-dependent livestock and consequently migrated to remote places to save their lives with whatever food and water available. Social work students from Hargeisa School of Social work in the University of Hargeisa have been at fore front to combat serious social ills that destroy the social well-being of families and communities at large. More importantly, their actions to reduce the challenges resulted by recent droughts were utterly marvelous as they carried out their community interventions and worked with health, education and psychosocial service settings of twenty-five drought-affected villages in Somaliland. However, there are three primary roles which shaped the significance of their work. Community Mobilizers As community mobilizers, social workers engaged in diverse communities with distinct cultural and ethnic background that are worsened by the droughts without exploiting community assets. They particularly sensitized community members and community-based organizations (CBOs) including women and children building bridges to access present resources and strengthen relationships with the service providers at village level to utilize health; shelter; food and other necessary basic needs. As a result, they drove village members to some of the humanitarian actors and Somaliland government in health, livelihoods, and protection aspects. 2. Crisis Counselors Additionally, working as counselors made huge difference to individual psychosocial status because hundreds of people had been suffering hardly from diverse mental and social challenges after they loss 90% of their life-dependent livestock. They dealt with more than 122 cases (MoLSA, 2017) of women and men at the community support centers. People from these communities faced tremendous risks and stresses on ways to handle this humanitarian crisis. Interagency Facilitators Social workers did not only manage caseloads, but they also used their facilitation roles to best serve both individual and familial clients. Without exceeding service providers’ policies and guidelines for their humanitarian response, social workers ensured whether delivery of drought response activities is ethical in terms of local values, justice and Core Humanitarian Standards (CHS). Whilst this had several major benefits for the host communities, internalizing the basic social work values was rather inconsistent due to the widespread effect of humanitarian crisis. The lack of trust for federal security forces in Ethiopia’s biggest regional states has been identified as the main security headache the country faces. The Addis Standard news portal reported on Monday that two anonymous sources close to a Security Council meeting held late last week, said that strong resistance from parts of the Oromia and Amhara regional states was making the work of federal forces difficult. “Concerns were raised by members of the national defense forces and the federal police regarding strong resistance from several parts of the public, particularly in Oromia and Amhara regional states,” a source is quoted to have said. The Security Council meeting was headed by Defense Minister Siraj Fegessa and was attended by Premier Hailemariam Desalegn and other top security and police chiefs from across the country. Clashes between especially the army and residents of Oromia has claimed a number of lives. The most recent being when about 19 people were killed in the town of Chelenko late last year. In October 2017, 10 people were reportedly killed in Ambo with another four deaths in the town of Soda. The security situation between the Oromia and Ethiopia-Somali states has also been heated in the last quarter of 2017. The clashes led to hundreds of deaths with massive displacement of persons on both sides. The government has announced a resettlement plan. Another area of concern according to the submissions was the ethnic-based killings that forced the closure of some universities in the Oromia, Amhara and Tigray regional states. The situation is said to have calmed down and most universities reopened. Addis Ababa early last week announced political reforms to what has long been tagged a repressive region. Leaders of the four parties that form the ruling EPRDF coalition announced that political prisoners were to be released and a notorious jail, the Maekelawi, closed down and turned into a modern museum. By: Jack McCaslin On November 21, 2017, Somaliland peacefully elected its third president since 2003 and held its fifth peaceful election since declaring independence from Somalia in 1991. It was the first time that the incumbent did not stand; instead, former president Ahmed Mohamed Mohamoud “Silyano” chose not to seek reelection. Muse Bihi Abdi, the new president, is a former minister in the government of the still-ruling Peace, Unity, and Development Party, and was a commander in the Somali National Movement (SNM). The SNM was the liberation movement that ultimately defeated Mohamed Siad Barre, the longtime leader of Somalia, and led Somaliland’s secession from Somalia. He was sworn in on December 15. The secret, at least in part, to Somaliland’s quarter-century of peaceful de facto independence, was its gradual transition to democracy, partially shepherded by the SNM. A few months after the Barre regime collapsed at Mogadishu and the civil war ended in January 1991, the SNM held a conference of clan leaders that elected an interim leader, agreed to secede from Somalia, and created the independent Republic of Somaliland. This structure weathered intense internal violence in 1992, and in 1993 it elected Somaliland’s first president in multiparty elections. While the 1990s continued to be fraught with political and clan infighting, the newly-declared country was able to stick together and hold a constitutional referendum in 2001, which passed with over 97 percent of the vote. Like other liberation movements, such as the ZANU-PF in Zimbabwe, many current politicians and members of government were former members of the civilian and military arms of the SNM, but unlike Zimbabwe’s ZANU-PF, the movement did not morph into a singular political party that controlled the state. It was a national movement at the time of independence, and eventually dissolved, creating space for political parties to emerge that reflected different views. In 2017, Freedom House ranked Somaliland as the only free ‘country’ in East Africa. Despite its rare albeit short history of peaceful democracy, only a quarter of working-age Somalilanders are employed, and in 2012, its per-capita GDP was the fourth-lowest in the world (if ranked independently). Remittances allow for much of the population to get by. Through its reliance on councils of clan elders, known as Guurti, Somaliland utilized distinctly African forms of governance to guide it to democracy. It is ironic that African regional organizations have refused to recognize it, and the Untied States has followed suite. Their chief objection rests in the potential for a domino effect of successful secession movements in a region where there are numerous aggrieved (some more legitimately than others) parties itching for a chance to breakaway. For Somaliland, recognition by the international community is much more than merely symbolic; international recognition would enable legal foreign direct investment into the anemic economy. The lack of trust for federal security forces in Ethiopia’s biggest regional states has been identified as the main security headache the country faces. The Addis Standard news portal reported on Monday that two anonymous sources close to a Security Council meeting held late last week, said that strong resistance from parts of the Oromia and Amhara regional states was making the work of federal forces difficult. “Concerns were raised by members of the national defense forces and the federal police regarding strong resistance from several parts of the public, particularly in Oromia and Amhara regional states,” a source is quoted to have said. The Security Council meeting was headed by Defense Minister Siraj Fegessa and was attended by Premier Hailemariam Desalegn and other top security and police chiefs from across the country. Clashes between especially the army and residents of Oromia has claimed a number of lives. The most recent being when about 19 people were killed in the town of Chelenko late last year. In October 2017, 10 people were reportedly killed in Ambo with another four deaths in the town of Soda. The security situation between the Oromia and Ethiopia-Somali states has also been heated in the last quarter of 2017. The clashes led to hundreds of deaths with massive displacement of persons on both sides. The government has announced a resettlement plan. Another area of concern according to the submissions was the ethnic-based killings that forced the closure of some universities in the Oromia, Amhara and Tigray regional states. The situation is said to have calmed down and most universities reopened. Addis Ababa early last week announced political reforms to what has long been tagged a repressive region. Leaders of the four parties that form the ruling EPRDF coalition announced that political prisoners were to be released and a notorious jail, the Maekelawi, closed down and turned into a modern museum. Up to 64 migrants died off the coast of Libya at the weekend when their flimsy boat sank, humanitarian groups said on Monday after talking with survivors evacuated to Italy. Eighty six people were plucked from the stricken rubber dinghy on Saturday and eight bodies, all women, were recovered. However, the boat had been carrying 150 migrants, survivors said, with many of the dead vanishing beneath the waves. “Among them there were many children who are believed to have drowned at sea,” said Doctors Without Borders Sea on Twitter. “Among the survivors was a three-year-old child who has lost her mother and arrived alone, and a family of 11 now a family of three,” it added. The Italian coastguard said the migrants had been spotted on Saturday morning by a plane patrolling the seas on behalf of a European anti-smuggling operation. Rescuers believe their dinghy deflated following a puncture. Such boats are regularly crammed with migrants by people smugglers operating from Libya and were never built to withstand crossing the Mediterranean Sea. The International Organization for Migration (IOM) estimated that 2,832 migrants died last year trying to reach Italy from North Africa, down from 4,581 in 2016. Some 119,310 people made it alive to Italy in 2017 against 181,436 the year before. The majority of the migrants are Africans fleeing war and poverty back home. Italy is working with various groups and authorities in Libya to slow the flow of newcomers.
